का.जन.आ. 70.—राष्ट्रपजत, संजवधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और
रक्षा मंत्रालय, सजन्य अजभयन्ता सेवाएं (तकनीकी अजधकारी) समूह ‘ख’ पद भती जनयम, 2013 को, उन बातों के जसवाय
अजधक्ांत करते हुए जजन्हें ऐसे अजधक्मण से पूवव दकया गया हज या करने का लोप दकया गया हज, रक्षा मंत्रालय में सजन्य
अजभयन्ता सेवाएं, तकनीकी अजधकारी के पद पर भती की पध्दजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती
हैं, अथावत्:-
1. संजक्षप्त नाम और प्रारम्भ.– (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय, सजन्य अजभयन्ता सजवाएं, तकनीकी
अजधकारी (समूह ‘ख’ पद) भती जनयम, 2022 हज।
(2) ये राजपत्र में उनके प्रकािन की तारीख को प्रवृत होंगे।

पद सं्या, वगीकरण और वेतन मेट्ररक्स में स्ट्तर. - उि पद की सं्या, उसका वगीकरण और उससे संलग्न वेतन
मेट्ररक्स में स्ट्तर वह होगा, जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जवजनर्ददष्ट हैं।

3. भती की पद्धजत, आय़ु-सीमा, अहवताएं, आदद. - उि पद पर भती की पध्दजत, आय़ु-सीमा, अहवताएं और उससे संबंजधत
अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवजनर्ददष्ट हैं।
4. जऩरहवता. – वह व्यजि.–
(क) जजसने ऐसे व्यजि से, जजसका पजत या जजसकी पत्नी जीजवत हज, जववाह दकया हज या जववाह की संजवदा की हज; या
(ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहते हुए, दकसी व्यजि से जववाह दकया हज या जववाह की
संजवदा भी हज,
उि पद पर जनयुजि का पात्र नहीं होगा:
परन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह, ऐसे व्यजि और जववाह के अन्य पक्षकार को
लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतवन
से छूट दे सकेगी।
5. जिजथल करने की िजि. – जहां केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह
उसके जलए जो कारण हैं उन्हें लेखबद्ध करके, इन जनयमों के दकसी उपबन्ध को दकसी वगव या प्रवगव के व्यजियों की बाबत,
आदेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त.– इन जनयमों की कोई बात आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालेगी,
जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकये गए आदेिों के अनुसार अनुसूजचत जाजतयों,
अनुसूजचत जनजाजतयों, अन्य जपछडे वगों, भूतपूवव सजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबन्ध करना
अपेजक्षत हज।

वेतन मेट्ररक्स में स्ट्तर-6 (रु 35400 – 112400) में ऐसा नक्िानवीस जजसने जनयजमत
आधार पर इसमें जनयुजि के पश्चात उस क्षजणी में पांच वषव जनयजमत सेवा की हो और
उन्नत आटो-कजड पर न्यूनतम दो सप्ताह का प्रजिक्षण सफलतापूववक पूरा दकया हो।

ट्रटप्पण – जहााँ ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने अपनी अहवक या पात्रता सेवा
पूरी कर ली हज, प्रोन्नजत के जलए जवचार दकया जा रहा हो वहां उनसे ज्येष्ठ व्यजियों के
संबंध में भी जवचार दकया जाएगा परंन्तु यह तब जब दक उनके द्वारा की गई ऐसी अहवक
या पात्रता सेवा, अपेजक्षत अहवक या पात्रता सेवा के आधे से अजधक से या दो वषव से,
इनमें से जो भी कम हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी
अहवक या पात्रता सेवा पहले ही पूरी कर ली हज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए
अपनी पट्ररवीक्षा की अवजध सफलतापूववक पूरी कर ली हो।
यदद जवभागीय प्रोन्नजत सजमजत हज, तो उसकी संरचना।
भती करने में दकन पट्ररजस्ट्थजतयों
में संघ लोक सेवा आयोग से
परामिव दकया जाएगा।

समूह ‘ख’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत पर जवचार करने के जलए) जो जनम्नजलजखत से

मु्य अजभयन्ता िाखा - अध्यक्ष;
2. उप महाजनदेिक (कार्ममक), मु्यालय सजन्य अजभयन्ता सेवाएं,

3. उप सजचव (संकमव) या अवर सजचव (संकमव) रक्षा मंत्रालय - सदस्ट्य

S.R.O. 70.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Defence, Military Engineer Services (Technical Officer) Group ‘B’ post Recruitment
Rules, 2013, except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules regulating the method of recruitment to the post of Technical Officer, Ministry of Defence,
namely:-
1.
Short title and commencement. - (1) These rules may be called the Ministry of Defence, Military Engineer
Services, Technical Officer (Group ‘B’ Post) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. - The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to this
regard.

Note : Where juniors who have completed their qualifying or eligibility service are
being considered for promotion, their seniors shall also be considered provided they
are not short of the requisite qualifying or eligibility service by more than half of
such qualifying or eligibility service or two years, whichever is less, and have
successfully completed their probation period, for promotion to the next higher grade,
along with their juniors who have already completed such qualifying or eligibility
service.

(ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज, या जववाह की संजवदा
की हज,
उि पद पर जनयुजि का पात्र नहीं होगा :
परन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार

प्रोन्नजत: वेतन मजट्ररक्स के स्ट्तर 6 (35400-112400 रु) में ऐसे कायावलय अधीक्षक जजन्होंने उस श्रेणी में पॉंच वषव की जनयजमत सेवा
की हो और दकसी भी सरकारी प्रजिक्षण संस्ट्थान से कायावलय दक्याजवजध या लेखा या बजट या जवत्त संबंधी सुसंगत क्षेत्र में दो से चार
सप्ताह का प्रजिक्षण या पाठ्यक्म सफलतापूववक पूणव दकया हो।
ट्रटप्पण 1: जहााँ ऐसे कजनष्ठ व्यजियों के संबंध में जजन्होंने अपनी अहवक या पात्रता सेवा पूरी कर ली हज प्रोन्नजत के जलए जवचार दकया
जा रहा हो, वहााँ उनके ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा परन्तु यह तब जबदक उसके द्व्रारा की गई ऐसी अपेजक्षत
अहवक/पात्रता सेवा के आधे से अजधक से या दो वषव से, इनमें से जो भी कम हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत जजन्होंने
ऐसी अहवक या पात्रता सेवा पहले ही पूरी कर ली हज अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररवीक्षा की अवजध
सफलतापूववक पूरी कर ली हज।
प्रजतजनयुजि:
केंरीय सरकार के ऐसे अजधकारी,
(क) (i) जो मूल काडर या जवभाग में जनयजमत आधार पर सद्व्ि पद धारण दकए हुए हज; या
(ii) जजन्होंने मूल काडर या जवभाग में वेतन मजट्ररक्स के स्ट्तर 6 (35400 – 112400 रु) या समतुल्य पद पर जनयुजि के पस्ट्चात
पॉंच वषं की जनयजमत सेवा की हो, और
(ख) जो जनम्नजलजखत अहवताऔं में से कोई एक धारण दकए हुए हों -
(i) केन्रीय सरकार के दकसी एक संगट्र त लेखा जवभाग द्वारा आयोजजत अधीनस्ट्थ लेखा सेवा या समतुल्य परीक्षा उत्तीणव की हो ।
(ii) सजचवालय प्रजिक्षण तथा प्रबंध संस्ट्थान, नई ददल्ली से रोकड, लेखा कायव मे प्रजिक्षण या समतुल्य प्रजिक्षण पाठ्यक्म
सफलतापूववक पूणव दकया हो और रोकड, लेखा तथा बजट संबंधी कायो में कम से कम तीन वषों का अनुभव प्राप्त दकया हो।
ट्रटप्पण 1 : पोषक वगव के ऐसे जवभागीय अजधकारी, जो प्रोन्नजत की सीधी पंजि में हज प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए
जाने के पात्र नही होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के जलए पात्र नही होंगे।
ट्रटप्पण 2 : प्रजतजनयुजि की अवजध, जजसके अन्तगवत केन्रीय सरकार के उसी या दकसी अन्य संग न/जवभाग में इस जनयुजि से ीक
पहले धाट्ररत दकसी काडर बाह्य पद पर प्रजतजनयुजि की अवजध हज, साधरणतया तीन वषव से अजधक नही होगी।
ट्रटप्पण 3 : प्रजतजनयुजि पर जनयुजि के जलए अजधकतम आयु-सीमा आवेदन प्राप्त करने की अंजतम तारीख को छप्पन वषव से अजधक
नहीं होगी।

यदद जवभागीय प्रोन्नजत सजमजत हो, तो उसकी सरंचना ।

S.R.O. 71.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Corps of Signals ‘Pay and Accounts Officer and Accounts Officer’ Recruitment Rules, 1982, in so
far as they relate to the post of Accounts Officers, except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
Accounts Officer in the Corps of Signals, Ministry of Defence, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Defence, Corps of Signals,
Accounts Officer (Group ‘B’ Post) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. - The number of the said post, its classification and
the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to Relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons, in accordance with the orders issued by the Central Government from time to time
in this regard.

(i) a pass in the Subordinate Account Service or equivalent examination conducted by any one of the organised
Accounts Departments of the Central Government; and
(ii) successful completion of training in the Cash and Accounts Work in the Institute of Secretariat Training and
Management, New Delhi or equivalent training course and a minimum of three years experience in Cash, Accounts
and Budget work.
Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputation. Similarly the deputationists shall not be eligible for consideration for
appointment by promotion.

(ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा
की हज, उि पद पर जनयुजि का पात्र नहीं होगा:

परन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को
लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हैं, तो वह दकसी व्यजि को इस जनयम के प्रवतवन
से छूट दे सकेगी।
5. जिजथल करने की िजि - जहां केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह
उसके जलए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिव करके, इन जनयमों के दकसी उपबंध को
दकसी वगव या प्रवगव के व्यजियों की बाबत आदेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालेगी,
जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,
अनुसूजचत जनजाजतयों, अन्य जपछडा वगों, भूतपूवव सजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंध करना

चार सप्ताह का अजनवायव प्रजिक्षण सफलतापूववक पूरी कर ली हो।
ट्रटप्पण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने अपनी अहवक या पात्रता सेवा पूरी कर ली हज, प्रोन्नजत के जलए जवचार दकया जा
रहा हो, वहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा, यह तब जब दक उनके द्वारा की गई ऐसी अहवक या पात्रता सेवा

ट्रटप्पण 1: पोषक प्रवगव के ऐसे जवभागीय अजधकारी, जो प्रोन्नजत की सीधी पंजि में हज, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए
जाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार पात्र नहीं होंगे।
ट्रटप्पण 2: प्रजतजनयुजि की अवजध जजसके अंतगवत केन्रीय सरकार के उसी या दकसी अन्य संग न या जवभाग में इस जनयुजि से ीक पहले

3. भती की पद्धजत, आयु सीमा, अहवताएं, आदद – उि पद पर भती की पद्धजत, आयु सीमा, अहवताएं और उससे संबंजधत
अन्य बातें वे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं।
4. जनरहवता - वह व्यजि
(क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजवत हैं, जववाह दकया हज या जववाह की संजवदा की हज, या
(ख) जजसने अपने पजत या पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया हज या जववाह की संजवदा की हज,
उि पद पर जनयुजि का पात्र नहीं होगा:
परन्तु यदद केन्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य
पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय हज और ऐसा करने के जलए अन्य आधार हज, तो वह दकसी व्यजि को
इस जनयम के प्रवतवन से छूट दे सकेगी।
5. जिजथल करने की िजि - जहां केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह
उसके जलए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिव करके, इन जनयमों के दकसी भी उपबंध
को दकसी वगव या प्रवगव के व्यजियों की बाबत आदेि द्वारा जिजथल कर सकेगी।
6. व्यावृजत्त - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालेगी,
जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,
अनुसूजचत जनजाजतयों, अन्य जपछडा वगों, भूतपूवव सजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंध करना
अपेजक्षत हज।

जाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के पात्र नहीं होंगे।
ट्रटप्पण 3: प्रजतजनयुजि की अवजध (जजसके अंतगवत अल्पकाजलक संजवदा भी हज) जजसके अंतगवत केन्रीय सरकार के उसी या दकसी अन्य
संग न या जवभाग में इस जनयुजि से ीक पहले धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि (जजसके अंतगवत अल्पकाजलक

S.R.O. 73.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Defence Research and Development Organisation, and Directorate General of Aeronautical
Quality Assurance, Ministry of Defence Accounts Cadre Recruitment Rules, 1999, in so far as they relate to the post
of Joint Director (Account) and Accounts Officer, except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment for the posts of
Joint Director (Accounts) and Accounts Officer in the Defence Research and Development Organisation and
Directorate General of Aeronautical Quality Assurance, Ministry of Defence, namely:-
1.
Short, title and commencement.- (1) These rules may be called the Ministry of Defence, Defence Research
and Development Organisation and Directorate General of Aeronautical Quality Assurance, Accounts Cadre, Joint
Director (Accounts) and Accounts Officer (Group ‘A’ and ‘B’ posts) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in pay matrix. - The number of the said post, its classification and
the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3.
Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualification
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4.
Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to time.
