सं. ए-12/11/23/डी.एस.-भ.िव./2019-िच.-VI—कमᭅचारी रा᭔ य बीमा अिधिनयम, 1948 (1948 का 34) की धारा 97 की

उप-धारा (2) के ख᭛ ड (xxi) और उप-धारा (2क) के साथ पिठत उ᭍ त धारा की उप-धारा (1) और धारा 17 की उप-धारा (2) और उप धारा

(3) ᳇ारा ᮧद᭜ त शिᲦयᲂ का ᮧयोग करते ᱟए तथा कमᭅचारी रा᭔ य बीमा िनगम (दं᭜ य संवगᭅ पद), भतᱮ िविनयम, 2008 तथा कमᭅचारी रा᭔ य

बीमा िनगम (दं᭜ य संवगᭅ पद) भतᱮ िविनयम, 2010, के अिधᮓमण मᱶ, ऐसे अिधᮓमण से पहले की गई अथवा िकए जाने से छूट गई बातᲂ के

अलावा, कमᭅचारी रा᭔ य बीमा िनगम, एतद᳇ारा कमᭅचारी रा᭔ य बीमा िनगम मᱶ दं᭜ य संवगᭅ पदᲂ पर भतᱮ की प᳍ित को िविनयिमत करने हेतु

िन᭥ निलिखत िविनयम बनाता है, नामत:-

संिᭃ᭡ त नाम और ᮧार᭥ भ—(1) ये िविनयम कमᭅचारी रा᭔ य बीमा िनगम (दं᭜ य संवगᭅ पद), भतᱮ िविनयम, 2022 कहे जाएंगे।

(2) ये शासकीय राजपᮢ मᱶ इनके ᮧकाशन की ितिथ से लागू हᲂगे।

रा᳦ीयता- अ᭤यथᱮ को िनयुिᲦ के िलए होना चािहए :-

(क) भारत का नागिरक; अथवा

(ख) वह ᳞िᲦयᲂ की ऐसी ᮰ेिणयᲂ से संबंध रखता/रखती हो, जो इस संबंध मᱶ कᱶᮤीय सरकार ᳇ारा कािमᭅक, लोक िशकायत और

पᱶशन मंᮢालय के कािमᭅक एवं ᮧिशᭃण िवभाग मᱶ समय-समय पर अिधसूिचत की गई हᲂ।

पदᲂ की सं᭎ या, वगᱮकरण और वेतन मैिᮝ᭍ स मᱶ लेवल—उ᭍ त पदᲂ की सं᭎ या, उनका वगᱮकरण और उनसे संब᳍ वेतन मैिᮝ᭍ स मᱶ

लेवल, इन िविनयमᲂ के साथ संल᭏ न उᲦ अनुसूची के कॉलम (2) से (4) मᱶ यथािविनिदᭅ᭬ ट हᲂगे।

भतᱮ की प᳍ित, आयु-सीमा, अहᭅताएं, आिद—उᲦ पदᲂ पर भतᱮ की प᳍ित, आयु-सीमा, अहᭅताएं और उ᭍ त पदᲂ से संबंिधत अ᭠ य

मामले उ᭍ त अनुसूची के कॉलम (5) से (13) मᱶ यथािविनिदᭅ᭬ ट हᲂगे।

शारीिरक ᭭व᭭थता.- (1) अ᭤यथᱮ का अ᭒ छा मानिसक एवं शारीिरक ᭭वा᭭᭝य हो तथा वह िकसी भी ऐसे शारीिरक िवकार से मु᭍ त

हो, िजससे सेवा मᱶ एक अिधकारी/कमᭅचारी के ᱨप मᱶ अपने कतᭅ᳞ᲂ के िनवᭅहन मᱶ िकसी भी ᮧकार की बाधा उ᭜प᳖ होने की आशंका

हो।

(2) अ᭤यथᱮ जो महािनदेशक ᳇ारा िनधाᭅिरत इस ᮧकार की शारीिरक परीᭃा के प᳟ात इस िविनयम के खंड (1) की आव᭫यकता को

संतोषजनक ᱨप से पूणᭅ करता नहᱭ पाया जाता है, तो िनयुᲦ नहᱭ िकया जाएगा।

िट᭡पणी : शारीिरक ᭭ व᭭ थता तथा अ᭤ यथᱮ की परीᭃा कर उसे िनयुिᲦ हेतु शारीिरक ᱨप से ᭭ व᭭ थ घोिषत करने के िलए सᭃम

िचिक᭜ सा ᮧािधकािरयᲂ हेतु मानदंड कᱶᮤीय सरकार के अधीन तदनुᱧपी िनयुिᲦ के समान ही होगा।

िजन पदᲂ के िलए सीधी भतᱮ िनधाᭅिरत है, उनके संबंध मᱶ चयन बोडᭅ का संघटन, चयन ᮧिᮓया आिद :

(1) चयन बोडᭅ :

(i) चयन बोडᭅ मᱶ शािमल हᲂगे :-

(क) सिचव या अपर सिचव, भारत सरकार के दज़ᱷ का अंशकािलक अ᭟ यᭃ, जो अ᭟ यᭃ, कमᭅचारी रा᭔ य बीमा िनगम के िविश᭬ ट पूवᭅ

अनुमोदन से सिचव या महािनदेशक, कमᭅचारी रा᭔ य बीमा िनगम ᳇ारा िनयु᭍ त िकया जाएगा।

(ख) िजस िवषय या िवशेषीकृत ᭃेᮢ के संबंध मᱶ भतᱮ की जानी है, उससे जुड़े दो िचिक᭜सा िवशेष᭄ जो महािनदेशक, कमᭅचारी

रा᭔ य बीमा िनगम ᳇ारा इस ᮧयोजनाथᭅ अनुरिᭃत िवशेष᭄ᲂ के पैनल से, अ᭟ यᭃ, चयन बोडᭅ ᳇ारा चुने जाएंगे।

(ग) िचिक᭜ सा आयु᭍ त, कमᭅचारी रा᭔ य बीमा िनगम, नई िद᭨ ली मᱶ िवभागीय ᮧितिनिध हᲂगे और अ᭠ य रा᭔ यᲂ के मामले मᱶ,

संबंिधत रा᭔ यᲂ के अपर आयु᭍ त या ᭃेᮢीय िनदेशक िवभागीय ᮧितिनिध हᲂगे। यिद िक᭠ हᱭ कारणᲂ से ये अिधकारी उपल᭣ ध

नहᱭ होते हᱹ तो महािनदेशक िकसी अ᭠ य अिधकारी को िवभागीय ᮧितिनिध के ᱨप मᱶ नािमत कर सकते हᱹ।

(ii)

अंशकािलक अ᭟ यᭃ की पदाविध सामा᭠ यत: चयन बोडᭅ के गठन की ितिथ से एक वषᭅ की होगी। हालांिक, उनकी अविध

को अ᭟ यᭃ, कमᭅचारी रा᭔ य बीमा िनगम के िविश᭬ ट पूवᭅ अनुमोदन से महािनदेशक ᳇ारा घटाया या बढ़ाया जा सकता है।

(iii) अंशकािलक अ᭟ यᭃ और िचिक᭜ सा िवशेष᭄ उन दरᲂ पर याᮢा भ᭜ तᲂ, बैठक शु᭨ क आिद के हकदार हᲂगे, जो सरकार

᳇ारा िनधाᭅिरत दरᲂ को ᭟ यान मᱶ रखते ᱟए समय-समय पर महािनदेशक ᳇ारा िनयत िकए जाएंगे।

(2) चयन की ᮧिᮓया एवं रीित :-

(क) अनुसूची मᱶ शािमल पदᲂ पर सीधी भतᱮ, जहां भी लागू हो, सामा᭠ यत: अिखल भारतीय ᭭ तर पर होने वाली िलिखत परीᭃा के

बाद पाᮢ और सफल अ᭤ यिथᭅयᲂ के साᭃा᭜ कार पर आधािरत होगी।

यिद अलग भतᱮ ᮧिᮓया अपनाना आव᭫ यक हो जाता है, तो अ᭟ यᭃ, कमᭅचारी रा᭔ य बीमा िनगम का िविश᭬ ट पूवᭅ अनुमोदन

ᮧा᭡ त करने के बाद महािनदेशक ᳇ारा उसे अपनाया जाएगा। तथािप, यिद िव᭄ापन मᱶ एक बार भतᱮ ᮧिᮓया अिधसूिचत हो

जाती है, तो बाद मᱶ उसमᱶ कोई पिरवतᭅन नहᱭ िकया जाएगा।

(ख) साᭃा᭜ कार के िलए आमंिᮢत िकए जाने वाले अ᭤ यिथᭅयᲂ की सं᭎ या का िनणᭅय अ᭟ यᭃ, चयन बोडᭅ ᳇ारा िरिᲦयᲂ की सं᭎ या एवं

िनधाᭅिरत अपेᭃाᲐ को पूणᭅ करने वाले अ᭤ यिथᭅयᲂ की सं᭎ या को ᭟ यान मᱶ रखकर िकया जाएगा।

(ग) आयु, अहᭅता, अनुभव आिद िनधाᭅिरत अपेᭃाᲐ की पूितᭅ माᮢ अ᭤ यथᱮ को साᭃा᭜ कार हेतु बुलाने या िव᭄ािपत पद पर िकसी

भी दावे के िलए कोई अिधकार ᮧदान नहᱭ करता है।

(घ) आवेदनᲂ के संबंध मᱶ िव᭄ापन जारी करने तथा अ᭟ यᭃ, चयन बोडᭅ को ᮧ᭭ तुत करने हेतु आवेदनᲂ के ᮧᮓमण से संबंिधत सभी

कायᲄ को महािनदेशक, कमᭅचारी रा᭔ य बीमा िनगम कायाᭅलय ᳇ारा िकया जाएगा।

(ङ) चयन बोडᭅ को आव᭫ यक सिचवीय सहयोग महािनदेशक, कमᭅचारी रा᭔ य बीमा िनगम कायाᭅलय ᳇ारा ᮧदान िकया जाएगा।

िनरहᭅता—ऐसा कोई ᭪ यिᲦ,

(क) िजसने ऐसे ᭪ यिᲦ से िववाह िकया है या िववाह करने का करार िकया है, िजसका िववािहती जीिवत है; अथवा

(ख) िजसने अपने िववािहती के जीिवत रहते ᱟए िकसी ᭪ यिᲦ से िववाह िकया है अथवा िववाह करने का करार िकया है,

उ᭍ त पद पर िनयुिᲦ का पाᮢ नहᱭ होगा।

पर᭠ तु यिद कमᭅचारी रा᭔ य बीमा िनगम के महािनदेशक इस बात से संतु᭬ ट हᱹ िक ऐसा िववाह ऐसे ᭪ यिᲦ और िववाह के अ᭠ य पᭃकार

पर लागू ᭭ वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠ य आधार हᱹ, तो वे िकसी ᭪ यिᲦ पर इस िविनयम के ᮧवतᭅन से छूट दे

सकᱶगे।

िशिथलता ᮧद᭜ त करने की शिᲦ—जहां कमᭅचारी रा᭔ य बीमा िनगम के महािनदेशक की राय मᱶ ऐसा करना आव᭫ यक अथवा

समीचीन है, तो वे त᭜ संबंधी कारणᲂ को लेखब᳍ करके तथा अ᭟ यᭃ, कमᭅचारी रा᭔ य बीमा िनगम के िविश᭬ ट पूवᭅ अनुमोदन के

प᭫ चात् िकसी ᮰ेणी अथवा वगᭅ के ᭪ यिᲦयᲂ के संबंध मᱶ इन िविनयमᲂ के िकसी भी उपबंध मᱶ आदेश ᳇ारा िशिथलता दे सकते हᱹ।

᭪ यावृिᱫ—इन िविनयमᲂ की कोई बात आरᭃण, आयु-सीमा मᱶ छूट और अ᭠ य िरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका कᱶᮤीय

सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी िकए गए आदेशᲂ के अनुᱨप अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, अ᭠ य िपछड़े

वगᲄ, भूतपूवᭅ सैिनकᲂ तथा अ᭠ य िवशेष वगᲄ के ᭪ यिᲦयᲂ के िलए ᮧदान करना अपेिᭃत है।

अिनवायᭅ अहᭅता :

(i) दं᭜ य िचिक᭜सक अिधिनयम, 1948 (1948 का 16) के

भाग-I मᱶ शािमल मा᭠ यताᮧा᭡ त दं᭜ य श᭨यिचिक᭜सा ᭭ नातक

िडᮕी अहᭅता।

अथवा

दं᭜ य िचिक᭜सक अिधिनयम, 1948 (1948 का 16) की

अनुसूची के भाग-II के तहत िदनांक 01.11.1972 तक

अिभᮧा᳙ मा᭠यताᮧा᳙ दं᭜ य अहᭅता।

अथवा

दं᭜ य िचिक᭜सक अिधिनयम, 1948 (1948 का 16) की

अनुसूची के भाग-III के तहत भारत से बाहर के ᮧािधकरण

या सं᭭ था ᳇ारा भारतीय नागिरक को मा᭠ यता ᮧा᭡ त दं᭜ य

अहᭅता परंतु तभी जब वह िदनांक 13.08.2009 तक ᮧद᭜ त

की गई हो।

अथवा

िवदेशी अहᭅता ᮧा᳙ कोई ᳞िᲦ जो भारत का नागिरक है

तथा जो िदनांक 13.08.2009 से ᮧभावी छानबीन परीᭃा

िविनयम, 2009 के अनुसार छानबीन परीᭃण परीᭃा मᱶ

शािमल ᱟआ है और उᱫीणᭅ ᱟआ है; और

(ii) भारत मᱶ िकसी रा᭔य के दं᭜ य पिरषद या अिधकरण मᱶ

पंजीकृत होना चािहए; और

(iii) सी.आर.आई. (अिनवायᭅ ᮓमावतᱮ इंटनᭅिशप) को पूरा

करना :- िजन अ᭤यिथᭅयᲂ ने अिनवायᭅ ᮓमावतᱮ इंटनᭅिशप

पूरी नहᱭ की है, वे भी चयन के िलए उपि᭭थत होने के पाᮢ

हᱹ बशतᱷ, यिद वे चयिनत हो जाते हᱹ तो िनयुिᲦ से पूवᭅ उ᭠हᱶ

अिनवायᭅ इंटनᭅिशप को संतोषजनक ᱨप से पूरा करना

होगा।

िट᭡ पणी 1 : िभ᳖ ᮧकार से सुअिहᭅत अ᭤यिथᭅयᲂ के मामले मᱶ

अहᭅताएं, त᭜संबंधी कारणᲂ को लेखब᳍ करके सᭃम

ᮧािधकारी के िववेकानुसार अहᭅता िशिथलनीय हᱹ।

िट᭡ पणी 2 : अनुसूिचत जाित और अनुसूिचत जनजाित से

संबंिधत अ᭤ यिथᭅयᲂ के मामले मᱶ यिद चयन के िकसी भी

चरण पर सᭃम ᮧािधकारी की यह राय होती है िक इन

समुदायᲂ से अपेिᭃत अनुभव रखने वाले अ᭤ यथᱮ उनके िलए

आरिᭃत िरिᲦयᲂ को भरने के िलए पयाᭅ᭡ त सं᭎ या मᱶ

उपल᭣ ध न होने की आशंका है तो अनुभव संबंधी अहᭅताएं

सᭃम ᮧािधकारी के िववेकानुसार िशिथलनीय हᱹ।

उप-धारा (2) के ख᭛ ड (xxi) और उप-धारा (2क) के साथ पिठत उ᭍ त धारा की उप-धारा (1) ᳇ारा ᮧद᭜ त शिᲦयᲂ और धारा 17 की उप-धारा

(2) का ᮧयोग करते ᱟए तथा कमᭅचारी रा᭔ य बीमा िनगम (परा-िचिक᭜ सा पद) भतᱮ िविनयम, 2010 के अिधᮓमण मᱶ, ऐसे अिधᮓमण से पहले

की गई अथवा िकए जाने से छूट गई बातᲂ के अलावा, जहां तक िक वे ᭡ला᭭टर सहायक और ᭡ला᭭टर तकनीिशयन पद से संबंध रखते हᱹ,

कमᭅचारी रा᭔ य बीमा िनगम एतद᳇ारा कमᭅचारी रा᭔ य बीमा िनगम मᱶ ᭡ला᭭टर सहायक और ᭡ला᭭टर तकनीिशयन के पदᲂ पर भतᱮ की प᳍ित

को िविनयिमत करने हेतु िन᭥ निलिखत िविनयम बनाता है, नामत:-

संिᭃ᭡ त नाम और ᮧार᭥ भ—(1) ये िविनयम कमᭅचारी रा᭔ य बीमा िनगम (᭡ला᭭टर सहायक और ᭡ला᭭टर तकनीिशयन), भतᱮ िविनयम,

2022 कहे जाएंगे।

(2) ये शासकीय राजपᮢ मᱶ इनके ᮧकाशन की तारीख से लागू हᲂगे।

रा᳦ीयता- अ᭤यथᱮ को िनयुिᲦ के िलए होना चािहए :-

(क) भारत का नागिरक; अथवा

(ख) वह ᳞िᲦयᲂ की ऐसी ᮰ेिणयᲂ से संबंध रखता/रखती हो जो इस संबंध मᱶ भारत सरकार के कािमᭅक, लोक िशकायत और पᱶशन

मंᮢालय के कािमᭅक एवं ᮧिशᭃण िवभाग ᳇ारा समय-समय पर अिधसूिचत की गई हᲂ।

पदᲂ की सं᭎ या, वगᱮकरण और वेतन मैिᮝ᭍ स मᱶ लेवल—पदᲂ की सं᭎ या, उनका वगᱮकरण और उनसे संब᳍ वेतन मैिᮝ᭍ स मᱶ लेवल, इन

(1) अ᭤यथᱮ का अ᭒ छा मानिसक एवं शारीिरक ᭭वा᭭᭝य हो तथा वह िकसी भी ऐसे शारीिरक िवकार से मु᭍ त हो िजससे सेवा मᱶ एक

अिधकारी/कमᭅचारी के ᱨप मᱶ अपने कतᭅ᳞ᲂ के िनवᭅहन मᱶ िकसी भी ᮧकार की बाधा उ᭜प᳖ होने की आशंका हो।

(2) अ᭤यथᱮ जो महािनदेशक ᳇ारा िविहत इस ᮧकार के शारीिरक परीᭃण के प᳟ात इस िविनयम के खंड (1) की आव᭫यकता को

संतोषजनक ᱨप से पूणᭅ करता नहᱭ पाया जाता है, तो िनयुᲦ नहᱭ िकया जाएगा ।

िट᭡पणी : शारीिरक ᭭ व᭭ थता तथा अ᭤ यथᱮ का परीᭃण कर उसे िनयुिᲦ हेतु शारीिरक ᱨप से ᭭ व᭭ थ घोिषत करने के िलए सᭃम

िनरहᭅता—ऐसा कोई ᭪ यिᲦ,—

उ᭍ त पद पर िनयुिᲦ का पाᮢ नहᱭ होगा।

पर᭠ तु यिद कमᭅचारी रा᭔ य बीमा िनगम के महािनदेशक इस बात से संतु᭬ ट हᱹ िक ऐसा िववाह ऐसे ᭪ यिᲦ और िववाह के अ᭠ य पᭃकार पर

लागू ᭭ वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠ य आधार हᱹ, तो वे िकसी ᭪ यिᲦ को इस िविनयम के ᮧचालन से छूट दे

सकᱶगे।

िशिथल करने की शिᲦ—जहां कमᭅचारी रा᭔ य बीमा िनगम के महािनदेशक की राय मᱶ ऐसा करना आव᭫ यक अथवा समीचीन है, तो वे

त᭜ संबंधी कारणᲂ को लेखब᳍ कर अ᭟ यᭃ, कमᭅचारी रा᭔ य बीमा िनगम के पूवᭅ अनुमोदन के प᭫ चात् िकसी ᮰ेणी अथवा वगᭅ के ᭪ यिᲦयᲂ के संबंध

मᱶ इन िविनयमᲂ के िकसी भी उपबंध मᱶ आदेश ᳇ारा िशिथलता दे सकते हᱹ।

᭪ यावृिᱫ—इन िविनयमᲂ की कोई बात, ऐसे आरᭃण, आयु-सीमा मᱶ छूट और अ᭠ य िरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका कᱶᮤीय

सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी िकए गए आदेशᲂ के अनुᱧप अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, अ᭠ य िपछड़े वगᲄ,

with clause (xxi) of sub-section (2) and sub-section (2A) of that section and sub-section (2) and sub-section (3) of section 17

of the Employees’ State Insurance Act, 1948 (34 of 1948) and in supersession of the Employees' State Insurance Corporation

(Dental Cadre Post), Recruitment Regulations, 2008 and कमᭅचारी रा᭔ य बीमा िनगम ) दं᭜ य संवगᭅ पद (भतᱮ िविनयम, 2010, except

as respects things done or omitted to be done before such supersession, the Employees’ State Insurance Corporation hereby

makes the following regulations regulating the method of recruitment to the Dental Cadre Posts in Employees’ State

Insurance Corporation, namely:—

Short title and commencement.—(1) These regulations may be called the Employees’ State Insurance Corporation

(Dental Cadre Posts), Recruitment Regulations, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

Nationality. – A candidate for appointment must be: —

(a) a citizen of India; or

(b) he or she must belong to such categories of persons as may from time to time, be notified in this behalf by the

Central Government in the Department of Personnel and Training in the Ministry of Personnel, Public Grievances

and Pensions.

Number of posts, classification and level in the pay matrix. - The number of the said post, their classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.

Method of recruitment, age-limit, qualifications etc.-The method of recruitment, age-limit, qualifications and other

matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Physical fitness. - (1) A candidate must be in good mental and bodily health and free form any physical defect likely to

interfere with the discharge of his duties as an officer or employee in the service.

(2) A candidate who after such physical examination as the Director General may prescribe is found not to satisfy the

requirement of clause (1) of this regulation will not be appointed.

Note: The standard of physical fitness and the competent medical authorities to examine and declare a candidate

physically fit for appointment, will be same as for corresponding appointment under the Central Government.

6. Composition of Selection Board, procedure of Selection, etc., in respect of posts for which direct recruitment is

prescribed:

(1) Selection Board:

(i) The Selection Board shall consist of: —

(a) A part-time Chairman of the status of Secretary or Additional Secretary to the Government of India, who

may be appointed by Secretary or the Director General, Employees' State Insurance Corporation, with the

specific prior approval of the Chairman, Employees' State Insurance Corporation.

(b) Two Medical experts from the discipline or specialised filed pertaining to which recruitment is to be made,

who may be chosen by the Chairman, Selection Board from the panel of experts maintained for the purpose

by the Director General, Employees' State Insurance Corporation.

in New Delhi, and in case of other States, the Additional Commissioner or Regional Director of the

respective States will be departmental representative. In case, these officers are not available for some reason

then Director General can nominate some other officer as the Departmental representative.

(ii) The term of office of the part-time Chairman shall ordinarily be one year from the date of constitution of the

Selection Board. His term may, however, be curtailed or extended by the Director General, with the specific prior

approval of the Chairman, Employees' State Insurance Corporation.

(iii) The part-time Chairman and the Medical Experts shall be entitled to traveling allowances, sitting fees etc. at

much rates as may be fixed by the Director General from time to time keeping in view the rates prescribed by the

Government.

(2) Procedure and manner of Selection: ÑÑ

(a)

Direct recruitment to the posts included in the schedule, wherever applicable, shall ordinarily be made at All

India level on the basis of a written examination followed by an interview of eligible and successful

candidates. In case, it becomes necessary to adopt a different mode of recruitment, the same may be adopted

by the Director General after obtaining specific prior approval of the Chairman, Employees' State Insurance

Corporation. However, once a mode of recruitment is notified in the advertisement, no change shall be made

subsequently.

(b)

The number of candidates to be invited for interview shall be decided by the Chairman, Selection Board,

keeping in view the number of vacancies and the number of applicants who satisfy the prescribed requirement.

(c)

Mere fulfillment of the prescribed requirement of age, qualification, experience etc. will not confer any right

on the applicant to be called for interview or to any claim over the post advertised.

(d)

All work relating to issue of advertisement in respect of applications and processing of applications for

submission to the Chairman, Selection Board will be handled by the office of the Director General,

Employees' State Insurance Corporation.

(e)

The Selection Board will be provided necessary Secretarial assistant by the office of the Director General,

Employees' State Insurance Corporation.

7. Disqualification. - No person, -

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Director General of the Employees’ State Insurance Corporation may, if satisfied that such

marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there

are other grounds for so doing, exempt any person from the operation of this regulation.

8. Power to relax. - Where the Director General of the Employees’ State Insurance Corporation is of the opinion that it is

necessary or expedient so to do, he may, by order, and for reasons to be recorded in writing and with the prior approval of

the Chairman, Employees’ State Insurance Corporation, relax any of the provisions of these regulations with respect to

any class or category of persons.

9. Savings. - Nothing in these regulations shall affect reservation, relaxation of age- limit and other concessions required to

be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

read with clause (xxi) of sub-section (2) and sub-section (2A) of the said section and sub-section (2) of section 17 of the

Employees’ State Insurance Act, 1948 (34 of 1948), and in supersession of the Employees State Insurance Corporation (Para

Medical Post), Recruitment Regulations, 2010, in so far as they relate to the posts of Plaster Assistant and Plaster

Technician, except as respect things done or omitted to be done before such supersession, the Employees’ State Insurance

Corporation hereby makes the following regulations regulating the method of recruitment to the posts of Plaster Assistant and

Plaster Technician in Employees’ State Insurance Corporation, namely:-

1. Short title and commencement.- (1) These regulations may be called the Employees’ State Insurance Corporation (Plaster

Assistant and Plaster Technician), Recruitment Regulations, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

Nationality. - A candidate for appointment must be: -

(a) a Citizen of India; or

(b) he/she must belong to such categories of persons as may from time to time, be notified in this behalf by the

Government of India in the Department of Personnel and Training, Ministry of Personnel, Public Grievances and

Pensions.

3. Number of posts, classification and level in pay matrix.-The number of posts, their classification and level in the pay

matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulation.

4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age -limit, qualifications and other

matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Physical fitness. - (1) A candidate must be in good mental and bodily health and free from any physical defect likely to

interfere with the discharge of his duties as an officer or employee in the service.

(2) A candidate who after such physical examination as the Director General may prescribe is found not to satisfy the

requirement of clause (1) of this regulation will not be appointed.

from a Government recognized hospital.

Note 1: Qualifications are relaxable at the discretion of the competent

authority in case of candidates otherwise well qualified.

Note 2: The qualifications regarding experience are relaxable at the

discretion of the competent authority in the case of candidates belonging

to the Scheduled Castes or the Scheduled Tribes, if at any stage of

selection the competent authority is of the opinion that sufficient number

of candidates from these communities possessing the requisite

experience are not likely to be available to fill up the vacancies reserved

for them.

Note 1: For promotion to the post of Plaster

Technician, the candidate should have completed

the training in the field of duties of the post and skill

development, etc. through Training Institute of

Employees’ State Insurance Corporation or at an

institute decided by competent authority. Those

persons who are due to retire within two years shall

be exempted from completion of such training.

Provided that those persons who have not completed

training for promotion before the date of meeting of

Departmental Promotion Committee will also be

considered subject to condition that the required

training will be completed within one year of the

date of meeting of Departmental Promotion

Committee.

Note 2: Where juniors who have completed their

qualifying or eligibility service are being considered

for promotion, their seniors would also be

considered provided they are not short of the

requisite qualifying or eligibility service by more

than half of such qualifying or eligibility service or

two years, whichever is less, and have successfully

completed their probation period for promotion to

the next higher grade along with their juniors who

have

already

completed

such
