New Delhi, the 5th August, 2019

S.R.O. 74.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Assistant Division Fire Officer in

the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, namely:-

1.

Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of

Defence Production, Directorate General of Quality Assurance, Assistant Division Fire Officer (Group ‘B’ Post),

Recruitment Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification, level in pay matrix.—The number of said post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, other qualifications, etc..—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.— No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

supersession of the Border Roads Organisation (Hindi Officer Group ‘B’ Central Civil Posts) Recruitment Rules, 1982

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Assistant Director (Official Language) in the Ministry of

Defence, Border Roads Organisation, General Reserve Engineer Force, namely:-

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

S.R.O. 76.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Naval Hydrographic Officers (Group ‘A’ and Group ‘B’ posts) Recruitment Rules, 2006, except as

respects things done or omitted to be done before such suppression, the President hereby makes the following rules

regulating the method of recruitment to the posts of Civil Hydrographic Officer, Principal Civil Hydrographic Officer,

Assistant Chief Civil Hydrographic Officer, Deputy Chief Civil Hydrographic Officer and Chief Civil Hydrographic

Officer in Integrated Headquarters, Ministry of Defence (Navy), namely:-

1.

Short title and commencement .— (1)

These rules may be called the Ministry of Defence, Navy,

Hydrographic Officers (Group ‘A’ and Group ‘B’ Posts) Recruitment Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

2.

Application .—These rules apply to the posts specified in column (1) of the schedule annexed to these rules.

3.

Number of posts, classification, level in pay matrix or pay scale.—The number of said posts, their

classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of

the Schedule.

4.

Method of recruitment age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to said posts, shall be as specified in columns (5) to (13) of the said Schedule.

5.

Disqualification.— No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible

for appointment to the said posts.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6.

Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing, and in the consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

7.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes. Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

on deputation basis is considered along with outsiders. If the departmental candidate is selected for appointment to the

post, it shall be treated as having filled by promotion.

Note 2 : (Period of deputation (Including Short Term Contract) including period of deputation (Including Short Term

Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation

or department of the Central Government shall ordinarily not exceed five years.

Note 3 : The maximum age-limit for appointment by deputation (Including Short Term Contract) shall not be exceeding

Pass in the final examination of the institution of

surveyors in sub-division 1(B) hydrographic

surveying.

and

(ii) Three years experience in Nautical chart

compilation and digital cartography

(Experience should be from Government or

autonomous organisation or statutory body or

public sector undertaking or University or

recognised research institution.)

Desirable –

(i) Certificate or diploma in a foreign language,

preferably French

(ii) At least one year experience in application of

geographical information system technology.

Note 1: Qualifications are relaxable at the

discretion

of

the

Union

Service

Commission for the reasons to be recorded in

writing, in case of candidates otherwise well

qualified.

Note 2: The qualification regarding experience

is relaxable at the discretion of the Union Public

Deputation (including short term contract):

Officers of the Central Government or State Government or Union territory administration or recognised University or

institute or research institutions or public sector undertaking or statutory or autonomous organisation;

(a) (i) holding analogous posts on regular basis in the parent cadre or Department;

or

(ii) with three years regular service in the grade rendered after appointment thereto on a regular basis in the level – 7 the

pay matrix (Rs.44900-142400) in the parent cadre or department; and

(b) possessing the educational qualifications and experience prescribed for direct recruits under column 7.

Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for

consideration for appointment on deputation, similarly, deputationists shall not be eligible for consideration for
