ृि-सं्‍ ा, वगीकरण और वेतन मजंरक्स में स्ट्तर.— ृि-सं्‍ ा, उसका वगीकरण और वेतन मजंरक्स में स्ट्तर

वि िोगा, िो इन जन मों से उृाबद्ध ानुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िज ।

बाबत, आिेि ्ारा जिज ल कर सकेगी।

व्यावषजत्त. —इन जन मों की कोई बात, ऐसे आरक्षण, आ ु-सीमा में छूट और ान् ंर ा तों ृर प्रभाव निीं

डालेगी, जिनका केंरी सरकार ्ारा इस संबंि में सम -सम ृर िारी दकए गए आिेिों के ानुसार ानुसूजचत िाजत ों,

ानुसूजचत िनिाजत ों, ान् जृछड़े वगों, भूतृूवग सजनकों और ान् जविेष प्रवगग के व्यजि ों के जलए उृलब्ि करना

(ii) जिन्िोंने मूल काडर ा जवभाग

में वेतन स्ट्तर-1 के ृिों में तीन

वषग जन जमत सेवा की िो और

ंटप्ृण 1 : ृोषक प्रवगग के ऐसे जवभागी

ाजिकारी, िो प्रोन्नजत की सीिी ृंजि में िज,

दकए िाने के ृात्र निीं िोंगे। इसी प्रकार,

G.S.R. 98.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Home Affairs, National Crime Records Bureau, Central Finger Print Bureau (Group

‘C’ post) Recruitment Rules, 2012, in so far as they relate to the post of Head Constable (Finger Print) Central

Finger Print Bureau, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Head Constable (Finger Print),

Central Finger Print Bureau, National Crime Records Bureau in the Ministry of Home Affairs, namely:—

1.

Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, National

Crime Records Bureau, Central Finger Print Bureau (Group ‘C’ post), Head Constable (Finger Print), Recruitment

Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix .—The number of post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4.

Disqualifications.—No person, —

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5.

Powers to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect

to any class or category of persons.

6.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time, in this regard.

(ii) े सरकारी रािृत्र में उनके प्रकािन की तारीख से लागू िोंगे ।

2. ृिों की सं्‍ ा, वगीकरण और वेतन मजंरक्स में लेवल .—ृि की सं्‍ ा, उसका वगीकरण और इसके सा िुड़े वेतन

मजंरक्स मे लेवल इन जन मों के सा संलग्न ानुसूची के कॉलम (2) से (4) में दकए गए जनिेि के ानुसार िोंगे ।

3. भती का तरीका, आ ु-सीमा, ािगताएं, इत् ादि.—भती की प्रणाली, आ ु सीमा, ािगताएं और ान् संबंजित मामले

उि ानुसूची के कॉलम (5) से (13) में दकए गए जनिेि के ानुसार िोंगे।

4. गजर-ािगता.—कोई व्यजि, —

(क) जिसने दकसी ऐसे व्यजि के सा जववाि दक ा िज ा जववाि का करार दक ा िज जिसका ृजत ा ृत्नी

िीजवत िज, ा

(ख) ृजत ा ृत्नी के िीजवत रिते हुए दकसी ान् व्यजि से जववाि दक ा िज ा जववाि का करार दक ा िज, वि

उि ृि ृर जन ुजि के जलए ृात्र निीं िोगा;

ृरंतु केंर सरकार, दि संतुष्ट िज दक ऐसे व्यजि और जववाि के िूसरे ृक्ष ृर लागू जनिी कानून के तित् इस तरि

के जववाि की ानुमजत िज और ऐसा करने के जलए ान् आिार िैं, तो दकसी भी व्यजि को इस जन म को लागू दकए िाने से

छूट िे सकती िज।

5. छूट प्रिान करने की िजि.—ििां केंर सरकार की ि रा िज दक ऐसा करना आवश् क ा उजचत िज, वि आिेि ्ारा

और जलजखत रूृ में ििग दकए िाने वाले कारणों और संज लोक सेवा आ ोग के ृरामिग से दकसी भी वगग ा श्रेणी के

व्यजि ों के संबंि में इन जन मों के दकसी भी प्राविान में छूट िे सकती िज।

6. ाृवाि.—इस संबंि में केंर सरकार ्ारा सम -सम ृर िारी आिेिों के ानुसार ानुसूजचत िाजत ों, ानुसूजचत

िनिाजत ों, ान् जृछड़ा वगग, भूतृूवग सजनकों और ान् जविेष श्रेजण ों के व्यजि ों के जलए प्रिान दकए िाने वाले

आरक्षण, आ ु सीमा में छूट और ान् ंर ा तों को इन कानूनों से कुछ भी प्रभाजवत निीं करेगा।

G.S.R. 99.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Tourism and Culture, Department of Culture, National Library, Kolkata, Group ‘A’

and Group ‘B’ posts Recruitment Rules, 2002, in so far as they relate to the post of the Principal Library and

Information Officer, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Principal Library and

Information Officer in the Ministry of Culture, National Library, Kolkata , namely : -

1. Short title and commencement.—(1) These rules may be called the Ministry of Culture, National Library,

Kolkata, Principal Library and Information Officer (Group ‘A’ Post), Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating there to shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post;

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

possessing Bachelor Degree in Library Science

or Library and Information Science from a

recognised university or institute and having

successfully completed training of minimum of

two weeks in the field of Library and

Information Science.

Note 1: The eligibility list for promotion shall be

prepared with reference to the date of completion

by the officers of the prescribed qualifying

service in their respective grade or post.

Note 2: Where juniors who have completed their

eligibility or qualifying service are being

considered

their

seniors

would

also

be

considered provided they are not short of the

requisite qualifying or eligibility service by more

than half of such qualifying or eligibility service

or two years whichever is less, and have

successfully completed their probation period for

promotion to the next higher grade along with

their juniors who have already completed such

Educational Institution.

(ii) Diploma in Computer Applications from a

recognised university or institute.

Note 1: The departmental officers in the feeder

category who are in the Direct Line of promotion

shall not be eligible for consideration for

appointment

on

Deputation.

Similarly,

deputationists

shall

not

be

eligible

for

consideration for appointment by promotion.

Note 2: Period of Deputation (Including Short

Term Contract) including period of deputation

(Including Short Term Contract) in another ex-

cadre post held immediately preceding this

appointment in the same or some other

organisation or department of the Central

Government shall ordinarily not exceed five

years.

Note 3:The maximum age -limit for appointment
