का.जन.आ. 11.—राष्ट्रृजत, संजवधान के अनुच्छेद 309 के ृरन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और रक्षा
मंत्रालय, भारतीय वायुसेना (समूह ‘ग’), अजििमन कममचारीवृन्द, भती जनयम, 2013 को, उन बातों के जसवाय अजधक्ांत
करते हुए, जजन्हें ऐसे अजधक्मण से ृहले दकया गया हज या करने का लोृ दकया गया हज, रक्षा मंत्रालय, भारतीय वायुसेना समूह
‘ग’ अजििमन कममचारीवृन्द के ृदों ृर भती की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथामत् :-
1.
संजक्षप्त नाम और प्रारम्भ .– (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, भारतीय वायुसेना, अजििमन
कममचारीवृन्द (समूह ‘ग’ ृद), भती जनयम, 2020 हज ।

ये राजृत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।
2.
लागू होना .– ये जनयम इन जनयमों से उृाबद्ध अनुसूची के स्ट्तम्भ (1) में जवजनर्ददष्ट ृदों ृर लागू होंगे ।
3.
ृदों की सं्या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर .– उि ृदों की सं्या, उनका वगीकरण और वेतन मजट्ररक्स में
स्ट्तर वह होगा, जो इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं।
4.
भती की ृद्धजत, आयु-सीमा, अहमताएं, आदद .– उि ृदों ृर भती की ृद्धजत, आयु-सीमा, अहमताएं और उससे
संबंजधत अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट हैं ।
5.
जनरहमता .–वह व्यजि –
(क)
जजसने ऐसे व्यजि से, जजसका ृजत या जजसकी ृत्नी जीजवत हैं, जववाह दकया हज या जववाह करने की
संजवदा की हज , या
(ख)
जजसने अृने ृजत या अृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज, या जववाह करने की
संजवदा की हज ,
उि ृदों ृर जनयुजि का ृात्र नहीं होगा :
ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह उस व्यजि और जववाह के अन्य ृक्षकार को
लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतमन से
छूट दे सकेगी।
6.
जिजथल करने की िजि .– जहां केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह
उसके जलए जो कारण हैं, उन्हें लेखबद्ध करके, इन जनयमों के दकसी उृबंध को दकसी वगम या प्रवगम के व्यजियों की बाबत,
आदेि द्वारा जिजथल कर सकेगी ।
7.
व्यावृजत्त .– इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों ृर प्रभाव नहीं डालेगी,
जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत
जनजाजतयों, अन्य जृछडे वगों, भूतृूवम सजनकों और अन्य जविेष प्रवगम के व्यजियों के जलए उृबंध करना अृेजक्षत हज ।

जाएगा ृरंतु यह तब जब दक उनके
द्वारा की गई ऐसी अहमक या ृात्रता
सेवा, अृेजक्षत अहमक या ृात्रता
सेवा के आधे से अजधक से या दो
वषम से, इनमें से जो भी कम हो,
कम न हो और उन्होंने अृने ऐसे
कजनष्ठ व्यजियों सजहत, जजन्होंने
ऐसी अहमक या ृात्रता सेवा ृहले
ही ृूरी कर ली हज, अगली उच्चतर
श्रेणी में प्रोन्नजत के जलए अृनी
ृट्ररवीक्षा की अवजध सफलताृूवमक
ृूरी कर ली हो ।
समूह ‘ग’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार करने के
जलए) जनम्नजलजखत से जमलकर बनेगी:-
(1) डवग कमांडर या समतुल्य या ऊृर की ृंजि का ऑदफसर - अध्यक्ष;
(2) स्ट्वॉड्रन लीडर या समतुल्य की ृंजि का ऑदफसर - सदस्ट्य;

सरकारी सेवकों के जलए साधारण अभ्यर्थथयों के मामले में चालीस
वषम और अनुसूजचत जाजतयों तथा अनुसूजचत जनजाजतयों से संबंजधत
अभ्यर्थथयों के मामले में ृैंतालीस वषम तक जिजथल की जा सकती हज।
ट्रटप्ृण 1: आयु-सीमा अवधाट्ररत करने के जलए जनणामयक तारीख
अभ्यर्थथयों से आवेदन प्राप्त करने के जलए जनयत की गई अंजतम
तारीख होगी । न दक वह अंजतम तारीख जो असम, मेघालय,
अरुणाचल प्रदेि, जमजोरम, मजणृुर, नागालैंड, जत्रृुरा, जसदिम,
केन्र िाजसत प्रदेि लद्दाख, जहमाचल प्रदेि के लाहौल और स्ट्ृीजत
जजले एवं चम्बा जजले के ृांगी उृ-खंड, अंडमान और जनकोबार
द्वीृ समूह तथा लक्षद्वीृ के अभ्यर्थथयों के जलए जवजहत की गई हज ।
ट्रटप्ृण 2: रोजगार कायामलय के माध्यम से जनयुजि के मामले में
आयु-सीमा अवधाट्ररत करने के जलए जनणामयक तारीख वह अंजतम
तारीख होगी जजस तक रोजगार कायामलय से नाम भेजने के जलए
कहा गया हज ।
आवश्यक :
(i) दकसी मान्यता प्राप्त बोडम से मजट्ररकुलेिन या
समतुल्य अहमता ।
(ii) भारी यान चलाने का कम से कम तीन वषम
का अनुभव हो और उसके ृास दकसी सरकार
द्वारा जारी जवजधमान्य चालन अनुज्ञजप्त हो ।
(iii) िारीट्ररक प ृ से स्ट्वस्ट्थ और कट्र न कतमव्यों
का ृालन करने में समथम हो और उसने नीचे
ट्रटप्ृण-1 में जवजनर्ददष्ट ृरीक्षण उत्तीणम दकया
हो ।
या
समुजचत व्यवसाय का भूतृूवम सजनक हो ।
वांछनीय :
(i) जवजभन्न प्रकार के अजििमन साजधत्रों के
अनुरक्षण और प्रचालन से सुृट्ररजचत हो ।
(ii) दकसी जनयजमत जसजवल या रक्षा दमकल दल
में फायरमजन के प ृ में दकसी भी सरकारी
संस्ट्थान में कायम करने का अनुभव हो ।
(iii) दकसी सरकारी मान्यताप्राप्त संस्ट्थान से
साधारण अजििमन ृाठ्यक्म उत्तीणम हो ।

प्रजतजनयुजि
या
ृुनर्थनयोजन : सिस्त्र बल के ऐसे
कार्थमकों के संबंध में भी जवचार दकया
जाएगा जो एक वषम की अवजध के भीतर
सेवाजनवृत्त होने वाले हैं या ट्ररजवम में
स्ट्थानांतट्ररत दकए जाने वाले हैं और
जजनके ृास अृेजक्षत अनुभव और
जवजहत अहमताएं हैं । ऐसे व्यजियों को
उस तारीख तक प्रजतजनयुजि के जनबंधनों
ृर रखा जाएगा जजस तारीख से उन्हें
सिस्त्र बल से जनमुमि दकया जाना हज ;
तत्ृश्चात उन्हें ृुनर्थनयोजन ृर बने रहने
ददया जा सकता हज ।
ट्रटप्ृण 1:
ृोषक प्रवगम के ऐसे
जवभागीय अजधकारी, जो प्रोन्नजत की
सीधी ृंजि में हैं, प्रजतजनयुजि ृर
जनयुजि के जलए जवचार दकए जाने के
ृात्र नहीं होंगे । इसी प्रकार प्रजतजनयुि
व्यजि प्रोन्नजत द्वारा जनयुजि के जलए
जवचार दकए जाने के ृात्र नहीं होंगे ।
ट्रटप्ृण 2:
प्रजतजनयुजि
की
अवजध, जजसके अंतगमत केन्रीय सरकार
के उसी या दकसी अन्य संग न या
जवभाग में इस जनयुजि से ीक ृहले
धाट्ररत दकसी अन्य काडर बाह्य ृद ृर
प्रजतजनयुजि की अवजध हज, साधारणतया
तीन वषम से अजधक नहीं होगी
ट्रटप्ृण 3: प्रजतजनयुजि द्वारा जनयुजि
के जलए अजधकतम आयु-सीमा आवेदन
प्राप्त करने की अंजतम तारीख को 56 वषम
से अजधक नहीं होगी ।
समूह ‘ग’ जवभागीय ृुष्टीकरण सजमजत (ृुष्टीकरण के संबंध में जवचार करने
के जलए) जनम्नजलजखत से जमलकर बनेगी:-
(1) डवग कमांडर या समतुल्य या ऊृर की ृंजि का ऑदफसर - अध्यक्ष;
(2) स्ट्वॉड्रन लीडर या समतुल्य की ृंजि का ऑदफसर
- सदस्ट्य;
(3) प्रोन्नजत करने वाले अनुभाग से असंबंद्ध एवं अृेजक्षत तकनीकी ज्ञान

तारीख होगी । न दक वह अंजतम तारीख जो असम, मेघालय,
अरुणाचल प्रदेि, जमजोरम, मजणृुर, नागालैंड, जत्रृुरा, जसदिम,
केन्र िाजसत प्रदेि लद्दाख, जहमाचल प्रदेि के लाहौल और स्ट्ृीजत
आवश्यक :
(i) दकसी मान्यता प्राप्त बोडम से मजट्ररकुलेिन या
समतुल्य अहमता ।
(ii) दकसी राज्य अजििमन सेवा या मान्यताप्राप्त
प्रजसद्ध संस्ट्थान से अजििमन का प्रजिक्षण प्राप्त
हो ।
(iii) सभी प्रकार के अजििमन, हौज दफटटग और
अजििमन सजधत्रों और उृस्ट्करों जजसे दमकल
अनुयान, रेलर फायर ृम्ृों व फोम ब्ांच आदद
के उृयोग तथा अनुरक्षण से सुृट्ररजचत हो ।

जजले एवं चम्बा जजले के ृांगी उृ-खंड, अंडमान और जनकोबार
द्वीृ समूह तथा लक्षद्वीृ के अभ्यर्थथयों के जलए जवजहत की गई हज ।
ट्रटप्ृण 2: रोजगार कायामलय के माध्यम से जनयुजि के मामले में
आयु-सीमा अवधाट्ररत करने के जलए जनणामयक तारीख वह अंजतम
तारीख होगी जजस तक रोजगार कायामलय से नाम भेजने के जलए
कहा गया हज ।
(iv) िारीट्ररक प ृ से स्ट्वस्ट्थ और कट्र न कतमव्यों
का ृालन करने में समथम हो और उसने नीचे
ट्रटप्ृण-1 में जवजनर्ददष्ट ृरीक्षण उत्तीणम दकया
हो ।
या
समुजचत व्यवसाय का भूतृूवम सजनक हो ।
वांछनीय :
(i) जवजभन्न प्रकार के अजििमन साजधत्रों के
अनुरक्षण और प्रचालन से सुृट्ररजचत होना
चाजहए ।
(ii) दकसी जनयजमत जसजवल या रक्षा दमकल दल
में फायरमजन के प ृ में दकसी भी सरकारी
संस्ट्थान में कायम करने का अनुभव हो ।
(iii) दकसी सरकारी मान्यताप्राप्त संस्ट्थान से
साधारण अजििमन ृाठ्यक्म उत्तीणम हो ।

ृुनर्थनयोजजत भूतृूवम सजनकों के जलए दो वषम

स्ट्थानांतरण या ृुनर्थनयोजन द्वारा

स्ट्थानांतरण ृर प्रजतजनयुजि या ृुनर्थनयोजन : सिस्त्र बल
के ऐसे कार्थमकों के संबंध में भी जवचार दकया जाएगा जो
एक वषम की अवजध के भीतर सेवाजनवृत्त होने वाले हैं या
ट्ररजवम में स्ट्थानांतट्ररत दकए जाने वाले हैं और जजनके ृास
अृेजक्षत अनुभव और जवजहत अहमताएं हैं । ऐसे व्यजियों
को उस तारीख तक प्रजतजनयुजि के जनबंधनों ृर रखा
जाएगा जजस तारीख से उन्हें सिस्त्र बल से जनमुमि दकया
जाना हज ; तत्ृश्चात उन्हें ृुनर्थनयोजन ृर बने रहने ददया
जा सकता हज ।
ट्रटप्ृण 1: ृोषक प्रवगम के ऐसे जवभागीय अजधकारी, जो
प्रोन्नजत की सीधी ृंजि में हैं, प्रजतजनयुजि ृर जनयुजि के
जलए जवचार दकए जाने के ृात्र नहीं होंगे । इसी प्रकार
प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार
दकए जाने के ृात्र नहीं होंगे ।
ट्रटप्ृण 2: प्रजतजनयुजि की अवजध, जजसके अंतगमत केन्रीय
सरकार के उसी या दकसी अन्य संग न या जवभाग में इस
जनयुजि से ीक ृहले धाट्ररत दकसी अन्य काडर बाह्य ृद
ृर प्रजतजनयुजि की अवजध हज, साधारणतया तीन वषम से
अजधक नहीं होगी ।
ट्रटप्ृण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम
आयु-सीमा आवेदन प्राप्त करने की अंजतम तारीख को 56
वषम से अजधक नहीं होगी ।
समूह ‘ग’ जवभागीय ृुष्टीकरण सजमजत (ृुष्टीकरण
के संबंध में जवचार करने के जलए) जनम्नजलजखत से
जमलकर बनेगी:-
(1) डवग कमांडर या समतुल्य या ऊृर की ृंजि
का ऑदफसर
- अध्यक्ष;
(2) स्ट्वॉड्रन लीडर या समतुल्य की ृंजि का
ऑदफसर
- सदस्ट्य;
(3) प्रोन्नजत करने वाले अनुभाग से असंबंद्ध एवं
अृेजक्षत तकनीकी ज्ञान रखने वाला कमीिंड

S.R.O. 11.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Defence, Indian Air Force (Group 'C'), Fire Fighting Staff, Recruitment Rules, 2013,
except as respects things done or omitted to be done before such supersession, the President hereby makes the following
rules regulating the method of recruitment to the Group 'C' posts of Fire Fighting Staff in Indian Air Force, Ministry of
Defence, namely:-
1.
Short title and commencement .— (1) These rules may be called the Ministry of Defence, Indian Air Force,
Fire Fighting Staff (Group 'C' Post) Recruitment Rules, 2020.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these
rules.
3.
Number of posts, classification and level in pay matrix .—The number of the said posts, their classification
and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4.
Method of recruitment, age-limit, qualifications, etc .—The method of recruitment to the said posts, age-
limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said
Schedule.
5.
Disqualification .— No person ,–
(a)
who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from operation of this rule.

6.
Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, and for reasons to be recorded in writing, relax any of the provision of these rules with respect to any
class or category of persons.
7.
Saving .—Nothing in these rules shall affect reservation, relaxation of the age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen
and other special categories of persons in accordance with the orders issued by the Central Government from time to
time in this regard.
