जलवायु पLरवत-न मंालय के 19 एक\कृत Iेीय काया-लयP (आईआरओ) क\ @थापना हेतु अनुमोदन दया है। इन एक\कृत Iेीय

काया-लयP क\ @थापना, आरओएचCयू Nभाग के 10 Iेीय काया-लयP, भारतीय वन सवeIण (एफएसआई) के 4 Iेीय काया-लयP, राagय

बाघ संरIण Nा*धकरण (एनटसीए) के 3 Iेीय क; iP, केMiय *चj ़डयाघर Nा*धकरण (सीजेडए) के 4 Iेीय काया-लयP तथा वMयजीव

अपराध &नयंण `यूरो (ड`  यूसीसीबी) के 5 Iेीय काया-लयP एवं 3 उप-Iेीय काया-लयP म; उपल`ध मानव एवं अMय संसाधनP क\

पुन:तैनाती के माlयम से एक\कृत र&त से और उनके अ&तLरCत सुmढ़करण हेतु क\ जाएगी। इस Nकार, Nnयेक आईआरओ को पया-वरण,

वन और जलवायु पLरवत-न मंालय, एफएसआई, एनटसीए, सीजेडए और ड`  यूसीसीबी के मौजूदा Iेीय काया-लयP/Iेीय क; iP से

N&त&न*धnव, समय-समय पर यथा उपल`ध होगा।

2. इस संबंध म; पूव- के सभी आदेशP का अ*धoमण करते हुए, अब से Nnयेक एक\कृत Iेीय काया-लय (आईआरओ) को

3. 19 आईआरओ क\ कुल @वीकृत का=म-क संpया म; पया-वरण, वन और जलवायु पLरवत-न मंालय (कुल 319), एफएसआई

(कुल 300), एनटसीए (कुल 6), सीजेडए (कुल 4) और ड`  यूसीसीबी (कुल 74) के Iेीय काया-लयP/केMiP क\ मौजूदा @वीकृत का=म-क

संpया शा=मल होगी। Nnयेक आईआरओ के Nमुख को पया-वरण, वन और जलवायु पLरवत-न मंालय का ‘’Iेीय अ*धकार’’ कहा जाएगा।

4. उपरोCत 19 एक\कृत Iेीय काया-लयP (आईआरओ) म; से Nnयेक, समय-समय पर यथा संशो*धत भारत सरकार (काय-

&नयतन) &नयम, 1961 म; &नधा-Lरत Dकए गए इस मंालय के अ*धदेश से संबं*धत पLरणामP क\ Nाि€त हेतु पया-वरण, वन और जलवायु

पLरवत-न मंालय क\ एक\कृत Iेीय इकाई के Bप म; काय- करेगा। तxनुसार, पया-वरण, वन और जलवायु पLरवत-न मंालय के मौजूदा

Iेीय काया-लयP/केMiP या इसके संबं*धत अधीन@थ काया-लयP/बोड•/`यूरो/Nा*धकरणP म; पहले से स‚पे गए कामP, कत-ƒयP या काय• के

&नवह-न के अलावा, आईआरओ के अ*धकार और कम-चाLरयP Iेीय अ*धकाLरयP या अMय सIम Nा*धकाLरयP xवारा यथा &नदे=शत xवारा

उपरोCत उnतरदा&यnवP को एक\कृत और समिMवत र&त से पूरा करने के =लए अMय कार-वाइयां, काम और काय- Dकए जाएंगे।

Subject-: Reorganization of Regional/Sub-regional offices of various authorities and organization of the Ministry of

Environment, Forest and Climate Change.

No. 1-5/2013-ROHQ—With a view to achieving outcomes related to the mandates of Ministry of Environment,

Forest and Climate Change (MoEF&CC) in an improved, timely and effective manner, and for this purpose to further

enhance its outreach to stakeholders, undertake coordinated action and optimize the utilization of available resources, the

competent authority has approved establishment of 19 Integrated Regional Offices (IROs) of the MoEF&CC. The IROs shall

be established though redeployment of human and other resources available with 10 Regional Offices of ROHQ Division,

4 Regional Offices of Forest Survey of India (FSI), 3 Regional Centre of National Tiger Conservation Authority (NTCA),

4 Regional Offices of Central Zoo Authority (CZA) and 5 Regional Offices & 3 Sub-regional Offices of Wildlife Crime

Control Bureau (WCCB) in an integrated manner, and their further strengthening. Thus, each IRO shall have representation

from existing Regional Office/Regional Centre of MoEF&CC, FSI, NTCA, CZA and WCCB as available to them from time

to time.

2. Each of the Integrated Regional Offices (IROs) shall be henceforth named after its headquarter in the following

manner: “Integrated Regional Office, Ministry of Environment, Forest and Climate Change, Government of India,

……(name of the headquarter)” in supersession to all previous orders in this regard. The headquarters and jurisdictions of the

19 IROs shall be as under:—

3. The strength of the 19 IROs will comprise of the existing sanctioned strength of the regional offices/centres of

MoEF&CC (319 no.s), FSI (300 nos.), NTCA (6 nos.), CZA (4 nos.) and WCCB (74 nos.). The head of each of the IRO

will be called “Regional Officer” of MoEF&CC.

4. Each of the above 19 Integrated Regional Offices (IROs) shall work as an integrated regional unit of the

MoEF&CC in achieving the outcomes related to the mandate of this Ministry enumerated in Government of India (Allocation

of Business) Rules 1961 as modified from time to time. Accordingly, officers and staff of the IROs in addition to carrying

out functions, duties and work already assigned to them in their respective existing regional offices/centres of MoEF&CC or

its respective subordinate offices/boards/bureaus/authorities, shall undertake other actions, functions and works in the

fulfilment of above responsibilities in an integrated and coordinated manner as directed by the Regional Officers or by the

other competent authority.

5. The orders relating to posting of Regional Officers, the administrative set-up of the IROs, deployment of staff,

and assets, budget allocation and ancillary matters will be issued separately.

6. These IROs shall start functioning w.e.f. 1st October, 2020.

7. This issues with the concurrence of Internal Finance Division of MoEF&CC vide Dy No. 136776 dated

16.07.2020 and the approval of the Competent Authority.
