G.S.R.348.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Cabinet Secretariat Group ‘C’ and Group ‘D’ Posts Recruitment Rules, 2000, in so far as they relate

to the post of Photocopy Operator, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Photocopy Operator in the

Cabinet Secretariat, namely: —

Short title and commencement .— (1) These rules may be called the Cabinet Secretariat, Photocopy Operator,

Group ‘C’ Post, Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix .— The number of post, its classification and level in

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualification, etc .— The method of recruitment to said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification .— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax .— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any class

or category of persons.

Saving .— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time.

Multi-Tasking Staff of Cabinet Secretariat with three years’ regular service in the grade and possessing one year’s

experience in operating and maintaining photocopying machines.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more

than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their

probation period for promotion to the next higher grade alongwith their juniors who have already completed such

qualifying or eligibility service.

Deputation/Absorption :

Officers of the Central Government ,-

(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with three years’ service in the grade rendered after appointment thereto on a regular basis in posts in level-1 of

pay matrix or equivalent in the parent cadre or Department; and

(b) with matriculation qualification from a recognised Board and possessing one year’s experience in operating and

maintaining photocopying machines.

Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation, and similarly, the deputationists shall not be eligible for consideration for

appointment by promotion.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding

this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not

exceed three years.

Note 3: The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of

receipt of applications.

For Ex – Servicemen:

On deputation/re-employment:

The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having

matriculation qualification shall also be considered, and such persons shall be given deputation terms upto the date on

which they are due for release from the Armed Forces and thereafter they may be continued on re-employment.

G.S.R. 349.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Finance, Department of Economic Affairs, Deputy Controller of Aid, Accounts and

Audit (Group ‘A’) Recruitment Rules, 2008, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy

Controller of Aid, Accounts and Audit in the Department of Economic Affairs, Ministry of Finance, namely :-

1. Short title and commencement.— (1) These rules may be called Ministry of Finance, Department of Economic

Affairs, Deputy Controller of Aid, Accounts and Audit (Group ‘A’) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of post, its classification and the level in the

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment, age- limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

persons from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category or persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Classes and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

hereby makes the following rules further to amend the Central Institute of Coastal Engineering for Fishery, Deputy

Director (Economist), Assistant Director (Economist), Senior Economic Investigator and Economic Investigator

Recruitment Rules, 2012, namely:—

These rules may be called the Central Institute of Coastal Engineering for Fishery, Deputy Director

(Economist), Assistant Director (Economist), Senior Economic Investigator

(Amendment) Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

For rule 2 of the Central Institute of Coastal Engineering for Fishery, Deputy Director

referred to as the said rules), the

following rule shall be substituted, namely:-

President hereby makes the following rules, regulation and the method of recruitment to the post of Technical Officer in

the Central Research Institute, Kasauli, namely:-

1. Short Title and Commencement .— (1) These rules may be called the Ministry of Health and Family Welfare,

Central Research Institute, Kasauli, Technical Officer (Group ‘B’), Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in pay matrix .— The number of said post, its classification and the level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Initial Constitution .— The incumbents of the post of Technical Officer in the Central Research Institute, Kasauli on

regular basis on the date of the commencement of these rules shall be deemed to have been appointed under these

rules to the corresponding post mentioned in the Schedule and the services rendered by them in such post on regular

basis shall be taken into account for the purpose of probation, confirmation and pension.

4. Method of recruitment, age-limit, qualifications, etc .— The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .— No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living,

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax .— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving .— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

G.S.R.353.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Consumer Affairs, Food and Public Distribution, Department of Public Distribution,

National Sugar Institute, Kanpur, Senior Scientific Officer (Design) (Group ‘A’ posts) Recruitment Rules, 2017, except

as respect things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Senior Scientific Officer (Design) in the National Sugar Institute,

Kanpur; under the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public

Distribution, namely :-

1. (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of

Public Distribution, National Sugar Institute, Kanpur Senior Scientific Officer (Design) (Group ‘A’ post)

Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.—The number of post, its classification and level in

the pay matrix relating thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Powers to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

method of recruitment to the post of Joint Director (General Cadre), Directorate of Sugar and Vegetable Oils namely:-

Short title and Commencement.─ (1) These rules may be called the Directorate of Sugar and Vegetable Oils,

Education and Research Act, 1998, (13 of 1998), the Central Government hereby publishes the following further

amendments to the first Statutes of National Institute of Pharmaceutical Education and Research made under section 27

of the said Act by the Board of Governors of the said Institute with the previous approval of the Visitor, namely:-

2. (1) These Statues may be called the National Institute of Pharmaceutical Education and Research

(Amendment) Statutes, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

3. In the National Institute of Pharmaceutical Education and Research Statutes (hereinafter referred to as the

Statutes), for Statute 9, the following Statute shall be substituted, namely:-

“9. APPOINTMENT OF DIRECTOR

The appointment shall be for a 5 years term, renewable for one more term of 5 years provided that the upper

age limit does not go beyond 65 years”.

4. In the said Statutes after Statute 12.3, the following Statute shall be inserted, namely:-

“12.4 – RETIREMENT AGE OF PERMANENT EMPLOYEES

(a) Teaching staff (Faculty) shall be superannuated at the end of the month in which he/she attain the age of

65 years.

G.S.R.356.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, the Central Ground Water Board, Store Keeper, Group ‘C’ post,

Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Store Keeper in the Ministry of Jal

Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board,

namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Jal Shakti, Department of

Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Store Keeper, Group ‘C’ post,

Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.— The number of post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

G.S.R.357.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Water Resources, Central Ground Water Board (Artist) Recruitment Rules, 1985, except

as respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Artist in the Ministry of Jal Shakti, Department of Water Resources,

River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Jal Shakti, Department

of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board (Artist) Recruitment

Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of post, its classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Class, the Ex-serviceman

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.
