सं. 10/28/2018-यू 3(ए)—जबिक, के᭠ ᮤ सरकार को, यूजीसी के परामशᭅ से, िव᭫ विव᳒ालय अनुदान आयोग (यूजीसी), अिधिनयम,

1956 की धारा 3 के तहत िकसी उ᭒ चतर िशᭃण सं᭭ था को सम िव᭫ विव᳒ालय सं᭭ था के ᱨप मᱶ घोिषत करने की शि᭍ त ᮧा᭡ त है।

2. और जबिक, के᭠ ᮤ सरकार ने यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧद᭜ त शि᭍ तयᲂ का ᮧयोग करते ᱟए, यूजीसी के परामशᭅ

से, एस.आर.एम. िव᭄ान एवं ᮧौ᳒ोिगकी सं᭭ थान, चै᭠ नई, िजसमᱶ एस.आर.एम. डᱶटल कॉलेज, चै᭠ नई भी शािमल है, को उपयुᭅ᭍ त अिधिनयम के

ᮧयोजनाथᭅ िदनांक 02.08.2002 की अिधसूचना सं. 9-9/98-यू.3 के तहत सम िव᭫ विव᳒ालय सं᭭ था घोिषत िकया है।

3. और इसके अलावा जबिक, के᭠ ᮤ सरकार ने यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧद᭜ त शि᭍ तयᲂ का ᮧयोग करते ᱟए

िदनांक 09 मई, 2019 की अिधसूचना सं. एफ.9-9/98-यू.3 (पाटᭅ-1) के तहत एस.आर.एम. िव᭄ान एवं ᮧौ᳒ोिगकी सं᭭ थान, चै᭠ नई के सम

िव᭫ विव᳒ालय के दजᱷ को इस शतᭅ पर िदनांक 16.10.2013 से 15.08.2023 तक बढ़ाया है िक सं᭭ था यूजीसी (सम िव᭫ विव᳒ालय सं᭭ थाएं)

िविनयम, 2019 मᱶ उि᭨ लिखत मानदंडᲂ के आधार पर अपने कायᭅ िन᭬ पादन और शैᭃिणक िन᭬ कषᲄ मᱶ सुधार लाएगी।

4. और इसके अलावा जबिक, एस.आर.एम. िव᭄ान एवं ᮧौ᳒ोिगकी सं᭭ थान (सम िव᳡िव᳒ालय), चै᭠ नई ने इᱨंगालूर

(ितᱨिचराप᭨ ली) मᱶ अपना ऑफ-कᱹपस ᭭ थािपत करने हेतु िदनांक 28.12.2018 को आवेदन िकया था। इसे यूजीसी के पास जांच एवं परामशᭅ

हेतु भेजा गया था। यूजीसी के परामशᭅ पर िवचार करते ᱟए मंᮢालय ᳇ारा एस.आर.एम. िव᭄ान एवं ᮧौ᳒ोिगकी सं᭭ थान, चै᭠ नई को इᱨंगालूर

(ितᱨिचराप᭨ ली) मᱶ अपना ऑफ कᱹपस शुᱨ करने से पूवᭅ कितपय शतᲄ को पूरा करने हेतु िदनांक 01.10.2019 को आशय पᮢ (एलओआई)

जारी िकया गया।

5. और जबिक, एस.आर.एम. िव᭄ान एवं ᮧौ᳒ोिगकी सं᭭ थान (सम िव᭫ विव᳒ालय), चै᭠ नई ने एलओआई मᱶ िनधाᭅिरत शतᲄ के संबंध

मᱶ अपनी अनुपालना िरपोटᭅ ᮧ᭭ तुत की है। यूजीसी ने सम िव᭫ विव᳒ालय ᳇ारा ᮧ᭭ तुत अनुपालना िरपोटᭅ को स᭜ यािपत िकया है और इᱨंगालूर

(ितᱨिचराप᭨ ली) मᱶ ऑफ कᱹपस शुᱨ करने हेतु िदनांक 01.10.2019 के एलओआई मᱶ उि᭨ लिखत शतᲄ को पूरा करने के संबंध मᱶ िदनांक

07.12.2020 के पᮢ सं. 1-5/2018(सीपीपी-1/डीयू) के तहत मंᮢालय को सूिचत िकया है।

6. अत: अब, के᭠ ᮤ सरकार, यूजीसी के परामशᭅ से, यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧद᭜ त शि᭍ तयᲂ का ᮧयोग करते ᱟए

इस अिधसूचना के जारी होने की तारीख से एस.आर.एम. िव᭄ान एवं ᮧौ᳒ोिगकी सं᭭ थान (सम िव᭫ विव᳒ालय), चै᳖ई को इᱨंगालूर

(ितᱨिचराप᭨ ली) मᱶ एक ऑफ-कᱹपस शुᱨ करने हेतु अनुमित ᮧदान करती है।

7. यह अनुमित यूजीसी (सम िव᭫ विव᳒ालय सं᭭ थाएं) िविनयम, 2019 और के᭠ ᮤ सरकार, यूजीसी और अ᭠ य सांिविधक पिरषदᲂ

᳇ारा समय-समय पर जारी संगत मानकᲂ/िनयमᲂ/िविनयमᲂ/िनदेशᲂ की अनुपालना के अ᭟ यधीन होगी।

No. F.10/28/2018-U3(A)—Whereas, the Central Government is empowered under Section 3 of the University

Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as an Institution

deemed to be university.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide Notification No. 9-9/98-U.3 dated 02.08.2002, on the advice of UGC, had declared S.R.M. Institute of Science &

Technology, Chennai comprising S.R.M. Dental College, Chennai, as an Institution deemed to be University, for the purpose

of the aforesaid Act.

3. And further whereas, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central

Government, vide Notification No. F.9-9/98-U.3(Pt.1) dated 9th May, 2019, extended deemed to be University status of

S.R.M. Institute of Science & Technology, Chennai from 16.10.2013 to 15.08.2023 with the condition that the Institution

shall improve its performance and academic outcomes on the parameters mentioned in the UGC (Institutions Deemed to be

Universities) Regulations, 2019.

4. And further whereas, S.R.M. Institute of Science & Technology (Deemed to be University), Chennai submitted

an application on 28.12.2018 for establishment of an off-campus centre at Irungalur (Tiruchirappalli). The same was

forwarded to UGC for examination and advice. Taking into consideration the advice of UGC, the Ministry issued Letter of

Intent (LoI) on 1st October, 2019 to S.R.M. Institute of Science & Technology (Deemed to be University), Chennai for

fulfilment of certain conditions before starting of Off-Campus at Irungalur (Tiruchirappalli).

5. And whereas, S.R.M. Institute of Science & Technology (Deemed to be University), Chennai submitted the

compliance report in respect of the conditions stipulated in LoI. UGC verified the compliance report submitted by the

Deemed to be University and informed Ministry vide its Letter No. 1-5/2018(CPP-I/DU) dated 7th December 2020 regarding

the fulfilment of conditions mentioned in LoI dated 01.10.2019 for starting of Off-Campus at Irungalur (Tiruchirappalli).

6. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

on the advice of the UGC, grants permission to S.R.M. Institute of Science & Technology (Deemed to be University),

Chennai to start an Off-Campus Centre at Irungalur (Tiruchirappalli), with effect from the issuance of this Notification.

7. This permission shall be subject to the compliance of UGC (Institutions Deemed to be Universities) Regulations,

2019 and other relevant Norms/ Rules/ Regulations/ Directions issued by the Central Government, UGC and other Statutory

Councils from time to time.
