New Delhi, the 31st October, 2019

G.S.R. 335.— In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President

hereby makes the following rules regulating the method of recruitment to the post of Junior Photographer in Dr. Ram

Manohar Lohia Hospital , New Delhi, namely:-

Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare,

Dr. Ram Manohar Lohia Hospital, New Delhi, Junior Photographer ( Group ‘C’ post) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette

Number of post, classification and level in pay matrix.—The number of the said post, its classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and other qualifications, etc. .—The method of recruitment, age- limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said schedule.

Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Saving .— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special

categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 336.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Kalawati Saran Children’s Hospital, New Delhi (Office Superintendent) Recruitment Rules, 1991, the

President hereby makes the following rules regulating the method of recruitment to the post of Office Superintendent,

Kalawati Saran Children’s Hospital, New Delhi, namely:—

1. Short title and commencement.—(1) These rules may be called the Kalawati Saran Children’s Hospital, New Delhi

(Office Superintendent) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in pay matrix.—The number of the said post, its classification and level in the

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of person in accordance with the orders issued by the Central Government from time to time in this

regard.

(क) िजसने ऐसे cिX के साथ िववाह अथवा अनुबंिधत िववाह कया हो िजसका पित/प‹ी जीिवत हो, अथवा

(ख) िजसक1 प‹ी/पित के जीिवत रहते ए उसने कसी भी अय cिX के साथ िववाह अथवा अनुबंिधत िववाह कया हो]

उX पद पर िनयुिX हेतु पा9 नहB होगा :

बशतŒ क क- Cीय सरकार संतुŠ हो क, ऐसा िववाह उस cिX और िववाह के दूसरे प% पर लागू !वीय कानून के अधीन !वीकाय# है और

ऐसा करने के िलए अय आधार भी ह5 तो इस िनयम के अंतग#त कार#वाई से कसी भी cिX को छूट िमल सकती है।

िशिथलीकरण का अिधका

िशिथलीकरण का अिधकार.—जहां क-Cीय सरकार क1 राय है क ऐसा करना आवGयक या समीचीन है, वहां वह उसके िलए जो

कारण ह5 उह- लेखब2 करके तथा संघ लोक सेवा आयोग के साथ परामश# म- इन िनयम के कसी भी उपबंध को कसी वग# या वग# के

cिXय के बाबत, आदेश ारा िशिथल कर सकेगी।

CावृिD

CावृिD.—इन िनयम क1 कोई बात, ऐसे आर%ण, आयु सीमा म- छूट और अय =रयायत पर भाव नहB डालेगी, िजनका

क- Cीय सरकार ारा इस संबंध म- समय-समय पर जारी कए गए आदेश के अनुसार अनुसूिचत जाितय, अनुसूिचत जनजाितय, अय

िपछड़ा वग#, भूतपूव# सैिनक और अय िवशेष वग# के cिXय के िलए उपबंध करना अपेि%त है।

G.S.R. 338.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of (i) the Office of the Development Commissioner (Handicrafts) (Group ‘A’ posts) Recruitment Rules,

1986 in so far as they relate to the post of Deputy Director (Budget & Accounts), (ii) the office of the Development

Commissioner (Group ‘B’) (Accounts Officer), Recruitment Rules, 1983, in so far as they relate to the post of the

Accounts Officer, (iii) the office of the Development Commissioner (Handicrafts) Headquarters/Regional

Offices/RD&TDC (Senior Accountant, Account Assistant and Junior Accountant) Recruitment Rules, 1983; in so far as

they relate to the post of Senior Accountant, except as respects of things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of the

Deputy Director (Budget & Accounts), Accounts Officer and Senior Accountant, namely:—

Short title and commencement.— (1) These rules may be called the Ministry of Textiles, Office of the

Development Commissioner (Handicrafts), Deputy Director (Budget & Accounts), Accounts Officer and Senior

Accountant Recruitment Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

Application.— These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix.—The number of posts, their classification, and the

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person:

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen

and other special categories of persons, in accordance with the orders issued by the Central Government from

time to time in this regard.

B) Possessing any one of the following qualifications:-

A pass in the Subordinate Audit/Accounts Service Examination

(SAS) or equivalent examination conducted by any one of the

Organized Accounts Departments of the Central Government;

II) Successful completion of training in the Cash and Accounts

Work in the Institute of Secretariat Training and Management

or equivalent training course and a minimum of three years

experience in cash, accounts and budget work.

Note 1. The Departmental officers in the feeder category who are in direct

line of promotion will not be eligible for consideration for appointment on

deputation. Similarly, deputationists shall not be eligible for consideration

for appointment by promotion.

Note 2. Period of deputation including the period of deputation in another

ex-cadre post held immediately preceding this appointment in the same or

some other organization or department of the Central Government shall

ordinarily not to exceed three years. The maximum age-limit for

appointment by deputation shall be not exceeding fifty-six years as on the

closing date of receipt of applications.

Junior Accountant in level- 5 in the pay matrix (Rs. 29,200-92,300) with six years

regular service in the grade and having successfully completed two weeks of

training in Administration and Office Procedure including accounts and grant-in-

aid from an Institute or Organization recognized by Government of India or

Ministry of Textiles.

Note: Where juniors who have completed their qualifying or eligibility service are

being considered for promotion, their seniors would also be considered provided

they are not short of the requisite qualifying or eligibility service by more than half

of such qualifying or eligibility service, or two years, whichever is less, and have

successfully completed their probation period for promotion to the next higher

grade along with their juniors who have already completed such qualifying or

eligibility service.

Deputation:

Officers under the Central Government:- (A) (I) holding analogous posts on regular

basis in the parent cadre or department; or (II) with six years service in the grade

rendered after appointment thereto on a regular basis in level-5 of the pay matrix

(Rs.29200-92300) or equivalent in the parent cadre or department or (III) with eight

years service in the grade rendered after appointment thereto on a regular basis in

level-4 in the pay matrix (Rs. 25,500-81,100) or equivalent in the parent cadre or

department.

(B) Who have undergone training in cash and accounts work in the Institute of

Secretariat Training and Management or equivalent course and possessing two

years experience of cash, accounts and budget work.

Note 1: The Departmental officers in the feeder category who are in direct line of

promotion will not be eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible for consideration for appointment by

promotion.

Note 2: The period of deputation including the period of deputation in another

ex-cadre post held immediately preceding this appointment in the same or some

other organization or department of the Central Government shall ordinarily not to

exceed three years. The maximum age limit for appointment by deputation shall be

not exceeding fifty-six years as on the closing date of receipt of applications.
