4. जनरिगताएं.—वि व् ज‍ त

(क) जिसने ऐसे व् ज‍ त से, जिसका ृजत ा ृत् नी िीजवत िज, जववाि दक ा िज; ा

(ख) जिसने अृने ृजत ा अृनी ृत् नी के िीजवत िोते हुए दकसी अन् व् ज‍ त से जववाि दक ा िज,

उ‍ त ृि ृर जन ुज‍ त का ृात्र निीं िोगा । ृरन् तु केन् द्री सरकार दि संतुष्ट िज दक, ऐसा जववाि ऐसे व् ज‍ त और

जववाि के अन् ृक्षकार को लागू स्ट् वी जवजि के अिीन अनुज्ञे िज और ऐसा करने के जलए अन् आिार िैं, तो वि दकसी

5. जिज ल करने की िज‍ त.— ििां केन्द्री सरकार की ि रा िज दक ऐसा करना आवश् क ा समीचीन िज, विां वि,

उसके जलए िो कारण िैं उन् िें लेखबद्ध करके और संज लोक सेवा आ ोग के ृरामिग से इन जन मों के दकसी उृबंि को

6. व् ावषजत् त.—इन जन मों की कोई भी बात ऐसे आरक्षण, आ ु सीमा में छूट और अन् ंर ा तों ृर प्रभाव निीं डालेगी,

जिनका केन् द्री सरकार ्ारा इस संबंि में सम -सम ृर जनकाले गए आिेिों के अनुसार अनुसूजचत िाजत ों, अनूसूजचत

की सीिी लाइन में िैं, प्रजतजन ुज‍ त ृर जन ुज‍ त के जलए

जवचार दकए िाने के ृात्र निीं िोंगे । इसी प्रकार

प्रजतजन ु‍ त कमगचारी ृिोन् नजत ्ारा जन ुज‍ त के जलए

जवचार दकए िाने के ृात्र निीं िोंगे ।

नोट 2: केन् द्री सरकार के उसी अ वा अन् संग न

New Delhi, the 21st July, 2022

G.S.R. 115.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Office of the Registrar General, India (Language Division) and the Offices of the Directors of

Census Operations in States and Union Territories, Office superintendent Recruitment Rules, 2012, except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the post of Office Superintendent in the Office of the Registrar General, India

(Language Division) and Offices of the Directors of Census Operations in the States and Union territories, namely:-

1. Short title and commencement.—(1) These rules may be called the Office of the Registrar General, India

(Language Division) and the Offices of the Directors of Census Operations in the States and Union territories, Office

Superintendent Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, and level in the pay matrix.—The number of post, its classification and the level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person, having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 116.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Junior Translator and Senior Translator in Safdarjung

Hospital, New Delhi, Recruitment Rules, 2018, namely:—

1. (1) These rules may be called the Junior Translator and Senior Translator in Safdarjung Hospital, New Delhi,

Recruitment (Amendment) Rules, 2022.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. In the Junior Translator and Senior Translator in Safdarjung Hospital, New Delhi, Recruitment Rules, 2018,-

(a) in rule 1, in sub-rule (1), for the words “Junior Translator and Senior Translator”, the words “Junior

Translation Officer and Senior Translation Officer” shall be substituted;

(i)

in column (1), for the entries “Junior Translator” and “Senior Translator”, the entries “1.

Junior Translation Officer” and “2. Senior Translation Officer” shall respectively be

substituted;

(ii)

in column (11), under the heading Promotion, for the words “Junior Translator”, the words

“Junior Translation Officer” shall be substituted.

Science and Technology, Survey of India (Group ‘C’ Ministerial posts) Recruitment Rules, 2018, namely:—

Short title and commencement.—(1) These Rules may be called the Ministry of Science and Technology,

Department of Science and Technology, Survey of India (Group ‘C’ Ministerial posts) (Amendment) Recruitment

Rules, 2022.

(2) They shall come into force on the date of their publication in the official Gazette.

In the Ministry of Science and Technology, Department of Science and Technology, Survey of India (Group

‘C’ Ministerial Posts) (Amendment) Recruitment Rules, 2022, in the schedule for the post of Upper Division Clerk in

column 11 under the heading “Promotion”, the existing “Note” shall be renumbered as “Note 2:”, thereof and before

“Note 2:” as so numbered, the following Note shall be inserted, namely:—

“Note 1:- The eligibility service for promotion through limited departmental competitive examination from Lower

Division Clerk under clause (ii) above, for persons holding the feeder posts on regular basis on the date

of coming into force of the Ministry of Science and Technology, Department of Science and Technology,

Survey of India (Group ‘C’ Ministerial Posts) (Amendment) Recruitment Rules, 2022 shall continue to

be three years.”
