नई िद᭨ली, िदनांक 27 जनवरी 2021
सं. 11/7/2018-यू3(ए)—जबिक, कᱶᮤ सरकार को िव᳡िव᳒ालय अनुदान आयोग (यूजीसी) अिधिनयम, 1956 की धारा 3 के तहत,
यूजीसी की सलाह पर, िकसी कᱶᮤ को समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान का ऑफ-कै᭥पस कᱶᮤ घोिषत करने का अिधकार है।
2. और जबिक, कᱶᮤ सरकार ने यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, अपनी अिधसूचना
संया 11-9/2019-यू.3(ए)पाटᭅ, िदनांक 14.10.2020 के ᳇ारा, यूजीसी की सलाह पर, िबड़ला इं᭭टीᲷूट ऑफ टेᲣोलॉजी एंड साइंस, िपलानी
को समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान घोिषत िकया था।
3. और जबिक, िबड़ला इं᭭टीᲷूट ऑफ टेᲣोलॉजी एंड साइंस (समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान), िपलानी, राज᭭थान ने िदनांक
04.01.2021 को ऑफलाइन मा᭟यम से मुंबई महानगर ᭃेᮢ, महारा᳦ मᱶ एक ऑफ-कᱹपस कᱶᮤ शुᱨ करने के िलए आवेदन ᮧ᭭तुत िकया है।
4. और जबिक, उᲦ आवेदन को यूजीसी (समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान) िविनयम, 2017 और यूजीसी (समवत िव᳡िव᳒ालय
᮰े᳧ सं᭭थान) (संशोधन) िविनयम, 2021 के ᮧावधानᲂ के अनुसार जांच करने एवं सलाह देने के उे᭫य से गिठत अिधकार ᮧा᳙ िवशेष᭄ सिमित
(ईईसी) को सᲅपने के िलए यूजीसी को अᮕेिषत िकया गया था। ईईसी ने सं᭭थान ᳇ारा ᮧ᭭तुत द᭭तावेजᲂ के आधार पर इसका मू᭨यांकन िकया
और यूजीसी को अपनी िसफािरशᱶ भेजᱭ।
5. और जबिक, ईईसी की िसफािरशᲂ को यूजीसी के अ᭟यᭃ ने यू जी सी (समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान) (संशोधन) िविनयम,
2021 के ᳇ारा अंतः᭭थािपत यू जी सी (समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान) िविनयम, 2017 के खंड 11.7.4 के अनुसरण मे अनुमोिदत कर
िदया गया था और आयोग की ओर से सलाह को िदनांक 18.01.2021 के पᮢ संया 1-6/2019 (आईओई) के ᳇ारा मंᮢालय को भेजा िदया
गया था।
6. अतः, अब, कᱶᮤ सरकार, ईईसी की िसफ़ािरशᲂ और यू जी सी की सलाह को ᭟यान मᱶ रखते ᱟए, एतारा, िबड़ला इं᭭टीᲷूट ऑफ
टेᲣोलॉजी एंड साइंस (समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान), िपलानी, राज᭭थान को मुंबई महानगर ᭃेᮢ, महारा᳦ मᱶ िब᭗स ᭭कूल ऑफ मैनेजमᱶट
(बीआईटीएसओएम) के नाम से एक ऑफ-कᱹपस कᱶᮤ शुᱨ करने की अनुमित देती है।
7. इस अिधसूचना के पैरा 6 मᱶ की गई घोषणा पाँच वषᭅ से अनिधक अविध के भीतर, ऑफ-कᱹपस कᱶᮤ ᳇ारा, यू जी सी (समवत
िव᳡िव᳒ालय ᮰े᳧ सं᭭थान) िविनयम, 2017 और यूजीसी (समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान) (संशोधन) िविनयम, 2021 और इस मंᮢालय,
यूजीसी और िकसी अ᭠य सांिविधक िनकाय, जैसा भी मामला हो, ᳇ारा समय-समय पर जारी िकसी अ᭠य ᮧासंिगक अिधसूचना, िनयम,
िविनयम एवं िनदᱷश मᱶ उि᭨लिखत िन᳜िलिखत शतᲄ का कड़ाई से अनुपालन/पूरा करने के अ᭟यधीन होगी:
(i)
िशᭃक छाᮢ अनुपात 1:20 से अिधक नहᱭ होगा अथवा स᭥बंिधत ᳞ावसाियक िनयामक पिरषद (पिरषदᲂ) की आव᭫यकता के
अनुसार होना चािहए। पाँच वषᲄ के अंत मᱶ िशᭃक छाᮢ का अनुपात 1:10 होना चािहए। इस ᮧयोजन के िलए संकाय मᱶ
िनयिमत िशᭃक, सहायक िशᭃक, िवदेशी िशᭃक, अितिथ िशᭃक, संिवदा िशᭃक, उ᳒ोग िशᭃक और पूणᭅकािलक सीिमत

अविध िशᭃक (Tenure Track Faculty), अथवा स᭥बंिधत ᳞ावसाियक िनयामक पिरषद (पिरषदᲂ) ᳇ारा अ᭠यथा अनुमित
ᮧदान िकये गए संकाय ᱨप मᱶ शािमल हᲂगे। हालाँिक कम से कम 60% िशᭃकᲂ को को ᭭थायी/िनयिमत आधार पर िनयुᲦ
होना चािहए|
(ii) एक ितहाई ᳩातकोᱫर/अनुसंधान छाᮢᲂ के साथ िनयिमत िशᭃा पित के अंतगᭅत ᭠यूनतम 500 छाᮢ पंजीकृत।
(iii) 5 ᳩातकोᱫर कायᭅᮓम।
(iv) अनुसंधान कायᭅᮓम।
(v) ᮧित छाᮢ िनिमᭅत ᭃेᮢ 30 वगᭅ मीटर से कम न हो िजसमᱶ अकादिमक (अकादिमक भवन, पु᭭तकालय, ᳞ायान कᭃ,
ᮧयोगशालाएं, आिद), ᮧशासिनक (छाᮢावास, संकाय िनवास, ᭭वा᭭᭝य देखभाल), सामा᭠य और मनोरंजक सुिवधाएँ शािमल
हᲂगी। तथािप, कायᭅᮓम आरंभ करने के समय, ᮧ᭭तािवत ऑफ-कᱹपस सᱶटर (सᱶटरᲂ) मᱶ अकादिमक और भौितक अवसंरचना/
यूजीसी/स᭥बंिधत ᳞ावसाियक िनयामक पिरषद (पिरषदᲂ) ᳇ारा िनधाᭅिरत मानदंडᲂ/मानकᲂ के अनुसार होनी चािहए। इस
तरह के कायᭅᮓम के िलए, जहाँ भी आव᭫यक हो, स᭥बंिधत ᳞ावसाियक िनयामक पिरषद (पिरषदᲂ) का अनुमोदन होना
चािहए।
(vi) समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान यह सुिनि᳟त करेगा िक ऑफ-कᱹपस सᱶटर के मानदंड और मानक वही हᲂगे जैसा िक इस
तरह के पाᲹᮓमᲂ के िलए मुय पिरसर मᱶ चालू हᱹ, और ऑफ-कᱹपस सᱶटर समान ᮧवेश मानदंड, पाᲹᮓम, परीᭃा ᮧणाली
और मू᭨यांकन ᮧणाली का भी पालन करेगा। ऑफ-कᱹपस सᱶटर के बारे मᱶ सारी सूचना समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान की
वेबसाइट पर बताई जाएगी।
(vii) समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान को अंतिरम पिरसर मᱶ इस शतᭅ पर ऑफ-कᱹपस सᱶटर आरंभ करने की अनुमित होगी िक
᭭थायी पिरसर उिचत समय अविध के भीतर तैयार हो जायेगा जो पाँच वषᲄ से अिधक नहᱭ हो।
(viii) समवत िव᳡िव᳒ालय ᮰े᳧ सं᭭थान यह सुिनि᳟त करᱶगे िक ऑफ-कᱹपस सᱶटर आरंभ होने के 10 वषᲄ के अंत तक, ऑफ-कᱹपस

No. F.11/7/2018-U3(A)—Whereas, the Central Government is empowered under Section 3 of
the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, a centre to be
an off-campus centre of an Institution of Eminence deemed to be University.
2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the
Central Government, vide its Notification No. 11-9/2019-U.3(A)Pt. dated 14.10.2020, on the advice of

UGC, had declared Birla Institute of Technology and Science, Pilani as an Institution of Eminence
Deemed to be University.
3. And whereas, Birla Institute of Technology and Science (Institution of Eminence Deemed to
be University), Pilani, Rajasthan submitted an application in offline mode for starting of an Off-Campus
Centre at Mumbai Metropolitan Region, Maharashtra on 04.01.2021.
4. And whereas, the application was forwarded to UGC for entrusting it to Empowered Expert
Committee (EEC) constituted for the purpose for examination and advice as per the provisions of the
UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017 and UGC (Institutions of
Eminence Deemed to be Universities) (Amendments) Regulations, 2021. The EEC conducted its
appraisal based on the documents submitted by the Institution and made it recommendations to the
UGC.
5. And whereas, the recommendations of the EEC were approved by the Chairman, UGC in
accordance with the provisions under clause 11.7.4 of the UGC (Institutions of Eminence Deemed to be
Universities) Regulation, 2017 inserted vide UGC (Institutions of Eminence Deemed to be Universities)
(Amendments) Regulations, 2021 and the advice on behalf of the Commission was forwarded to the
Ministry vide letter no. 1-6/2019 (IoE) dated 18.01.2021.
6. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the
Central Government, taking into account the recommendation of the EEC & advice of the UGC, hereby
permit Birla Institute of Technology and Science (Institution of Eminence Deemed to be University),
Pilani, Rajasthan for starting of an Off-Campus Centre at Mumbai Metropolitan Region, Maharashtra in
the name of BITS School of Management (BITSoM).
7. The declaration as made in Para 6 of this Notification shall be further subject to strict
compliance with/fulfilment of the following conditions, by the off-campus centre within a period not
exceeding five years, contained in the UGC (Institutions of Eminence Deemed to be Universities)
Regulations, 2017 and UGC (Institutions of Eminence Deemed to be Universities) (Amendments)
Regulations, 2021 and any other relevant notification(s), rules, regulations and directions issued by this
Ministry, UGC and any other Statutory bodies from time to time, as the case may be:
(i)
Teacher student ratio shall not be more than 1:20 OR shall be as per the requirement of
the concerned Statutory Council(s). The teacher student ratio shall be 1:10 at the end of
the five years. The faculty for this purpose shall include the regular faculty, adjunct
faculty, overseas faculty, visiting faculty, contractual faculty, industry faculty and tenure
track faculty, or faculty as otherwise permitted by the Statutory Council(s) concerned. At
least sixty percent of the faculty shall be appointed on permanent/regular basis.
(ii)
A minimum of five hundred students on its rolls under regular class room mode with one
third PG/Research students.
(iii)
Five PG programmes.
(iv)
Research Programmes.
(v)
Built up area of not less than thirty square metres per student which shall include
academic (academic buildings, library, lecture hall, laboratories, etc.), administrative
(hostels, faculty residences, health care), common and recreational facilities. Provided
that at the time of starting the programme(s), the academic and physical infrastructure at
the proposed off-campus centre(s) shall be in accordance with the norms/standards
prescribed by the UGC/concerned Statutory Council(s). Such programme shall have the
approval of the relevant Statutory Council(s), wherever required.
(vi)
The Institutions of Eminence Deemed to be University shall ensure that the norms and
standards of the Off-Campus Centre shall be the same as that maintained in the main
campus for similar courses, and the Off-Campus Centre shall also follow similar
admission criteria, curriculum, examination system and evaluation system. All the
information about the off-campus centre shall be disclosed on the website of the
Institution of Eminence Deemed to be University.

(vii)
The Institutions of Eminence Deemed to be University shall be permitted to start an Off-
Campus Centre(s) in an interim campus subject to the condition that the permanent
campus shall be ready within a reasonable time period not exceeding five years.
(viii) The Institutions of Eminence Deemed to be University shall ensure that by the end of ten
years of the starting of the Off-Campus Centre, the Off-Campus Centre is evolved as a
multi-disciplinary research and teaching campus having at least 3 faculties with a
minimum of 300 teachers and 3000 students.
