New Delhi, the 13th February, 2020

G.S.R. 28 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Sardar Vallabhbhai Patel National Police Academy, Hyderabad (Cameraman, Senior Laboratory

Assistant, Junior Assistant and Studio Attendant) Recruitment Rules, 1988, in so far as they relate to the post of Junior

Laboratory Assistant, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Junior Laboratory Assistant in the

Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely :-

1.

Short title and commencement.— (1) These rules may be called the Sardar Vallabhbhai Patel National Police

Academy, Hyderabad (Junior Laboratory Assistant) Recruitment Rules, 2020.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix.— The number of post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage, and that there are grounds for so doing,

exempt any person from the operation of this rule.

5.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with

respect to any class or category of persons.

6.

Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen, the Other Backward class

and other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.

G.S.R. 29.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Police Training College (Non-gazetted Staff) Recruitment Rules, 1959, in so far as they

relate to the post of Compounder except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Pharmacist in the Sardar

Vallabhbhai Patel National Police Academy, Hyderabad, under the Ministry of Home Affairs, namely :-

1.

Short title and commencement.— (1) These rules may be called the Sardar Vallabhbhai Patel National Police

Academy (Pharmacist) Recruitment Rules, 2020.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix.—The number of post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4.

Disqualification.—No person,-

(c) who has entered into or contracted a marriage with a person having a spouse living; or

(d) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage, and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5.

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect

to any class or category of persons.

6.

Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen, other backward classes and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time

in this regard.

G.S.R. 31.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Serologist Department, Kolkata (Class III and Class IV posts) Recruitment (Amendment)

Rules, 1973, in so far as they relates to the post of Senior Laboratory Technician, except as respects things done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method

of recruitment to the post of Senior Laboratory Technician in Ministry of Health and Family Welfare, Institute of

Serology, Kolkata, namely:-

1. Short title and commencement. — (1) These rules may be called the Ministry of Health and Family Welfare,

Institute of Serology, Kolkata, Senior Laboratory Technician (Group ‘C’ Post) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in pay matrix.— The number of the said post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person, —

(a)

who has entered into or contracted a marriage with a person having a spouse living ; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person.

shall be eligible for appointment to the said post:

Provided that the Central Government, may, if satisfied that such marriage is permissible under the

personal law applicable to such person and other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons, in accordance with the orders issued by the Central

Government from time to time in this regard.

supersession of the Central Government Health Scheme (Administrative Officer) Group ‘B’ Gazetted post Recruitment

Rules, 2002, except as respect things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the said post of Administrative Officer in the Ministry of

Health and Family Welfare, Central Government Health Scheme, namely:-

1.

Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare,

Central Government Health Scheme Organisation (Administrative Officer) Recruitment Rules, 2020.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in Pay Matrix.—The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age limit, qualifications etc. .—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6.

Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Central Government shall ordinarily not exceed

three years. The maximum age limit for

appointment by deputation shall not be exceeding

56 years as on the last date of receipt of

The Departmental Officers in the feeder category

who are in the direct line of promotion shall not be

eligible for consideration for appointment on

deputation. Similarly, the deputationist shall not

be eligible for consideration for appointment by

promotion.

Health and Family Welfare, Dr. Ram Manohar Lohia Hospital and Nursing Home, New Delhi, namely:-
