सक्षक्षप्त नाम और प्रारंभ –

(1) कार्ममक, लोक जिकायत और ृेंिन मंत्रालय, कार्ममक और प्रजिक्षण जवभाग, कमगचारी चयन अयोग,

ऄसांवजधक जवभागीय कैंटीन भती (संिोधन) जनयम, 2022 किा जाता िै ।

(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

कार्ममक, लोक जिकायत और ृेंिन मंत्रालय, कार्ममक और प्रजिक्षण जवभाग, कमगचारी चयन अयोग के

ऄसांजवजधक जवभागीय कैंटीन भती जनयम, 2015 में जनयम 3 के स्ट्थान ृर जनम्नजलजखत जनयमों को रखा जाएगा, ऄथागत् :-

ृदों की सं्‍या, वगीकरण और वेतन मैंरक्स में स्ट्तर – ृदों की सं्‍या, ईनका वगीकरण और वेतन मैंरक्स में

स्ट्तर वे िोंगे, जो आन जनयमों से ईृबंद्ध ऄनुसूची के स्ट्तंभ (2) से (4) में जवजनर्ददष्ट िैं ।

कार्ममक, लोक जिकायत और ृेंिन मंत्रालय, कार्ममक और प्रजिक्षण जवभाग, कमगचारी चयन अयोग,

ऄसांजवजधक जवभागीय कैंटीन भती जनयम, 2015 की ‘ऄनुसूची’ में :-

(क) प्रबंधक श्रेणी-II से संबंजधत क्रम सं्‍या 1 के सामने.-

(i) स्ट्तंभ (4) में स्ट्तंभ िीर्गक और ईससे संबंजधत प्रजवजष्टयों के स्ट्थान ृर जनम्नजलजखत स्ट्तंभ, िीर्गक और

प्रजवजष्टयां रखी जाएंगी, ऄथागत् :-

(ख) सिायक प्रबंधक-सि-भंडारी के ृद से संबंजधत क्रमांक 2 के सामने.-

(i) स्ट्तंभ (4) में, स्ट्तंभ, िीर्गक और ईससे संबंजधत प्रजवजष्टयों के स्ट्थान ृर जनम्नजलजखत स्ट्तंभ, िीर्गक और

प्रजवजष्टयां रखी जाएंगी, ऄथागत् :

G.S.R. 67.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ministry of Personnel, Public Grievances and Pensions,

Department of Personnel and Training, Staff Selection Commission, Non-Statutory Departmental Canteen

Recruitment Rules, 2015, namely-

1. Short title and commencement – (1) These rules may be called the Ministry of Personnel, Public Grievances and

Pensions, Department of Personnel and Training, Staff Selection Commission, Non-Statutory Departmental Canteen

Recruitment (Amendment) Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Staff

Selection Commission, Non-Statutory Departmental Canteen Recruitment Rules, 2015, for rule 3, the following

rules shall be substituted namely:-

Number of posts, classification and level in pay matrix – The number of posts, its classification and the

Level in the pay matrix attached thereto shall as specified in columns (2) to (4) of the said Schedule annexed to these

rules.

3. In the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Staff

Selection Commission, Non-Statutory Departmental Canteen Recruitment Rules, 2015 in the ‗SCHEDULE‘

(a)

against serial number 1 relating to the post of Manager Grade-II.-

(i) In column (4), for the column heading and the entries relating thereto, the following column, heading

and entries shall be substituted, namely :-

करने के जलए जनम नजलजखत जनयम बनाते िैं, ऄथागत्:-

1. संजक्षप्त नाम और प्रारंभ: (1) आन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और ृंरवार कल्याण मंत्रालय, क्षेत्रीय कुष्ठ रोग

प्रजिक्षण और ऄनुसंधान संस्ट्थान, बाबनृुर (अस्ट्का), ओडीिा, प्रधान जलजृक (समूि ‘ख’ ृद) भती जनयम, 2022 िै।

(2) ये राजृत्र में ईनके प्रकािन की तारीख को प्रवृत्त िोंगे।

2. ृद सं्‍या, वगीकरण और वेतन मैंरक्स का स्ट्तर: ईक् त ृद की सं्‍या, ईसका वगीकरण और ईससे संबंजधत वेतन

मैंरक्स में स्ट्तर वि िोगा, जो आन जनयमों से ईृाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट िैं।

3. भती की ृद्धजत, अयु-सीमा, ऄिगताएं अदद - भती की ृद्धजत, अयु-सीमा, ऄिगताएं और ईि ृद से संबंजधत ऄन्य बातें

वे िोंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से (13) में जवजनर्ददष्ट िैं।

4. जनरिगता - वि व्यजि-

(क) जजसने ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत िै, जववाि दकया िै या जववाि की संजवदा की िै;

(ख) जजसने ऄृने ृजत या ऄृनी ृत्नी के जीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजवदा

की िै,

ईि ृद ृर जनयुजि का ृात्र निीं िोगा:

ृरन्तु यदद केन्रीय सरकार का यि समाधान िो जाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के ऄन्य ृक्षकार

को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय िै और ऐसा करने के जलए ऄन्य अधार िैं तो वि दकसी व्यजि को आस जनयम के

प्रवतगन से छूट दे सकेगी।

5. जिजथल करने की िजि - जिां केन्रीय सरकार की यि राय िै दक ऐसा करना अव यक या समीचीन िै, विां वि ईसके

जलए जो कारण िैं, ईन्िें लेखबद्ध करके, तथा संघ लोक सेवा अयोग से ृरामिग करके आन जनयमों के दकसी ईृबंध को दकसी

वगग या प्रवगग के व्यजियों की बाबत, अदेि ्ारा जिजथल कर सकेगी।

6. व्यावृजत्त - आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ंरयायतों ृर प्रभाव निीं डालेगी,

जजनका केन्रीय सरकार ्ारा आस संबंध में समय-समय ृर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों,

ऄनुसूजचत जनजाजतयों, ऄन् य जृछड़े वगगों, भूतृूवग सैजनकों और ऄन्य जविेर् प्रवगग के व्यजियों के जलए ईृबंध करना

प्रोन् नजत ऄथवा प्रजतजनयुजि ऄथवा अमेलन ्ारा भती के मामले में वे श्रेजणयां जजनसे प्रोन् नजत ऄथवा प्रजतजनयुजि ऄथवा

अमेलन दकया जाएगा।

प्रोन्नजत:

वेतन मैंरक्स में (25,500-81100/- रुृए( में स्ट्तर-4 में ऐसा ऄृर श्रेणी जलजृक जजसने ईस ग्रेड में दस वर्ग जनयजमत

सेवा की िो; और जवभाग ्ारा यथा जवजित सुसंगत क्षेत्र 2-4 सप्ताि का अज्ञाृक प्रजिक्षण सफलता ृूवगक ृूरा दकया िो ।

ंटप्ृण : जिां ऐसे कजनष्ठ व्यजियों के संबंध में जजन्िोंने ऄृनी ऄिगक/ृात्रता सेवा ृूरी कर ली िै, प्रोन्नजत के जलए जवचार

दकया जा रिा िो जिां ईनसे येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा ृरंतु यि तब जब दक ईसके ्ारा की गइ

ऐसी ऄिगक/ ृात्रता सेवा, ऄृेजक्षत ऄिगक/ ृात्रता सेवा के अधे से ऄजधक से या दो वर्ग से, आनमें से जो भी कम िो, कम न

िो और ईन्िोंने ऄृने ऐसे कजनष्ठ व्यजियों सजित जजन्िोंने ऐसी ऄिगक/ ृात्रता सेवा ृिले िी ृूरी कर ली िै ऄगली ईच्चतर

श्रेणी में प्रोन्नजत के जलए ऄृनी ृंरवीक्षा की ऄवजध सफलताृूवगक ृूरी कर ली िो ।

प्रजतजनयुजक् त :-

केंरीय सरकार या रा य सरकारों या संघ रा यक्षेत्र प्रिासन के ऄधीन ऐसे ऄजधकारी :

(क) (i) जो मूल काडर/जवभाग में जनयजमत अधार ृर सदृि ृद धारण दकए हुए िैं ; या

(ii) जजन्िोंने मूल काडर या जवभाग में वेतन मैंरक्स स्ट् तर-5 (29,200-92,300/- रुृए) में जनयजमत अधार ृर

G.S.R. 68—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Regional Leprosy Training and Research Institute, Aska, Orissa (Head Clerk), Non-gazetted post,

Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Head Clerk in the Regional

Leprosy Training and Research Institute, Babanpur (Aska), Odisha, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

Regional Leprosy Training and Research Institute, Babanpur (Aska), Odisha, Head Clerk (Group ‗B‘ Post)

Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of said post, its classification and level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

exceeding 56 years as on the last date of receipt of applications.

Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be

eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for

consideration for appointment by promotion.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organization or department of the Central Government shall

ordinarily not exceed three years.

Note 3: The Maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the

last date of receipt of applications.
