1. संजिप्त नाम और प्रारंभ .— (1) इन जनयमों का संजिप् त नाम कृजि और ककसान कल्याण मंत्रालय, कृजि, सहकाररता और

ककसान कल्याण जिभाग, अथथ एिं सांजययकी जनदेशालय, स्ट् टाफ कार चालक (साधारण श्रेणी), समूह ‘ग’ पद, भती जनयम,

2020 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रिृत् त होंगे ।

2. पद संयया, िगीकरण और िेतन मैररक्स में स्ट्तर .— उक् त पद की संयया, उसका िगीकरण और िेतन मैररक्स में स्ट्तर िह

होगा, जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जिजनर्ददष्ट हैं ।

3. भती की पद्धजत, आयु-सीमा, अहथताएं, आकद.—भती की पद्धजत, आयु-सीमा, अहथताएं और उससे संबंजधत अन्य बातें िे होंगी

जो उि अनुसूची के (5) से स्ट्तंभ (13) में जिजनर्ददष्ट हैं ।

4. जनरहथता .—िह व्यजि--

(क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजित है, जििाह ककया है; या जििाह की संजिदा की है या

(ख) जजसने अपने पजत या अपनी पत्नी के जीजित रहते हुए ककसी व्यजि से जििाह ककया है या जििाह की संजिदा की है,

उि पद पर जनयुजि का पात्र नहीं होगा :

परन्तु यकद केन्रीय सरकार का यह समाधान हो जाता है कक ऐसा जििाह, ऐसे व्यजि और जििाह के अन्य पिकार

को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो िह ककसी व्यजि को इस जनयम के

प्रितथन से छूट दे सकेगी ।

5. जशजथल करने की शजि.—जहां केन्रीय सरकार की यह राय है कक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके

जलए जो कारण हैं उन्हें लेखबद्ध करके, इन जनयमों के ककसी उपबंध को ककसी िगथ या प्रिगथ के व्यजियों की बाबत, आदेश द्वारा

जशजथल कर सकेगी ।

6. व्यािृजत.—इन जनयमों की कोई बात, ऐसे आरिण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालेगी, जजनका

केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जनकाले गए आदेशों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों,

अन्य जपछडे िगों, भूतपूिथ सैजनकों, और अन्य जिशेि प्रिगथ के व्यजियों के जलए उपबंध करना अपेजित है ।

भूतपूिथ सैजनकों के जलए :

प्रजतजनयुजि या पुनजनयनजन

सशस्ट् त्र बल के ऐसे कार्थमको के सम्बन्ध में

भी जिचार ककया जाएगा जो एक ििथ की

अिजध के भीतर सेिाजनिृत्त होने िाले हैं या

ररज़िथ में स्ट्थानांतररत ककये जाने िाले हैं

और जजनके पास स्ट् तंभ (7) के अधीन

अपेजित अनुभि और जिजहत अहथताएं हैं |

ऐसे व्यजियों को उस तारीख तक

प्रजतजनयुजि के जनबंधनों पर रखा जाएगा

जजस तारीख से उन्हें सशस्ट् त्र बल से जनमुथि

ककया जाना है तत्पश्चात उन्हें पुनर्थनयोजन

पर बने रहने कदया जा सकता है ।

रटप्पण 1: प्रजतजनयुजि की अिजध, जजसके

अंतगथत केन्रीय सरकार के उसी या ककसी

अन्य संगठन/जिभाग में इस जनयुजि से ठीक

पहले धाररत ककसी अन्य काडर बाह्य पद

पर प्रजतजनयुजि की अिजध है,साधारणतया

तीन ििथ से अजधक नहीं होगी ।

प्रजतजनयुजि/आमेलन

द्वारा

New Delhi, the 27th January, 2020

G.S.R. 21.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate of Economics and Statistics (Staff Car Driver) Recruitment Rules, 1978, except as

respects things done or omitted to be done before such suppression, the President hereby makes the following rules,

regulating the method of recruitment to the post of Staff Car Driver (Ordinary Grade) in the Directorate of Economics

and Statistics, Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture and Farmers

Welfare, namely:-

Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers

Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Economics and Statistics, Staff

Car Driver (Ordinary Grade), Group ‘C’ post, Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix.- The number of the said post, its classification

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

के कार्थमकों के संबंध में भी जिचार

भीतर सेिाजनिृत्त होने िाले हैं और

जजसके पास अपेजित अनुभि और

जिजहत अहथताएं हैं। ऐसे व् यजियों को

उस तारीख से उन् हें सशस्ट् त्र बल से

जनमुथक् त ककया जाना है, तत् पश् चात उन् हें

पुनर्थनयोजन पर बने रहने कदया जा

सकता है।

रटप्पण 1:-प्रजतजनयुजि की अिजध,

जजसके अंतगथत केन्रीय सरकार के उसी

या ककसी अन्य संगठन या जिभाग में

इस जनयुजि से ठीक पहले धाररत ककसी

अन्य काडर बाह्य पद पर प्रजतजनयुजि

की अिजध है, साधारणतया 5 ििथ से

अजधक नहीं होगी।

रटप्पणाः2- प्रजतजनयुजि द्वारा जनयुजि के

जलए अजधकतम आयु सीमा आिेदन

G.S.R. 22 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Science and Technology (Group ‘C’ and ‘D’ posts) Recruitment Rules, 2001, in so far

as they relate to the post of Despatch Rider, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Despatch Rider in the Ministry of Science and Technology, Department of Science and Technology, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Science and Technology,

Department of Science and Technology, Despatch Rider (Group 'C' Post) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and the level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
