उ/पूवL अनुसूची के Bतंभ (5) से (13) म- िविनCदD ह: ।

िनरह*ता.—वह Mि,

(क) िजसने ऐसे Mि से िजसका पित या िजसक7 पNी जीिवत है, िववाह
कया है या िववाह क7 संिवदा क7 है;या

(ख) िजसने अपने पित या अपनी पNी के जीिवत रहते ए
कसी Mि से िववाह
कया है या िववाह क7 संिवदा क7 है;

उ पद पर िनयुि का पा नहO होगाः

परJतु य
द भारत के िनयंक एवं महालेखापरी%क को यह समाधान हो जाता है
क ऐसा िववाह उस Mि और िववाह के अJय

प%कार को लागू Bवीय िविध के अधीन अनुPेय है और ऐसा करने के िलए अJय आधार है तो वह
कसी Mि को इस िनयम के वत(न से छूट दे

सकेगा ।

6.

िशिथल करने क शि/.— जहां भारत के िनयंक एवं महालेखापरी%क क7 यह राय है
क ऐसा करना आवRयक या समीचीन है, वहां

वह उसके िलए जो कारण है, उJह- लेखब8 करके, तथा संघ लोक सेवा आयोग से परामश( करके, इन िनयम के
कसी उपबंध को
कसी वग( या

वग( के Mिय क7 बाबत, आदेश ारा िशिथल कर सकेगा ।

7.

ावृि.— इन िनयम क7 कोई बात, ऐसे आर%ण, आयु-सीमा म- छूट और अJय Hरयायत पर भाव नहO डालेगी, िजनका क-Tीय

सरकार 8ारा इस संबंध म- समय-समय पर जारी
कए गए आदेश के अनुसार अनुसूिचत जाितय, अनुसूिचत जनजाितय, भूतपूव( सैिनक और

अJय िवशेष वग( के Mिय के िलए उपबंध करना अपेि%त है ।

New Delhi, the 10th December, 2019

G.S.R. 372 .—In exercise of the powers conferred by clause (5) of article 148 of the Constitution, the President after

consultation with the Comptroller and Auditor General of India, hereby makes the following rules regulating the method of

recruitment to the posts of Data Entry Operator Grade 'F' and Data Entry Operator Grade 'E' in the headquarters and field

offices of the Indian Audit and Accounts Department, namely:-

1.

Short title and commencement.— (1) These rules may be called the Indian Audit and Accounts Department (Data

Entry Operator Grade 'F' and Data Entry Operator Grade 'E'), Group 'B' Posts Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Application.—These rules shall apply to the posts specified in column (1) of Schedule annexed to these rules.

3.

Number of posts, classification, level in pay matrix.—The number of said posts, their classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4.

Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5.

Disqualification.—No person-,

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Comptroller and Auditor General of India may, if satisfied that such marriage is permissible under

the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

6.

Power to relax.—Where the Comptroller and Auditor General of India is of the opinion that it is necessary or

expedient so to do, he may, by order, and for reasons to be recorded in writing and in consultation with the Union Public

Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7.

Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Government of India from time to time in this regard.

G.S.R. 373 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Health and Family Welfare, Central Drugs Laboratory, Kolkata (Junior Laboratory Assistant)

Group ‘C’ Post Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Junior Laboratory Assistant

in the Central Drugs Laboratory, Kolkata under the Directorate General of Health Services, Ministry of Health and Family

Welfare, namely:—

1.

Short title and Commencement .— (1) These rules may be called the Directorate General of Health Services,

Central Drugs Laboratory, Kolkata, Junior Laboratory Assistant, (Group ‘C’ Post) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification, level in pay matrix or pay scale .— The number of post, its classification , the

level in the pay matrix or pay scale attached to the said post shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3.

Method of recruitment, age-limit, other qualifications, etc .—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification .—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

5.

Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Schedule Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

hereby makes the following rules to amend the Ministry of Mines, Geological Survey of India, Finance Stream, Group ‘A’

and ‘B’ Posts, Recruitment Rules, 2013, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Mines, Geological Survey of India,

Finance Stream, Group ‘A’ and ‘B’ Posts, Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Mines, Geological Survey of India, Finance Stream, Group ‘A’ and ‘B’ Posts, Recruitment Rules, 2013

(hereinafter may be called as the principal rules), in rule 2, for the words “pay band and grade pay”, occurring at both places,

the words “Level in the Pay Matrix” shall be substituted;

3. In the principal rules, in the Schedule,-

(i) in the entries relating to the post of Additional Director General (Finance),-

(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries

shall be substituted, namely:-

Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of

persons.

7.

Savings .—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other categories of persons in accordance with the

orders issued by the Central Government from time to time in this regard.

G.S.R. 376 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Sugar Institute, Kanpur (Chief Design Engineer and Professor of Chemical Engineering),

Recruitment Rules, 2001, in so far as they relate to the post of Professor of Chemical Engineering, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Professor (Chemical Engineering), in the National Sugar Institute, Kanpur in the Ministry of

Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely :-

Short title and commencement .— (1) These rules may be called the National Sugar Institute, Kanpur, Professor

(Chemical Engineering), Recruitment Rules, 2019.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and level in pay matrix .— The number of the said post, its classification and

level in the pay matrix relating thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
