सा.का.जन. 172.—राष् रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों और इस संिभग में

सामर्थ यगकारी अन् य सभी िजियों का प्रयोग करते हुए, राष्ट्रपजत सजिवालय (भती और सेवा ितें) जनयम 2017 में संिोिन

करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथागत्:-

(1) इन जनयमों को राष्ट्रपजत सजिवालय (भती और सेवा ितें) जद्वतीय संिोिन जनयम, 2022 किा िाएगा।

(2) ये जनयम 01 जसतम् बर, 2022 से प्रभावी माने िाएंगे।

G.S.R. 172.—In exercise of the powers conferred by the proviso to article 309 of the Constitution

and of all other powers enabling in this behalf, the President hereby makes the following rules to amend the

President’s Secretariat (Recruitment and Conditions of Service) Rules, 2017, namely:-

(1) These rules may be called the President’s Secretariat (Recruitment and Conditions of

Service) Second Amendment Rules, 2022.

(2) They shall deem to have come into force from 01^st September, 2022.

In the President’s Secretariat (Recruitment and Conditions of Service) Rules, 2017 :-

(a) in Schedule-I, SI. No. 16A added vide The President’s Secretariat (Recruitment and Conditions

of Service) First Amendment Rules, 2019, against Number of Post of Manager– 03 may be read as

01 with effect from 01.09.2022.

(b) in Schedule-I, SI. No. 11, against Number of Post of Under Secretary– 06 may be read as 08

with effect from 01.09.2022.

(d) in Schedule-I, SI. No. 20, against Number of Post of Section Officer– 24 may be read as 25

with effect from 01.09.2022.

सा.का.जन. 173.—केन् रीय सरकार, केंरीय ररिवग पुजलस बल अजिजनयम, 1949 (1949 का 66) की िारा 18

द्वारा प्रित्त िजियों का प्रयोग करते हुए और केंरीय ररिवग पुजलस बल जनरीक्षक (हिंिी अनुवािक) और सूबेिार मेिर (हिंिी

अनुवािक) भती जनयम, 2015 को, उन बातों के जसवाय अजिक्रांत करते हुए, जिन् िें ऐसे अजिक्रमण से पूवग दकया गया िै या

करने का लोप दकया गया िै, केन् रीय ररिवग पुजलस बल में जनरीक्षक (हिंिी अनुवािक) और उप जनरीक्षक (हिंिी अनुवािक)

के पिों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िै, अथागत:-

संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप् त नाम केंरीय ररिवग पुजलस बल, जनरीक्षक (हिंिी अनुवािक)

और उप जनरीक्षक (हिंिी अनुवािक) समूि ‘ख’ रािभाषा काडर पि भती जनयम, 2022 िै ।

(2) ये, रािपत्र में उनके प्रकािन की तारीख को प्रवृत िोंगे।

लागू िोना - ये जनयम, इन जनयमों से उपाबद्ध अनुसूिी के स्ट् तंभ (1) में जवजनर्िगष्ट पिों को लागू िोंगे।

भती की पद्धजत, आयु-सीमा, अिगताएं, आदि - भती की पद्धजत, आयु-सीमा, अिगताएं और उससे संबंजित अन्य बातें

वे िोंगी िो उि अनुसूिी के स्ट् तम् भ (5) से स्ट् तम् भ (13) में जवजनर्िगष्ट िैं ।

जनरिगता – वि व्यजि

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत् नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै,

या

(ख) जिसने अपने पजत या पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा :

परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व् यजि और जववाि के अन् य पक्षकार

को लागू स्ट् वीय जवजि के अिीन अनुज्ञेय िै और ऐसे करने के जलए अन् य आिार िैं तो वि दकसी व् यजि को इस

जनयम के प्रवतगन से छूट िे सकेगी।

जिदकत्सा स्ट्वास्ट्र्थय - इन जनयमों में दकसी बात के िोते हुए भी, केवल वे व्यजि िो जिदकत्सा श्रेणी िेप-I में िैं,

प्रोन्नजत के जलए पात्र िोंगे और सीिी भती द्वारा जनयुजि के जलए केवल वे व्यजि िो केंरीय सिस्त्र पुजलस बलों

और असम राइफल्स में भती िेतु केंन् रीय सरकार द्वारा िारी मागगििगक जसद्धांत में यथा जवजित जिदकत् सक िृष् टया

योग् यता िैं, वे इन जनयमों के उपबंिों के अिीन पात्र िोंगे।

जिजथल करने की िजि.- ििां केंरीय सरकार की यि राय िै दक ऐसा करना आवश् यक या समीिीन िै, विां वि

उसके जलए िो कारण िैं, उन् िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व् यजियों की

बाबत्, आिेि द्वारा जिजथल कर सकेगी।

व् यावृजत्त.- इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजित िाजतयों,

अनुसूजित िनिाजतयों, अन् य जपछड़ा वगों, भूतपूवग सैजनकों और अन् य जविेष प्रवगग के व् यजियों के जलए उपलब् ि

करना अपेजक्षत िै।

प्रोन्नजत: वेतन मैररक्स के स्ट्तर 6 ( 35400-112400 रुपये) की श्रेणी में केंरीय ररिवग

पुजलस बल के उप जनरीक्षक (हिंिी अनुवािक) में से जिन् िोंने उस श्रेणी में पांि वषग

जनयजमत सेवा, जिदकत्सा श्रेणी िेप-I और जनरीक्षक (हिंिी अनुवािक) पि के जलए

जवजनर्िगष्ट प्रजिक्षण/पाठ्यक्रम सफलतापूवगक पूणग की िो।

रटप् पण : ििां ऐसे कजनष् ठ व् यजियों के संबंि में, जिन् िोंने अपनी अिगक सेवा पूरी कर

ली िै, प्रोन् नजत के जलए जविार दकया िा रिा िो, विां उनसे ज् येष् ठ व् यजियों के संबंि

में भी जविार दकया िाएगा । परंतु यि तब िब दक उनके द्वारा की गई ऐसी अिगक

सेवा, अपेजक्षत अिगक सेवा के आिे से अजिक से, या िो वषग से, इनमें िो भी कम िो,

केंरीय सिस्त्र पुजलस बलों/केन् रीय/ संघ राज् यक्षेत्रों/राज्य पुजलस संगठन के योद्धक

अनुसजिवीय कमगिारीवृंि में से:

(क) (i) िो जनयजमत आिार पर सिृि पि िारण दकए हुए िै ; या

(ii) जिन् िोंने वेतन मैररक्स में स्ट्तर 6 (35400-112400 रुपये) या समतुल् य स्ट्तर

में पांि वषग जनयजमत सेवा की िै।

(ख) जिनके पास जनम्नजलजखत िैजक्षक अिगताएं िैं: -

दकसी मान्यता प्राप्त जवश्वजवद्यालय से हिंिी में मास्ट् टर जडग्री जिसमें जडग्री स्ट् तर पर

अंग्रेिी एक अजनवायग या वैकजल्पक जवषय के रूप में रिा िो या परीक्षा का माध्यम रिा

िो;

या

दकसी मान्यता प्राप्त जवश्वजवद्यालय से अंग्रेिी में मास्ट् टर जडग्री जिसमें जडग्री स्ट् तर पर

हिंिी एक अजनवायग या वैकजल्पक के रूप में रिा िो या परीक्षा का माध्यम रिा िो;

या

दकसी मान्यता प्राप्त जवश्वजवद्यालय से हिंिी या अंग्रेिी से जभन् न दकसी भी जवषय में

मास्ट् टर जडग्री जिसमें जडग्री स्ट् तर पर हिंिी माध् यम रिा िो और अंग्रेिी एक अजनवायग या

वैकजल्पक जवषय के रूप में रिा िो या परीक्षा का माध् यम रिा िो ;

या

मास्ट् टर जडग्री जिसमें जडग्री स्ट् तर पर अंग्रेिी माध् यम रिा िो और जिन् िी एक अजनवायग या

वैकजल्पक जवषय के रूप में रिा िो या परीक्षा का माध् यम रिा िो;

या

मास्ट् टर जडग्री जिसमें जडग्री स्ट् तर पर अंग्रेिी और जिन् िी अजनवायग या वैकजल्पक जवषय के

रूप में रिा िो या इन िोनों में से कोई एक परीक्षा का माध् यम और िूसरा अजनवायग या

वैकजल्पक जवषय के रूप में रिा िो ; और

केन् रीय सरकार या राज् य सरकार के कायागलय जिसके अंतगगत भारत सरकार के उपक्रम

भी िै में हिंिी से अंग्रेिी में अनुवाि और जवपयगयेन में मान्यताप्राप्त जडप्लोमा या

सर्टगदफकेट कोसग या हिंिी से अंग्रेिी अनुवाि कायग और जवपयगयेन में िो वषग का अनुभव।

(ग) जिदकत्सा श्रेणी िेप-I

रटप् पण 1 : प्रजतजनयुजि की अवजि, जिसके अंतगगत केन् रीय सरकार के उसी या दकसी

अन् य संगठन या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन् य काडर वाह्य

पि पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषग से अजिक निीं िोगी।

रटप् पण 2 : पोषक प्रवगग के ऐसे जवभागीय अजिकारी िो प्रोन् नजत की सीिी पंजि में िैं,

प्रजतजनयुजि पर जनयुजि के जलए जविार दकए िाने के पात्र निीं िोंगे। इसी प्रकार

यि राय िै दक उनके जलए आरजक्षत ररजियों को भरने के जलए अपेजक्षत अनुभव रखने वाले

उन समुिायों के अभ् यर्थगयों के पयागप् त संख् या में उपलब् ि िोने की संभावना निीं िै।

िाजिए िो कुिलतापूवगक उनके िाजयत् वों का जनवगिन करने में बािा उत् पन् न कर सकती िै

और केंन् रीय सरकार द्वारा भती िेतु जिदकत्सा परीक्षाओं के जलए समय-समय पर िारी

दििा-जनिेिों के अनुसार सभी तरि से जिदकत्सकीय रूप से दफट िोने िाजिए।

G.S.R. 173.—In exercise of the powers conferred by section 18 of Central Reserve Police Force Act, 1949

(66 of 1949) and in supersession of the Central Reserve Police Force Inspector (Hindi Translator) and Subedar Major

(Hindi Translator) Recruitment Rules, 2015, except as respects things done or omitted to be done before such

suppression, the Central Government, hereby makes the following rules regulating the method of recruitment to the

posts of Inspector (Hindi Translator) and Sub-Inspector (Hindi Translator) in the Central Reserve Police Force,

namely :-

Short title and commencement. – (1) These rules may be called the Central Reserve Police Force, Inspector

(Hindi Translator) and Sub- Inspector (Hindi Translator), Group ‘B’, Official Language Cadre posts,

Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in Official Gazette.

Application.- These rules shall apply to the posts specified in column(1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix. – The number of posts, their classification and the

pay level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said posts, shall be as specified in Columns (5) to (13) of the

said Schedule.

Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

Medical Fitness. – Notwithstanding anything contained in these rules, only those persons who are in

medical category SHAPE-I, shall be eligible for promotion and for appointment by direct recruitment only

those persons who are medically fit as specified in the Central Government guidelines for recruitment in

Central Armed Police Forces and Assam Rifles, shall be eligible under the provisions of these rules.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect

to any class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central

Government.

Note : Where juniors who have completed their qualifying service are being

considered for promotion, their seniors would also be considered provided they

are not short of the requisite qualifying service by more than half of such

qualifying service or two years, whichever is less, and have successfully

completed their probation period for promotion to the next higher level

alongwith their juniors who have already completed such qualifying service.

From amongst combatised Ministerial staff of Central Armed Police

Forces/Central/Union territories/ State Police organisation holding:

(a) (i) analogous post on a regular basis; or

(ii) posts in pay level 6(Rs.35400 – 112400) in the pay matrix or equivalent

direct line of promotion shall not be eligible for consideration for appointment

on deputation. Similarly, deputationists shall not be eligible for consideration

for appointment by promotion.

Note 3 : The maximum age limit for appointment by deputation shall be not

exceeding fifty-six years as on the closing date of receipt of applications.

President hereby makes the following rules to amend the Ministry of Personnel, Public Grievances and Pensions,

Department of Personnel and Training, Departmental Canteen (Group ‘B’) Posts Recruitment Rules, 2016, namely:-

Short title and commencement.- (1) These rules may be called the Ministry of Personnel, Public Grievances

and Pensions, Department of Personnel and Training, Departmental Canteen (Group ‘B’) Posts (Amendment)

Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training,

Departmental Canteen (Group ‘B’) Posts Recruitment Rules, 2016 (hereinafter referred to as the said rules), for rule 3,

the following rule shall be substituted, namely:-

“2. Number of posts, classification and level in pay matrix. – The number of the said posts, their classification

and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules”.

In the said rules, in the Schedule,-

(a) against serial number 1, relating to the post of Manager-cum-Accountant, –

(i) in column 4, for the column heading and the entries relating thereto, the following column heading and entries

G.S.R. 175.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of ‘’the Willingdon Hospital and Nursing Home (Class III posts) Recruitment Rules, 1973’’, in so far as

they relate to the post of Laboratory Technician and in supersession of the Dr. Ram Manohar Lohia Hospital, New

Delhi Senior Laboratory Technician, Recruitment Rules 1985, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of recruitment to the

post of Medical Laboratory Technologist, Dr. Ram Manohar Lohia Hospital, New Delhi, namely:-

1. Short title and commencement. – (1) These rules may be called the Medical Laboratory Technologist, Dr. Ram

Manohar Lohia Hospital, New Delhi, Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay-matrix. – The number of the said post, its classification and level

in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, -

who has entered into or contracted a marriage with a person having a spouse living; or

b. who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and in consultation with the Union Public Service Commission and reasons to be recorded in writing relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of person in accordance with the orders issued by the Central Government from time to time in this

regard.

Short title and commencement. – (1) These rules may be called the Technical Officer (Medical

Laboratory Technology), Dr. Ram Manohar Lohia Hospital, New Delhi, Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay-matrix. – The number of the said post, its

classification and level in the pay-matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the

4. Disqualification. – No person, -

who has entered into or contracted a marriage with a person having a spouse

living; or

who, having a spouse living, has entered into or contracted a marriage with any

person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient

so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public

Service Commission, relax any of the provisions of these rules with respect to any class or category of

persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward

Classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by

the Central Government from time to time in this regard.

and in supersession of the Kalawati Saran Children’s Hospital, New Delhi, (Group ‘C’ posts), Recruitment

Rules, 1981, in so far as they relate to the post of Stenographer, except as respects things done or omitted to

be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Stenographer Grade-II, in the Kalawati Saran Children's Hospital, New Delhi, of

the Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family

Welfare, Kalawati Saran Children's Hospital, New Delhi, Stenographer Grade-II (Group ‘C’ Post)

Recruitment Rules,2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classifications and level in pay matrix. – The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living ;or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds

for so doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order and for reasons to be recorded in writing and relax any of the provisions of these rules

with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the

Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare,

Regional Leprosy Training and Research Institute, Gouripur, Bankura, West Bengal, Cook-cum-Kitchen Assistant,

Tailor, Dhobi-cum-Pressman, (Group ‘C’ posts) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

3. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age- limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen or any other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

दकया गया िै या करने का लोप दकया गया िै, मत्स्ट्यपालन, पिुपालन और डेयरी मंत्रालय, पिुपालन और डेयरी जवभाग के अिीन

दिल्ली िुग्ि योिना में हिंिी अजिकारी के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िैं, अथागतः-

संजक्षप्त नाम और प्रांरभ– (1) इन जनयमों का संजक्षप्त नाम दिल्ली िुग्ि योिना, सिायक जनिेिक (रािभाषा) (समूि- ‘’क’’ पि)

भती जनयम 2022 िै।

(2) ये रािपत्र में प्रकािन की तारीख को प्रवृत िोंगे ।

पि संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर– पि की संख्या, इससे संलग्न उसका वगीकरण और इससे संलग्न वेतन मैररक्स में

स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूिी के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जवजनर्िगष्ट िै।

भती की पद्धजत, आयु-सीमा, अन्य अिगताएँ आदि- उि पि पर भती कीपद्धजत, आयु-सीमा, अन्य अिगताएँ और उससे संबंजित

कारण िैं उन्िें लेख बद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत्, आिेि द्वारा जिजथल

कर सकेगी।

व्यावृजतः- इन जनयमों की कोई बात, ऐसे आरक्षण आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी, जिनका केन्रीय

(ii) जिन्िोंने वेतन मैररक्स के स्ट्तर-7 (रूपये 44900-142400) में जनयजमत आिार पर जनयुजि के पिात उस श्रेणी में

तीन वषग सेवा कर िुके िैं।

(ख) जिनके पास जनम्नजलजखत िैजक्षक अिगताएं िैं:-

आवश्यकः-

(i) दकसी मान्यता प्राप्त जवश्वजवद्यालय से हिंिी में मास्ट्टर जडग्री, जिसमें जडग्री स्ट्तर पर अंग्रेिी एक अजनवायग या वैकजल्पक जवषय

या परीक्षा का माध्यम रिा िो; या

(ii) दकसी मान्यता प्राप्त जवश्वजवद्यालय से अंग्रेिी में मास्ट्टर जडग्री, जिसमें जडग्री स्ट्तर पर हिंिी एक अजनवायग या वैकजल्पक जवषय

या परीक्षा का माध्यम रिा िो; या

(iii) दकसी मान्यता प्राप्त जवश्वजवद्यालय से हिंिी या अंग्रेिी से जभन्न दकसी भी जवषय में हिंिी माध्यम से मास्ट्टर जडग्री, जिसमें

जडग्री स्ट्तर पर अंग्रेिी एक अजनवायग या वैकजल्पक जवषय या परीक्षा का माध्यम रिा िो; या

केन्रीय सरकार या राज्य सरकारों या स्ट्वायत जनकाय या कानूनी संगठनों या पजब्लक सैक्टर उपक्रम या जवश्वजवद्यालयों

या मान्यता प्राप्त अनुसंिान संस्ट्थान अथवा िैजक्षक संस्ट्थाओं के अिीन हिंिी िब्िावली (पाररभाजषत कायग) के प्रयोग या

उपयोिन और अजिमानतः तकनीकी या वैज्ञाजनक साजित्य का अंग्रेिी से हिंिी या जवषयगयेन, अनुवाि कायग का तीन वषग

का अनुभव िों; या

(ii)

या मान्यता प्राप्त अनुसंिान संस्ट्थान या िैजक्षक संस्ट्थाओं के अिीन हिंिी और अंग्रेिी में अध्यापन या हिंिी अथवा अंग्रेिी

वांछनीयः- दकसी मान्यता प्राप्त बोडग से िसवीं स्ट्तर तक संजविान की आठवीं अनुसूिी में सजम्मजलत हिंिी से जभन्न भाषाओं में से दकसी

एक का अध्ययन दकया िो ।

रटप्पणः- (1) ऐसे जवभागीय ज्येष्ठ अनुवाि अजिकारी के संबंि में भी बाह्य व्यजियों के साथ जविार दकया िाएगा जिन्िोंने वेतन

मैररक्स के स्ट्तर-7 (रूपये 44900-142400) की श्रेणी में तीन वषग जनयजमत सेवा की िो और जिनके पास प्रजतजनयुजि के जलए जवजित

िैजक्षक अिगताएँ और अनुभव िो उस पर भी अन्य व्यजियों के साथ जविार दकया िायेगा और यदि उसका उस पि पर ियन िो िाता

िै तो वि पि प्रोन्नजत द्वारा भरा गया समझा िायेगा ।

रटप्पणः- (2) प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

पिले िाररत दकसी अन्य काडर बाह्यपि पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषग से अजिक निीं िोगी। प्रजतजनयुजि पर

जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषग से अजिक निीं िोगी।

G.S.R. 182.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in

supersession of the Delhi Milk Scheme, Hindi Officer (Group 'B' post) Recruitment Rules, 2003, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Hindi Officer in Delhi Milk Scheme under the Department of Animal

Husbandry and Dairying in the Ministry of Fisheries, Animal Husbandry and Dairying, namely: -

1. Short title and commencement. – (1) These rules may be called the Delhi Milk Scheme, Assistant Director

(Official Language), (Group ‘A’ post) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in pay matrix. - The number of post, its classification and level in the

pay matrix attached thereto shall be a specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with the person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person, shall be

eligible for appointment to the said post;

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

Three years’ experience of using or applying terminology (terminological work) in Hindi and

translation work from English to Hindi or vice-versa, preferably of technical or scientific literature

under Central Government or State Governments or autonomous body or Statutory organizations or

public sector undertaking or universities or recognised research institute or educational institutions. or

(ii)

Three years’ experience of Teaching in Hindi and English or research in Hindi or English under Central

Government or State Governments or autonomous body or statutory organizations or public sector

undertaking or Universities or recognised research institute or educational institutions.

Desirable: Studied one of the languages other than Hindi included in the 8th schedule of the Constitution at 10th

level from a recognised Board.

Note 1: The departmental Senior Translation Officer in level 7 (Rs.44900-142400) in the pay matrix with three

years regular service in the grade having educational qualifications and experience prescribed for deputationists

will also be considered alongwith outsiders and in case he is selected, the post will be deemed to have been filled

by promotion.

Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or Department of the Central Government shall ordinarily not

exceed three years. The maximum age limit for appointment by deputation shall be Not exceeding fifty-six years as

on the closing date of receipt of applications.
