मंत्रालय, ृुजलस अनुसंधान और जवकास ब्यूरो, केंरीय गुप्तचर प्रजिक्षण संस्ट्थान में उृ ृुजलस अधीक्षक (प्रजिक्षण/अनुदेिक)

के ृद ृर भती की ृद्धजत को जवजनयजमत करने के जलए जनम् नजलजखत जनयम बनाते िैं, अथागत –

संजक्षप्त नाम और प्रारंभ - (i) इन जनयमों का संजक्षप्त नाम ृुजलस अनुसंधान और जवकास ब्यूरो, केंरीय गुप्तचर

प्रजिक्षण संस्ट्थान उृ ृुजलस अधीक्षक (प्रजिक्षण/अनुदेिक), भती जनयम, 2022 िज।

(ii) ये जनयम राजृत्र में उनके प्रकािन की तारीख को प्रवृगत्त िोंगे।

प्रारंजभक ग न - ऐसे ब्यजि, जो इन जनयमों के प्रवगतन की तारीख को अनुसूची में वर्णणत ृद धारण कर रिे िैं, इन

जनयमों के अधीन जनयुजि दकए गए समझे जाएंगे और उनके ्ारा उि प्रवतगन की तारीख से ृिले उि ृद ृर की गई सेवा

की अगले उच्चतर श्रेणी में, ृरीवीक्षा, येष्ठता, ृेंिजनक फायदे और ृात्रता की उनकी प्रोन्नजत के जलए अवजध जवजनजित

करने के जलए गणना में जलया जाएगा।

ृदों की सं्‍ या, वगीकरण और वेतन मजंरक्स में स्ट्तर – उक् त ृद की सं्‍ या, उसका वगीकरण और वेतन-मजंरक्स में

स्ट्तर वि िोंगे, जो इन जनयमों से उृाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट िैं।

भती की ृद्धजत, आयु सीमा और अिगताएं, आदद - भती की ृद्धजत, आयु सीमा, अिगताएं और उनसे संबंजधत अन्य

बातें वे िोंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट िैं।

जनरिगता - कोई ऐसा व्यजि-

(क) जजसने दकसी ऐसे व्यजि से जजसका ृजत या जजसकी ृत्नी जीजवत िज,जववाि दकया िज या जववाि की संजवदा की

िज, या

(ख) जजसने अृने ृजत या अृनी ृत्नी के जीजवत रिते हुए दकसी व्यजि से जववाि दकया िज या जववाि की संजवदा

की िज,

उि ृद ृर जनयुजि का ृात्र निीं िोगा।

ृरंतु यदद केंरीय सरकार का यि समाधान िो जाता िज दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य ृक्षकार

को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय िज और ऐसा करने के जलए अन्य आधार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतगन से छूट दे सकगी।

जिजथल करने की िजि – जिां केंरीय सरकार की यि राय िो दक ऐसा करना आवश् यक या समीचीन िज विां वि

उसके जलए जो कारण िैं उन्िें लेखबद्ध करके और आयोग से ृरामिग करके इन जनयमों के दकसी भी उृबंध को दकसी वगग या

प्रवगग के व् यजियों की बाबत आदेि ्ारा जिजथल कर सकेगा।

व्यावृजत्त —इन जनयमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य ंरयायतों ृर प्रभाव निीं डालेगी,

जजनका केंरीय सरकार ्ारा इस संबंध में समय-समय ृर जनकाले गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत

जनजाजतयों, अन्य जृछडे वगों, भूतृूवग सजनकों और अन्य जविेि प्रवगग के ब्यजियों के जलए उृबंध करना अृेजक्षत िज।

(क) (i) जो मूल काडर या जवभाग में जनयजमत आधार ृर सदृश् य ृद धारण करते िों; या

(ii) वेतन मजंरक् स के वेतन स्ट्तर – 8 (47,600 – 151,100/- रू.) में उस ृद में दो वर्ग की

जनयजमत सेवा की िों; और

(ख) जो जनम्नजलजखत िजक्षक अिगताएं और अनुभव रखते िो -

(i) मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से नातातक जडग्री; और

G.S.R. 193.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the post of Deputy Superintendent

of Police (Training/Instructor) in the Central Detective Training Institutes, Bureau of Police Research and

Development, Ministry of Home Affairs, namely :-

Short title and commencement.– (1) These rules may be called the Bureau of Police Research and

Development, Central Detective Training Institutes, Deputy Superintendent of Police (Training/Instructor),

Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

Initial Constitution.– The persons holding the post mentioned in the Schedule on the date of commencement

of these rules on regular basis shall be deemed to have been appointed under these rules and the service rendered by

them in the said post on regular basis before the said commencement shall be taken into account for deciding their

period of probation, seniority, pensionary benefits and eligibility for promotion to the next higher grade.

Number of posts, classification and level in the pay matrix.– The number of post, its classification and the

level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age limit, qualifications

and other matters relating thereto shall be as specified in Columns (5) to (13) of the said Schedule.

Disqualifications. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, for

reasons to be recorded in writing, relax any of the provisions of these rules in consultation with the Commission with

respect to any class or category of persons.

Saving. – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons, in accordance with the orders issued by the Central Government.

में दो वर्ग जनयजमत सेवा की िज और सुसंगत क्षेत्र में जवभाग या मंत्रालय ्ारा यथाजवजित 2-4

सप्ताि का प्रजिक्षण सफलताृूवगक ृूरा दकया िो।

ंटप्ृण: जिां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्िोंने अृनी अिगक या ृात्रता सेवा ृूरी कर ली

िज, प्रोन्नजत के जलए जवचार दकया जा रिा िो, विां उनसे येष्ठ व् यजियों के संबंध में भी जवचार

दकया जाएगा ृरंतु यि तब जबदक उनके ्ारा की गई ऐसी अिगक या ृात्रता सेवा, अृेजक्षत

अिगक या ृात्रता सेवा के आधे से अजधक से या दो वर्ग से, इसमें से जो भी कम िो, कम न िो और

उन्िोंने अृने ऐसे कजनष्ठ व्यजियों सजित, जजन् िोंने ऐसी अिगक या ृात्रता सेवा ृिले िी ृूरी कर

ली िज, अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अृनी ृंरवीक्षा की अवजध सफलताृूवगक ृूरी

कर ली िो।

प्रजतजनयुजि: केंरीय सरकार या रा य सरकार या संघ रा यक्षेत्रों के अधीन ऐसे अजधकारी:

(क) (i) जो मूल काडर या जवभाग में जनयजमत आधार ृर सदृि ृद धारण दकए हुए िैं; या

(ii) जजन्िोंने मूल काडर या जवभाग में वेतन मजंरक् स में स्ट्तर-7 (44900-142400/-रुृये) में

जनयजमत आधार ृर जनयुजि के ृिात उस श्रेणी में दो वर्ग जनयजमत सेवा की िो; और

(ख) जजनके ृास जनम्नजलजखत िजक्षक अिगताएं और अनुभव िों;

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से ऑप्टोमेरी में बजचलर जडग्री।

(ii) सौ जबस्ट्तरों वाले दकसी सरकारी अस्ट्ृताल या मान्यताप्राप्त अनुसंधान संस्ट्थान में

ऑप्टोमेरी में दो वर्ग का अनुभव।

before such supersession, the President hereby makes the following rules regulating the method of recruitment for the

post of Optometry Officer in the Ministry of Health and Family Welfare, Dr. Ram Manohar Lohia Hospital, New

Delhi, namely:-

Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,

Dr. Ram Manohar Lohia Hospital, New Delhi, Optometry Officer (Group ‘B’ Post) , Recruitment Rules, 2022.

such supersession, the President hereby makes the following rules regulating the method of recruitment for the posts

of Junior Laundry Operator , Boiler Assistant and Laundry Supervisor in the Lady Hardinge Medical College and

Smt. Sucheta Kriplani Hospital in New Delhi under the Ministry of Health and Family Welfare, namely:-

Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,

the Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital , New Delhi, Junior Laundry Operator,

Boiler Assistant and Laundry Supervisor , (Group ‘C’ Posts), Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay matrix. – The number of the said posts, their classification

and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment age-limit,

qualification and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person, -

(c)

who has entered into or contracted a marriage with a person having a spouse living , or

(d)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Saving .- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

G.S.R. 197.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the National Sugar Institute, Kanpur (Class III posts) Rules, 1958, in so far as they relate to the post of

Assistant Laboratory Store Keeper, and the National Sugar Institute, Kanpur ( Laboratory Store Keeper and Senior

Factory Store Keeper ) Recruitment Rules, 1981, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of

Store Keeper Grade-I and Store Keeper Grade-II in the National Sugar Institute, Kanpur, under the Ministry of

Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely : –

Short title and commencement.– (1) These rules may be called the National Sugar Institute, Kanpur (Store

Keeper Grade-I and Store Keeper Grade-II) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in pay matrix.– The number of posts, their classification and

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment to the said post, age-

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification.– No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

such person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Savings.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

is relaxable at the discretion of the Competent

Authority or Staff Selection Commission, for

reasons to be recorded in writing, in the case of

candidates belonging to the Scheduled Castes

or the Scheduled Tribes if at any stage of

selection, the Competent Authority or Staff
