छूट दे सकेगी ।

S.R.O. 93.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of (i) the Defence Services Food Inspection Organisation Junior Scientific Officer-Civilian Group ‘B’ posts

Recruitment Rules, 2002; (ii) the Army Service Corps (General Central Civil (Group ‘B’ Non Gazetted) posts

Recruitment Rules, 2003; (iii) the Army Service Corps (General Central Civil (Group ‘C’) posts Recruitment Rules,

2003; except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the posts of Junior Scientific Officer-Civilian, Senior Scientific

Assistant and Scientific Assistant in the Defence Services Food Inspection Organisation, Ministry of Defence, namely:-

Short title and commencement.—These rules may be called the Defence Services Food Inspection

Organisation Scientific Staff - Civilian (Group 'B' Posts) Recruitment Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall be apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.—The number of said posts, their classification and

level in the pay matrix thereto attached shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications

and other matters relating the said post & shall be as specified in columns (5) to (13) of the said Schedule.

Disqualifications.—No person, -

(a) who has entered into or contracted a marriage with a person having, a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of the rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect of any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions, required

to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

S.R.O. 94.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval),

(Administrative Officer), Recruitment Rules, 2011 in so far as they relate to the post of Administrative Officer, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Administrative Officer, in the Department of Defence Production,

Directorate of Quality Assurance (Naval), namely:-

Short title and commencement.— (1)These rules may be called the Ministry of Defence, Department of

Defence Production, Directorate of Quality Assurance (Naval), (Administrative Officer), (Group ‘B’ Post) Recruitment

Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, level in pay matrix.—The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, other qualifications, etc.—

The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Promotion:

Office superintendent in level-6 in the pay matrix (Rs. 35,400-1,12,400) with five years

service in the grade and who has successfully completed mandatory training of two to

four weeks in the relevant area from the institute to be prescribed by the Ministry or

Department.

Note 1: Where juniors who have completed their qualifying or eligibility service are

being considered for promotion, their seniors would also be considered provided they are

not short of the requisite qualifying or eligibility service by more than half of such

qualifying or eligibility service, or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade alongwith their

Juniors who have already completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the

service rendered on a regular basis by an officer prior to 1.1.2016 or the date from which

the revised pay structure based on the 7^th Central Pay Commission recommendations has

been extended, shall be deemed to be service rendered in the corresponding level in the

pay matrix extended based on the recommendations of the pay commission.

S.R.O. 95.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Defence, Indian Air Force, Draughtsman Grade III, Recruitment Rules, 2011, except as

respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Draughtsman in the Indian Air Force, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Defence, Indian Air Force,

Draughtsman, Group ‘C’, Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the

Official Gazette.

Number of post, classification and level in pay matrix.— The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and other qualifications etc.— The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.— No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Class, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Diploma in Mechanical Drawing or Civil Engineering or Mechanical

Engineering or Electrical Engineering or Draughtsmanship (Mechanical or

Civil) from a recognised Institution.

Certificate in Draughtsmanship in the relevant discipline from an Industrial

Training Institute or equivalent recognised Institute.

Desirable:

One year experience in the relevant discipline or area in Government or

statutory or autonomous Organisation, Public Sector Undertaking or University

or private organisation of repute.

Note 1:- The qualification are relaxable at the discretion of the competent

authority, for reasons to be recorded in writing, in the case of candidate

Translator Group ‘C’ post (Non-Gazetted) Recruitment Rules, 2014, namely:—

(1) These rules may be called the Ministry of Defence, Corps of Electronics and Mechanical Engineers

Translator Group ‘C’ post (Non-Gazetted) Recruitment (Amendment) Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

For rule 2 of Ministry of Defence, Corps of Electronics and Mechanical Engineers Translator Group ‘C’ post

(Non-Gazetted) Recruitment Rules, 2014, the following rule shall be substituted, namely: —
