का.जन.आ. 17.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और

(i) भारतीय नौसेना जसजवजलयन तकनीकी अजिकारी (समूि ‘क’ पि) भती जनयम, 2003; और

(ii) भारतीय नौसेना जसजवजलयन तकनीकी अजिकारी (समूि ‘क’ और समूि ‘ ’ पि) भती जनयम, 2003 को उन बातों के

जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पूवव दकया गया िज या करने का लोप दकया गया िज, रक्षा मंत्रालय भारतीय

नौसेना में मु्‍य तकनीकी अजिकारी, ज्येष्ठ तकनीकी अजिकारी, तकनीकी अजिकारी, कजनष्ठ तकनीकी अजिकारी और

तकनीकी सिायक के पिों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलज त जनयम बनाते िैं, अ ावत: -

संजक्षप्त नाम और प्रारम्भ.— (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, भारतीय नौसेना जसजवजलयन, मु्‍य

तकनीकी अजिकारी, ज्येष्ठ तकनीकी अजिकारी, तकनीकी अजिकारी, कजनष्ठ तकनीकी अजिकारी और तकनीकी सिायक (समूि

‘क’ एवं समूि ‘ ’पि) भती जनयम, 2020 िैं।

(2) ये रािपत्र में उनके प्रकािन की तारी को प्रवषत िोंगे।

लागू िोना.— ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (1) में जवर्नवदिष्ट पिों पर लागू िोंगे।

पि-सं्‍या, वगीकरण और वेतन मजट्ररक्स में स्ट्तर.—उि पिों की सं्‍या, उनका वगीकरण और उनका वेतन मजट्ररक्स

में स्ट्तर वे िोंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट िैं।

भती की पद्धजत, आयु-सीमा, अन्य अिवताएं, आदि.—उि पि पर भती की पद्धजत, आयु-सीमा, अिवताएं और उससे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट िैं।

जनरिवता.— वि व्यजि-

(क)

जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िज, जववाि दकया िज; या जववाि की संजविा की िज या

( )

जिसने, अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िज, या जववाि की संजविा

की िज

उि पिों पर जनयुजि का पात्र निीं िोगा :

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िज दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िज और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतवन से

छूट िे सकेगी।

जिज ल करने की िजि.— ििां केन्रीय सरकार की यि राय िज दक ऐसा करना आवश्यक या समीचीन िज, विां वि

उसके जलए िो कारण िैं, उन्िें ले बद्ध करके त ा संघ लोक सेवा आयोग से परामिव करके इन जनयमों के दकसी उपबंि को

दकसी वगव या प्रवगव के व्यजियों की बाबत, आिेि द्वारा जिज ल कर सकेगी।

व्यावषजत: इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन्य जपछडे वगों,भूतपुवव सजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंि करना अपेजक्षत िज।;

प्रोन्नजत:

वेतन मजट्ररक्स के स्ट्तर 12 (78800-209200 रु.)में ऐसे ज्येष्ठ तकनीकी अजिकारी जिन्िोंने उस श्रेणी में पााँच वषव की जनयजमत सेवा की िो

और दकसी मान्यता प्राप्त संस्ट् ान से तकनीकी या प्रबंिकीय कौिल में िो से चार सप्ताि का प्रजिक्षण सफलतापूववक पूरा दकया िो।

ट्रटप्पण:- ििां ऐसे कजनष्ठ व्यजियो के संबंि में, जिन्िोंने अपनी अिवक या पात्रता सेवा पूरी कर ली िज, प्रोन्नजत के जलए जवचार दकया िा

रिा िो, विां उनके ज्येष्ठ व्यजियों के संबन्ि में भी जवचार दकया िाएगा परंतु यि तब िब दक उसके द्वारा की गई ऐसी अिवक या पात्रता

सेवा, अपेजक्षत अिवक या पात्रता सेवा के आिे से अजिक से या िो वषव से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ

व्यजियों सजित, जिन्िोंने ऐसी अिवक या पात्रता सेवा पिले िी पूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररवीक्षा की

अवजि सफलतापूववक पूरी कर ली िो।

प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजविा भी िज):

केन्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्रों या पजललक सेक्टर उपक्मों या मान्यता प्राप्त जव्ववजव्ालयों या अनुसंिान संस्ट् ाओं

या कानूनी या स्ट्विासी संग नों के अिीन ऐसे अजिकारी:

(क)(i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिषि पि िारण दकए हुए िज; या

(ii) जिन्िोनें मूल काडर या जवभाग में वेतन मजट्ररक्स के स्ट्तर 12 (78800-209200 रु.) या 12क समतुल्य में जनयजमत आिार पर

जनयुजि के पश्चात उस श्रेणी में पााँच वषव की सेवा की िो; और

( ) जिनके पास जनम्नजलज त िजक्षक अिवताए और अनुभव िो:

(i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट् ान से यांजत्रक या जव्ुत या इलेक्राजनक या संचार या सामुदरक या नौसेना वास्ट्तुजवि या

औिोजगक इंजिजनयरी में बजचलर जडग्री।

(ii) इंजिजनयररंग के सुसंगत क्षेत्र में िस वषव के कायव का अनुभव जिसमें से डॉकयाडव और जिपयाडव के उत्पािन, जनयंत्रण, जनयोिन और

पोतों या िलयानों को पुनः तजयार करने में कम से कम तीन वषव का अनुभव िो।

वांछनीय:

(i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट् ान से यांजत्रक या जव्ुत या िूरसंचार या सामुदरक या नौसेना वास्ट्तुजवि या औ्ोजगक

इंजिजनयरी में मास्ट्टर जडग्री।

(ii) सािारण प्रिासन का िो वषव का अनुभव।

प्रजतजनयुजि या पुनर्नवयोिन (भूतपूवव सजनकों के जलए): सिस्र बल के कमांडर और उससे ऊपर की पंजियां समतुल्य के ऐसे कार्मवकों के

संबंि में भी जवचार दकया िाएगा, िो एक वषव की अवजि के भीतर सेवा जनवषत िोने वाले िैं या ट्ररिवव में स्ट् ानांतट्ररत दकए िाने वाले िैं

और जिनके पास अपेजक्षत अिवताऍ और जवजित अनुभव िैं। ऐसे व्यजियों को उस तारी तक प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक

संजविा भी िज) के जनबंिनों पर र ा िाएगा जिस तारी से उन्िें सिस्र बल से जनमुवि दकया िाना िज; तत्पश्चात उन्िें पुनर्नवयोिन पर बने

रिने दिया िा सकता िज।

ट्रटप्पण1:- पोषक प्रवगव के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने

के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुजि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे।

ट्रटप्पण 2:- प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजविा भी िज) की अवजि, जिसके अंतगवत केन्रीय सरकार के उसी या दकसी अन्य

संग न या जवभाग में इस जनयुजि से ीक पिले िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजविा

भी िज) की अवजि िज सािारणतया पााँच वषव से अजिक निीं िोगी।

ट्रटप्पण 3:- प्रजतजनयुजि(जिसके अंतगवत अल्पकाजलक संजविा भी िज) द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की

अंजतम तारी को 56 वषव से अजिक निीं िोगी।

दकसी मान्यता प्राप्त संस्ट् ान से प्रबंिकीय कौिल या तकनीकी में िो से चार सप्ताि का प्रजिक्षण सफलतापूववक पूरा दकया िो।

अवजि सफलतापूववक पूरी कर ली िो।

प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजविा भी िज):

या कानूनी या स्ट्विासी संग न के अिीन ऐसे अजिकारी:

पश्चात उस श्रेणी में पााँच वषव की सेवा की िो; और

( ) जिनके पास जनम्नजलज त िजक्षक अिवताए और अनुभव िो:

(i) दकसी मान्यता प्राप्त जव्ववजविालय या संस्ट् ान से यांजत्रक या जव्ुत या इलेक्राजनक या संचार या सामुदरक या नौसेना वास्ट्तुजवि या

औिोजगक इंजिजनयरी में बजचलर जडग्री।

(ii) इंजिजनयररंग के सुसंगत क्षेत्र में सात वषव के कायव का अनुभव जिसमें से डॉकयाडवऔर जिपयाडव के उत्पािन, जनयोिन,जनयंत्रण और

पोतो या िलयानों को पुनः तजयार करने का कम से कम िो वषव का अनुभव िो।

वांछनीय:

सािारण प्रिासन का एक वषव का अनुभव।

प्रजतजनयुजि यापुनर्नवयोिन (भूतपूवव सजनकों के जलए):

सिस्र बल के लेजटटनेंट कमांडर और उससे ऊपर की पंजि या समतुल्य के ऐसे कार्मवकों के संबंि में भी जवचार दकया िाएगा, िो एक वषव

की अवजि के भीतर सेवाजनवषत िोने वाले िैं या ट्ररिवव में स्ट् ानांतट्ररत दकए िाने वाले िैं और जिनके पास अपेजक्षत अिवताऍ और

जवजितअनुभव िैं। ऐसे व्यजियों को उस तारी तक प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजविा भी िज) के जनबविनों पर र ा िाएगा

जिस तारी से उन्िें सिस्र बल से जनमुवि दकया िाना िज;तत्पश्चात उन्िें पुनर्नवयोिन पर बने रिने दिया िा सकता िज।

ट्रटप्पण: -1 पोषक प्रवगव के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने

ट्रटप्पण 2:- प्रजतजनयुजि की अवजि, जिसके अंतगवत केन्रीय सरकार के उसी या दकसी अन्य संग न या जवभाग में इस जनयुजि से ीक पिले

(i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट् ान से यांजत्रक या जव्ुत और िूरसंचार या सामुदरक या नौसेना वास्ट्तुजवि या औिोजगक

इंजिजनयरी में बजचलर जडग्री।

भीतर सेवाजनवषत िोने वाले िैंया ट्ररिवव में स्ट् ानांतट्ररत दकए िाने वाले िैं और जिनके पास अपेजक्षत अनुभव और जवजित अिवतायें िैं। ऐसे

supersession of (i) the Indian Navy Civilian Technical Officers (Group ‘A’ Posts) Recruitment Rules, 2003; and (ii)

Indian Navy Civilian Technical Officers (Group ‘A’ and ‘B’ posts) Recruitment Rules, 2003, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the posts of Chief Technical Officer, Senior Technical Officer, Technical Officer, Junior

Technical Officer and Technical Assistant in the Indian Navy, Ministry of Defence, namely :-

1. Short title and commencement.- (1) These rules may be called the Ministry of Defence, Indian Navy Civilian,

Chief Technical Officer, Senior Technical Officer, Technical Officer, Junior Technical Officer and Technical Assistant

(Group ‘A’ and ‘B’ Posts) Recruitment Rules, 2020.

2. Application.- These rules shall apply to posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, Classification and Level in pay matrix.- The number of the said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, other qualifications, etc.- The method of recruitment to the said posts, age-

limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said

Schedule.

5. Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.- Where the central Government is of the opinion that it is necessary or expedient, so to do, it may,

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class to category of persons.

7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Deputation or re-employment (for ex-servicemen):

The Armed Forces Personnel of the rank of Lieutenant Commander

(IN) or equivalent due to retire or who are to be transferred to reserve

within a period of one year and having the requisite qualifications and

experience prescribed for deputation (including short term contract)

shall also be considered. Such persons would be given deputation

terms up to the date on which they are due for release from the Armed

Forces; thereafter they may be continued on re-employment.

Note 1: The departmental officers in the feeder category who are in

direct line of promotion will not be eligible for consideration for

appointment on deputation. Similarly, deputationists shall not be

eligible for consideration for appointment by promotion.

Note 2: Period of deputation (including short term contract) including

period of deputation (including short term contract) in another ex-

cadre post held immediately preceding this appointment in the same

or some other organisation or department of the Central Government

shall ordinarily not to exceed four years.

Note3: The maximum age-limit for appointment by deputation

(including short term contract) shall be not exceeding fifty-six years

as on the closing date of receipt of applications.
