6. व् ावषजत्त.—इन जन मों की ऐसी कोई बात, ऐसे आरक्षणों, आ ु-सीमा में छूट और ान् ंर ा तों ृर प्रभाव नि

डालेगी, जिनका केंरी सरकार ्ारा इस समबन्ि में सम -सम ृर िारी दकए गए आिेिों के ानुसार ानुसूजर्त

(Department of Personnel and Training)

New Delhi, the 11th March, 2020

G.S.R.62.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Executive Assistant (General) in

the office of the Union Public Service Commission, namely:-

1. Short title and commencement.— (1) These rules may be called the Union Public Service Commission, Executive

Assistant (General) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.— The number of the post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxations of age limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

preceding this appointment in the same or some other

organisation or department of the Central Government shall

ordinarily not to exceed three years.

Note 2:- The maximum age limit for appointment by

deputation shall not be ‘exceeding fifty six years’ as on the

closing date of receipt of applications.

ृरंतु दि केन्री सरकार का ि समािान िो िाता िज दक ऐसा जववाि उस यक्जि और जववाि के ान् ृक्षकार को

लागू स्ट्वी जवजि के ािीन ानुज्ञे िज और ऐसा करने के जलए ान् आिार िैं तो वि दकसी यक्जि को इस जन म के प्रवतचन से

िा ेगा ृरंतु ि तब िब दक उसके ्ारा की गई

ऐसी ािचक ा ृात्रता सेवा, ाृेजक्षत ािचक ा

ृात्रता सेवा के आिे से ाजिक से ा िो व च से,

इनमें से िो भी कम िो, कम न िो और उन्िोंने

ाृने ऐसे कजनष्ठ यक्जि ों सजित, जिन्िोंने ऐसी

ािचक ा ृात्रता सेवा ृिले िी ृूरी कर ली िज,

ागली उच्चतर रेणेणी में प्रोन्नजत के जलए ाृनी

ृंरवीक्षा की ावजि सफलताृूवचक ृूरी कर ली

िो ।

प्रजतजन ुजि/आमेलन: (i) ऐसे यक्जि िो सिषि ृि

ाजिकारी, िो प्रोन्नजत की सीिी ृंजि में िैं,

प्रजतजन ुजि ृर जन ुजि के जलए जवर्ार दकए

िाने के ृात्र नि िोंगे । इसी प्रकार प्रजतजन ुजि

यक्जि प्रोन्नजत ्ारा जन ुजि के जलए जवर्ार दक े

िाने के ृात्र नि िोंगे ।

supersession of the National Malaria Eradication Programme (Group ‘C’ posts) Recruitment Rules, 1980 in so far as

they relate to the post of Upper Division Clerk (Sl. No. 6), except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Upper Division Clerk in the National Vector Borne Disease Control Programme, (NVBDCP), under the Directorate

General of Health Services, Ministry of Health and Family Welfare, namely:-

1.

Short title and commencement.— (i) These rules may be called the Ministry of Health & Family Welfare,

National Vector Borne Disease Control Programme, Upper Division Clerk (Group ‘C’ Post) Recruitment Rules, 2020

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in Pay Matrix.— The number of post, its classification and the level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.

3. Method of Recruitment, age-limit, qualifications etc. .— The method of recruitment, age-limit, qualifications and

other matters relating to the said post, shall be as specified in columns (5) to (13) of Schedule.

4. Disqualification.—No person,-

(i) who has entered into or contracted a marriage with any person having a spouse living, or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient to do so, by

order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time In this regard.

G.S.R.65.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Labour (Group ‘D’) Recruitment Rules 1985, in so far as they relate to the posts of

Daftry Peon and Safiwala Farash, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the

Ministry of Labour and Employment, namely:-

1.

Short title and commencement.— (1) These rules may be called the Ministry of Labour and Employment,

Multi-Tasking Staff (Group ’C’ post) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.— The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit and other qualifications, etc.— The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6.

Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R. 67.— In exercise of the powers conferred by the provisio to article 309 of the Constitution and in

supersession of the Ministry of Labour and Employment (Librarian-Grade I-Gazetted) Recruitment Rules 1962, in so far

as it relates to the post of Librarian, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and

Information Officer in the Ministry of Labour and Employment, namely :-

1. Short title and commencement .— (1) These rules may be called the Ministry of Labour and Employment, Main

Secretariat, Assistant Library and Information Officer (Group ’B’ Post) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix .— The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification .— No person,-

(a) who has entered into or contracted a marriage with a person, having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax .— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving .— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

respect in this regard.
