उन बातों के जसवाय ाजिक्ांत करते हुए, जिन्िें ऐसे ाजिक्मण से ृूवग दकया गया िज या करने का लोृ दकया गया िज, संज लोक सेवा आयोग

1. संजक्षप्त नाम और प्रारंभ .—

(i)

इन जनयमों का संजक्षप्त नाम संज लोक सेवा आयोग, जवभागीय कैंटीन, समूि ‘ ’ ृि भती जनयम, 2021 िज।

(ii)

ये रािृत्र में उनके प्रकािन की तारी को प्रवषत् त िोंगे ।

2. लागू िोना .— ये जनयम, इन जनयमों से उृाबद्ध ानुसूची के स्ट्तंभ (1) में जवजनर्िगष्ट ृिों ृर लागू िोंगे ।

3. ृि-सं्‍ या, वगीकरण और वेतन मजंरक्स में स्ट्तर.— ृि की सं्‍ या, उसका वगीकरण और वेतन मजंरक्स में स्ट्तर वि िोगा, िो इन

जनयमों से उृाबद्ध ानुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्िगष् ट िज।

4. भती की ृद्धजत, आयु सीमा, ािगताएं आदि.—भती की ृद्धजत, आयु सीमा, ािगताएं और उससे संबंजित ान् य बातें वे िोंगी िो

उि / ृूवोि ानुसूची के स्ट् तंभ (5) से (13) तक में जवजनर्िगष् ट िैं।

5. जनरिगता.—वि व् यजि—

(क) जिसने ऐसे व् यजि से जिसका ृजत या जिसकी ृत् नी िीजवत िज, जववाि दकया िज; या

( ) जिसने ाृने ृजत या ाृनी ृत् नी के िीजवत रिते हुए दकसी व् यजि से जववाि दकया िज ,

उि ृि ृर जनयुजि का ृात्र निीं िोगा :

ृरंतु यदि केंरीय सरकार का यि समािान िो िाता िज दक ऐसा जववाि उस व् यजि और जववाि के ान् य ृक्षकार को लागू

स्ट् वीय जवजि के ािीन ानुञेयेय िज और ऐसा करने के जलए ान् य आिार िैं तो वि दकसी व् यजि को इस जनयम के प्रवतगन से छूट िे

सकेगी ।

6. जिज ल करने की िजि.—ििां केंरीय सरकार की यि राय िज दक ऐसा करना आवश् यक या समीचीन िज, विां वि उसके जलए िो

कारण िैं, उन् िें ले बद्ध करके इन जनयमों के दकसी उृबंि को दकसी वगग या प्रवगग के व् यजियों की बाबत, आिेि ्ारा जिज ल कर

सकेगी ।

7. व् यावषजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और ान् य ंरयायतों ृर प्रभाव निीं डालेगी, जिनका

केंरीय सरकार ्ारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के ानुसार ानुसूजचत िाजतयों, ानुसूजचत िनिाजतयों,

ान्य जृछड़े वगों, भूतृूवग सजनकों और ान् य जविे प्रवगग के व् यजियों के जलए उृबंि करना ाृेजक्षत िज।

ऐसे प्रबंिक सि ले ाकार और प्रबंिक श्रेणी-II, जिन्िोंने वेतन मजंरक्स में स्ट्तर-6 (प . 35400 -112400/-) में उस श्रेणी में तीन व ग की

जनयजमत सेवा सजित सजचवालय प्रजिक्षण त ा प्रबंि संस्ट् ान या दकसी ान्य मान्यताप्राप्त संस्ट् ान से संगठनात्मक व्यविार, संचार कौिल

और ले ा व्यवसाय में िो से चार सप्ताि का प्रजिक्षण ृूरा दकया िो, प्रोन्नजत के ृात्र िोंगे।

ंटप्ृण-1 : प्रोन्नजत के जलए ािगता सूची, संबंजित श्रेणी या ृि में जवजित ािगता सेवा के ाजिकांरयों ्ारा ृूणगता की तारी के संिभग में

बनायी िाएगी ।

ंटप्ृण-2 : ििां ऐसे कजनष्ठ व् यजक् तयों के संबंि में, जिन् िोंने ाृनी ािगक या ृात्रता सेवा ृूरी कर ली िज, प्रोन् नजत के जलए जवचार दकया

िा रिा िो, विां उनके ज् येष्ठ व् यजक् तयों के संबंि में भी जवचार दकया िाएगा ृरंतु यि तब िबदक उसके ्ारा की गई ऐसी ािगक या

ृात्रता सेवा, ाृेजक्षत ािगक या ृात्रता सेवा के आिे से ाजिक से या िो व ग से, इनमें से िो भी कम िो, कम न िो और उन्िोंने ाृने ऐसे

कजनष्ठ व् यजक् तयों सजित, जिन् िोंने ऐसी ािगक या ृात्रता सेवा ृिले िी ृूरी कर ली िज, ागली उच्चतर श्रेणी में प्रोन् नजत के जलए ाृनी

ृंरवीक्षा की ावजि सफलताृूवगक ृूरी कर ली िो ।

प्रजतजनयुजि केन्रीय सरकार के ािीन ऐसे ाजिकारी जिन्िोंने :—

क. मूल काडर या जवभाग में सिषि ृि िारण दकया हुआ िज; और

िो जनम्नजलज त िजक्षजणक ािगताएं और ानुभव र ते िों :

(i) मान् यताप्राप् त जव्ववजव्ालय या संस्ट् ान से वाजणज्य या व्यावसाजयक ा्ययन या ा गिा्त्र या लोक प्रिासन में ्ातक की उृाजि;

(ii) जवभागीय कैंटीन के प्रिासन और प्रबंि में तीन व ग का ानुभव ।

ंटप्ृण-1 : ृो क प्रवगग के ऐसे जवभागीय ाजिकारी, िो प्रोन् नजत की सीिी ृंजक् त में िज, प्रजतजनयुजक् त ृर जनयुजक् त के जलए जवचार दकए

िाने के ृात्र निीं िोंगे । इसी प्रकार प्रजतजनयुक् त व् यजक् त प्रोन् नजत ्ारा जनयुजक् त के जलए जवचार दकए िाने के ृात्र निीं िोंगे ।

ंटप्ृण-2 : प्रजतजनयुक् त की ावजि, जिसके ांतगगत केन् रीय सरकार के उसी या दकसी ान् य संगठन या जवभाग में इस जनयुजि से ठीक

ृिले िांरत दकसी ान्य काडर बाह्य ृि ृर प्रजतजनयुजि की ावजि सािारणतया तीन व ग से ाजिक निीं िोगी ।

ंटप्ृण-3 : प्रजतजनयुजि ्ारा जनयुजि के जलए ाजिकतम आयु सीमा आवेिन प्राप्त करने की ांजतम तारी को छप्ृन व ग से ाजिक निीं

िोगी ।

यदि जवभागीय प्रोन् नजत सजमजत िज तो उसकी संरचना

कौिल और ले ा व्यवसाय में िो से चार सप्ताि का प्रजिक्षण ृूरा दकया िो, प्रोन्नजत के ृात्र िोंगे।

G.S.R. 55 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Union Public Service Commission, Departmental Canteen, Group ‘C’ and Group ‘D’ Posts

Recruitment Rules, 2002, in so far as they relate to the posts of General Manager and Accountant except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to certain Group B posts in the Departmental Canteen of the Union Public Service

Commission, namely:

1. Short title and commencement.—(1) These rules may be called the Union Public Service Commission,

Departmental Canteen, Group B posts Recruitment Rules, 2021. (2) They shall come into force on the date of their

publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said posts, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special

G.S.R. 56.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Regional Leprosy Training and Research Institute, Aska (Protective Shoe Maker),Non-gazetted post,

Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Protective Shoe Maker in the

Ministry of Health and Family Welfare, Regional Leprosy Training and Research Institute, Aska, Odisha, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare,

Regional Leprosy Training and Research Institute, Aska, Odisha, Protective Shoe Maker (Group ‘C’ Post) Recruitment

Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in pay matrix.—The number of said post, its classification and level in the pay

matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen or any other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

G.S.R. 57.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Regional Leprosy Training and Research Institute, Aska (Plumber) Recruitment Rules, 2001, except

as respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Plumber, in the Regional Leprosy Training and Research Institute,

Babanpur (Aska), Odisha, namely:-

1.Short title and commencement.— (1) These rules may be called the Regional Leprosy Training and Research

Institute, Babanpur (Aska), Odisha, Plumber (Group-C post) Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, Other Backward Classes and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving .— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen or any other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
