The ad-hoc promotions shall not confer any right on the officers to continue in the grade of Principal Private

Secretary indefinitely or for inclusion in the Select List for regular promotion to the grade or to claim seniority

pay matrix with effect from the afore-mentioned date in term of Rule 9 of the In Situ Promotion Rules, 1990 (ibid) and shall

revert to the original level on the vacation of it by the concerned officers.

3. On In Situ promotion, Shri C. Hariharan, Dr. Saroj Kumar Ghosh & Dr. Rakesh Kumar Rishi shall be entitled to

the option of fixation of their pay in the revised pay structure from the date of promotion or the date of next annual increment

in accordance with the CCS (Revised Pay) Rules, 2008 and instructions issued by the Government in this regard. Such option

No. 6/2/2020-CS-I(S) dated 28.12.2020 and the adhoc promotion will remain subject to the outcome of the following Court

(a) The SLP (C) No. 30621/2011 arising out of final judgement and order dated 15.07.2011 in CWP No. 13218/2009

passed by the Hon’ble High Court of Punjab & Haryana and other tagged cases before the Hon’ble Supreme Court.

(b) The SLP (C) No. 31288/2017 arising out of Hon’ble Delhi High Court Judgement dated 23.08.2017 in WP(C)

No. 3490/2010 filed by the All India Equality Forum & Others vs UOI & Ors.

2. The appointment of the above mentioned officials to the post of Principal Private Secretary shall be subject to the

following conditions contained in Department of Personnel and Training’s O.M. No. 3/6/2020-CS-(II)A dated 01.01.2021 :

The ad-hoc promotion shall not confer any right on the officers to continue in the grade of PPS indefinitely

or for inclusion in the Select List for regular promotion to the grade or to claim seniority in the grade.

ii.

The ad-hoc promotions shall be initially for a period upto 30.06.2021 or until further orders, whichever is

earlier.

iii.

The ad-hoc promotions may be terminated at any point of time without giving any reason therefor.

iv.

The ad-hoc promotions will take effect from the date of assumption of charge of the post of PPS.

If the officers fails to assume charge of the post of PPS within 30 days from the date of issue of DoPT’s

Order without prior approval of Cadre Controlling Authority for extension in joining time, his ad-hoc

promotion shall be liable to be cancelled.
