उि ृि की सं्‍ ा, इसका वगीकरण और वेतन मैट्ररक्स में स्ट्तर वे िोंगे िो इन जन मों के सा संलग्न अनुसूर्ी के स्ट्तम्भ (2) से

स्ट्तम्भ (4) में जवजनर्िचष्ट िैं।

भती की ृद्धजत, आ ु सीमा, अिचताएं आदि.—

ृूवोि ृि के जलए भती की ृद्धजत, आ ु सीमा, अिचताएं और उससे संबंजित अन् बाते वे िोंगी िो उि अनुसूर्ी के स्ट्तम्भ (5)

से स्ट्तम्भ (13) में जवजनर्िचष्ट िैं।

जनरिचताएं.— कोई व्यजि-

(क) जिसने ऐसे व्यजि से जिसका ृजत ा जिसकी ृत्नी िीजवत िै, जववाि दक ा िै ा जववाि की संजविा की िै; ा

( ) जिसने अृने ृजत ा अृनी ृत्नी के िीजवत िोते हुए दकसी व्यजि से जववाि दक ा िै ा जववाि की संजविा की िै,

उि सेवा में जन ुजि का ृात्र निीं िोगा।

ृरन्तु दि केन्री सरकार का समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन् ृक्षकार को लागू स्ट्वी

जवजि के अिीन अनुज्ञे िै और ऐसा करने के जलए अन् आिार िै तो वि दकसी व्यजि को इस जन म के प्रवतचन से छूट िे सकेगी।

इन जन मों की कोई बात, ऐसे आरक्षण, आ ु सीमा में छूट और अन् ट्रर ा तों ृर प्रभाव निीं डालेगी, जिनका केन्री सरकार

द्वारा इस संबंि में सम -सम ृर जनकाले गए आिेिों के अनुसार अनुसूजर्त िाजत ों, अनुसूजर्त िनिाजत ों, अन् जृछडे वगों, भूतृूवच

सैजनकों, और अन् जविेष प्रवगच के व्यजि ों के जलए उृबंि करना अृेजक्षत िै।

ट्रटप्ृण 1: अन् प्रकार से सु ोग् अभ् र् च ों के

मामले में संघ लोक सेवा आ ोग के जववेकानुसार

ोग् ताओं में छूट िी िा सकती िै।

ट्रटप्ृण 2 : अनुभव संबंिी अिचताएं संघ लोक सेवा

आ ोग के जववेकानुसार अनुसूजर्त िाजत ों और

अनुसूजर्त िनिाजत ों के अभ् र् च ों के मामले में

तब जिज ल की िा सकती िै िब र् न के दकसी

प्रक्म ृर संघ लोक सेवा आ ोग की ि रा िै दक

उनके जलए आरजक्षत ट्ररजि ों को भरने के जलए

अृेजक्षत अनुभव र ने वाले उन समुिा ों के

अभ् र् च ों के ृ ाचप्त सं्‍ ा में उृलब्ि िोने की

संभावना निीं िै।

वांछनी :

संजविान की 8वीं अनुसूर्ी में सजम्मजलत हिंिी के

अजतट्ररि कोई एक भाषा का दकसी मान् ता प्राप्त

बोडच से 10वीं कक्षा के स्ट्तर ृर अध् न दक ा िो।

प्रोन्नजत अ वा प्रजतजन ुजि ा आमेलन द्वारा

भती की ििा में उस श्रेणी का नाम जिससे प्रोन्नजत

अ वा प्रजतजन ुजि ा आमेलन दक ा िाएगा

दि जवभागी प्रोन्नजत सजमजत िै तो उसकी

संरर्ना

भती करने में दकन ृट्ररजस्ट् जत ों

प्रोन्नजत :

ऐसे वट्ररष्ठ अनुवािक जिन्िोंने वेतन मैट्ररक्स में

स्ट्तर -7 (रु. 44900-142400) में इस श्रेणी में

तीन वषच की जन जमत सेवा ृूरी की िो और

जनिाचट्ररत िो सप्ताि का प्रजिक्षण सफलताृूवचक

ृूरा कर र्ुके िो।

ट्रटप्ृण 1 :

ििााँ अिचक ा ृात्रता सेवा ृूरी करने वाले

कजनष्ठों को प्रोन्नजत दकए िाने ृर जवर्ार दक ा

िा रिा िो, उन मामलों में उनके ज् ेष्ठों ृर भी

जवर्ार दक ा िाएगा बिते उनकी अृेजक्षत अिचक

ा ृात्रता सेवा में ऐसी अिचता ा ृात्रता सेवा के

आिे से अजिक ा िो वषच, िो भी कम िो, की

कमी न िो, और उन्िोंने अृने उन कजनष्ठों

जिन्िोंने ऐसी अिचक ा ृात्रता सेवा ृूरी कर ली

िै, के सा अगले उच्चतर श्रेणी में प्रोन्नजत उनकी

ृट्ररवीक्षा अवजि सफलताृूवचक ृूरी कर ली िो।

प्रजतजन ुजि (लघु अवजि संजविा) :

केन्री सरकार ा राज् सरकारों ा स्ट्वा त्त

जनका ा कानूनी संग न ा ृजब्लक सेक्टर के

उृक्म ा जवश्वजवद्याल ों ा मान् ता प्राप्त

अनुसंिान संस्ट् ा के ऐसे अजिकारी :-

(क)(i) जिन्िोंने मूल संवगच ा जवभाग में जन जमत

आिार ृर सिषि ृि िारण दक ा हुआ िै; ा

(ii) जिन्िोंने वेतन मैट्ररक्स के स्ट्तर-7 के (रु.

प्रोन्नजत के संबंि में जवर्ार करने के जलए, समूि

'क' जवभागी ृुजष्ट सजमजत जनम्नजलज त से जमल

कर बनेगी:

(1) अध् क्ष अ वा सिस्ट् , संघ लोक सेवा

आ ोग -अध् क्ष;

(2) रक्षा ले ा मिाजन ंत्रक – सिस्ट् ;

New Delhi, the 23rd March, 2021

S.R.O. 13.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Defence Accounts Department (Hindi Officer) Recruitment Rules, 1987, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Assistant Director (Official Language) in the Defence Accounts Department,

Ministry of Defence, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Defence , Defence Accounts

Department, Assistant Director (Official Language),Group ‘A’ Post, Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. —The number of the said post, its classification and level in

the pay matrix thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age- limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living;

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of

the provisions of these rules with respect to any class or category of persons.

6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Schedules Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and any other

special categories of persons in accordance with orders issued by the Government from time to time in this regard.

अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से ृिले दक ा ग ा िै ा करने का लोृ दक ा ग ा िै, भारती वा ुसेना, रक्षा मंत्राल में

उच्च श्रेणी जलजृक और अवर श्रेणी जलजृक/जलजृक जिन्िी टंकक ृिों ृर भती की ृद्धजत का जवजन मन करने के जलए जनम्नजलज त

जन म बनाते िैं, अ ाचत् :-

संजक्षप्त नाम और प्रारम्भ .— (1)

इन जन मों का संजक्षप्त नाम भारती वा ुसेना, उच्च श्रेणी जलजृक और अवर श्रेणी

जलजृक/जलजृक जिन्िी टंकक (समूि ‘ग’ ृि) भती जन म, 2021 िै ।

Posts) Recruitment Rules, 1986, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the posts of Upper Division Clerk and

Lower Division Clerk/Clerk Hindi Typist in the Indian Air Force, Ministry of Defence, namely;-

1. Short title and commencement.— (1) These rules may be called the Indian Air Force, Upper Division Clerk and

Lower Division Clerk/ Clerk Hindi Typist (Group 'C' Posts) Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified as in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.—The number of the said posts, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule.

4. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Two years for direct

(i) 85 per cent. by direct recruitment; and

(ii) 10 per cent. of the vacancies shall be filled from amongst the Group 'C' Staff in level-1 in

the pay matrix (Rs. 18000-56900) who possess 12^th class pass qualification and have rendered

three years' regular service in the grade in the Indian Air Force, on the basis of departmental

qualifying examination. The maximum age-limit for eligibility for examination is forty-five

years in the case of General candidates and fifty years in the case of candidates belonging to the

Scheduled Castes and the Scheduled Tribes.

Note : If more of such employees than the number of vacancies available under clause (ii)

qualified at the examination, such excess number of employees shall be considered for filling

the vacancies arising in the subsequent years so that the employees qualifying at an earlier

examination are considered before those who qualify at a later examination.

(iii) 5 per cent. of the vacancies shall be filled on seniority-cum-fitness basis from Group ‘C’

employees who have three years’ regular service in posts in level-1 in the pay matrix (Rs.

18000-56900).

S.R.O. 15.—In exercise of the powers conferred by clause (b) of sub-section (1) of section 3 of the Navy Act,

1957 (62 of 1957), the Central Government hereby declares that service or duty in the Union territory of Andaman and

Nicobar Islands shall be ‘active service’ within the meaning and for the purpose of the said Act, for a period of five

years, with effect from 13^thJanuary, 2020.

Explanatory Memorandum

The previous notification with identical provisions issued vide number S.R.O. 7, dated 13th January, 2015 was

valid for a period of five years upto 12th January, 2020. Approval for extension/renewal of the same was granted on file

by the Competent Authority on 03rd January, 2020, but the fresh Notification (taking effect from 13th January, 2020)

could not be issued due to issues connected with the reorganisation of the Ministry of Defence and the creation of the

Department of Military Affairs. This Notification is being given retrospective effect (from 13th January, 2020) so as to

allow for seamless continuation of the same terms and conditions that were previously existing on basis of Notification

issued vide S.R.O.7, dated 13th January, 2015. It is certified that seamless continuation of these same terms and

conditions as a result of retrospective effect being given to this Notification does not adversely affect any person.
