सा.का.जन. 79.—राष् रृजत, संजवधान के ानुच् छेद 309 के ृरंतुक ्ारा प्रदत् त िजियों का प्रयोग करते हुए और

केन्रीय न्यायालजयक जवज्ञान प्रयोगिाला, केन् रीय ान् वेषण ण ‍ यूरो, नई ददल्ली (समूि 'ख' ृद) भती जनयम, 1995 में उन

बातों के जसवाए ाजधक्ांत करते हुए, जजन् िें से ाजधक्मण से ृिले दकया गया िज या करने का लोृ दकया गया िज, केन्रीय

न्यायालजयक जवज्ञान प्रयोगिाला, केन् रीय ान् वेषण ण ‍ यूरो, नई ददल्ली गृि मंत्रालय में वंरष्ठ वज्ञाजनक सिायक, के ृद ृर

भती की ृद्धजत का जवजनयमन करने के जलए जनम नजलजखत जनयम बनाते िैं, ाथागत:-

संजक्षप् त नाम और प्रारम भ :- (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, केन्रीय न्यायालजयक जवज्ञान

प्रयोगिाला, केन् रीय ान् वेषण ण ‍ यूरो, वंरष्ठ वज्ञाजनक सिायक समूि 'ख' ृद भती जनयम, 2022 िज।

(2) ये जनयम राजृत्र में प्रकािन की तारीख से प्रवृत् त िोंगे।

ृद सं्‍ या, वगीकरण और वेतन मजंरक्स में स्ट्तर:- ृदों की सं्‍ या, उनका वगीकरण तथा वेतन मजंरक्स में स्ट्तर

इन जनयमों के साथ उृाबद्ध ानुसूची के स्ट् तम भ (2) से (4) में जवजनर्ददष् ट िैं।

भती की ृद्धजत, आयु-सीमा एवं ान्य ािगताएं इत् यादद :- उक् त ृदों ृर भती की ृद्धजत, आयु-सीमा, ािगताएं

और उससे संबंजधत ान् य बातें वे िोंगी जो उि ानुसूची के स्ट् तम भ (5) से (13) में जवजनर्ददष् ट िैं।

जनरिगता :- वि व् यजि-

(क)

जजसने से व् यजि से जववाि या जववाि की संजवदा की िज जजसका ृजत या जजसकी ृत् नी जीजवत िज, या

(ख)

जजसने ाृने ृजत या ाृनी ृत् नी के जीजवत रिते हुए दकसी ान् य व् यजि से जववाि या जववाि की

संजवदा की िज,

उक् त ृद ृर जनयुजि का ृात्र नि िोगा;

ृरंतु यदद केंरीय सरकार का यि समाधान िो जाता िज दक सा जववाि उस व् यजि और जववाि के ान्य ृक्षकार

को लागू स्ट् वीय जवजध के ाधीन ानुज्ञेय िज और सा करने के जलए ान् य आधार िैं तो वि दकसी व् यजि को इस जनयम के

प्रवतगन से छूट दे सकेगी ।

जिजथल करने की िजि :- जिााँ केंरीय सरकार की यि राय िज दक सा करना आवश् यक या समीचीन िज, विां वि

उसके जलए जो कारण िैं, उन्िें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से ृरामिग करके, इन जनयमों के दकसी उृबंध

को दकसी वगग या प्रवगग के व् यजियों की बाबत, आदेि ्ारा जिजथल कर सकेगी।

व् यावृजि:- इन जनयमों की कोई बात, से आरक्षण, आयु-सीमा में छूट और ान् य ंरयायतों ृर प्रभाव नि

डालेगी, जजनका केन् रीय सरकार ्ारा इस संबंध में समय-समय ृर जारी दकए गए आदेिों के ानुसार ानुसूजचत

जाजतयों, ानुसूजचत जनजाजतयों, ान्य जृछडें वगों, भूतृूवग सजनकों और ान् य जविेषण प्रवगग के व् यजियों के जलए उृबंध

करना ाृेजक्षत िज।

गजणत या न्यायालजयक जवज्ञान में स्नातकोिर जडग्री; और

(ii) आग्नेयास्त्र और जवस्ट्िंोटक ृरीक्षण में एक वषण ग का ानुभव।

ाथवा

(ख) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से रसायन जवज्ञान या भौजतक जवज्ञान या

गजणत या न्यायालजयक जवज्ञान में स्नातक की जडग्री; और

(ii) आग्नेयास्त्र और जवस्ट्िंोटक ृरीक्षण में दो वषण ग का ानुभव।

2. वंरष्ठ वज्ञाजनक सिायक (जीव जवज्ञान)

(क) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से जन्तु जवज्ञान या मानव जवज्ञान (दिंजजकल)

या वनस्ट्ृजत जवज्ञान या जजव रसायन या आणजवक जीव जवज्ञान या सूक्ष्म जीव जवज्ञान या

न्यायालजयक जवज्ञान में स्नातकोिर जडग्री; और

ाथवा

(ख) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से जीव जवज्ञान या मानव जवज्ञान (दिंजजकल)

न्यायालजयक जवज्ञान में स्नातक जडग्री; और

(ii) जजवक नमूनों के ृरीक्षण में दो वषण ग का ानुभव।

3. वंरष्ठ वज्ञाजनक सिायक (रसायन एवं जवषण जवज्ञान)

(क) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से रसायन जवज्ञान या न्यायालजयक जवज्ञान में

स्नातकोिर जडग्री; और

(ii) जवजभन्न रसायनों के ृरीक्षण में एक वषण ग का ानुभव।

ाथवा

(ख) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से रसायन जवज्ञान या न्यायालजयक जवज्ञान में

स्नातक की जडग्री; और

(ii) जवजभन्न रसायनों के ृरीक्षण में दो वषण ग का ानुभव।

4. वंरष्ठ वज्ञाजनक सिायक (दस्ट्तावेज)

न्यायालजयक जवज्ञान में स्नातकोिर जडग्री; और

(ii) न्यायालजयक दस्ट्तावेज ृरीक्षण में एक वषण ग का ानुभव।

ाथवा

न्यायालजयक जवज्ञान में स्नातक की जडग्री; और

(ii) न्यायालजयक दस्ट्तावेज ृरीक्षण में दो वषण ग का ानुभव। ।

5. वंरष्ठ वज्ञाजनक सिायक (फिंगर प्रप्रट)

स्नातकोिर जडग्री; और

(ii) फिंगर प्रप्रट जवकास एवं ृिचान में एक वषण ग का ानुभव।

ाथवा

स्नातक की जडग्री; और

(ii) फिंगर प्रप्रट जवकास एवं ृिचान में दो वषण ग का ानुभव।

6. वंरष्ठ वज्ञाजनक सिायक (न्यायालजयक मनोजवज्ञान)

(क) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से ाृराध िास्त्र या मनोजवज्ञान में स्नातकोिर

जडग्री; और

(ii) व्याविांरक मनोजवज्ञान या ाृराध िास्त्र या ाृराध ान्वेषण ण या लाई-जडटेक्सन में एक वषण ग

का ानुभव।

7. वंरष्ठ वज्ञाजनक सिायक (िंोटो)

(क) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से जवज्ञान में स्नातकोिर जडग्री; और

(ii) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से िंोटोग्रािंी में जडग्री या कम से कम एक वषण ग

की ावजध का जडप्लोमा; और

(iii) वज्ञाजनक िंोटोग्रािंी सजित िंोटोग्रािंी में एक वषण ग का ानुभव।

ाथवा

(ख) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से जवज्ञान में स्नातक जडग्री; और

की ावजध का जडप्लोमा; और

(iii) वज्ञाजनक िंोटोग्रािंी सजित िंोटोग्रािंी में दो वषण ग का ानुभव।

8. वंरष्ठ वज्ञाजनक सिायक (भौजतक जवज्ञान)

(क) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से भौजतक जवज्ञान या न्यायालजयक जवज्ञान में

स्नातकोिर जडग्री; और

(ii) स्ट्ृेक्रोग्रादिंक जवश्लेषण ण, स्ट्ृेक्रोिंोटोमजंरक जवश्लेषण ण, एक्स-रे जवश्लेषण ण, भौतकीय संृजि एवं

जवजभन्न सामग्री (भवन सामग्री सजित) का ान्य माृन में एक वषण ग का ानुभव।

ाथवा

(ख) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से भौजतक जवज्ञान या न्यायालजयक जवज्ञान में

स्नातक की जडग्री; और

(ii) स्ट्ृेक्रोग्रादिंक जवश्लेषण ण, स्ट्ृेक्रोिंोटोमजंरक जवश्लेषण ण, एक्स-रे जवश्लेषण ण, भौतकीय समृजि एवं

जवजभन्न सामग्री (भवन सामग्री सजित) के ान्य माृन में दो वषण ग का ानुभव।

9. वंरष्ठ वज्ञाजनक सिायक (सीरम जवज्ञान)

(क) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से जन्तु जवज्ञान या सूक्ष्म जीव जवज्ञान या जजव

रसायन या बजक्रयरोलॉजी या न्यायालजयक जवज्ञान में स्नातकोिर जडग्री; और

(ii) मनुष्य के ‍लड ग्रुप्रृग एनालाइप्रसस और ृिुओ के बल्ड स्ट्टेनस, स्ट्लाइवा एवं जसमन स्ट्टेनस

के ृरीक्षण में एक वषण ग का ानुभव।

ाथवा

(ख) (i) दकसी मान्यता प्राप्त जव्ववजव्ालय या संस्ट्थान से जन्तु जवज्ञान या वनस्ट्ृजत जवज्ञान या

न्यायालजयक जवज्ञान में स्नातक जडग्री; और

के ृरीक्षण में दो वषण ग का ानुभव।

ंटप्ृण 1: ािगताएं, ान्यथा सुार्हित ाभ्यर्हथयों की दिा में कमगचारी चयन आयोग के जववेकानुसार जिजथल की जा

सकती िज।

जनयजमत सेवा तथा सुसंगत क्षेत्र में दो-चार सप्ताि

का सिंल प्रजिक्षण को ृूणग दकया िो।

ंटप्ृण- जिााँ से कजनष्ठ व्यजियों के संबंध में

जजन्िोंने ाृनी ािगक या ृात्रता सेवा ृूरी कर ली

िज, प्रोन्नजत के जलए जवचार दकया जा रिा िो जिां

उनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया

जाएगा ृरन्तु यि तब जबदक उसके ्ारा दक गई

सी ािगक/ृात्रता सेवा, ाृेजक्षत ािगक या

ृात्रता सेवा के आधे से ाजधक से या दो वषण ग से,

इनमें से जो भी कम िो, कम न िो और उन्िोंने

ाृने से कजनष्ठ व्यजियों सजित जजन्िोंने सी

सावगजजनक क्षेत्र के उृक्म या मान्यता प्राप्त

जवज्वव्ालय या िोध संस्ट्थान के ाजधकारी-

(क) (i) जो मूल संवगग या जवभाग मे जनयजमत तौर

ृर समकक्ष ृद ृर िो या

(ii) मूल संवगग या जवभाग में स्ट्तर-5 में वेतनमान

(रु. 29200-92300/-) या समकक्ष ृद ृर 6

वषण ों की जनयजमत सेवा के साथ; तथा

(ख) सीधी भती के जलए स्ट्तंभ (7) के ान्तगगत

जनधागंरत िजक्षक योग्यता तथा ानुभव रखते िो।

ंटप्ृण 1: ृोषण क प्रवगग के से जवभागीय

ाजधकारी, जो प्रोन्नजत की सीधी ृंजि में िज,

प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए

जाने के ृात्र नि िोंगे इसी प्रकार प्रजतजनयुि

व्यजि प्रोन्नजत ्ारा जनयुजि के जलए जवचार दकए

जाने के ृात्र निी िोंगे।

ंटप्ृण 2: प्रजतजनयुजि की ावजध, जजसके

ांतगगत केंरीय सरकार के उसी या दकसी ान्य

संगठन/जवभाग में इस जनयुजि से ठीक ृिले

धांरत दकसी ान्य काडर बाह्य ृद ृर

G.S.R. 79.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Forensic Science Laboratory, Central Bureau of Investigation, New Delhi (Group ‘B’

posts) Recruitment Rules 1995, except as respects things done or omitted to be done before such supersession, the

President hereby makes the following rules regulating the method of recruitment to the posts of Senior Scientific

Assistants, in the Ministry of Home Affairs, Central Forensic Science Laboratory, Central Bureau of Investigation,

namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Central Forensic

Science Laboratory, Central Bureau of Investigation, Senior Scientific Assistant, Group ‘B’ Non-Gazetted post

Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.- The number of the posts, their classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

(b) (i) Bachelor of Science degree in Zoology or Anthropology (Physical) or Botany or Biochemistry or

Molecular Biology or Microbiology or Forensic science from a recognised University or Institute; and

(ii) two-year experience in examining the biological specimens.

3. Senior Scientific Assistant (Chemistry and Toxicology):

(ii) two-year experience in applied Psychology or Criminology or Crime Investigation or Lie Detection.

7. Senior Scientific Assistant (Photo):

(a) (i) Master of Science degree from a recognised University or Institute; and

(ii) Degree in Photography or Diploma of at least one-year duration in Photography from a recognised

University or Institute; and

(iii) one-year experience in Photography including Scientific Photography.

(b) (i) Bachelor of Science degree from a recognised University or Institute; and

(ii) Degree in Photography or Diploma of at least one-year duration in Photography from a recognised

University or Institute; and

(iii) two-year experience in Photography including Scientific Photography.

8. Senior Scientific Assistant (Physics):

(a) (i) Master of Science degree in Physics or Forensic Science from a recognised University or Institute; and

(ii) one-year experience in spectrographic analysis, spectrophotometric analysis, X ray analysis and Physical

properties and other measurements of various materials (including building material).

(b) (i) Bachelor of Science degree in Physics or Forensic Science from a recognised University or Institute; and

(ii) two-year experience in spectrographic analysis, spectrophotometric analysis, X ray analysis and Physical

properties and other measurements of various materials (including building material).

9. Senior Scientific Assistant (Serology):

(a) (i) Master of Science degree in Zoology or Microbiology or Biochemistry or Bacteriology or Forensic

Science from a recognised University or Institute; and

(ii) one-year experience in blood grouping analysis of human and animal blood stains, saliva and semen

stains.

(b) (i) Bachelor of Science degree in Zoology or Botany or Forensic Science from a recognised University or

Institute; and

(ii) two-year experience in blood grouping analysis of human and animal blood stains, saliva and semen

stains.

Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent Authority for

reasons to be recorded in writing in case of candidates otherwise well qualified.

Note 2: The qualification regarding experience is relaxable at the discretion of the Staff Selection Commission or

Competent Authority for reasons to be recorded in writing in case of candidates belonging to Scheduled Castes or

Scheduled Tribes, if at any stage of selection, the Staff Selection Commission or Competent Authority is of the

opinion of that sufficient number of candidates from these communities possessing the requisites experience are not

likely to be available to fill up the vacancies reserved for them.

6. छूट देने की िजि – जिॉं केंरीय सरकार का यि जवचार िज दक सा करना आवश्यक ाथवा समीचीन िज, तो

आदेिानुसार, कारणों को जलजखत में दजग करते हुए दकसी भी वगग या श्रेणी के व्यजियों के संबंध में इन जनयमों के दकसी भी

प्रावधान के तित छूट दी जा सकेगी।

7. व्यावृजि – इन जनयमों में से कोई भी इस संबंध में समय-समय ृर केंर सरकार ्ारा जारी आदेिों के ानुसार

ानुसूजचत जाजतयो, ानुसूजचत जनजाजतयों, ृूवग सजनकों और ान्य जविेषण श्रेणी के व्यजियों के जलए प्रदान दकए जाने वाले

आरक्षण, आयु-सीमा में छूट और ान्य ंरयायतों को प्रभाजवत नि करेगा।

चलाने (ड्राइव करने) के जलए वजध ड्राइप्रवग लाइसेंस िज, जजसके न

िोने ृर जनयजमत आधार ृर जडस्ट्ृजच राइडर का ृद धारण करने

वाले कमगचारी या केन्र सरकार के ान्य मंत्रालयों में वेतन मजंरक्स

नोट 1: प्रजतजनयुजि की ावजध, जजसमें केंर सरकार के उसी या

दकसी ान्य संगठन या जवभाग में इस जनयुजि से ठीक ृिले धांरत

दकसी ान्य संवगग-बाह्य ृद ृर प्रजतजनयुजि की ावजध िाजमल िज,

G.S.R. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution , the

President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver

(Ordinary Grade) in the Ministry of Tribal Affairs , namely :—

Short title and commencement. — (1) These rules may be called the Ministry of Tribal Affairs (Staff Car

Driver (Ordinary Grade), Group ‘C’ post Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay matrix.—The number of the post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification. —No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Initial Constitution.— The incumbent of the post of Staff Car driver who was appointed to the said post prior

to the commencement of these rules shall be deemed to have been appointed under these rules and the services rendered

by him in the said post before such commencement shall be taken into account for deciding this eligibility for

promotion to the next higher grade.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

Saving—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special category of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

the Competent Authority. The case of

experience is relaxable at the discretion of

the Competent Authority in the case of

candidates belonging to the Scheduled

Castes or Scheduled Tribes, if at any stage

of selection, the competent authority is of

the opinion that the sufficient number of

candidates with requisite experience are not

likely to be available to fill up the vacancy

reserved for them.

From amongst the regular Dispatch Rider & (Group ‘C’) and other Group

‘C’ employees in level-1 (Rs. 18000-56900) in the pay matrix in the

Ministry of Tribal Affairs who possess valid driving license for motor cars

on the basis of a driving test to assess the competence to drive motor cars,

failing which from amongst officials holding the post of Dispatch Rider on

regular basis or regular Group ‘C’ employees in level-1 (Rs. 18000-56900)

in the pay matrix in other Ministries of the Central Government who fulfill

the necessary qualifications as mentioned in column (7).

Deputation/re-employment for Armed Forces Personnel:

The Armed Forces Personnel due to retire or who are to be transferred to

reserve within a period of one year and having the requisite experience and

qualifications prescribed shall also be considered and such persons shall be

given deputation terms upto the date on which they are due for release

from the Armed Forces and thereafter they may be continued on re-

employment.

Note 1: Period of deputation, including period of deputation in another ex-

cadre post, held immediately preceding this appointment in the same or

some other organisation or department of the Central Government shall

ordinarily not exceed three years.
