बेतार में स्ट् टाफ कार राईाईवर (रेड-I), स्ट् टाफ कार राईाईवर (रेड-II) और स्ट् टाफ कार राईाईवर (साधारण रेड) के ृदों ृर भती क

ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथागत्:-

संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, समन्वय जनदेिालय ृुजलस बेतार, स्ट् टाफ

कार राईाईवर (रेड-I), स्ट् टाफ कार राईाईवर (रेड- II) और स्ट् टाफ कार राईाईवर (साधारण रेड), समूह ‘ग’ ृद भती जनयम 2020

है।

(2) ये राजृत्र में उनके प्रकािन क तारीख से प्रवृत्त होंगे।

लागू होना.— ये जनयम, इससे उृाबद्ध अनुसूची के स्ट् तम भ (1) में जवजनर्दद्‍ ट ृदों के जलए लागू होंगे।

ृदों क सं्‍या, वगीकरण एंव वेतन मैंरक्स में स्ट्तर.— इससे संबद्ध ृदों क सं्‍याक उनका वगीकरण और वेतन

मैंरक्स में स्ट्तर वे ही होंगे, जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्दद्‍ ट हैं।

4 . भती क ृद्धजत, आयु-सीमा, अहगताएं आदद.—उि ृदों ृर भती क ृद्धजत, आयु- सीमा, अहगताएं और उससे संबंजधत

अन्य बातें वे ही होंगीक जो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्दद्‍ ट हैं ।

जनरहताग.—ऐसा कोई व्यजि,-

(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसक ृत्नी जीजवत है, जववाह दकया है या जववाह क संजवदा क है; या

(ख) जजसने, अृने ृजत या ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया है, या जववाह क संजवदा क है,

उि ृद ृर जनयुजि का ृात्र नहीं होगा:

ृरन्तु यदद केंरीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह उस व्यजि और जववाह के अन्य ृक्षकार को

लागू स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैंक तो सरकार दकसी व्यजि को इस

जनयम के प्रवतगन से छूट दे सकेगी।

जिजथल करने क िजि.—जहााँ केन्रीय सरकार क यह राय हो दक ऐसा करना आवश्यक या समीचीन हैक वहां वह

उसके जलए जो कारण हैंक उन्हें लेखबद्ध करकेक इन जनयमों के दकसी उृबन्ध को दकसी वगग या श्रेणी के व्यजियों के संबंध में

आदेि ्ारा जिजथल कर सकेगी।

व्यावृजत्त.— केन् र सरकार ्ारा समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत

जनजाजतयों, भूत-ृूवग सैजनकों तथा जविेष श्रेणी के अन् तगगत आने वाले अन् य व् यजियों को ददया जाने वाला आरक्षण, आयु-

सीमा में छूट तथा अन् य ंरयायतों को इन जनयमों क कोई बात प्रभाजवत नहीं करेगी।

जनयजमत सेवा क है या स्ट् टाफ कार राईाईवर (रेड-II) और स्ट् टाफ कार राईाईवर (साधारण रेड) में 15 वषों क संयुक् त सेवा क है और

सरकार ्ारा जवजनर्दद्‍ ट व् यवसाय ृरीक्षण उ्‍ तीणग कर ली है।

ंटप्ृणी: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने अृनी अहगक या ृात्रता सेवा ृूरी कर ली है तथा उनक प्रोन्नजत के जलए जवचार

दकया जा रहा हो, वहां उनसे येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा, विते दक उनक ऐसी अहगक या ृात्रता सेवा, अृेजक्षत

अहगक या ृात्रता सेवा के आधे से अजधक या दो वषग, इनमें से जो भी कम हो, से कम न हो, और उन्होंने अृने ऐसे कजनष्ठ व्यजियों सजहत

(i) मोटर कार चलाने के जलए

जवजधमान् य चालन अनुज्ञजप्त हो।

(ii) मोटर यंत्र का ज्ञान (अभ् यथी को

वाहन क छोटी खराबी को दूर करना

आना चाजहए) ;

(iii) मोटर कार चलाने का तीन वषग का

अनुभव ; और

(iv) कक्षा 10 उ्‍ तीणग हो।

वांछनीय:

होम गाडग या जसजवल स्ट् वंयसेवकों के

प ृ में तीन वषग क सेवा।

18000-56900 के स्ट् तर 1 में हैं, और मोटर कार चलाने क क्षमता क ृरख के जलए चालन ृरीक्षण के आधार ृर जजनके ृास मोटर कार

चलाने के जलए वैध चालन अनुज्ञजप्त है, इसके ना होने ृर वेतन मैंरक् स रु. 18000-56900 के स्ट् तर 1 में केन् रीय सरकार के अन् य मंत्रालयों

में जनयजमत आधार ृर कायगरत सवार हरकारा या जनयजमत समूह ‘ग’ के ृद धारण करने वाले कमगचांरयों में से, जो स्ट् तम भ (7) में

उजल् ल जखत आवश् यक अहगताएं ृूरी करते हों।

सिस्ट् त्र बल के कार्थमकों के जलए प्रजतजनयुजि/ृुनर्थनयोजन :

सिस्त्र बल के ऐसे कार्थमकों के संबंध में भी जवचार दकया जाएगा जो एक वषग के भीतर सेवाजनवृ्‍ त होने वाले हैं या ंरजवग में स्ट् थानांतंरत

दकए जाने वाले हैं और जजनके ृास जवजनर्ददष्ट आवश् यक अनुभव और अहगताएं हैं। ऐसे कार्थमकों को उस तारीख तक प्रजतजनयुजि के

जनबंधनों में रखा जाएगा जजस तारीख से उन् हें सिस्ट् त्र बल से जनमुगक् त दकया जाना है ; और त्‍ ृश् चात् उन् हें ृुनर्थनयोजन ृर बने रहने ददया

जा सकता है।

ंटप्ृण 1 : प्रजतजनयुजि क अवजध, जजसके अंतगगत केंरीय सरकार के उसी या दकसी अन्य संग न या जवभाग में इस जनयुजि से ीक ृहले

धांरत दकसी संवगग बाह्य ृद ृर प्रजतजनयुजि क अवजध है साधारणतया तीन वषग से अजधक नहीं होगी।

G.S.R. 79.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Class-III posts (Directorate of Coordination Police Wireless) Recruitment Rules, 1962 in so far as

they relate to the posts of Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade),

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the posts of Staff Car Driver (Grade I), Staff Car Driver (Grade II) and

Staff Car Driver (Ordinary Grade) in the Directorate of Coordination Police Wireless, under the Ministry of Home

Affairs, namely:-

Short title and commencement .^__ (1) These rules may be called the Ministry of Home Affairs, Directorate of

Co-ordination Police Wireless, Staff Car Driver (Grade I), Staff Car Driver (Grade II) and Staff Car Driver (Ordinary

Grade) Group ‘C’ Posts Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application .^__These rules shall apply to the posts specified in the column (1) of the Schedule annexed to these

rules.

Number of posts, classification, level in the pay matrix .^__ The number of posts, their classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc. ^__ The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification .^__ No person, ^__

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

Power to relax .^__ Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving .^__ Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time-to-time in this regard.

The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and

deputation terms up to the date on which they are due for release from the Armed Forces; thereafter they may be

continued on re-employment.

1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, समन्वय जनदेिालय ृुजलस बेतार [संयुि सहायक

जनदेिक (बीजलेख), संचार अजधकारी (बीजलेख) और सहायक संचार अजधकारी (बीजलेख) भती जनयम, 2020 है।

(2) ये राजृत्र में उनके प्रकािन क तारीख को प्रवृत्त होंगे।

2. ृदों क सं्‍या, वगीकरण एंव वेतन मैंरक्स में स्ट्तर.—इससे संबद्ध ृदों क सं्‍याक उनका वगीकरण और वेतन मैंरक्स में

स्ट्तर वही होंगे जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवर्थनददष्ट हैं।

भती क ृद्धजत, आयु-सीमा, अहगताएं आदद.—उि ृदों ृर भती क ृद्धजत, आयु-सीमा, अहगताएं और उससे संबंजधत

अन्य बातें वही होंगीक जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ(13) में जवर्थनददष्ट हैं।

जनरहताग— वह व्यजि — जजसका ृजत या जजसक ृ्‍ नी जीजवत है; या

(ख) जजसने, अृने ृजत या ृत्नी के जीजवत रहते हुए, दकसी व्यजि से जववाह दकया है, या जववाह क संजवदा क है,

ृरन्तु यदद केंरीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य

ृक्षकार का लागू स्ट्वीय जवजध के अधीन स्ट्वीकायग है और यह दक ऐसा करने के जलए अन्य आधार हैंक तो वह दकसी

व्यजि को इस जनयम के प्रवतगन से छूट दे सकेगी।

जिजथल करने क िजि.—जहााँ केन्रीय सरकार क यह राय हो दक ऐसा करना आवश्यक एंव समीचीन हैक तो वे उसके

जलए जो कारण हैंक उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से ृरामिग करकेक इन जनयमों के दकसी भी उृबन्ध को

दकसी वगग या प्रवगग के व्यजियों के संबंध में आदेि ्ारा जिजथल कर सकेगी।

व्यावृजत्त.—इन जनयमों क कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ंरयायतों ृर प्रभाव नहीं डालेगी,

जजनका केंरीय सरकार ्ारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत

ंटप्ृण. जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने अृनी अहगक या ृात्रता सेवा ृूरी कर ली है और जजनक प्रोन्नजत के जलए जवचार

दकया जा रहा हो, वहां उनसे येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा ृरन्तु यह तब जब दक उनके ्ारा क गई ऐसी अहगक या

ृात्रता सेवा, अृेजक्षत अहगक या ृात्रता सेवा के आधे से अजधक या दो वषग से, इनमें से जो भी कम हो, से कम न हो और उन्होंने अृने ऐसे

(ii) समन् वय जनदेिालय ृुजलस बेतार ्ारा संचाजलत ृुजलस उन् नयन बीजलेख ृाठ्यरांम श्रेणी-I या समतुल् य ृाठ्यरांम उ्‍ तीणग दकया हो

और समन् वय जनदेिालय ृुजलस बेतार या रा य ृुजलस संग न या केन् र िाजसत प्रदेि ृुजलस संग न या समतुल् य ्ारा संचाजलत दो सप् ताह

(क) (i) मूल संवगग या जवभाग में जनयजमत आधार ृर सदृि ृद धारण करते हों;

या

(ii) वेतन मैंरक्स (प ० 29,200-92,300) के स्ट्तर 5 में या मूल संवगग या जवभाग में समतुल्य वेतनमान में जनयजमत आधार ृर उस ृद

ृर जनयुजि के ृश्चात छह वषग क सेवा क हो;

और

(ख) स्ट्तमभ (7) में सीधी भती के जलए जवजनर्ददष्ट अहतागएं और अनुभव रखते हों।

और

भूतृूवग सैजनकों के जलए:

सिस्त्र सेना के सेवाजनवृजत होने वाले कार्थमक या जो स्ट्थानांतरण होने ृर एक वषग क अवजध तक सेवा में रहेंगे और ृद के जलए जवजनर्ददष्ट

अनुभव और अहतागएं रखते हो, ृर भी जवचार दकया जाएगा। ऐसे कार्थमकों को उनके सिस्त्र सेना से सेवामुि होने क तारीख तक

प्रजतजनयुजि क ितग ृर रखा जाएगा; उसके बाद वे ृुनर्थनयोजन ृर लगातार सेवा कर सकेंगे।

ंटप्ृण 1: प्रजतजनयुजि क अवजध, जजसके अंतगगत केंरीय सरकार के उसी या दकसी अन्य संग न या जवभाग में इस जनयुजि से ीक ृहले

धांरत दकसी अन्य संवगग बाह्य ृद ृर प्रजतजनयुजि क अवजध है, साधारणतया 3 वषग से अजधक नहीं होगी।

ंटप्ृण 2: प्रजतजनयुजि ्ारा जनयुजि के जलए अजधकतम आयु-सीमा आवेदन प्राप्त करने क अंजतम तारीख को 56 वषग से अजधक नहीं होगी।

G.S.R. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate of Co-ordination Police Wireless Recruitment to Group 'B' posts Rules, 1966 and Group

C posts Rules, 1962 in so far as they relate to the posts of Cipher Operator, Cipher Assistant, which are, now merged and

re-designated as Assistant Communication Officer (Cipher); Technical Superintendent (Cipher), which is, now re-

designated as Communication Officer (Cipher) and Extra Assistant Director (Cipher) which is, now re-designated as

Joint Assistant Director (Cipher), except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules relating to recruitment to the posts of Assistant Communication Officer

(Cipher), Communication Officer (Cipher) and Joint Assistant Director (Cipher) in the Directorate of Co-ordination

Police Wireless, under the Ministry of Home Affairs, namely:—

Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Directorate of

Co-ordination Police Wireless [Joint Assistant Director (Cipher), Communication Officer (Cipher) and Assistant

Communication Officer (Cipher)] Recruitment Rules,2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, level in the pay matrix. — The number of posts, their classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications etc.—The method ofrecruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualifications . —No person.

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

Power to relax . — Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may , by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving . — Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward classes, Ex-Servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

refresher cipher course of two weeks duration conducted by Directorate of Coordination Police Wireless.

Note :- Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed

probation period for promotion to the next higher grade along with their juniors who have already such qualifying or

eligibility service.

Deputation : Officials of the Central Police Organisations or Central Armed Police Forces or Defence Organisations or

State Police Organisation or Union territory Police Organisation.

(a)(i) holding analogous posts on regular basis in the parent cadre or department;

(ii) with two years service rendered after appointment to the post on a regular basis in the level 7 in the pay matrix

Rs. 44900-142400 or equivalent in the parent cadre or department;

and

(b) possessing the following qualifications and experience:-

(i)Bachelor of Technology or Bachelor of Engineering or Bachelor of Science (Engineering in Computer Science from a

recognised University or Institute;

Bachelor Degree with Mathematics as a subject from a recognised university and having English as a subject at

12^th Standard;

(ii) should have passed police up-gradation cipher course Grade-I conducted by the Directorate of Coordination Police

Wireless or equivalent and refresher cipher course of two weeks duration conducted by the Directorate of Coordination

Police Wireless or State Police Organisation or Union Territory Police Organisation or equivalent.

and

(iii) two years working experience in cryptosystems.

Note 1: The period of deputation including period of deputation in another excadre post held immediately preceding this

appointment in the same or some other organisation or Department of the Central Government shall ordinarily not

exceed three years.

Note 2: The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of

the receipt of applications.

Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for

consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for

appointment by promotion.

The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and

deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be

continued on re-employment.

Note 1: The period of deputation including period of deputation in another ex-cadre post held immediately preceding
