श्रम और रोिगार मंत्राल , रोिगार मिाजनिेिाल ,रोिगार जनिेिाल , अनुसूजित िाजत/अनुसूजित िनिाजत के जलए

नेिनल कजंर र सर्विस सेंटर में उृ-प्रािेजिक रोिगार अजिकारी, सिा क रोिगार अजिकारी और अनुिेिक (आिुजलजृ)ृिों

ृर भती की ृद्धजत का जवजन मन करने के जलए जनम्नजलज तजन म बनाते िज,अ ाित्:-

1. संजक्षप्त नाम और प्रारंभ .—(1) इन जन मों का संजक्षप्त नाम रोिगार मिाजनिेिाल , अनुसूजित िाजत/अनुसूजित िनिाजत

के जलए नेिनलकजंर रसर्विससेंटर(समूि ‘ ’ ृि) भती जन म, 2020 िज।

(2) े रािृत्र में उनके प्रकािन की तारी को प्रवषत्त िोंगे।

2. लागू िोना.— े जन म, इन जन मो से उृबाद्ध अनुसूिी के स्ट्तंभ (1) में जवजनर्ििष्ट प ृ से लागू िोंगे ।

3. ृि सं्‍ ा, वगीकरण और वेतन मजंरक्स मे स्ट्तर.—उि ृिों की सं्‍ ा, उनका वगीकरण और उनका वेतन मजंरक्स मे स्ट्तर

ा वेतनमान वे िोंगे िो इन जन मों से उृाबद्ध अनुसूिी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ििष्ट िैं।

4. भती की ृद्धजत, आ ु सीमा, अििताएं आदि.—उि ृि ृर भती की ृद्धजत, आ ु सीमा, अििताएं और उससे संबंजित अन्

बातें वे िोंगी िो उि अनुसूिी के स्ट्तंभ (5) से (13) में जवजनर्ििष्ट िैं।

5. जनरििता.—वि व्यजि-

(क) जिसने ऐसे व्यजि से जिसका ृजत ा जिसकी ृत्नी िीजवत िैं, जववाि दक ा िज ा जववाि की संजविा की िज ा

( ) जिसने अृने ृजत ा अृनी ृत्नी के िीजवत रिते ुएए दकसी व्यजि से जववाि दक ा िज ा जववाि की संजविा की िज,

उि ृि ृर जन ुजि का ृात्र निीं िोगा:

ृरन्तु दि केन्री सरकार का ि समािान िो िाता िज दक ऐसा जववाि उस व्यजि और जववाि के अन् ृक्षकार को

लागू स्ट्वी जवजि के अिीन अनुज्ञे िज और ऐसा करने के जलए अन् आिार िैं तो वि दकसी व्यजि को इस जन म के प्रवतिन से

छूट िे सकेगी।

6. जिज ल करने की िजि.—ििां केन्री सरकार की ि रा िज दक ऐसा करना आवश् क ा समीिीन िज, विां वि उसके

जलए िो कारण िैं, उन्िें ले बद्ध करके, इन जन मों के दकसी उृबंि को दकसी वगि ा प्रवगि के व्यजि ों की बाबत, आिेि

्ारा जिज ल कर सकेगी।

7. व्यावषजत्त.—इन जन मों की कोई बात, ऐसे आरक्षणों, आ ु-सीमा में छूट और अन् ंर ा तों ृर प्रभाव निीं डालेगी,

जिनका केन्री सरकार ्ारा इस संबंि में सम -सम ृर िारी दकए गए आिेिों के अनुसार अनुसूजित िाजत ों, अनुसूजित

िनिाजत ों, अन् जृछड़े वगो,भूतृूवि सजनकों और अन् जविेष प्रवगि के व्यजि ों के जलए उृबंि करना अृेजक्षत िज।

G.S.R. 157 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of:

(i) Directorate of Employment, Directorate General of Employment and Training (Sub-Regional Employment

Officer and Assistant Employment Officer, Coaching cum Guidance Centre for Scheduled Castes and

Scheduled Tribes) Group-B posts Recruitment Rules, 2003;

(ii) Coaching-cum-Guidance Centre (Group ‘C’ ‘D’ posts) Recruitment Rules, 2004 in so far as they relate to the

post of Instructor Stenography;

and, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the posts of Sub-Regional Employment Officer, Assistant

Employment Officer and Instructor Stenography in the National Career Service Centres for Scheduled Castes/Scheduled

Tribes, Directorate of Employment, Directorate General of Employment, Ministry of Labour and Employment, namely:-

Short title and commencement.— (1) These rules may be called the Directorate General of Employment,

National Career Service Centres for Scheduled Castes/Scheduled Tribes (Group ‘B’ Posts) Recruitment Rules, 2020.

They shall come into force on the date of their publication in the Official Gazette.

Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of post, classification and level in pay matrix.—The number of post, classification and the level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications

etc. and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualifications.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or

category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-

Serviceman and other special categories of persons, in accordance with the orders issued by the Central Government

from time to time in this regard.
