का.जन.आ. 14.—राष्ट्रृजत, संजवधान के अनुच्छेद 309 के ृरन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए, और

(i) सेना आयुध कोर (समूह ग भंडारण कममचाररवृन्द) भती जनयम, 1986 को अजधक्ांत करते हुए जहां तक उनका संबध वररष्ठ

भंडार अधीक्षक और भंडार अधीक्षक तथा (ii) सेना आयुध कोर, वररष्ठ भंडार अधीक्षक (भंडार) (समूह ख ृद अराजृजत्रत)

भती जनयम, 2005 के ृद से संबंजधत हज उन बातों के जसवाय अजधक्ांत करते हुए जजन्हें ऐसे अजधक्मण से ृहले दकया गया हज

या करने का लोृ दकया गया हज, सेना आयुध कोर, रक्षा मंत्रालय में अधीक्षक (सामग्री) और वररष्ठ सामग्री सहायक की भती

की ृद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथामत् :-

1. संजक्षप्त नाम और प्रारंभ :- (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, सेना आयुध कोर, में अधीक्षक

(सामग्री) और वररष्ठ सामग्री सहायक (समूह ख ृद) भती जनयम, 2020 हज।

(2) ये राजृत्र में प्रकािन की तारीख को प्रवृत्त होंगे।

2. लागू होना. - ये जनयम, इन जनयमों से उृाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट ृदों ृर लागू होंगे ।

3. ृद की सं्‍या, वगीकरण और वेतन मजररक्स में स्ट्तर :-- उि ृदों की सं्‍या, उनका वगीकरण और वेतन

मजररक्स में स्ट्तर, वे होंगे, जो उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं ।

4. भती की ृद्धजत, आयु-सीमा, अहमता, आदद :- उि ृदों ृर भती की ृद्धजत, आयु-सीमा, अहमताएं और उनसे

संबंजधत अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।

5. जनरहमता :- वह व्यजि -

(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज ; या

(ख) जजसने अृने ृजत या अृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज, या जववाह की संजवदा

की हज;

उि ृदों ृर जनयुजि का ृात्र नहीं होगा :-

ृरन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य ृक्षकार को

लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतमन से

छूट दे सकेगी ।

6. जिजथल करने की िजि :-- जहां केन्रीय सरकार की यह राय हज दक ऐसा करना आव‍यक या समीचीन हज, वहां

वह उसके जलए जो कारण हैं उन्हें लेखबद्ध करके,और संघ लोक सेवा आयोग से ृरामिम करके इन जनयमों के दकसी उृबंध को

दकसी वगम या प्रवगम के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी ।

7. व्यावृजत्त :--इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों ृर प्रभाव नहीं

डालेगी, जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,

अनुसूजचत जनजाजतयों, भूतृूवम सजनकों अन्य और अन्य जविेष प्रवगम के व्यजियों के जलए उृबंध करना अृेजक्षत हज ।

सीधे भती दकए जाने वाले व्यजियों के जलए आयु-सीमा

30 वषम (केन्रीय सरकार द्वारा जारी दकए गए अनुदेिों या आदेिों के अनुसार, सरकारी कममचाररयों के मामले में 5 वषम तक

के जलए जिजथल की जा सकती हज)।

रटप्ृण 1 : आयु-सीमा की जनणामयक जतथी का जनधामरण कममचारी चयन आयोग द्वारा जारी जवज्ञाृन के अनुसार होगा।

रटप्ृण 2 : आयु-सीमा अवधाररत करने के जलए जनणामयक तारीख भारत में अभ्यर्थथयों से आवेदन प्राप्त करने के जलए जनयत की

गई अंजतम तारीख होगी । (न दक वह अंजतम तारीख जो असम, मेघालय, अप णाचल प्रदेि, जमजोरम, मजणृुर, नागालैंड,

जत्रृुरा, जसदिम, जम्मू-क‍मीर राज्य के लद्दाख खंड, जहमाचल प्रदेि के लाहोल और स्ट्ृीजत जजले तथा चम्बा-जजले के ृांगी

उृखंड, अंदमान और जनकोबार द्वीृ या लक्षद्वीृ के अभ्यर्थथयों के जलए जवजहत की गई हज।

सीधे भती दकए जाने वाले व्यजियों के जलए अृेजक्षत िजक्षक और अन्य अहतामएं

अहमताएं :--

(i)

दकसी मान्यताप्राप्त जव‍ वजवद्यालय या संस्ट्थान से अथमिास्त्र या वाजणज्य सांज्‍यकी या व्यवसाजयक अध्ययन या लोक

प्रिासन में मास्ट्टर जडग्री ।

(ii)

केन्रीय सरकार या राज्य सरकारों या सांजवजधक या स्ट्वायत्त संग न या सावमजजनक क्षेत्र के उृक्म या मान्यता प्राप्त

जवश्वजवद्यालय या दकसी मान्यता प्राप्त संस्ट्थान या बैंकों या दकसी जनजी क्षेत्र के संग न जो भारतीय िेयर बाजार में सूचीबद्ध

हो, के दकसी भंडार में या कम्ृनी (concern) में भंडार संभालने एव लेखा संचालन में एक वषम का अनुभव।

या

(i)

दकसी मान्यता प्राप्त जव‍ वजवद्यालय या संस्ट्थान से अथमिास्त्र या वाजणज्य या सांज्‍यकी या व्यवसाजयक अध्ययन या

लोक प्रिासन में एक जवषय के प ृ में स्ट्तानक जडग्री ।

(ii)

दकसी मान्यता प्राप्त जव‍ वजवद्यालय या संस्ट्थान से सामग्री प्रबंधन या भांडागारण प्रबंधन या क्य करने या सजन्यतंत्र

या लोक उृाृन में जडप्लोमा ।

(iii)

हो, के दकसी भंडार में या कम्ृनी (concern) में भंडार संभालने एव लेखा संचालन में दो वषम का अनुभव।

रटप्ृण 1 : अहमताएं अन्यथा सुअर्थहत अभ्यर्थथयों की दिा में उन कारणों के जलए जो लेखबद्ध दकए जाऍं कममचारी चयन

आयोग के जववेकानुसर जिजथल की जा सकती हज।

रटप्ृण 2 : अनुभव संबंधी अहमता/अहमताएं उन कारणों के जलए जो लेखबद्ध दकए जाऍं कममचारी चयन आयोग के जववेकानुसार

अनुसूजचत जाजतयों या अनुसूजचत जनजाजतयों के अभ्यर्थथयों की दिा में तब जिजथल की जा सकती हज जब चयन के दकसी

प्रक्म कममचारी चयन आयोग की यह राय हज दक उनके जलए आरजक्षत ररजियों को भरने के जलए अृेजक्षत अनुभव रखने वाले

उन समुदायों के अभ्यर्थथयों के ृयामप्त सं्‍या में उृलब्ध होने की संभावना नहीं हज ।

भती की ृद्धजत भती सीधे होगी या प्रोन्नजत द्वारा या प्रजतजनयुजि / आमेलन द्वारा तथा जवजभन्न ृद्धजतयों द्वारा भरी जाने

75% प्रोन्नजत द्वारा जजसके न हो सकने ृर प्रजतजनयुजि द्वारा, 25% प्रजतजनयुजि द्वारा जजसके न हो सकने ृर सीधी भती

द्वारा।

प्रोन्नजत या प्रजतजनयुजि / आमेलन द्वारा भती की दिा में वे श्रेजणयां जजनसे प्रोन्नजत या प्रजतजनयुजि / आमेलन दकया जाएगा ।

प्रोन् नजत:--

ऐसा सामग्री सहायक जजसने वेतन मजररक्स प . 29200-92300 रुृए के स्ट्तर-5 में उस श्रेणी में छह वषम जनयजमत सेवा की हज

और सुसंगत क्षेत्र में दो से चार सप्ताह का आज्ञाृक प्रजिक्षण को सफलता ृूवमक ृूरा दकया हो ।

रटप्ृण:- जहां ऐसे कजनष्ठ व्यजियों के संबंध में जजन्होंने अृनी अहमक या ृात्रता सेवा ृूरी कर ली हज, प्रोन्नजत के जलए जवचार

दकया जा रहा हो वहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा ृरंतु यह तब जब दक उनके द्वारा की गई

ऐसी अहमक या ृात्रता सेवा, अृेजक्षत अहमक या ृात्रता सेवा के आधे से अजधक से या दो वषम से, इनमें से जो भी कम हो, कम न

हो और उन्होंने अृने ऐसे कजनष्ठ व्यजियों सजहत जजन्होंने ऐसी अहमक या ृात्रता सेवा ृहले ही ृूरी कर ली हज अगली उच्चतर

श्रेणी में प्रोन्नजत के जलए अृनी ृररवीक्षा की अवजध सफलताृूवमक ृूरी कर ली हो ।

प्रजतजनयुजि :--

केन्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के ऐसा अजधकारी :--

(क) (i) जो मूल काडर या जवभाग में जनयजमत आधार ृद सदृि ृर धारण दकए हुए हैं; या

(ii) जजन्होंने मूल काडर या जवभाग में वेतन मेररक्स (रु. 29200-92300) के स्ट्तर-5 या समतुल्य में जनयजमत आधार

ृर जनयुजि के ृश्चात उस श्रेणी में छह वषम जनयजमत सेवा की हज; और

(ख) जजनके ृास जनम्नजलजखत िजक्षक अहमताएं और अनुभव हैं :--

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से अथमिास्त्र या वाजणज्य या सांज्‍यकी या व्यवसाजयक अध्ययन या

लोक प्रिासन में मास्ट्टर जडग्री ।

(ii) केन्रीय सरकार या राज्य सरकारों या सांजवजधक या स्ट्वायत्त संग न या सावमजजनक क्षेत्र के उृक्म या मान्यता प्राप्त

जवश्वजवद्यालय या दकसी मान्यता प्राप्त संस्ट्थान या बैंकों या दकसी जनजी क्षेत्र के संग न जो भारतीय िेयर बाजार में

सूचीबद्ध हो, के दकसी भंडार में या कम्ृनी (concern) में भंडार संभालने एव लेखा संचालन में एक वषम का

अनुभव।

या

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से अथमिास्त्र या वाजणज्य या सांज्‍यकी या व्यवसाजयक

रटप्ृण 1 : ृोषक प्रवगम के ऐसे जवभागीय अजधकारी, जो प्रोन्नजत की सीधी ृंजि में हज, प्रजतजनयुजि ृर जनयुजि के जलए

जवचार दकए जाने के ृात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के ृात्र

नहीं होंगे।

रटप्ृण 2 : प्रजतजनयुजि की अवजध, जजसके अंतगमत केन्रीय सरकार के उसी या दकसी अन्य संग न या जवभाग में इस जनयुजि

से ीक ृहले धाररत दकसी अन्य काडर बाह्य ृद ृर प्रजतजनयुजि की अवजध हज साधारणतया तीन वषम से अजधक नहीं होगी।

रटप्ृण 3 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेदन प्राप्त करने की अंजतम तारीख को छप्ृन वषम से

अजधक नहीं होगी ।

यदद जवभागीय प्रोन्नजत सजमजत हज, तो उसकी संरचना ।

समूह ‘ख’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार करने के जलए) जो जनम्नजलजखत से जमलकर बनेगी –

1. महाजनदेिक, आयुध सेवा द्वारा नामजनदेजित जिगेजडयर रैंक का अजधकारी, एकीकृत मु्‍यालय रक्षा मंत्रालय (सेना), नई

ददल्ली - अध्यक्ष;

2. महाजनदेिक आयुध सेवा द्वारा नामजनदेजित कनमल या लेजटटनेंट कनमल रैंक का अजधकारी, एकीकृत मु्‍यालय रक्षा मंत्रालय

(सेना), नई ददल्ली - सदस्ट्य;

3. सेना आयुध कोर से जभन्न सेवाओं के कनमल या लेजटटनेंट कनमल या सेना के मेजर रैंक का एक अजधकारी - सदस्ट्य;

4. महाजनदेिक, आयुध सेवा द्वारा नाम जनदेजित एकीकृत मु्‍यालय रक्षा मंत्रालय (सेना), नई ददल्ली का एक अजधकारी -

सदस्ट्य।

समूह ‘ख’ जवभागीय ृुजष्ट सजमजत (ृुजष्ट के संबंध में जवचार करने के जलए) जो जनम्नजलजखत से जमलकर बनेगी –

1. महाजनदेिक, आयुध सेवा द्वारा नामजनदेजित जिगेजडयर रैंक का अजधकारी, एकीकृत मु्‍यालय रक्षा मंत्रालय (सेना),

नई ददल्ली - अध्यक्ष;

(सेना), नई ददल्ली - सदस्ट्य;

4. महाजनदेिक,आयुध सेवा द्वारा नाम जनदेजित एकीकृत मु्‍यालय रक्षा मंत्रालय (सेना), नई ददल्ली का

एक अजधकारी - सदस्ट्य।

S.R.O. 14.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of (i) the Army Ordnance Corps (Gp ‘C’ Storekeeping Staff) Recruitment Rules, 1986, in so far as they

relate to the posts of Senior Stores Superintendent and Stores Superintendent and (ii) the Army Ordnance Corps, Senior

Store Superintendent (Stores) (group ‘B’ posts Non-Gazetted) Recruitment Rules, 2005, except as respects thing done or

omitted to be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the posts of Superintendent (Materials) and Senior Material Assistant, in the Army Ordnance Corps,

Ministry of Defence, namely :-

Short title and commencement.- (1) These rules may be called the Ministry of Defence, Army Ordnance Corps,

Superintendent (Materials) and Senior Material Assistant (Group ‘B’ Posts) Recruitment Rules, 2020.

They shall come into force on the date of their publication in the Official Gazette

Application.- These rules shall apply to posts specified in column (1) of the Schedule annexed to these rules.

Number of posts, classification and level in pay matrix.------ The number of the said posts, its classification,

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.------The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.------ No person,------

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and other

special categories of persons, in accordance with the orders issued by the Central Government from time to time in this
