सं. 9-3/2018-यू.3(ए)—जबिक, िव᭫ विव᳒ालय अनुदान आयोग (यूजीसी) अिधिनयम, 1956 की धारा 3 के तहत कᱶᮤ सरकार को यूजीसी की सलाह
पर एक उ᭒ चतर अिधगम सं᭭ थान को डी᭥ ड िव᭫ विव᳒ालय के ᱨप मᱶ घोिषत करने का अिधकार है।
2. और जबिक, यूजीसी अिधिनयम, 1956 की धारा 3 के तहत रा᭬ ᮝीय आयुवᱷद सं᭭ थान, जयपुर राज᭭ थान (एनआइᭅए) को डी᭥ ड िव᭫ विव᳒ालय का
दजाᭅ (डी-नोवो ᮰ेणी के तहत) ᮧदान करने के िलए िदनांक 20.08.2019 को एक आवेदन ᮧा᭡ त ᱟआ था।
3. और जबिक, यूजीसी (डी᭥ ड िव᭫ विव᳒ालय सं᭭ थान) िविनयमन, 2019 के अनुसार जांच और सलाह के िलए आवेदन यूजीसी को अᮕेिषत िकया
गया था।
4. और जबिक, यूजीसी ने यह िसफािरश करने के िलए एक िवशेष᭄ सिमित का गठन िकया था िक या रा᭬ ᮝीय आयुवᱷद सं᭭ थान, जयपुर, राज᭭ थान के
आवेदन पर डी-नोवो ᮰ेणी के तहत िवचार िकया जा सकता है। िवशेष᭄ सिमित ने 25 नवंबर, 2019 को आयोिजत अपनी बैठक मᱶ िसफािरश की थी िक रा᭬ ᮝीय
आयुवᱷद सं᭭ थान, जयपुर (राज᭭ थान) को इस शतᭅ के साथ, भारत सरकार ᳇ारा आशय-पᮢ (एलओआई) जारी िकया जा सकता है िक सं᭭ थान िन᭥ निलिखत िवभागᲂ
मᱶ पेश िकए जाने वाले पाᲹᮓमᲂ के िलए िव᭭ तृत पाᲹᮓम तैयार करेगा और कᱶᮤीय भारतीय औषिध पिरषद (सीसीआईएम) के मानकᲂ के अनुसार यो यता वाले
संकायᲂ की भतᱮ भी करेगा :
i.
आयुवᱷद ह᭭ तिलिप िव᭄ान िवभाग
ii.
आयुर-योगा ᮧीवᱶिटव कािडᭅयोलॉजी िवभाग
iii.
ममᭅ िचिक᭜ सा और खेल औषिध िवभाग
iv.
वृᭃायुवᱷद (पिररᭃण, कृिष, िवकास) िवभाग
v.
आयुवᱷद डाइट और ᭠ यूिᮝशन (पोषणहार) िवभाग
vi.
सᲅदयᭅ आयुवᱷद िवभाग
5. और जबिक, आयोग ᳇ारा िदनांक 19.12.2019 को आयोिजत अपनी 545वᱭ बैठक मᱶ यूजीसी िवशेष᭄ सिमित की उपयुᭅ त िसफािरशᲂ पर िवचार
िकया गया और मंजूरी दी गई थी।
6. और जबिक, यूजीसी की सलाह पर ᭟ यान देते ᱟए, कᱶᮤ सरकार ने इस शतᭅ के साथ रा᭬ ᮝीय आयुवᱷद सं᭭ थान, जयपुर (राज᭭ थान) को तीन वषᭅ की
अविध के िलए वैध आशय पᮢ (एलओआई) जारी िकया था िक सं᭭ थान उपयुᭅ त छह िवभागᲂ मᱶ पेश िकए जाने वाले पाᲹᮓमᲂ के िलए िव᭭ तृत पाᲹᮓम तैयार
करेगा और सीसीआईएम के मानकᲂ के अनुसार यो यता वाले संकायᲂ की भतᱮ करेगा।
7. और इसके अितिर त जबिक, सं᭭ थान ने आशय पᮢ मᱶ उि᭨लिखत शतᲄ के संबंध मᱶ अनुपालना ᮧ᭭ तुत कर दी है। अनुपालना िरपोटᭅ जांच हेतु और इस
मंᮢालय को अपनी िट᭡ पिणयां भेजने के िलए यूजीसी को अᮕेिषत कर दी गई थी। इसके उ᭜ तर मᱶ यूजीसी ने अपनी िट᭡ पणी भेजी है िक रा᭬ ᮝीय आयुवᱷद सं᭭ थान ने
आशय पᮢ मᱶ िनधाᭅिरत शतᲄ को पूरा िकया है।
8. अब अत:, यूजीसी की सलाह तथा रा᭬ ᮝीय आयुवᱷद सं᭭ थान, जयपुर की अनुपालना िरपोटᭅ के संबंध मᱶ इसके आगे के ᭭ प᭬ टीकरण पर ᭟ यान देते ᱟए,
कᱶᮤ सरकार, यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧदान की गई शिᲦयᲂ का ᮧयोग करते ᱟए, एतारा इन शतᲄ के अधीन रा᭬ ᮝीय आयुवᱷद सं᭭ थान, जयपुर,
राज᭭ थान को पांच वषᲄ की अनंितम अविध के िलए डी-नोवो ᮰ेणी के तहत डी᭥ ड िव᭫ विव᳒ालय सं᭭ थान के ᱨप मᱶ घोषणा करती है िक अकादिमक गितिविधयᲂ
को शुᱨ करने से पहले और यूजीसी (डी᭥ ड िव᭫ विव᳒ालय सं᭭ थान) िविनयमन, 2019 मᱶ शािमल शतᲄ का पालन करते ᱟए यूजीसी और सीसीआईएम के मानकᲂ के
अनुसार रा᭬ ᮝीय आयुवᱷद सं᭭ थान संकायᲂ की अपेिᭃत सं या भतᱮ करेगा।
9. उपयुᭅ त पैरा 8 मᱶ की गई घोषणा इस अिधसूचना के पृ᭬ ठांकन की ᮓम सं या 3 पर उि᭨लिखत शतᲄ के पूरा करने के अ᭟ यधीन है।

No.F.9/3/2018-U.3 (A)—Whereas, the Central Government is empowered under Section 3 of the University Grants
Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as a Deemed to be
University.
2. And whereas, an application was received on 20.08.2019 for grant of Deemed to be University status (under
De-novo category) to National Institute of Ayurveda, Jaipur, Rajasthan (NIA) under Section 3 of the UGC Act, 1956.
3. And whereas, the application was forwarded to UGC for examination and advice as per the UGC (Institutions
Deemed to be Universities) Regulations, 2019.
4. And whereas, UGC constituted an Expert Committee to recommend whether the application of National Institute
of Ayurveda, Jaipur, Rajasthan may be considered under de-novo category. The Expert Committee held in its meeting on 25th
November, 2019 recommended that National Institute of Ayurveda, Jaipur (Rajasthan) may be issued the letter of Intent
(LoI) by the Government of India with the condition that the institute shall prepare detailed syllabi for the courses to be
offered in the following departments and also recruit faculty with the qualifications as per the norms of Central Council of
Indian Medicine (CCIM):
(i)
Department of Ayurveda Manuscriptology
(ii)
Department of Ayur-yoga Preventive Cardiology
(iii) Department Marma Chikitsa and Sports Medicine
(iv) Department of Vrikshayurveda (Preservation, Cultivation, Development)
(v)
Department of Ayurveda Diet and Nutrition (Poshanhar)
(vi) Department of Saundarya Ayurveda
5. And whereas, the above recommendations of the UGC Expert Committee were considered and approved by the
Commission in its 545th Meeting held on 19.12.2019.
6. And whereas, taking into consideration the advice of UGC, the Central Government issued Letter of Intent (LOI)
valid for a period of three years to the National Institute of Ayurveda, Jaipur (Rajasthan) with the condition that the Institute
shall prepare detailed syllabi for the courses to be offered in the above six departments and also recruit faculty with the
qualifications as per the norms of CCIM.
7. And further whereas, the institute had submitted the compliance with regard to the conditions mentioned in LoI.
The compliance report was forwarded to UGC for examining and sending its comments to this Ministry. In response, UGC
sent its comments that the National Institute of Ayurveda has fulfilled the conditions stipulated in the LoI.
8. Now, therefore, taking into consideration the advice of UGC and its further clarification on the compliance report
of National Institute of Ayurveda, Jaipur, the Central Government, in exercise of the powers conferred by Section 3 of the
UGC Act, 1956, hereby declares National Institute of Ayurveda, Jaipur, Rajasthan as an Institution deemed to be University
under De-novo category for a provisional period of five years subject to conditions that National Institute of Ayurveda shall
recruit the required number of faculty as per the norms of UGC and CCIM before starting academic activities and adhere to
the conditions contained in the UGC (Institutions Deemed to be Universities) Regulations, 2019.
9. The declaration as made in Para 8 above is further subject to fulfilment of the conditions mentioned at Sr. No. 3 of
the endorsement to this Notification;
