करते हुए, जिन्हें ऐसे ऄजधक्रमण से ृहले दकया गया हज या करने का लोृ दकया गया हज, गृह मंत्रालय, न्यायालजयक जवज्ञान

1.

संजक्षप्त नाम और प्रारंभ.—

(1)

आन जनयमों का संजक्षप्त नाम गृह मंत्रालय, न्यायालजयक जवज्ञान सेवा जनदेिालय, प्रिासजनक ऄजधकारी

(समूह -ख ृद) भती जनयम, 2020 हज ।

(2)

ये रािृत्र में ईनके प्रकािन की तारीख से प्रवृत होगें ।

2.

ृदों की सं्‍या, वगीकरण, वेतन मजंरक्स में स्ट्तर.—ृदों की सं्‍या, ईनका वगीकरण, वेतन मजंरक्स में स्ट्तर वे होंगे

िो आन जनयमों से ईृाबद्ध ऄनूसुिी में स्ट्तमभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हज ।

3.

भती की ृद्धजत, अयु-सीमा, ऄहगताएं अदद.—ईि ृदों की भती की ृद्धजत, अयु-सीमा, ऄहगताएं और ईनसे संबंजधत

ऄन्य बातें वे होंगी िो ईि ऄनूसुिी के स्ट्तंभ (5) से (13) तक में जवजनर्ददष्ट हैं ।

4.

जनरहगता.— वह व्यजि

(क)

जिसने ऐसे व्यजि से जिसका ृजत या जिसकी ृत्नी िीजवत हज, जववाह दकया हज, या जववाह की संजवदा की

हज; या,

(ख)

जिसने ऄृने ृजत या ऄृनी ृत्नी के िीजवत होते हुए दकसी व्यजि से जववाह दकया हज, या जववाह की

संजवदा की हज

ईि ृद ृर जनयुजि का ृात्र नहीं होगा :

ृरन्तु यदद केन्रीय सरकार का समाधान हो िाए दक ऐसा जववाह ऐसे व्यजि ओर जववाह के ऄन्य ृक्षकार को लागू

स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आन जनयम के प्रवतगन

में छूट दे सकेगी ।

5.

जिजथल करने की िजि.—िहां केन्रीय सरकार की यह राय हो दक ऐसा करना अवश्यक या समीिीन हज, वहााँ वह,

ईसके जलए िो कारण हज ईन्हें लेखबद्ध करके, आन जनयमों के दकसी ईृबंध को दकसी वगग या प्रवगग के व्यजियों की

बाबत, अदेि ्ारा जिजथल कर सकेगी ।

6.

व्यावृजत.—आन जनयमों की कोइ बात, ऐसे अरक्षणों, अयु-सीमा में छूट और ऄन्य ंरयायतों ृर प्रभाव नहीं डालेगी ,

जिनका केन्रीय सरकार ्ारा आस संबंध में समय-समय ृर िारी दकए गए, अदेिों के ऄनुसार ऄनुसूजित िाजतयों,

ऄनुसूजित िनिाजतयों, भूतृूवग सजनकों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना ऄृेजक्षत हज ।

ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी

ृंरवीक्षा की ऄवजध सफलताृूवगक ृूरी कर

G.S.R.38.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Bureau of Police Research and Development Ministerial (Group B) Posts Recruitment Rules, 1976

in so far as they relate to the post of Section Officer/Administrative Officer, except as respects things done or omitted to

be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment

to the post of Administrative Officer (Group B post) in the Ministry of Home Affairs, Directorate of Forensic Science

Services and its outlying units, namely:-

1.

Short title and commencement.—

(1)

These rules may be called the Ministry of Home Affairs, Directorate of Forensic Science Services

Administrative Officer (Group ‗B‘ post) Recruitment Rules, 2020.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix.—The number of post, its classification and the

level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing

exempt any person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category or persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

संबंजधत ऄन् य बातें वे होंगी िो ईजल्लजखत ऄनुसूिी के कालम (5) से (13) में जवजनर्दद्‍ ट हैं ।

जनरहगताएं.—वह व् यजक् त

(क)

जिसने ऐसे व् यजक् त से, जिसका ृजत या ृत् नी िीजवत हज, जववाह दकया हज; या

(ख) जिसने ऄृने ृजत या ऄृनी ृत् नी के िीजवत होते हुए दकसी ऄन् य व् यजक् त से जववाह दकया हज,

ईक् त ृद ृर जनयुजक् त का ृात्र नहीं होगा ।

ृरन् तु केन् रीय सरकार यदद संतुष्ट हज दक, ऐसा जववाह ऐसे व् यजक् त और जववाह के ऄन् य ृक्षकार को लागू स्ट् वीय

जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन् य अधार हैं, तो वह दकसी व् यजक् त को आस जनयम के प्रवतगन से

छूट दे सकेगी ।

5.

(ऄनुसूजित िाजत और ऄनुसूजित िनिाजत के जलए 50

वषग)।

नोट: यदद ईृलब्ध ंरजियों से यादा कमगिारी ृरीक्षा

ईतीणग करते हैं, तो आस प्रकार के कमगिांरयों को अने

वाले वषगों में ंरजियों के जलए भरा िाएगा, आसजलए

तादक िो कमगिारी ृरीक्षा ृहले ईतीणग करते हैं तो ईन

ृर बाद में ृरीक्षा ईतीणग करने वालों से ृहले जविार

दकया िाए।

ृदोन्नजत: ंरजियों को समूह “ग” कमगिांरयों से जिन्होनें

ृे मजंरक्स लेवल-1 (रुृए 18000-56900) में तीन वषगों

की जनयजमत सेवा की हो को, वंरष्ठता सह ईृयुिा

G.S.R. 39.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Office of the Registrar General, India and the Offices of the Director of Census Operations in States

and Union Territories, Lower Division Clerk/Typist Recruitment Rules, 2010, except as respects things done or omitted

to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Lower Division Clerk/Typist in the Office of the Registrar General, India and the Offices of

the Director of Census Operations in the States and the Union territories, namely:—

1. Short title and commencement.— (1) These rules may be called the Office of the Registrar General, India and the

Offices of the Director of Census Operations in States and Union territories, Lower Division Clerk/Typist Recruitment

Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.— The number of post, its classification and level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age- limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,-

(a)

who has entered into or contracted a marriage with a person, having a spouse living; or

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

कल् याण जवभाग, बागवानी अयुक् त (समूह ‘क’ ृद) भती जनयम, 2020 हज।

(2) ये रािृत्र में ईनके प्रकािन की तारीख को प्रवृत् त होंगे।

2. ृदों की सं्‍ या, ईनका वगीकरण और वेतन मेंरक् स में स्ट् तर.— ईक् त ृद की सं्‍ या, ईसका वगीकरण और वेतन मेंरक् स में

स्ट् तर वह िो आन जनयमों से ईृाबध ऄनुसूिी के स्ट् तंभ (2) से (4) में जवजनर्दद्‍ ट हज।

3. भती की ृद्धजत, अयु-सीमा, ऄहगताएं अदद.— भती की ृद्धजत, अयु-सीमा, ऄहगताएं और आससे संबंजधत ऄन् य बातें वे होंगी

4. जनरहगताएं.—वह व् यजक् त,

(क) जिसने ऐसे व् यजक् त से जिसका ृजत या जिसकी ृत् नी िीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज;या

(ख) जिसने ऄृने ृजत या ऄृनी ृत् नी के िीजवत होते हुए दकसी व् यजक् त से जववाह दकया हज या जववाह की संजवदा की हज

ईक् त ृद ृर जनयुजक् त के जलए ृात्र नही होगा:

ृरंतु यदद केन् रीय सरकार का यह समाधान हो िाता हज दक ऐसा जववाह ईस व् यजक् त और जववाह के ऄन् य ृक्षकार को लागू

स्ट् वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन् य अधार हज। तो वह आस व् यजक् त को आस जनयम के प्रवतगन से छूट

दी िा सकेगी।

5. जिजथल करने की िजक् त.—िहां केन् रीय सरकार की यह राय हज दक ऐसा करना अवश् यक या समीिीन हज। वहां, वह ईसके

जलए िो कारण हज लेखबद्ध करने हेतु तथा संघ लोक सेवा अयोग से ृरामिग करके जनयमों में दकसी ईृबंध को दकसी वगग यह

प्रवगग के व् यजक् तयों की बाबत अदेि ्ारा जिजथल कर सकेगी।

6. व् यावृजत.—आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु सीमा में छूट और ऄन् य ंरयायतों ृर प्रभाव नहीं डालेगी, जिनका

केन् रीय सरकार ्ारा आस संबंध में समय-समय ृर िारी दकए गए अदेिों के ऄनुसार ऄनुसूजित िाजतयों, ऄनुसूजित

एवं ऊण प्रभाग) में समूह “क” तथा समूह “ख” के तकनीकी ृदों से संबंजधत भती जनयम 2019 कहा िाए।

(2) ये जनयम सरकारी रािृत्र में ईनके प्रकािन की तारीख से प्रवृत् त होगा।

कृजष मंत्रालय के कृजष एवं सहकांरता जवभाग (सहकांरता एवं ऊण प्रभाग) में समूह “क” तथा समूह “ख” के

तकनीकी ृदों से संबंजधत भती जनयम 2015 की ऄनुसूिी में –

(i) ऄंग्रेिी संस्ट् करण में कॉलम (3) के ऄंतगगत ृद सं्‍ या 5 [वंर्‍ तकनीकी सहायक ग्रेड-II (सहकांरता/ऊण)] में मौिूदा

प्रजवज्‍ ट “रािृजत्रत” को “ऄरािृजत्रत” ृढा िाएगा।

(ii) जहन् दी संस्ट् करण में कॉलम (7) के ऄंतगगत ृद सं्‍ या 5 [वंर्‍ तकनीकी सहायक ग्रेड-II (सहकांरता/ऊण)] में िीषकग

“अवश् यक” (i) के ऄंतगगत मौिूदा प्रजवज्‍ ट “मास्ट् टर जडग्री” को “बजिलर जडग्री” ृढा िाएगा।

(iii) जहन् दी संस्ट् करण में कॉलम (13) के ऄंतगगत ृद सं्‍ या 5 [वंर्‍ तकनीकी सहायक ग्रेड-II (सहकांरता/ऊण)] में

होंगी िो ईक् त ऄनुसूिी के स्ट्तंभ (5) से स्ट् तंभ (13) में जवजनर्ददष्ट हैं ।

जनरहगता.—वह व्यजि-

(क)

जिसने ऐसे व्यजि से जिसका ृजत या जिसकी ृत्नी िीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज;

या

(ख)

जिसने ऄृने ृजत या ऄृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा

की हज;

ईि ृद ृर जनयुजि का ृात्र नहीं होगा :

ृरंतु यदद केन्रीय सरकार का यह समाधान हो िाता हज दक ऐसा जववाह, ऐसे व्यजि और जववाह के ऄन्य

ृक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हज, तो वह दकसी व्यजि को

आस जनयम के प्रवतगन से छूट दे सकेगी ।

5.

जिजथल करने की िजि.—िहां केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीिीन हज, वहां वह

ईसके जलए िो कारण हैं ईन् हें लेखबद्ध करके आन जनयमों के दकसी ईृबंध को दकसी वगग या प्रवगग के व्यजियों के जलए अदेि

्ारा जिजथल कर सकेगी ।

6.

व्यावृजत्त.—आन जनयमों की ऐसी कोइ बात अरक्षण, अयु-सीमा में छूट और ऄन्य ंरयायतों ृर प्रभाव नहीं डालेगी

जिनका केन्रीय सरकार ्ारा आस संबंध में समय-समय ृर िारी दकए गए अदेिों के ऄनुसार ऄनुसूजित िाजतयों, ऄनुसूजित

िनिाजतयों, ऄन् य जृछड़ा वगग, भूतृूवग सजनकों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना ऄृेजक्षत हज ।

Organ and Tissue Transplant Organisation (NOTTO) under the Directorate General of Health Services, Ministry of

Health and Family Welfare, New Delhi, namely:-

1.

Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare,

National Organ and Tissue Transplant Organisation, Safdarjung Hospital, New Delhi, Lab Technician (Group ‗C‘ Post)

Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.—The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

होंगे िो आन जनयमों से ईृाबद्ध ऄनुसूिी के स्ट्तमभ (2) से (4) में जवजनर्ददष्ट हैं।

3. भती की ृद्धजत, अयु-सीमा, ऄहगताएं अदद.—ईि ृद ृर भती की ृद्धजत, अयु-सीमा, ऄहगताएं और ईससे संबंजधत ऄन्य

बातें वे होंगी िो ईि ऄनुसूिी के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट हैं।

4. जनरहगता.—वह व्यजि-

(क) जिसने ऐसे व्यजि से जिसका ृजत या जिसकी ृत्नी िीजवत हज, जववाह दकया हज; या जववाह की संजवदा की

हज या

(ख) जिसने ऄृने ृजत या ऄृनी ृत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया हज, या जववाह की

संजवदा की हज, ईि ृद ृर जनयुजि का ृात्र नहीं होगाः

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो िाता हज दक ऐसा जववाह ईस व्यजि और जववाह के ऄन्य

ृक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं, तो वह दकसी व्यजि को आस

जनयम के प्रवतगन से छूट दे सकेगी।

5. जिजथल करने की िजि.—िहां केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीिीन हज, वहां वह ईसके

जलए िो कारण हैं, ईन्हें लेखबद्ध करके, तथा संघ लोक सेवा अयोग से ृरामिग करके आन जनयमों के दकसी ईृबंध को

दकसी वगग या प्रवगग के व्यजियों की बाबत, अदेि ्ारा जिजथल कर सकेगी।

6. व्यावृजत्त.—आन जनयमों की कोइ बात, ऐसे अरक्षणों, अयु-सीमा में छूट और ऄन्य ंरयायतों ृर प्रभाव नहीं डालेगी,

जिनका केन्रीय सरकार ्ारा आस संबंध में समय-समय ृर िारी दकए गए अदेिों के ऄनुसार ऄनुसूजित िाजतयों,

ऄनुसूजित िनिाजतयों, ऄन्य जृछड़े वगगों, भूतृूवग सजनकों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना

ऄृेजक्षत हज।

G.S.R.44.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the National Atlas and Thematic Mapping Organisation (Senior Statistical Officer) Recruitment Rules,

1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the said post of Senior Statistical Officer in the National Atlas

and Thematic Mapping Organisation, Department of Science and Technology, Ministry of Science and Technology,

namely:-

1.

Short title and commencement.— (1) These rules may be called the National Atlas and Thematic Mapping

Organisation (Senior Statistical Officer) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.—The number of said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit and qualifications etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.– No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard.
