1. संजक्षप्त नाम और प्रारमभ.— (1) इन जनयमों का संजक्षप्त नाम िल िजि मंत्रालय, िल संसािन, निी जवकास और गंगा संरक्षण

जवभाग, केन्रीय भूजमगत िल बोडग, ृुस्ट्तकालय और सुचना ाजिकारीसमूि “क” ृि भती जनयम, 2021 िज।

(2) ये रािृत्र में उनके प्रकािन की तारी को प्रवषत्त िोंगे।

2. ृि सं्‍या, वगीकरण और वेतन मजंरक्स में स्ट्तर.—उि ृिो की सं्‍या,उनका वगीकरण और वेतन मजंरक्स में स्ट्तर या वेतनमान वे

िोंगे िो इन जनयमों से उृाबद्ध ानुसूची के स्ट्तंभ (2) सेस्ट्तंभ (4) में जवजनर्िगष्ट िैं।

3. भती की ृद्धजत, आयु सीमा, ािगताएं आदि.—उि ृि ृर भती की ृद्धजत, आयु सीमा, ािगताएं और उससे संबंजित ान्य बातें वें िोगी

िो उि ानुसूची के स्ट्तंभ (5) से स्ट्तंभ(13) में जवजनर्िगष्ट िज।

4. जनरिगता.—वि व्यजि –

जिसने ऐसे व्यजि से जिसका ृजत या जिसकी ृत्नी िीजवत िज, जववाि दकया िज, या जववाि की सजविा की िज या

जिसने ाृने ृजत या ाृनी ृत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िज, या जववाि की सजविा की िज उि ृि ृर जनयुजि

का ृात्र निीं िोगा :

ृरन्तु यदि केन्रीय सरकार का यि समािान िो िाता िज दक ऐसा जववाि उस व्यजि और जववाि के ान्य ृक्षकार को लागू स्ट्वीय जवजि के

ािीन ानुज्ञेय िज और ऐसा करने के जलए ान्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतगन से छूट िे सकेगी।

5. जिज ल करने की िजि.—ििा केन्रीय सरकार की यि राय िज दक ऐसा करना आवश्यक या समीचीन िज, विा वि उसके जलए िो कारण

िैं, उन्िे ले बद्ध करके, त ा संज लोक सेवा आयोग से ृरामिग करके इन जनयमों के दकसी उृबंि को दकसी वगग या प्रवगग से व्यजियों की

बाबत, आिेि ्ारा जिज ल कर सकेगी।

6 व्यावषजत्त.—इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और ान्य ंरयायतों ृर प्रभाव निी डालेगी, जिनका केन्रीय

सरकार ्ारा इस संबंि में समय-समय ृर िारी दकए गए आिेिों के ानुसार ानुसूजचत िाजतयों, ानुसूजचत िनिाजतयों, ान्य जृछडें

वगो, भूतृूवग सजनकों और ान्य जविेष प्रवगग के व्यजियों के जलए उृबंि करना ाृेजक्षत िज।

New Delhi, the 5th April, 2021

G.S.R. 59.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Ground Water Board, (Assistant Library and Information Officer) Recruitment Rules 2003,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following

rules regulating the method of recruitment to the post of Library and Information Officer in the Ministry of Jal Shakti,

Department of Water Resources River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Jal Shakti, Department of Water

Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Library and Information Officer

Group ‘A’ Post, Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person.-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
