सा.का.जन.101.—रा्‍ रृजत, संजवधान के ानुच् छेद 309 के ृरन्तुक ्ारा प्रदत्त िजियों का प्रयोग करते हुए, और

राष्ट्रीय मलेंरया उन्मूलन कायगक्रम (समूह 'घ' ृद) भती जनयम, 1980 को उन बातों के जसवाय ाजधक्रान्त करते हुए जजन्हे

ऐसे ाजधक्रमण से ृहले दकया गया हज या करने का लोृ दकया गया हज, स्ट्वास्ट््य और ृंरवार कल्याण मंत्रालय, स्ट्वास्ट््य

सेवा महा जनदेिालय के ाधीन राष्ट्रीय वेक्टर जजनत रोग जनयंत्रण कायगक्रम में बहुकायग कमगचारीवृन्द के ृदों ृर भती की

ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, ाथागत्:-

1. संजक्षप् त नाम और प्रांरभ :—(1) इन जनयमों का संजक्षप्त नाम स्ट् वास्ट् ् य और ृंरवार कल् याण मंत्रालय, रा्‍ रीय वेक् टर

जजनत रोग जनयंत्रण कायगक्रम, बहुकायग कमगचारीवृन्द (समूह ‘ग’ ृद) भती जनयम 2020 हज ।

(2) ये राजृत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे ।

2. ृद - सं्‍ या, वगीकरण और वेतन मजंरक् स में स्ट्तर – उि ृदों की सं्‍ या, उनका वगीकरण और उनका वेतन मजंरक् स में

स्ट्तर या वेतनमान वे होंगे जो इन जनयमों से उृाबद्ध ानुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्दद्‍ ट हैं ।

3. भती की ृद्धजत, आयु सीमा, ाहगताएं आदद – उि ृद ृर भती की ृद्धजत, आयु सीमा, ाहगताएं और उससे संबंजधत ान् य

बातें वे होंगी जो उक् त ानुसूची के स्ट् तंभ (5) से (13) में जवजनर्दद्‍ ट हैं ।

4. जनरहगता – वह व्यजि –

(क) जजसने ऐसे व् यजि से जजसका ृजत या जजसकी ृ्‍ नी जीजवत हैं, जववाह दकया हज; या जववाह की संजवदा की हज या

(ख) जजसने ाृने ृजत या ाृनी ृ्‍ नी के जीजवत रहते हुए दकसी व् यजि से जववाह दकया हज, या जववाह की संजवदा की हज

उक् त ृद ृर जनयुजि का ृात्र नह होगा :

ृरंतु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह उस व्यजि और जववाह के ान्य ृक्षकार को

लागू स्ट्वीय जवजध के ाधीन ानुज्ञेय हज और ऐसा करने के जलए ान्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतगन से

छूट दे सकेगी ।

5. जिजथल करने की िजि – जहां केन्रीय सरकार की यह राय हज दक ऐसा करना आवश् यक या समीचीन हज, वहां वह उसके

जलए जो कारण हैं, उन् हें लेखबद्ध करके, इन जनयमों के दकसी उृबंध को दकसी वगग या प्रवगग के व् यजियों की बाबत, आदेि

द्धारा जिजथल कर सकेगी ।

6. व्यावृजत्त – इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और ान् य ंरयायतों ृर प्रभाव नह डालेगी,

जजनका केन्रीय सरकार ्ारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के ानुसार ानुसूजचत जाजतयों, ानुसूजचत

जनजाजतयों, ान्य जृछड़े वगों, भूतृूवग सजनकों और ान् य जविेष प्रवगग के व् यजियों के जलए उृबंध करना ाृेजक्षत हज ।

G. S. R. 101.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in

supersession of the National Malaria Eradication Programme, (Group ‘D’ posts) Recruitment Rules 1980, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Multi Tasking Staff in the National Vector Borne Disease Control

Programme, under the Directorate General of Health Services, Ministry of Health and Family Welfare, namely:-

Short title and commencement .— (i) These rules may be called the Ministry of Health and Family Welfare,

National Vector Borne Disease Control Programme, Multi Tasking Staff (Group ‘C’ Posts) Recruitment Rules, 2020.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix .— The number of post, its classification and the level in

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc .— The method of recruitment, age-limit, qualifications and

other matters shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification .— No person,-

(i) who, has entered into or contracted a marriage with any person having a spouse living; or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax .— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving .— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time In this

regard.

समकक्ष योग्यता रखता हो और

जवभागीय ाहगता ृरीक्षा के आधार

ृर उस श्रेणी में तीन वषग की

जनयजमत सेवा दकया हो ।

G.S.R . 102.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in

supersession of the National Malaria Eradication Programme (Group ‘C’ posts) Recruitment Rules, 1980, in so far as

they relate to the post of Lower Division Clerk (Sl. No. 8), except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of

Lower Division Clerk in the National Vector Borne Disease Control Programme under the Directorate General of

Health Services, Ministry of Health and Family Welfare, namely.

Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare,

National Vector Borne Disease Control Programme, Lower Division Clerk (Group ‘C’ Post) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.— The number of post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.

Method of Recruitment, age-limit, qualifications etc. .— The method of recruitment, age-limit, qualifications

and other matters shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.— No person,-

(i) Who has entered into or contracted a marriage with any person having a spouse living; or

(ii) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for

appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.— Where the central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time In this

regard.
