New Delhi, the 15th September, 2022

G.S.R. 131.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President, hereby makes the following rules regulating the method of recruitment to the post of Additional

Superintendent of Police / Deputy Commandant in the Sardar Vallabhbhai Patel National Police Academy,

Hyderabad, namely:-

1.

Short title and commencement.—(1) These rules may be called the Sardar Vallabhbhai Patel National

Police Academy (Additional Superintendent of Police / Deputy Commandant) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix -The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit and qualifications etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in Columns (6) to (13) of the said Schedule.

4.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the above said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect

to any class or category of persons.

6.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, the Other Backward Classes

and other special categories of persons in accordance with the orders issued by the Central Government.

State Police Organisations (i) holding analogous posts Level-11

(Rs. 67,700-2,08,700/-) in the pay matrix. OR

(ii) Deputy Superintendent of Police/Assistant Commandant in

Level 10 (Rs. 56,100-1,77,500/-) in the pay matrix, with five

years regular service in the grade.

Essential : Education qualifications:

(a) Bachelors degree from recognised Institute.

Experience:

(i)

Three years experience as Instructor or Trainer in

the rank of Additional Superintendent of Police/

Deputy Superintendent/Assistant Commandant in

planning, coordination, teaching and conduct of

outdoor and indoor training related to field craft and

tactics.

(ii)

He should be qualified in minimum two certified

courses conducted by the Central Armed Police

Forces or State Police organisations in areas like

map reading and tactics, explosive weapons.

(iii)

Two years experience in operation field area in

Unit/Battalion

in

the

rank

of

Additional

Superintendent of Police/ Deputy Superintendent/

Assistant Commandant.

Desirable:

(i)

Two year experience in General Administration.

(ii) Having specialisation in field craft and tactics.

(iii) Preference will be given to officers possessing degree in

Law and knowledge of police related subjects.

Note : Period of deputation including period of deputation in

another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not

exceed three years. The maximum age limit for appointment by

deputation shall be not exceeding 56 years as on the closing date

for receipt of application.

supersession of the North Eastern Police Academy, Barapani, Shillong Group-‘B’ posts Recruitment Rules, 2013, in

so far as it relates to the post of Stenographer Grade-I, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Stenographer Grade-I in the North Eastern Police Academy, Barapani, Shillong under the Ministry of Home Affairs,

namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, North

Eastern Police Academy, Barapani, Shillong, (Stenographer Grade-I) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. -The number of post, its classification and level

in the pay matrix attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications etc.- The method of recruitment, age-limit,

qualifications and other matters relating thereto shall be as specified in Columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the above said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are grounds, for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for the reasons to be recorded in writing in consultation with Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex Servicemen, the Other Backward Classes and

the other special categories of persons, in accordance with the orders issued by the Central Government.

Promotion:

Stenographer Grade-II in level 4 in the pay matrix (Rs. 25500-81100) with ten

years of regular service and have successfully completed mandatory training for

not less than two weeks in the relevant area from the institute or organization or

recognised by Central Government.

Deputation:

Officers holding the post of Stenographers under the Central Government,

(i) holding analogous post on regular basis in the parent cadre or

Department;

Or

(ii) with six years’ regular service in level 5 of the pay matrix (Rs. 29200-

92300) or equivalent;

Or

(III) with ten years regular service in level 4 of the pay matrix

(Rs. 25500-811000) or equivalent.

Note 1 :- Where juniors who have completed their qualifying or eligibility

service are being considered for promotion, their senior would also be

considered provided they are not short of the requisite qualifying or eligibility

service by more than half of such qualifying or eligibility service or two years,

whichever is less and have successfully completed their probation period for

promotion to the next higher grade alongwith their juniors who have already

completed such qualifying or eligibility service.

Note 2 :- The Departmental officers in the feeder category who are in the direct

line of promotion shall not be eligible for consideration for appointment on

deputation. Similarly, the deputationists shall not be eligible for consideration

for appointment by promotion.

Note 3 :- The period of deputation including the period of deputation in another

ex-cadre post held immediately proceeding this appointment in the same or

some other organization or department of the Central Government shall

ordinarily not exceed three years.

Note 4 :- The maximum age-limit for appointment by deputation shall be not

exceeding fifty six years as on the last date of receipt of applications.

G.S.R. 134.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Leprosy Training Research Institute (Group D Posts) Recruitment Rules, 1978, in so far it

relates to the post of Kitchen Assistant, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the post of Kitchen Assistant

in the Ministry of Health and Family Welfare, Central Leprosy Teaching and Research Institute, Chengalpattu,

namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

Central Leprosy Teaching and Research Institute, Chengalpattu, Kitchen Assistant (Group ‘C’ Post) Recruitment

Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

G.S.R. 136.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Water Resources, Central Water and Power Research Station, Pune, Administrative

and Accounts Services,Senior Hindi Translator and Junior Hindi Translator, Group ‘B’ posts of Recruitment Rules

2012 in so far as it relates to the post of Junior Hindi Translator except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

post of Junior Translation Officer, in the Ministry of Jal Shakti, Department of Water Resources, River Development

and Ganga Rejuvenation, Central Water and Power Research Station, Pune, namely :-

1.

Short title and commencement. – (1) These rules may be called the Ministry of Jal Shakti, Department of

Water Resources, River Development and Ganga Rejuvenation, Central Water and Power Research Station, Junior

Translation Officer (Group ‘B’ Post) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix: - The number of the said post, its classification and

level in thepay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualification.— No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:-

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission and relax any of the provisions of these rules with respect to any class or category of persons.

6.

Savings.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.
