अजिकारी, वररष्ठ वज्ञाजनक सिा क, फोरमजन, मु्‍ नक्िानवीि के ृिों ृर भती की ृद्धजत का जवजन मन करने के जलए

जनम्नजलज त जन म बनाते िैं, अ ाात्:-

संजक्षप्त नाम और प्रारंभ.— (1) इन जन मों का संजक्षप्त नाम रक्षा मंत्राल , रक्षा उत्ृािन जवभाग, वजमाजनक गुणवत्ता

आश् वासन मिाजनिेिाल , समूि ‘ ’ (रािृजत्रत ृि) भती जन म, 2020 िज ।

(2) े रािृत्र में उनके प्रकािन की तारी को प्रवषत्त िोंगे ।

आवेिन.— ि जन म, इन जन मों के सा उृबंजित अनुसूची के स्ट्तम्भ (i) में जवजनर्िाष्ट ृिों ृर लागू िोंगे ।

ृि सं्‍ ा, वगीकरण और वेतन मजररक्स में स्ट्तर.—उि ृिों की सं्‍ ा, उनका वगीकरण और उनका वेतन मजररक्स

में स्ट्तर ा वेतनमान वे िोंगे िो इन जन मों से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िाष्ट िैं ।

भती की ृद्धजत, आ ु-सीमा, अन् अिाताएं आदि.— उि ृिों ृर भती की ृद्धजत, आ ु-सीमा, अिाताएं और उनसे

संबंजित अन् बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िाष्ट िैं ।

जनरिाता.—वि व्यजि -

(क) जिसने ऐसे व्यजि से जिसका ृजत ा जिसकी ृत्नी िीजवत िज, जववाि दक ा िज ा जववाि की संजविा की िज ; ा

( ) जिसने अृने ृजत ा अृनी ृत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दक ा िज, जववाि की संजविा की िज

उि दकसी ृिों ृर जन ुजि का ृात्र निी िोगा :

ृरन्तु दि केन्द्री सरकार का ि समािान िो िाता िज दक ऐसा जववाि उस व्यजि और जववाि के अन् ृक्षकार को

लागू स्ट्वी जवजि के अिीन अनुज्ञे िज और ऐसा करने के जलए अन् आिार िैं तो वि दकसी व्यजि को इस जन म के प्रवतान से

छूट िे सकेगी ।

जिज ल करने की िजि.—ििां केन्द्री सरकार की ि रा िज दक ऐसा करना आवश् क ा समीचीन िज, विां वि

उसके जलए िो कारण िैं, उन्िें ले बद्ध करके, त ा संघ लोक सेवा आ ोग से ृरामिा करके, इन जन मों के दकसी उृबंि को

दकसी वगा ा प्रवगा के व्यजि ों की बाबत, आिेि द्वारा जिज ल कर सकेगी ।

व्यावषजत्त.—इन जन मों की कोई बात, ऐसे आरक्षणों, आ ु-सीमा में छूट और अन् रर ा तों ृर प्रभाव निीं डालेगी,

जिनका केन्द्री सरकार द्वारा इस संबंि में सम -सम ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजत ों, अनुसूजचत

िनिाजत ों, अन् जृछडे वगों, भूतृूवा सजनकों और अन् जविेष प्रवगा के व्यजि ों के जलए उृबंि करना अृेजक्षत िज ।

विां उनके ज् ेष्ठ व्यजि ों के संबंि में भी जवचार

दक ा िाएगा ृरंतु ि तब िब दक उसके द्वारा

की गई ऐसी अिाक ा ृात्रता सेवा, अृेजक्षत

अिाक ा ृात्रता सेवा के आिे से अजिक से ा

िो वषा से, इनमें से िो भी कम िो, कम न िो

और उन्िोंने अृने ऐसे कजनष्ठ व्यजि ों सजित,

जिन्िोंने ऐसी अिाक ा ृात्रता सेवा ृिले िी

ृूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के

के जवकास में िो वषा का अनुभव ।

रटप्ृण 1: ृोषक प्रवगा के ऐसे जवभागी

अजिकारी, िो प्रोन्नजत की सीिी ृंजि में िज,

प्रजतजन ुजि ृर जन ुजि के जलए जवचार दकए

िाने के ृात्र निीं िोंगे। इसी प्रकार प्रजतजन ुि

व्यजि प्रोन्नजत द्वारा जन ुजि के जलए जवचार

दकए िाने के ृात्र निीं िोंगे ।

रटप्ृण 2: प्रजतजन ुजि की अवजि, जिसके

अंतगात केन्द्री सरकार के उसी ा दकसी अन्

संग न ा जवभाग में इस जन ुजि से ीक ृिले

िाररत दकसी अन् काडर बाह्य ृि ृर

प्रजतजन ुजि की अवजि िज सािारणत ा तीन वषा

से अजिक निीं िोगी।

रटप्ृण 3 :- प्रजतजन ुजि (जिसके अंतगात

S.R.O. 13 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical

Quality Assurance, Group ‘B’ Gazetted Posts Recruitment Rules, 2015, except as respects things done or omitted to

be done before such supersession, the President hereby makes the following rules regulating the method of recruitment

of the posts of Junior Scientific Officer, Senior Scientific Assistant, Foreman and Chief Draughtsman in the

Directorate General of Aeronautical Quality Assurance, in the Department of Defence Production, under the Ministry of

Defence, namely:-

1. Short title and commencement .— (1)These rules may be called the Ministry of Defence, Department of Defence

Production, Directorate General of Aeronautical Quality Assurance (Group ‘B’ Gazetted Posts) Recruitment Rules,

2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application .— These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix .- The number of the said posts, their classification and the

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, other qualifications, etc .—The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification .— No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard.

Note 1: Where juniors who have

completed

their

qualifying

eligibility

service

are

for

promotion,

their

seniors would also be considered,

provided they are not short of the

requisite

qualifying

eligibility

service, or two years, whichever is

less and have successfully completed

their probation period for promotion

to the next higher grade along with

their

juniors

who

have

already

completed

such

qualifying

eligibility service.
