का.जन.आ.12.—राष्ट्रृजत संजवधान के अनुच्छेद 309 के ृरन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए,
रक्षा मंत्रालय सिस्ट् त्र बल जिदकत्सा मिाजवद्यालय, ृुणे ृुस्ट्तकालय समूि ‘ख' ृद भती जनयम, 2012 का संिोधन करने के
जलए जनम् नजलजखत जनयम बनाते िज, अथाात् :-
1.संजक्षप्त नाम और प्रारंभ.—(1)इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय सिस्ट्त सेना जिदकत्सा मिाजवद्यालय,ृुणे
ृुस्ट्तकालय समूि ‘ख' ृद भती (संिोधन) जनयम, 2020 िज I
(2) ये रािृत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगेI

2. रक्षा मंत्रालय, सिस्ट् त्र सेना जिदकत्सा मिाजवद्यालय, ृुणे ृुस्ट्तकालय समूि ‘ख' ृद भती जनयम, 2012 (जिसे इसके
ृश्चात, उि जनयम किा गया िज) में, जनयम 3 के स्ट्थान ृर, जनम्नजलजखत जनयम रखा िाएगा,अथाात्: -
“3.ृदों की सं्या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर .—ृदों की सं्या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर वे
िोंगे िो उि अनुसूिी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट िैंI’’
3.उि जनयमों की अनुसूिी में :-
(क) सिायक ृुस्ट्तकालय और सूिना अजधकारी ृद के सामने-
(i) स्ट्तंभ 4 में, स्ट्तंभ िीर्ाक और उससे संबजन्धत प्रजवजष्टयों के स्ट्थान ृर जनम्नजलजखत स्ट्तंभ, िीर्ाक और प्रजवजष्टयां
रखी िायगी, अथाात् :-
(ii) स्ट्तंभ (11) में “9300–34800रु के वेतनमान में वेतन बजन्ड 2 में 4200 रु के ग्रेड वेतन सजित” िब्दों, और
अंकों के स्ट्थान ृर “वेतन मजट्ररक्स में स्ट्तर-6 (35400–112400रु)” में दोनों स्ट्थानों ििां ृर वे आते िैं िब्दों, अंकों और
कोष्ठकों को रखा िाएगा ;
(iii) स्ट्तंभ (11) में जनम्नजलजखत ट्रिप्ृण का लोृ दकया िाएगा;
ट्रिप्ृण : प्रजतजनयुजि के आधार ृर जनयुजि के प्रोयोिन के जलए 1-1-2006, वि तारीख जिसको छ े केन्रीय वेतन आयोग
की जसफाट्ररिों ृर आधाट्ररत ृुनरीजक्षत वेतन संरिना जवस्ट्ताट्ररत की गई िज) से ृूवा दकसी अजधकारी द्वारा जनयजमत आधार
ृर की गई सेवा आयोग की जसफ़ाट्ररि ृर आधाट्ररत तत्स्ट्थाती ग्रेड वेतन/ वेतन मान मे की गई सेवा समझी िाएगी । जसवाय
इसके ििां एक या एक से अजधक, ृूवा ृुनरीजक्षत वेतनमान का एक सामान्य ग्रेड वेतन/वेतनमान के साथ एक ग्रेड मे जवलय
दकया गया िज । और ििााँ यि फ़ायदा केवल उस ृद या उन ृदों को जवस्ट्ताट्ररत िोगा जिसके जलए वि ग्रेड वेतन/वेतनमान
जबना दकसी उन्नजत के सामान्य प्रजतस्ट्थाृन ग्रेड िैं।
ट्रिप्ृण : प्रोन्नजत के जलए न् यूनतम अिाक सेवा की गणना के प्रोयोिन के जलए 1-1-2006 (वि तारीख जिसको छ े केन्रीय
वेतन आयोग की जसफ़ाट्ररिों ृर आधाट्ररत ृुनरीजक्षत वेतन संरिना जवस्ट्ताट्ररत की गई िैं) से ृूवा दकसी अजधकारी द्वारा
जनयजमत आधार ृर की गई सेवा वेतन आयोग की जसफ़ाट्ररिों ृर आधाट्ररत ततस्ट्थानी ग्रेड वेतन/वेतनमान में की गई सेवा
समझी िाएगी।
(ख) ृुस्ट्तकालय और सूिना सिायक के ृद के सामने–
(i) स्ट्तंभ 4 में, स्ट्तंभ िीर्ाक और उससे संबजन्धत प्रजवजष्टयों के स्ट्थान ृर जनम्नजलजखत स्ट्तंभ, िीर्ाक और प्रजवजष्टयां रखी
िायगी, अथाात् :-
“वेतन मजट्ररक्स में स्ट्तर

(44900—142400 रु.)”;

S.R.O. 12.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President
hereby makes the following rules to amend the Ministry of Defence, the Armed Forces Medical College, Pune, Library
Group ‗B‘ posts, Recruitment Rules, 2012, namely: -
1. Short title and commencement. —(1) These rules may be called Ministry of Defence, the Armed Forces Medical
College, Pune, Library Group ‗B‘ posts, Recruitment (Amendment) Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, the Armed Forces Medical College, Pune, Library Group ‗B‘ posts, Recruitment Rules
2012 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely: -
―3. Number of posts, classification and level in the pay matrix.— The number of posts, classifications and the
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.‖
3. In the said rules, in the Schedule, -
(a) against the post of Assistant Library and Information Officer. -
(i) in column (4), for the column heading and the entries relating thereto, the following column heading and
entries shall be substituted, namely: -
―Level in Pay Matrix

Level 7
(Rs 44900 —142400)‖;
(ii) in column (11), for the words and figures ―in the scale of pay of Rs. 9300—34800 in PB-2 with Grade Pay
of Rs.4200‖, at both the places they occur, the words, figures and brackets ―in Level 6 (Rs 35400—112400)‖ in
the pay matrix‖ shall be substituted;
(iii) In column (11) the following Notes shall be omitted;
Note: For the purpose of appointment on deputation basis, the service rendered on a regular basis , by an officer
prior to 1.1.2006 (the date from which the revised pay structure based on the 6th CPC recommendations has
been extended) shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based
on the recommendations of the Pay Commission except where there has been merger of more than one pre-
revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only
for the post(s) for which that grade pay/pay scale is normal replacement grade without any upgradation.

Note : For the purpose of computing minimum qualifying service for promotion, the service rendered on a
regular basis by an officer prior to 1.1.2006/ the date from which the revised pay structure based on the 6th CPC
recommendations has been extended, shall be deemed to be service rendered in the corresponding pay/pay scale
extended based on the recommendations of the Pay Commission.
(b) against the post of Library and information Assistant –
(i) in column (4), for the column heading and the entries relating thereto, the following column heading and
entries shall be substituted, namely :-
―Level in Pay Matrix
