New Delhi, the 28th June, 2021

G.S.R. 61.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Office of the Registrar General, India, Assistant Registrar General (Map) Group ‘A’ Post

Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Assistant Registrar General (Map),

in the Ministry of Home Affairs, Office of the Registrar General, India, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Office of the Registrar

General, India, Assistant Registrar General (Map) Group ‘A’ post Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.- The number of the said post, its classification, level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc.- The method of recruitment, age-limit,

educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

aforesaid Schedule.

4. Disqualification.-No person,-

(a) who has entered into or contracted a marriage with a person, having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.-Where the CentralGovernment is of the opinion that it is necessary or expedient so to do, it may, by

order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 62.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Agriculture, Department of Agriculture & Cooperation, Central Institute of Horticulture,

Medzhiphema, Nagaland, Group ‘A’ and Group ‘B’ Posts) Recruitment Rules, 2014, in so far as they relate to the post

of the Director, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Director, Group ‘A’ post in the Ministry of

Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Central Institute of

Horticulture, Medziphema, Nagaland, namely:-

Short title and commencement.–(1) These rules may be called the Central Institute of Horticulture,

Medziphema, Director (Group `A’ Post) Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix. - The number of said post, its classification and level

in pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the Schedule annexed to these

rules.

Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reason(s) to be recorded in writing, and in consultation with the Union Public Service

Commission, by order and for reason(s) to be recorded in writing, relax any of the provisions of these rules with

respect to any class or category of persons.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 63.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, and in

supersession of the Central Research Institute, Kasauli, Deputy Assistant Director (Non-Medical), Recruitment

Rules,1979, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules regulating the method of recruitment to the post of Deputy Assistant Director (Non-Medical) in the

Central Research Institute, Kasauli, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, the

Central Research Institute, Kasauli, Deputy Assistant Director (Non- Medical) Recruitment Rules, 2021

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay level in the pay matrix. - The number of post, its classification, pay level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc. - The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No persons, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order for reasons to be recorded in writing, and in consultation with Union Public Service Commission relax any of

the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other backward classes, the ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R. 65.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Leprosy Teaching and Research Institute, Chengalpattu (Group ‘C’ posts) Recruitment

Rules, 1988, in so far as it relates to the post of Accountant, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Accountant in the Central Leprosy Teaching and Research Institute, Chengalpattu, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare,Central

Leprosy Teaching and Research Institute, Chengalpattu, Accountant (Group ‘C’ Post) Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by

order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

1 in the pay matrix (Rs.18000-56900) in

Central Leprosy Teaching and Research

Institute who possess valid driving license

for Motor cars on the basis of a driving test

to assess the competence to drive Motor

cars failing which from officials holding the

post of Dispatch Rider on regular basis or

regular Group ‘C’ employees in level-1 in

the pay matrix (Rs.18000-56900) in other

Ministries of the Central Government who

fulfill the necessary qualifications as

mentioned in column (7).

Deputation or re-employment for Armed

Forces Personnels:

The Armed Forces Personnel due to retire

or who are to be transferred to reserve

within a period of one year and having the

requisite experience and qualification

prescribed shall be considered. Such

persons would be given deputation terms

upto the date on which they are due for

release from the Armed Forces; thereafter

they may be continued on re-employment.

Note 1: The period of deputation including

G.S.R. 67.—In exercise of the powers conferred by section 31 of the Sree Chitra Tirunal Institute for Medical

Sciences and Technology, Trivandrum, Act, 1980 (52 of 1980), the Central Government, in consultation with the Sree

Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum, hereby makes the following rules further to

amend the Sree Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum, Rules,1981, namely:-

1.(1) These rules may be called the Sree Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum

(Amendment) Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sree Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum Rules, 1981, in rule 7, for

clause (i), the following clauses shall be substituted, namely:-

“(i) The Institute may create posts with the prior approval of the Central Government.

(ia) The institute may classify the posts into grades and specify their designations in accordance with the instructions of

the Central Government issued from time to time, provided that any general revision of pay scales, allowances and

service benefits shall be effected by the Institute only with the prior approval of the Central Government”.
