1.

संजक्षप्त नाम और प्रारंभ.— (i) इन जनयमों का संजक्षप्त नाम संज लोक सेवा आयोग, ( येष्ठ सम्ृिा प्रबंिक और मीट ंग

अजिकारी) भती जनयम, 2020 िज।

(ii)

ये रािृत्र में प्रकािन की तारी को प्रवषत् त िोंगे ।

2.

ृि-सं्‍ या, वगीकरण और वेतन मजंरक्स में स्ट्तर.—ृि की सं्‍ या, उनका वगीकरण और वेतन मजंरक्स में स्ट्तर वि

िोगा, िो इन जनयमों से उृाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्िग्‍ िैं।

3.

भती की ृद्धजत, आयु सीमा, अिगताएं आदि.—भती की ृद्धजत, आयु सीमा, अिगताएं और उससे संबंजित अन् य बातें वे

िोंगी िो उि / ृूवोि अनुसूची के स्ट् तंभ (5) से स्ट् तंभ (13) में जवजनर्िग्‍ िैं।

4. जनरिगता.—वि व् यजि –

(क) जिसने ऐसे व् यजि से जिसका ृजत या जिसकी ृत् नी िीजवत िज, जववाि दकया िज ; या

( ) जिसने अृने ृजत या अृनी ृत् नी के िीजवत रिते हुए दकसी व् यजि से जववाि दकया िज,

उक् त ृि ृर जनयुजि का ृात्र नि िोगा;

ृरंतु यदि केंरीय सरकार का यि समािान िो िाता िज दक ऐसा जववाि उस व् यजि और जववाि के अन् य ृक्षकार को लागू

स्ट् वीय जवजि के अिीन अनुञेयेय िज और ऐसा करने के जलए अन् य आिार िैं तो वि दकसी व् यजि को इस जनयम के प्रवतगन से छू िे

सकेगी ।

5. जिज ल करने की िजि.—ििां केंरीय सरकार की यि राय िज दक ऐसा करना आवश् यक या समीचीन िज, विां वि उसके

जलए िो कारण िैं, उन् िें ले बद्ध करके त ा संज लोक सेवा आयोग से ृरामिग करके, इन जनयमों के दकसी उृबंि को दकसी

वगग या प्रवगग के व् यजियों की बाबत, आिेि ्ारा जिज ल कर सकेगी ।

6. व् यावषजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू और अन् य ंरयायतों ृर प्रभाव नि डालेगी,

जिनका केंरीय सरकार ्ारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जृछड़े वगों, भूतृूवग सजनकों और अन् य जविे प्रवगग के व् यजियों के जलए उृबंि करना अृेजक्षत िज।

I. प्रोन्नजत:

ऐसे जवभागीय संृिा प्रबंिक और मीट ंग अजिकारी जिन्िोंने वेतन मजंरक्स में स्ट्तर – 8 (47600-151100 रु.) की उस श्रेणी में जनयजमत

आिार ृर िो व ग की जनयजमत सेवा दकए िों और प्रिासजनक मंत्रालय ्ारा य ा जवजित सुसंगत क्षेत्र में 2 से 4 सप्ताि का प्रजिक्षण

सफलताृूवगक ृूरा दकया िो ।

ं प् ृण : ििां ऐसे कजनष्ठ व्यजियों के संबंि में जिन्िोंने अृनी अिगक या ृात्रता सेवा ृूरी कर ली िज, प्रोन्नजत के जलए जवचार दकया िा

रिा िो, विां उनके येष्ठ व्यजियों के संबंि में भी जवचार दकया िाएगा ृरंतु यि तब िब दक उसके ्ारा की गई ऐसी अिगक या ृात्रता

सेवा, अृेजक्षत अिगक या ृात्रता सेवा के आिे से अजिक या िो व ग से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अृने ऐसे कजनष्ठ

व्यजियों सजित, जिन्िोंने ऐसी अिगक या ृात्रता सेवा ृिले िी ृूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन् नजत के जलए अृनी ृंरवीक्षा

की अवजि सफलताृूवगक ृूरी कर ली िो।

II. प्रजतजनयुजि (जिसके अंतगगत अल् ृकाजलक संजविा भी िज)

केन् रीय सरकार या रा य सरकार या संज रा य क्षेत्र या जवश् वजव्ालयों या मान्यताप्राप्त अनुसंिान संस्ट् ान या ृजलिलक सेक् र उृक्मों या

कानूनी या स्ट्वायत्त संग न के अिीन ऐसे अजिकारी :-

क. (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि िारण दकए हुए िों; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मजंरक् स के स्ट्तर – 8 (47600-151100 रु.) या इसके समतुल्य में जनयुजि के ृश्चात

उस श्रेणी में िो व ों की सेवा दकए िों; और

. िो जनम् नजलज त िजक्षक अिगताएं और अनुभव र ते िों :-

(i) दकसी मान् यताप्राप् त जवश् वजव्ालय या उसके समतुल्य से जसजवल या यांजत्रकी या वज्ुत या स्ट्वच्छता या लोक स्ट्वास्ट््य इंिीजनयरी में

जडप्लोमा; और

(ii)कायागलय भवन के अनुरक्षण और र -र ाव, स्ट्वच्छता प्रजतष्ठाृन सजित, वातानुकूलन उृस्ट्करों और जव्ुत संस्ट् ाृन में ृांच व ों का

अनुभव ।

ं प्ृण-1 : ृो क प्रवगग के ऐसे जवभागीय अजिकारी िो प्रोन् नजत की सीिी ृंजक् त में िज, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए िाने

के ृात्र नि िोंगे । इसी प्रकार प्रजतजनयुि व् यजक् त प्रोन् नजत ्ारा जनयुजि के जलए जवचार दकए िाने के ृात्र नि िोंगे।

ं प्ृण-2 : प्रजतजनयुजक् त की अवजि, जिसके अंतगगत केन् रीय सरकार के उसी या दकसी अन् य संग न या जवभाग में इस जनयुजि से ीक

ृिले िांरत दकसी अन्य काडर बाह्य ृि ृर प्रजतजनयुजि की अवजि िज सािारणतया 3 व ग से अजिक नि िोगी । प्रजतजनयुजि ्ारा

जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारी को 56 व ग से अजिक नि िोगी ।

यदि जवभागीय प्रोन् नजत सजमजत िज तो उसकी संरचना

भती करने में दकन ृंरजस्ट् जतयों में संज

लोक सेवा आयोग से ृरामिग दकया

िाएगा ।

New Delhi, the 23rd November, 2020

G.S.R. 192.—In exercise of the powers conferred by the proviso to article 309 of the Constitution

and in supersession of the Union Public Service Commission (Senior Estate Manager and Meeting Officer)

Recruitment Rules, 2007, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the post of Senior Estate

Manager and Meeting Officer in the Office of Union Public Service Commission, namely:-

1.

Short title and commencement.—(1) These rules may be called the Union Public Service

Commission (Senior Estate Manager and Meeting Officer) Recruitment Rules, 2020.

(2)

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.—The number of post, its classification,

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3.

Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the post shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

4.

Disqualification.—No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so

to do, it may, by order, and for reasons to be recorded in writing, and in consultation with Union Public

Service Commission, relax any of the provisions of these rules with respect of any class or category of

persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

I. Promotion

The Departmental Estate Manager and Meeting Officer in level 8 (Rs.

47600-151100) in the pay matrix with two years of regular service in

the grade and have successfully completed 2-4 weeks training in the

relevant field as prescribed by the administrative ministry.

Note: Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their seniors

would also be considered provided they are not short of the requisite

qualifying or eligibility service by more than half of such qualifying or

eligibility service or two years, whichever is less, and have

successfully completed their probation period for promotion to the

next higher grade along with their juniors who have already completed

such qualifying or eligibility service.

II. Deputation (including short-term contract)

Officers under the Central Government or State Governments or

Union territories or Universities or recognised research institute or

public sector undertakings or statutory or autonomous organisation:

(a) (i) holding analogous posts on regular basis in the parent cadre or

Department;

or

(ii) with two years’ service in the grade rendered after

appointment thereto on a regular basis in posts in level-8 (Rs.

47600-151100) in the pay matrix or equivalent in the parent cadre

or department; and

(b) possessing the following educational qualifications

and

experience:-

(i) Diploma in Civil or Mechanical or Electrical or Sanitary or

Public Health Engineering from a recognised University or

equivalent; and

(ii) five years’ experience in the upkeep and maintenance of office

buildings, including sanitary installations, air conditioning

equipments and electrical installations.

Note 1: The Departmental officers in the feeder category who are in

direct line of promotion shall not be eligible for consideration for

appointment on deputation. Similarly, deputationists shall not be

eligible for consideration for appointment by promotion.

Note 2: The period of deputation (including short-term contract)

including period of deputation (including short-term contract) in

another ex-cadre post held immediately preceding this appointment in

the same or some other organisation or Department of the Central

Government shall ordinarily not exceed three years. The maximum

age-limit for appointment by deputation (including short-term

contract) shall not be exceeding fifty-six years as on the closing date

of the receipt of applications.

संजवजि या स्ट्वायत्त संग न के अिीन ऐसे अजिकारी :

(क) (i) जिन्िोंने मूल काडर या जवभाग में जनयजमत आिार ृर सिषि ृि िारण दकए हुए िों; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मजंरक् स के स्ट्तर – 7 (44900-142400 रु.) या इसके समतुल्य में जनयुजि के ृश्चात

उस श्रेणी में िो व ों की सेवा दकए िों; और

( ) िो जनम् नजलज त िजक्षक अिगताएं और अनुभव र ते िों :-

(i)

दकसी मान् यताप्राप् त जवश् वजव्ालय या संस्ट् ान से जसजवल या यांजत्रकी या वज्ुत या स्ट्वच्छता या लोक स्ट्वास्ट््य इंिीजनयरी में

जडप्लोमा; और

(ii)

कायागलय भवन के अनुरक्षण और र -र ाव, स्ट्वच्छता प्रजतष्ठाृन सजित, और वातानुकूलन उृस्ट्करों या जव्ुत संस्ट् ाृन में

तीन व ों का अनुभव ।

ं प्ृण-1 : ृो क प्रवगग के ऐसे जवभागीय अजिकारी िो प्रोन् नजत की सीिी ृंजक् त में िज, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए िाने

के ृात्र नि िोंगे । इसी प्रकार प्रजतजनयुि व् यजक् त प्रोन् नजत ्ारा जनयुजि के जलए जवचार दकए िाने के ृात्र नि िोंगे।

ं प्ृण-2 : प्रजतजनयुजक् त की अवजि, जिसके अंतगगत केन् रीय सरकार के उसी या दकसी अन् य संग न या जवभाग में इस जनयुजि से ीक

ृिले िांरत दकसी अन्य काडर बाह्य ृि ृर प्रजतजनयुजि की अवजि िज सािारणतया 3 व ग से अजिक नि िोगी । प्रजतजनयुजि ्ारा

जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारी को 56 व ग से अजिक नि िोगी ।

G.S.R. 193.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Union Public Service Commission Estate Manager and Meeting Officer Recruitment Rules, 2001,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Estate Manager and Meeting Officer in the Office of Union

Public Service Commission, namely:-

1.

Short title and commencement.— (1) These rules may be called the Union Public Service Commission Estate

Manager and Meeting Officer, Recruitment Rules, 2020.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.—The number of post, its classification, level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4.

Disqualification.— No person -

Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, and in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect of any class or category of persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

I. Promotion

The Departmental Estate Supervisor in level 7 (Rs. 44900-142400) in the pay matrix

with two years of regular service in the grade and have successfully completed 2-4

considered for promotion, their seniors would also be considered provided they are not

short of the requisite qualifying or eligibility service by more than half of such qualifying

or eligibility service or two years, whichever is less, and have successfully completed

their probation period for promotion to the next higher grade along with their juniors

who have already completed such qualifying or eligibility service.

II. Deputation (including short-term contract)

Officers under the Central Government or State Government or Union territories or

Universities or recognised research institute or public sector undertakings or statutory or

autonomous organisation.

(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with two years’ service in the grade rendered after appointment thereto on a

regular basis in posts in level-7 (Rs. 44900-142400) or equivalent in the parent cadre

or department; and

(b) possessing the following educational qualifications and experience:

(i) Diploma in Civil or Mechanical or Electric or Sanitary or Public Health

Engineering from a recognised University or Institute; and

(ii) three years experience in the upkeep and maintenance of office buildings,

including Sanitary installations and air conditioning equipment or electrical

installations.

Note 1: The Departmental officers in the feeder category who are in direct line of

promotion shall not be eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible for consideration for appointment by

promotion.

Note 2: The period of deputation (including short-term contract) including period of

deputation (including short-term contract) in another ex-cadre post held immediately

preceding this appointment in the same or some other Organisation or Department of the

Central Government shall ordinarily not exceed three years. The maximum age-limit for

appointment by deputation (including short-term contract) shall not be exceeding fifty-

six years as on the closing date of the receipt of applications.

G.S.R. 195.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of National Malaria Eradication Programme, (Group ‘C’ posts) Recruitment Rules, 1980 in so far as they

relate to the post of Malaria Inspector, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the said post of Malaria Inspector in

the National Vector Borne Disease Control Programme, (NVBDCP), under the Directorate General of Health Services,

Ministry of Health and Family Welfare, namely:-

1. Short title and commencement.—

(i) These rules may be called the National Vector Borne Disease Control Programme, Malaria Inspector,(Group ‘C’

Post) Recruitment Rules, 2020.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the Pay Matrix.—The number of the said post, its classification

and the level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed

to these rules.

3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications

and other matters shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(i) who has entered into or contracted a marriage with any person having a spouse living; or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the central Government is of the opinion that it is necessary or expedient so to do, by

order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time In this

regard.

G.S.R. 196.— In exercise of the powers conferred by clause (d) of sub-section (2) of section 28 of the

Brahmaputra Board Act, 1980 (46 of 1980) and in supersession of the Ministry of Water Resources, River Development

& Ganga Rejuvenation, Brahmaputra Board (General Manager) Group ‘A’ Post Recruitment Rules, 2016, except as

respect things done or omitted to be done before such supersession, the Central Government hereby makes the following

rules regulating the method of recruitment to the post of General Manager in the Brahmaputra Board, namely :-

1. Short title and commencement.— (1) These rules may be called the Ministry Jal Shakti, Department of Water

Resources, River Development and Ganga Rejuvenation, Brahmaputra Board (General Manager), Group ‘A’ Post

Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.—The number of said post, its classification and the

level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit and other qualifications.—The method of recruitments, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rules.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes or the Scheduled Tribes, Ex-service men and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.
