संजक्षप्त नाम और प्रारंभ.—

(1) आन जनयमों का संजक्षप्त नाम गृह मंत्रालय, न्याया लजयक जवज्ञान सेवा जनदेिालय, जनदेिक – सह - मु्‍ य

न् यायालजयक वज्ञाजनक भती जनयम, 2020 हज ।

(2) ये राजृत्र में आनके प्रकािन की तारीख को प्रवृत होगें ।

ृद सं्‍या, वगीकरण और वेतन मजंरक्स में स्ट्तर.— ृद की सं्‍या, ईसका वगीकरण और वेतन मजंरक्स में स्ट्तर वह

होगा जो आन जनयमों से ईृाबद्ध ऄनूसुची में स्ट्तमभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हज ।

भती की ृद्धजत, अयु सीमा, ऄहगताएं, अदद.— ईि ृद ृर भती की ृद्धजत, अयु सीमा, ऄहगताएं और ईनसे संबंजधत

ऄन्य बातें वे होंगी जो ईि ऄनूसुची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं ।

जनरहगता.— वह व्यजि -

(क)

जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या

जववाह की संजवदा की हज; या ,

(ख)

जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की

संजवदा की हज,

ईि ृद ृर जनयुजि का ृात्र नहीं होगा ।

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार

को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं तो वह दकसी व्यजि को आन जनयमों के

प्रवतगन में छू दे सकेगी ।

जिजथल करने की िजि.— जहां केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह,

ईसके जलए जो कारण हैं, ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिग करके, आन जनयमों के दकसी

ईृबंध को दकसी वगग या प्रवगग के व्यजियों की बाबत अदेि ्ारा जिजथल कर सकेगी ।

व्यावृजत्त.— आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छू और ऄन्य ंरयायतों ृर प्रभाव नहीं डालेगी,

जजनका केन्रीय सरकार ्ारा आस संबंध में समय-समय ृर जारी दकए गए, अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

ऄनुसूजचत जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवग सजनकों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना

ऄृेजक्षत हज ।

G.S.R. 103.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Bureau of Police Research and Development (Director Forensic Science / Chief Forensic Scientist)

Recruitment Rules,1985, except as respects things done or omitted to be done before such supersession, the president

hereby makes the following rules regulating the method of recruitment to the post of Director-Cum-Chief Forensic

Scientist in the Directorate of Forensic Science Services and its outlying units, namely:-

Short title and commencement.—

(1)

These rules may be called the Ministry of Home Affairs, Directorate of Forensic Science Services,

Director –Cum- Chief Forensic Scientist Recruitment Rules, 2020.

(2)

They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.— The number of post, its classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, qualifications etc.— The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.— Where the Central Government is of opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category or persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and

other special categories of persons in accordance with the order issued by the Central Government from time to

time in this regard.

ृरन्तु यदद केंरीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार को

लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हैं, तो केन् रीय सरकार दकसी व्यजि को

आस जनयम के प्रवतगन से छू दे सकेगी।

जिजथल करने की िजि.— जहाीँ केन्रीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह

ईसके जलए जो कारण हैं, ईन्हें लेखबद्ध करके, आन जनयमों के दकसी ईृबन्ध को दकसी वगग या प्रवगग के व्यजियों की बाबत

G.S.R. 104.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Class III posts [Directorate of Co-ordination (Police Wireless)] Recruitment Rules, 1962 in so far as

they relate to the posts of Despatch Rider except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of to recruitment to the posts of Despatch Rider

(Grade I), Despatch Rider (Grade II) and Despatch Rider (Ordinary Grade) in the Directorate of Co-ordination

(Police Wireless), under the Ministry of Home Affairs, namely:-

Short title and commencement .— (1) These rules may be called the Ministry of Home Affairs, Directorate of

Co-ordination Police Wireless, Despatch Rider (Grade -I), Despatch Rider (Grade -II) and Despatch Rider (Ordinary

Grade), Recruitment Rules 2020.

(2). They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, level in the pay matrix .— The number of posts, their classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications etc. .—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification .—No person.^—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person

from the operation of this rule.

Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

Saving .—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

terms up to the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-

employment.

बनाते हैं, ऄथागतः-

1. संजक्षप्त नाम और प्रारंभ-(i) आन जनयमों का संजक्षप्त नाम भूजम संसाधन जवभाग, वंरष्ठ ऄृर अयुि (वा रिेड जवकास),

भती जनयमावली, 2020 हज।

(ii) ये राजृत्र में प्रकािन की तारीख को प्रवृत्त होंगे।

2. ृद की सं्‍या, वगीकरण और वेतन मजंरक्स में स्ट्तर- ृद की सं्‍या, ईसका वगीकरण और ईससे संबद्ध वेतन मजंरक्स में

स्ट्तर, आस जनयमावली के साथ संलग्न ऄनुसूची के कॉलम (2) से (4) में यथा-जवजनर्ददष्ट हैं।

3. भती की ृद्धजत, अयु-सीमा और ऄहगता, आत्यादद- भती की ृद्धजत, अयु-सीमा, ऄहगताएं और ईससे संबंजधत ऄन्य मामले

ृूवोि ऄनुसूची के कॉलम (5) से (13) में यथा जवजनर्ददष्ट हैं।

4. जनरहगता- वह व्यजि

(क) जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज, या

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज,

ईि ृद ृर जनयुजि का ृात्र नहीं होगाः

ृरंतु यदद केंरीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार को

लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय हज और ऐसा करने के जलए ऄन्य अधार हज, तो वह दकसी व्यजि को आस जनयम के

प्रवतगन से छू दे सकेगी।

5. जिजथल करने की िजि- जहां केंरीय सरकार की यह राय हज दक ऐसा करना अवश्यक या समीचीन हज, वहां वह ईसके जलए

जो कारण हज ईन्हें लेखबद्ध करके तथा संघ लोक सेवा अयोग से ृरामिग करके, आन जनयमों के दकसी ईृबंध को दकसी वगग

या प्रवगग के व्यजि के बाबत, अदेि ्ारा जिजथल कर सकेगी।

6. व्यावृजत्त- आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु सीमा में छू और ऄन्य ंरयायतों ृर प्रभाव नहीं डालेगी, जजनका

केंरीय सरकार ्ारा आस संबंध में समय-समय ृर जनकाले गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत

जनजाजतयों, ऄन्य जृछड़ा वगों, भूतृूवग सजनकों और ऄन्य जविेष प्रवगग के व्यजियों के जलए ईृबंध करना ऄृेजक्षत हज।

G.S.R. 105 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Department of Land Resources, Scientist (Technology Extension), Recruitment Rules, 2000, except

as respects things done or omitted to have been done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Senior Additional Commissioner (Watershed Development) in

the Department of Land Resources, Ministry of Rural Development, namely:-

Short title and commencement.— (i) These rules may be called the Department of Land Resources, Senior

Additional Commissioner (Watershed Development), Recruitment Rules, 2020.

(ii) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—The number of post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualification, etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in column (5) to (13) of the aforesaid Schedule.

Disqualification.—No person - ,

(a)

who has entered into or contracted a marriage with a person having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxations of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-service-men

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.
