जसवाय ाजधक्रान्त करते हुए, जजन्हें ऐसे ाजधक्रमण से पहले दकया गया हज या करने का लोप दकया गया हज, स्ट्वास्ट््य और

पंरवार कल्याण मंत्रालय, स्ट्वास्ट््य सेवा महाजनदेिालय के ाधीन राष्ट्रीय वे‍टर जजनत रोग जनयंत्रण केंर में सहायक

जनदेिक (रसायन)/जवष जवज्ञानी के पद पर भती की पद्धजत का जवजनयमन करने के जलएजनम्नजलजखत जनयम बनाते हज,

ाथागत्:-

संजक्षप् त नाम और प्रांरभ – (1) इन जनयमों का संजक्षप् त नाम स्ट्वास्ट््य और पंरवार कल्याण मंत्रालय, स्ट्वास्ट््य सेवा

2. पद सं्‍ या, वगीकरण और वेतन मजंर‍स में स्ट्तर- उ‍ त पद की सं्‍ या, उसका वगीकरण और उससे संबंजधत वेतन

मजंर‍स में स्ट्तर वह होगा, जो इन जनयमो से उपाबद्ध ानुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्दद्‍ ट हैं ।

3. भती की पद्धजत, आयु-सीमा, ाहगताएं आदद-उ‍ त पद पर भती की पद्धजत, आयु-सीमा, ाहगताएं और उससे संबंजधत

ान् य बातें वे होंगी जो उ‍ त ानुसूची के स्ट् तंभ (5) से स्ट् तंभ (13) में जवजनर्दद्‍ ट हैं ।

4. जनरहगता- वह व् यज‍ त-

(क) जजसने ऐसे व् यज‍ त से जजसका पजत या जजसकी प‍ नी जीजवत हज, जववाह दकया हज या जववाह की सववदा की हज ;

या

(ख) जजसने ापने पजत या ापनी प‍ नी के जीजवत रहते हुए दकसी व् यज‍ त से जववाह दकया हज या जववाह की सववदा

की हजI

उ‍ त पद पर जनयुज‍ त का पात्र नहह होगा:

परन् तु यदद केन् रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व् यज‍ त और जववाह के ान् य पक्षकार

को लागू स्ट् वीय जवजध के ाधीन ानुज्ञेय हज और ऐसा करने के जलए ान् य आधार हैं तो वह दकसी व् यज‍ त को इस जनयम के

प्रवतगन से छूट दे सकेगी ।

5. जिजथल करने की िज‍ त- जहां केन् रीय सरकार की यह राय हज दक ऐसा करना आव यक या समीचीन हज, वहां वह

उसके जलए जो कारण हैं उन् हें लेखबद्ध करके,तथा संघ लोक सेवा आयोग से परामिग करकेइन जनयमों के दकसी उपबंध को

दकसी वगग या प्रवगग के व् यज‍ तयों की बाबत, आदेि ्ारा जिजथल कर सकेगी।

व् यावृजत- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और ान् य ंरयायतों पर प्रभाव नहह डालेगी,

जजनका केन् रीय सरकार ्ारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के ानुसार ानुसूजचत जाजतयों,

ानुसूजचत जनजाजतयों, ान् य जपछड़े वगगों, भूतपूवग सजनकों और ान् य जविेष प्रवगग के व् यज‍ तयों के जलए उपबंध करना

ापेजक्षत हज ।

प्रोन् नजत:- वेतन मजंर‍स के स्ट्तर 8 (47600-151150 रु.) में ऐसे ानुसंधान ाजधकारी (रसायन) जजन्होंने उस श्रेणी में 6 वषग जनयजमत

सेवा की हज और जजन्होंने जवभाग ्ारा यथाजवजहत दो सप्ताह का प्रजिक्षण सफलतापूवगक पूरा कर जलया हो I

ंटप्पण : जहााँ ऐसे कजनष्ठ व्यजियों के संबंध में जजन्होंने ापनी ाहकगया पात्रता सेवा पूरी कर ली हज, प्रोजन्नजत के जलए जवचार दकया जा

रहा हो, वहां उनसे येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा परन्तु यह तब जब की उनके ्ारा की गई ऐसी ाहगक या पात्रता

सेवा, ापेजक्षत ाहगक या पात्रता सेवा के आधे से ाजधक से या दो वषग से, इनमें से जो भी कम हो कम न हो और उन्होंने ापने ऐसे

कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी ाहगक या पात्रता सेवा पहलेही पूरी कर ली हज, ागली उच्चतर श्रेणी में प्रोजन्नजत के जलए ापनी

पंरजवक्षा की ावजध सफलतापूवगक पूरी कर ली हो ।

प्रजतजनयुज‍ त (जजसके ांतग़तगत ाल्पकाजलक सववदा भी हज) केंरीय सरकार या रा य सरकारों या संघ रा य क्षेत्रो या पजललक से‍टर

उपक्रमों / जवश्व -जवद्यालयों या मान्यताप्राप्त ानुसंधान संस्ट्थाओ ाथवा स्ट्वायत्तया क़ानूनी संग न के ाधीन ऐसे ाजधकारी :

(क) (i) जो मूल काडर या जवभाग में जनयजमत आधार पर सदृि पद धारण दकए हुए हैं ; या

(ii) जजन्होंने मूल काडर या जवभाग में वेतन मजंर‍स के स्ट्तर 10 (56100-177500 रु.) में जनयजमत आधार पर जनयुज‍ त के

पश्चात पांच वषग सेवा की हो; और

(ख) जजनके पास जनम्नजलजखत िजक्षक ाहतागएं और ानुभव हों :

आव यक :

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय/संस्ट्थान से काबगजनक रसायन में मास्ट्टर जडग्री;

(ii) नािक जीवमार उनके सूत्रीकरणों या मानकों और पिुओ में नािक जीवमार के जजव जनम्नीकरण के क्वाजलटी वनयत्रण में पांच वषग

का ानुसन्धान या ाध्यापन ाथवा व्यवहांरक ानुभव :

वांछनीय :

दकसी मान्यताप्राप्त जवश्वजवद्यालय/संस्ट्थान से काबगजनक रसायन में डॉ‍टरेटI

ंटप्पण :1 पोषक प्रवगग के ऐसे जवभागीय ाजधकारी, जो प्रोन् नजत की सीधी पंजि में हज, प्रजतजनयुज‍ त पर जनयुजि के जलए जवचार दकये

जाने के पात्र नहह होंगे I इसी प्रकार प्रजतजनयुज‍ त व्यजि प्रोन् नजत ्ारा जनयुज‍ त के जलए जवचार दकए जाने के पात्र नहह होंगे I

ंटप्पण : 2 प्रजतजनयुज‍ त की ावजध, जजसके ांतगगत केंरीय सरकार के उसी या दकसी ान्य सगं न / जवभाग में इस जनयुजि से ीक

पहले धांरत दकसी ान्य काडर बाह्य पद पर प्रजतजनयुज‍ त की ावजध हज साधारणतया 4 वषग से ाजधक नहह होगीI प्रजतजनयुज‍ त ्ारा

G.S.R. 201.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Malaria Eradication Programme, Delhi Assistant Director (Chemistry)/Toxicologist

Recruitment Rules 1985, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Assistant Director

(Chemistry)/Toxicologist , in the National Center for Vector Borne Disease Control under the Directorate General of

Health Services, Ministry of Health and Family Welfare, namely:-

Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

Directorate General of Health Services, National Center for Vector Borne Disease Control , Assistant Director

(Chemistry)/Toxicologist (Group ‘A’ Post) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix .- The number of the said post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person ,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do,it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Castes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.

Deputation (ISTC)

Officers of the Central Government or State Governments or Union territories or Public Sector Undertakings/

University or Recognised Research Institutionsor autonomous or statutory organisation :

(a) (i) Holding analogus posts on a regular basis in the parent cadre or department ; or

(ii) with five years’ service rendered after appointment to the post on a regular basis in posts in level-10 in the

pay matrix (Rs. 56100-177500) or equivalent in the parent cadre or department ; and

(b) possessing the following educational qualifications and experience:

Essential:

(i) Masters degree in Organic Chemistry from a recognised University or Institute ;

(ii) Five years research or teaching or practical experience in quality control of pesticides their formulations or of

bio-degradation of pesticides in humans and animals.

Desirable:

Doctorate in Organic Chemistry from a recognised University or Institute.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation.Similarly,the deputationist shall not be eligible for consideration for

appointment by promotion.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organisation/department of the Central Government shall

ordinarily not exceed four years.

The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the last date of receipt

of applications.

में, जहां तक इसका संबंध सहायक के पदों से हज, उन बातों के जसवाय जजन्हें ऐसे ाजधक्रमण से पूवग दकया गया हज या करने

का लोप दकया गया हज, एतद्द्वारा केन्रीय संदभग पुस्ट्तकालय, कोलकाता में सहायक के पद के जलए भती की पद्धजत को

जवजनयजमत करते हुए जनम्नजलजखत जनयम बनाते हैं, ाथागत् :-

1. संजक्षप्त नाम और प्रारंभ : –

(i) इन जनयमों का नाम केन्रीय संदभग पुस्ट्तकालय, कोलकाता (समूह 'ख' पद) भती जनयमावली, 2022 होगा।

(ii) ये सरकारी राजपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।

आवेदन - ये जनयम, इन जनयमों से संलग्न ानुसूची के कॉलम 1 में जनर्ददि पदों पर लागू होंगे।

3. पदों की सं्‍या, वगीकरण और वेतन मजंर‍स का लेवल – पद की सं्‍या, उसका वगीकरण तथा उससे संबंजधत वेतन

मजंर‍स में लेवल इस ानुसूची के कॉलम (2) से (4) में यथा जवजनर्ददि ानुसार होंगे।

4. भती का तरीका, आयु सीमा, ाहगताएं, इ‍यादद – उि पद पर भती का तरीका, आयु सीमा, ाहगताएं और पद से

संबंजधत ान्य मामले पूवोि ानुसूची के कॉलम (5) से (13) में यथा जनर्ददि ानुसार होंगे।

5. जनरहगता – कोई व्यजि, -

(क) जजसने दकसी ऐसे व्यजि के साथ जववाह दकया हज या जववाह करने का करार दकया हज जजसका पजत या पत्नी

जीजवत हज, ाथवा

(ख) पजत या पत्नी के जीजवत रहते हुए दकसी ान्य व्यजि से जववाह दकया हज या करार दकया हज, वह उि पद पर

जनयुजि के जलए पात्र नहह होगा;

परंतु केंर सरकार, यदद इस बात से संतुि हज दक ऐसे व्यजि और जववाह के दूसरे पक्ष पर लागू स्ट्वीय जवजध के तहत्

इस तरह के जववाह की ानुमजत हज और ऐसा करने के जलए ान्य आधार हैं, तो वह ऐसे दकसी भी व्यजि को इस जनयम को

उस पर लागू दकए जाने से छूट प्रदान कर सकती हज।

ग्रेड में लेवल-4 में 10 वषगों की जनयजमत सेवा के साथ उच् च श्रेणी जलजपक जजन् होंने दकसी सरकारी एजेंसी से प्रिासजनक और लेखा कायगों

में 2 सप् ताह के प्रजिक्षण प्राप् त दकया हो।

ंटप् पणी : जहां ऐसे कजन्‍ ाजधकांरयों, क संबंध में, जजन् होंने ापनी पात्रता/ाहगता सेवा पूरी कर ली हज, के मामले पर जवचार

दकया जा रहा हो तो उनके ऐसे वंर्‍ ाजधकांरयों के मामले पर भी जवचार दकया जाएगा बितते दक उनसे सम् बंजधत ापेजक्षत

ाहगता/पात्रता सेवा ऐसी ाहगता/पात्रता सेवा की आधी से ाजधक ावजध तक ाथवा दो वषग जो भी कम हो, होनी चाजहए और उन् होंने

ागले उच् चतर ग्रेड में पदोन् नजत के जलए ापनी पंरवीक्षा ावजध सफलतापूवगक पूरी कर ली हो तथा उनके साथ उनके कजन्‍

(ख) (i) जनयजमत आधार पर सदृ य पद धांरत दकए हुए हों ;

(ii) ग्रेड में लेवल -4 में 10 वषगों की जनयजमत सेवा करने वाले उच् च श्रेणी जलजपक

(ग) कॉलम (7) में यथाजनर्दद्‍ ट ाजनवायग िजक्षजणक ाहगताएं रखते हों।

ंटप् पण 1 : इस जवभाग में ाथवा केंरीय सरकार के दकसी ान् य संग न / जवभाग में इस जनयुजि से त‍ काल पूवग धांरत दकसी ान् य

संवगग बाह्य पद में प्रजतजनयुजि की ावजध सजहत प्रजतजनयुजि ावजध साधारणत: 03 वषग से ाजधक नहह होगी।

G.S.R. 202.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in

supersession of the Central Reference Library, Kolkata, Ministry of Culture (Group ‘C’ and ‘D’ posts) Recruitment

Rules, 2004, in so far as it relate to the post of Assistant, except as respects things done or omitted to be done before

such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of

Assistant in the Central Reference Library, Kolkata, namely: -

Short title and commencement.—

(1) These rules may be called the Ministry of Culture, Central Reference Library, Kolkata, (Group 'B' post)

Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application .—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

3. Number of post, classification and level in pay matrix .– The number of post, its classification and the level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, other qualifications, etc. .—The method of recruitment, age- limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification .— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to Relax .— Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any

class or category of persons.

Saving .– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time to time in this regard.

पद) भती जनयमावली, 2022 होगा।

(ii) ये सरकारी राजपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।

2. आवेदन - ये जनयम, इन जनयमों से संलग्न ानुसूची के कॉलम 1 में जनर्ददि पदों पर लागू होंगे।

मजंर‍स में लेवल इस ानुसूची के कॉलम (2) से (4) में यथा जवजनर्ददि ानुसार होंगे।

यूपीएससी के जववेकानुसार छूट दी जा सकती हज, जजसके

कारण जलजखत में ंरकॉडग दकए जाने चाजहए।

संबंजधत ाभ् यर्थिथयों के मामले में यूपीएससी के

दी जा सकती हज जजसके कारण जलजखत में ंरकॉडग दकए

जाएंगे, यदद चयन के दकसी भी चरण पर यूपीएससी की

आयु – नहह

(ii) मूल संवगग/जवभाग में लेवल-6 (35400-112400/- रुपए)

ाथवा समकक्ष में जनयजमत आधार पर उस पद पर जनयुजि के

बाद उस ग्रेड में 5 वषग की सेवा की हो; और

(ख) कॉलम 7 में सीधी भती के जलए जनधागंरत िजक्षजणक ाहगताएं और

ंटप् पण 1 : फीडर श्रेणी के जवभागीय ाजधकारी जो दक पदोन् नजत की

G.S.R. 203.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Reference Library, Assistant Editors, Recruitment Rules, 1960, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules regulating the

method of recruitment to the post of Assistant Library and Information Officer in the Central Reference Library,

Kolkata, namely:-

1. Short title and commencement.—(1) These rules may be called the Central Reference Library, Kolkata, Assistant

Library and Information Officer (Group 'B' post) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in

the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person ,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,

by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any

of the provisions of these rules with respect to any class or category or persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.

Deputation (including Short Term Contract):

Officers under Central or State Government or Union territories or Public

Sector Undertakings or Statutory or Autonomous Organizations or

Recognised Research or Educational Institution:

(a) (i) holding analogous posts on a regular basis in the parent cadre of

department; or

(ii) with five years' service in the grade rendered after appointment thereto

on a regular basis in posts in Level-6 (Rs. 35400-112400/-) or equivalent

in the parent cadre of department; and

(b) Possessing educational qualification and experience prescribed for

direct recruitment under column 7.

Note 1: The departmental officers in the feeder category who are in the

direct line of promotion shall not be eligible for consideration for

appointment on deputation. Similarly, deputationist shall not be eligible for

consideration for appointment on promotion.

Note 2: Period of Deputation (including short-term contract) including

period of Deputation (including short-term contract) in another ex-cadre

post held immediately preceding this appointment in the same or some

other organisation or department of the Central Government shall

ordinarily not to exceed three years.

Note 3: The maximum age limit for appointment by Deputation (including

short-term contract) shall not be exceeding 56 years as on the closing date

of receipt of applications.
