का.जन.आ.19.—राष्ट्रृजत, संजविान के अनुच्छेि 309 के ृरन्तुक द्वारा प्रित्त िजि ों का प्र ोग करते हुए और सजनक इंिीजन र

सेवा (उच्च श्रेणी जलजृक और अवर श्रेणी जलजृक ) समूि ‘ ’ ृि भती जन म, 2013 का उन बातों के जसवा , अजिक्ांत करते हुए जिन्िें

ऐसे अजिक्मण से ृूवव दक ा ग ा िज ा करने का लोृ दक ा ग ा िज, रक्षा मंत्राल में सजनक इंिीजन र सेवा ज् ेष्ठ प्रिासजनक सिा क

और कजनष्ठ प्रिासजनक सिा क के ृिों ृर भती की ृध्िजत का जवजन मन करने के जलए जनम्नजलज त जन म बनाते िैं, अ ावत:-

1. संजक्षप्त नाम और प्रारम्भ.— (1) इन जन मों का संजक्षप्त नाम रक्षा मंत्राल , सजनक इंिीजन र सेवा, ज् ेष्ठ प्रिासजनक सिा क और

कजनष्ठ प्रिासजनक सिा क (समूि ‘ग’ ृि) भती जन म, 2021 िज।

2. लागू िोना.— े जन म इन जन मों से उृाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्िवष्ट ृिों को लागू िोंगें।

3. ृिों की सं्‍ ा, वगीकरण और वेतन मेट्ररक्स में स्ट्तर.— उि ृि की सं्‍ ा, उसका वगीकरण और उससे संलग्न उसका वेतन मेट्ररक्स

में स्ट्तर वि िोगा िो इन जन मों से उृाबध्ि अनुसूची के स्ट्तम्भ (2) से (4) में जवजनर्िवष्ट िैं।

4. भती की ृध्िजत, आय़ु-सीमा, अन् अिवताएं, इत् ादि.— उि ृि ृर भती की ृध्िजत, आय़ु-सीमा, अिवताएं और उससे संबंजित अन्

बातें वे िोंगी िो उि अनुसूची के स्ट्तम्भ (5) से (13) में जवजनर्िवष्ट िैं।

5. जिरिवता.— वि व्यजि.–

(क) जिसने ऐसे व्यजि से, जिसका ृजत ा जिसकी ृत्नी िीजवत िज, जववाि दक ा िज ा जववाि की संजविा की िज; ा

( ) जिसने अृने ृजत ा अृनी ृत्नी के िीजवत रिते हुए, दकसी व्यजि से जववाि दक ा िज ा जववाि की संजविा भी िज,

उि ृिों ृर जन ुजि का ृात्र निीं िोगा:

ृरन्तु दि केन्री सरकार का ि समािान िो िाता िज दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन् ृक्षकार को लागू

स्ट्वी जवजि के अिीन अनुज्ञे िज और ऐसा करने के जलए अन् आिार िैं तो वि दकसी व्यजि को इस जन म के प्रवतवन से छूट िे सकेगी।

6. जिज ल करने की िजि.—ििां केन्री सरकार की ि रा िज दक ऐसा करना आवश् क ा समीचीन िज, विां वि उसके जलए िो

कारण िैं उन्िें ले बध्ि करके, इन जन मों के दकसी उृबन्ि को दकसी वगव ा प्रवगव के व्यजि ों की बाबत, आिेि द्वारा जिज ल कर

सकेगी।

7. व्यावषजत्त.—इन जन मों की कोई बात आरक्षण, आ ु-सीमा में छूट और अन् ट्रर ा तों ृर प्रभाव निीं डालेगी, जिनका केन्री सरकार

द्वारा इस संबंि में सम -सम ृर िारी दक े गए आिेिों के अनुसार अनुसूजचत िाजत ों, अनुसूजचत िनिाजत ों, अन् जृछडे वगों,

भूतृूवव सजनकों और अन् जविेष प्रवगव के व्यजि ों के जलए उृबन्ि करना अृेजक्षत िज।

माघ् म से 25 प्रजतित प्रोन्नजत द्वारा, जिन्िोंने उस श्रेणी में ृांच वषव जन जमत

सेवा ृूरी कर ली िज, प्रोन्नजत के जलए जवचार दक ा िा रिा िो, विॉं उनसे ज् ेष्ठ

व्यजि ों के संबंि में भी जवचार दक ा िाएगा ृरन्तु ि तब िबदक उनके द्वारा

की गई ऐसी अिवक ा ृात्रता सेवा, अृेजक्षत अिवक ा ृात्रता सेवा के आिे से

अजिक से ा िो वषव से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अृने ऐसे

कजनष्ठ व्यजि ों सजित, जिन्िोंने ऐसी अिवक ा ृात्रता सेवा ृिले िी ृूरी कर ली

(i) प्रजतजन ुजि सि-ृुनर्नव ोिन (भूतृूवव सजनकों के जलए): सिस्त्र बल के

ऐसे कार्मवक ृर भी जवचार दक ा िाएगा जिनके ृास स्ट्तंभ (7) के अिीन

सीिे भती दक े िाने वाले व्यजि ों के जलए जवजित अृेजक्षत अिवताएं िों, दि

उनका च न कर जल ा िाता िज तो ऐसे अजिकाट्रर ों को उस तारी तक

प्रजतजन ुजि के जनबंिनों ृर र ा िा ेगा जिस तारी से उन्िें सिस्त्र बल से

जनमुवि दक ा िाता िज; तत्ृश्चात उन्िें ृुनर्नव ोिन के जनबंिनों ृर बने रिने

दि ा िा सकता िज ।

(ii) सीजमत जवभागी ृरीक्षा के माघ् म से प्रोन्नजत:

10 प्रजतित ट्ररि ां, समूि ‘ग’ गजर औद्योजगक कमवचाट्ररवषंि ा बहु-

का वकमवचाट्ररवषंि के बीच में से, िो वेतन मजट्ररक्स स्ट्तर 1 (₹18000-56900)

में िों त ा िो मान् ता प्राप्त बोडव से 12 वीं कक्षा उत्तीणव िो और उस श्रेणी में

तीन वषव जन जमत सेवा की िो, जवभागी अिवक ृरीक्षा के आिार ृर भरी

िा ेंगी।

ट्रटप्ृण: ृरीक्षा के जलए अजिकतम आ ु-सीमा 45 वषव िज। (अनुसूजचत िाजत ों

और अनुसूजचत िनिाजत ों के जलए 50 वषव)

(iii) प्रोन्नजत:

5 प्रजतित ट्ररजि ां ऐसे समूि ‘ग’ गजर औद्योजगक ा बहु-का वकमवचाट्ररवषंि में

से ज् ेष्ठता-सि उृ ुिा के आिार ृर भरी िाएंगी जिन्िोंने वेतन मजट्ररक्स

स्ट्तर 1 (₹18000-56900) में उन ृिों में तीन वषव जन जमत सेवा की िो

और जिनके ृास स्ट्तंभ (7) के अिीन सीिे भती दक े िाने वाले व्यजि ों के

जलए जवजित अृेजक्षत अिवताएं िो, ृर भी जवचार दक ा िाएगा।

ट्रटप्ृण: ििां ऐसे कजनष्ठ व्यजि ों के संबंि में, जिन्िोनें अृनी अिवक ा

ृात्रता सेवा ृूरी कर ली िज, प्रोन्नजत के जलए जवचार दक ा िा रिा िो, विां

उनसे ज् ेष्ठ व्यजि ों के संबंि में भी जवचार दक ा िाएगा ृरंतु ि तब िब

दक उनके द्वारा की गई ऐसी अिवक ा ृात्रता सेवा, अृेजक्षत अिवक ा ृात्रता

सेवा के आिे से अजिक से ा िो वषव से, इनमें से िो भी कम िो, कम न िो

और उन्िोनें अृने ऐसे कजनष्ठ व्यजि ों सजित, जिन्िोंने ऐसी अिवक ा ृात्रता

सेवा ृिले िी ृूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी

ृट्ररवीक्षा की अवजि सफलताृूववक ृूरी कर ली िो।

S.R.O. 19.—In exercise of the powers conferred by the provision to article 309 of the Constitution and in

supersession of the Ministry of Defence, Military Engineer Services (Upper Division Clerk and Lower Division Clerk)

Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the posts of Senior Administrative Assistant

and Junior Administrative Assistant in the Ministry of Defence, Military Engineer Services, namely:-

1.Short title and commencement.— (1) These rules may be called the Ministry of Defence, Military Engineer Services,

Senior Administrative Assistant and Junior Administrative Assistant (Group ‘C’ posts) Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

3. Number of post, classification and level in pay matrix.- The number of the said post, their classification level in the

pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule.

4. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of these rule.

6. Power of relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, for

reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of

persons.

S.R.O. 20.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Military Engineer Services (Non-Industrial Class III and Class IV posts) Recruitment Rules, 1970;

the Military Engineer Services (Group ‘C’ Ministerial posts) Recruitment Rules 1979; the Military Engineer Services

Group ‘C’ posts Recruitment Rules 1989 and the Ministry of Defence, Military Engineer Services, Group ‘D’

(Chowkidar) Recruitment Rules, 2006, in so far as they relate to the post of Daftry, Record Keeper, Ferro Printer,

Chowkidar, Peon, Mali, Safaiwala and all other erstwhile Group ‘D’ Non-Industrial categories, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Multi Tasking Staff in the Military Engineer Services, Ministry of Defence,

namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Military Engineer Services,

Multi Tasking Staff (Group ‘C’ Post) Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.— The number of the said post, its classification, level in the

Pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc.— The method of recruitment, age- limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who have entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of these rule.

5. Power of relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may

by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

S.R.O. 21.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President

hereby makes the following rules regulating the method of recruitment to the post of Cook Special Grade in the Indian

Air Force, Ministry of Defence, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Indian Air Force, Cook

Special Grade (Group ‘B’ Post) Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix .—The number of the said post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc .—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification .— No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
