चौधरी और ᮰ी संजय ल᭯मण िनकम वषᭅ 2021 के दौरान महारा᳦ अिᲨशमन सेवा मᱶ कायᭅरत थे।

3. 07.08.2021 को 11.32 बजे क᭭तूरबा अ᭭पताल पिरसर, मुंबई मᱶ बड़े एलपीजी िरसाव की घटना के बारे मᱶ “अ᭠य सेवा बंद करो

संदेश” (गैस िरसाव) ᮧा᳙ ᱟआ। आनन-फानन मᱶ फायर िᮩगेड की टीम दमकल के साथ मौके पर पᱟंची। आगमन पर सहायक िवभागीय

अिᲨशमन अिधकारी ᮰ी के.डी. घडीगांवकर ने एलपीजी िरसाव की ि᭭थित का आकलन िकया। ᭭टेशन अिधकारी िव᳡ासराव और टीम के

सद᭭यᲂ ने देखा िक अ᭭पताल के पीछे, 10 एमटी की ᭃमता वाले एलपी गैस टᱹक के ᭃितᮕ᭭त ᮟेन वा᭨व से भारी माᮢा मᱶ एलपीजी का िरसाव

हो रहा हᱹ। दमकल की टीम मᱶ ᭭टेशन अिधकारी वी.सी. िव᳡ासराव डीएम जाधव, खोपड़े और उनके सद᭭यᲂ ने साइट पर तीन होज लाइन,

कोटᭅयाडᭅ हाइᮟᱶ᭗स से दो होज लाइन और दमकल इंजन से एक छोटी होज लाइन ᭭ᮧे के ᱨप मᱶ तैयार की और एलपीजी के िरसाव को िनयंिᮢत

करने, मᱶ लगाया गया। सभी आव᭫यक सुरᭃा एहितयाती उपायᲂ को अपनाते ᱟए एलपीजी टᱹक की पिरिध के भीतर एलपीजी वायु िम᮰ण को

िव᭭फोटक सीमा के नीचे और एलपीजी वायु िम᮰ण को ᮧितबंिधत रखा। ᮰ी के.डी. घडीगांवकर ने तुरंत, िबजली और इले᭍ᮝाँिनक व᭭तुᲐ,

मािचस और अ᭠य ᭔वलनशील व᭭तुᲐ के उपयोग को ᮧितबंिधत करने का आदेश िदया और साइट के आसपास के ᭃेᮢ मᱶ ᭠यूनतम आव᭫यक

दमकल किमᭅयᲂ के साथ ऑपरेशन िकया। िनकटवतᱮ अ᭭पताल भवन सं᭎या 148 से मरीजᲂ को सुरिᭃत ᭭थान पर िनकालने और िश᭢ट करने के

संबंध मᱶ ᮰ी के.डी. घडीगांवकर ने तुरंत ᭭टेशन अिधकारी और डॉ᭍टरᲂ से पुि᳥ की। ᮰ी के.डी. घडीगांवकर ने टीम के साथ एलपीजी िरसाव के

िवनाशकारी ᮧभाव के कारण जानमाल के नुकसान से बचने के िलए पुिलस की मदद से घटना ᭭थल के आसपास के िनवािसयᲂ सिहत 500-600

᳞िᲦयᲂ रोिगयᲂ, अ᭭पताल के कमᭅचािरयᲂ को पूरी तरह सुरिᭃत िनकालने का कायᭅ िकया। पुिलस और अ᭭पताल की सुरᭃाकिमᭅयᲂ की मदद से

आसपास के ᭃेᮢ से आग के सभी ᮲ोतᲂ को बंद कर िदया गया और यातायात पुिलस की मदद से वाहनᲂ की आवाजाही को रोक िदया गया। साथ

ही आपातकालीन ᮧितिᮓया वाहन और खाली एलपीजी टᱹकरᲂ की त᭜काल सहायता के िलए एचपीसीएल तकनीकी िवशेष᭄ टीम के साथ

᭜विरत संचार और सम᭠वय िकया गया तािक लीक एलपीजी टᱹक से शेष 5 मीिᮝक टन एलपी गैस को न᳥ करने के िलए आपदाऔर अिᲨ िनयंᮢण

कᭃ बनाने का अनुरोध िकया जा सके। त᭜काल अितिरᲦ सहायता के िलए यातायात पुिलस की मदद से ᮕीन कॉिरडोर बनाया गया। ᮰ी के.डी.

घडीगांवकर के मागᭅदशᭅन मᱶ, एलपीजी के ᮧवाह को कम करने के िलए हजमैट वाहन से सीिलंग एजᱶट लगाया गया था, लेिकन अ᭜यिधक दबाव

और एलपीजी के भारी ᮧवाह के कारण, उनकी टीम को गंभीर ठंड से जलने के कारण पूरे ᭭थान को सील करना संभव नहᱭ था। हालांिक

अितिरᲦ देखभाल और सुरᭃा रबर के द᭭ताने का उिचत उपयोग करके सीिलंग एजᱶट को लगाया गया, िजससे एलपीजी िरसाव के ᮧवाह को

कम और िनयंिᮢत िकया जा सके। एलपीजी िरसाव के ᮧवाह की तीᮯता को कम करने और एलपीजी टᱹक के चारᲂ ओर िव᭭फोटक रᱶज की सीमा

के भीतर रखने और ᮧितबंिधत करने के िलए पानी के ᭭ᮧे की पांच होज लाइनᲂ का संचालन जारी रखा गया, िजससे इसे ᮧ᭔वलन के िकसी भी

᮲ोत से दूर रखा जा सके। लगभग 1900 बजे मोबाइल टᱹकरᲂ के पᱟंचने के बाद एचपीसीएल की तकनीकी िवशेष᭄ टीम की उपि᭭थित मᱶ गैस

की सफाई की ᮧिᮓया पूरी की गई और एचपीसीएल के एस.ओ.पी. के अनुसार खाली एलपीजी टᱹक को पानी से भर िदया गया और अंत मᱶ पूरे

पिरसर को सुरिᭃत घोिषत कर िदया गया। एचपीसीएल तकनीकी िवशेष᭄ टीम की मदद से 08/08/2021 को 13.24 बजे एलपीजी बुलेट का

ᭃय और गैसीकरण पूरा िकया गया। मुंबई फायर िᮩगेड की टीम ᳇ारा एलपीजी वा᭬प और वायु िम᮰ण की िव᭭फोटक रᱶज मᱶ लगातार काम

करके िवनाशकारी ᮧभाव से बचने के िलए लगभग 25 घंटे का अथक ᮧयास िकया गया।

4. सहायक िवभागीय अिᲨशमन अिधकारी, ᮰ी िकशोर ᭄ानदेव घाडीगांवकर, ᭭टेशन अिधकारी, ᮰ी सागर जग᳖ाथ खोपड़े, ᮰ी

िवशाल चंᮤकांत िव᳡ासराव, ᮰ी दीपक मधुकर जाधव, लीिडंग फायरमैन, ᮰ी संजय सदािशव गायकवाड़, फायरमैन ᮰ी गणेश देवराम चौधरी

और ᮰ी संजय ल᭯मण िनकम ने उ᭜कृ᳥ वीरता, अद᭥य साहस, ᳞वसाियककुशलता, कुशलनेतृ᭜व एवम्उ᭒ च कोिट के कतᭅ᳞ परायणताका

पिरचय िदया।

5. यह पुर᭭कार वीरता के िलए अिᲨशमन सेवा पदक पुर᭭कार को शािसत करने वाली िनयमावली के िनयम 3(i) के अनुसार ᮧदान

िकये जाते हᱹ और पिरणामतःिनयम 5(क) के अनुसार अनुमय िवशेष भᱫा िदनांक 07.08.2021 से इसके साथ देय होगा।

2019 के दौरान उᱫर ᮧदेश अिᲨशमन सेवा मᱶ कायᭅरत थे।

3. 08.05.2019 को 13.20 बजे एस.एस.डी. ᭡लाजा, एकता नगर, बरेली, उᱫर ᮧदेश मᱶ आग लगने की सूचना ᮧा᳙ ᱟई। फायर

᭭टेशन ऑिफसर ᮰ी सोम दᱫ सोनकर अपनी टीम के साथ मौके पर पᱟंचे और देखा िक आग ᭡लाजा की पहली मंिजल पर लगी ᱟई है और यह

सभी मंिजलᲂ मᱶ फैल रही है। ि᭭थित का आकलन करने के बाद, उ᭠हᲂने रणनीितक ᱨप से दमकल गािड़यᲂ को तैनात िकया और आग बुझाने का

अिभयान शुᱨ िकया। ᮰ी सोनकर ने बचाव दल का गठन िकया, िजसमᱶ उनके नेतृ᭜व मᱶ लीिडंग फायरमैन ᭭वतंᮢ कुमार, उᱫम कुमार और उदय

राज िसंह शािमल थे। बचाव दल धुएं से भरी सीढ़ी से दूसरी मंिजल पर चढ़ गया और पाया िक कई लोग फंसे ᱟए हᱹ। पूरी मंिजल धुएं से भर गई

थी। बचाव दल ने दूसरी मंिजल से 20 लोगᲂ को बचाया। अपने ᭭वयं के जीवन की सुरᭃा की परवाह िकए िबना, बचाव दल ने अपना खोज और

बचाव अिभयान जारी रखा। वे घने धुएं से तीसरी और चौथी मंिजल पर चढ़े और चौथी मंिजल पर तीन ᳞िᲦयᲂ को अधᭅ चेतन अव᭭था मᱶ

पाया। बचाव दल ने चौथी मंिजल से तीन लोगᲂ को बचाया। इस आग और बचाव अिभयान के दौरान, फायर ᭭टेशन ऑिफसर, ᮰ी सोम दᱫ

सोनकर, लीिडंग फायरमैन, ᮰ी ᭭वतंᮢ कुमार, ᮰ी उᱫम कुमार और ᮰ी उदय राज ने 23 लोगᲂ को सुरिᭃत बचा िलया।

2. िदनांक 31.01.2022 को गृ.र. सं.- 278 लांस कॉपᲃरल ᮰ी ललहᱨऐटलुआंग, और गृ.र. सं.-633 गा᭙सᭅमैन ᮰ी लालथलूरा िजला

जेल च᭥फाई मᱶ तैनात थे।

3. िदनांक 31.01.2022 को रात 11.45 बजे दो नए कैिदयᲂ, केस ᮓमांक 39/40/2021 यू/एस 380/380/244 आईपीसी, को िजला

जेल, च᭥फाई मᱶ लाया गया। िज᭠हᱶ कोिवड गाइड लाइन के कारण एक अलग सेल मᱶ रखा गया था।

4. 31.01.2022 की रात िजला जेल, च᭥फाई मᱶ लांस कॉपᲃरल ᮰ी ललहᱨऐटलुआंग गाडᭅ कमांडर थे और गा᭙सᭅ मैन ᮰ी लालथलूरा

टावर नंबर 2 पर तीसरी पाली की Ჽूटी पर तैनात थे।

5. दोनᲂ नए अपराधी आधी रात मᱶ अपनी सेल को तोड़कर बाहर िनकलने मᱶ सफल रहे और बाहरी बाड़ को काट रहे थे तभी Ჽूटी

पर तैनात गा᭙सᭅमैन ᮰ी लालथलूरा ने उ᭠हᱶ देखा। वे नुकीले धातु के औजारᲂ से लैस थे िजनका इ᭭तेमाल उ᭠हᲂने अपनी सेल को तोड़ने के िलए

िकया था। वे अपने औजारᲂ से िटन की चादरᲂ (जो आमतौर पर िटन की छत के ᱨप मᱶ उपयोग की जाती हᱹ) से बनी बाहरी बाड़ को काट रहे थे।

गाडᭅ ने तुरंत लांस कॉपᲃरल ᮰ी ललहᱨऐटलुआंग को सूिचत िकया और अपनी जान जोिखम मᱶ डालकर िबना नुकसान पᱟंचाए झड़प के बाद

दोनᲂ कैिदयᲂ को पकड़ िलया।

तहत, िकसी उ᭒ च िशᭃण सं᭭थान को यूजीसी की सलाह पर समवत िव᭫ विव᳒ालय घोिषत करने का अिधकार है।

2. और जबिक, कᱶᮤ सरकार ने, यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, यूजीसी की सलाह

पर, िदनांक 20.02.2009 की अिधसूचना सं᭎या 9-42/2006-यू3(ए) के तहत 'कोनेᱨ ल᭯मैया एजुकेशन फाउंडेशन', िवजयवाड़ा, आंᮥ ᮧदेश

को कितपय शतᲄ के अ᭟यधीन, पांच वषᭅ की अनंितम अविध के िलए ‘समवत िव᭫ विव᳒ालय सं᭭थान’ घोिषत िकया था।

3. और जबिक, कᱶᮤ सरकार ने यूजीसी की सलाह पर, िदनांक 11.07.2017 व 06.05.2019 की अिधसूचना सं᭎या 9-42/2006-

यू3(ए)खंड 2 के तहत, 'कोनेᱨ ल᭯मैया एजुकेशन फाउंडेशन' िवजयवाड़ा, आंᮥ ᮧदेश के समवत िव᭫ विव᳒ालय के दजᱷ को कितपय शतᲄ के साथ

ᮓमशः 20.02.2014 से 19.02.2019 और 20.2.2019 से 19.02.2024 तक की अविध के िलए बढ़ाया/िनयिमत िकया।

4. और इसके बाद जबिक, कᱶᮤ सरकार ने यूजीसी की सलाह पर िदनांक 19.01.2018 की अिधसूचना सं᭎या 10-3/2017 यू.3 (ए)

के मा᭟यम से कोनेᱨ ल᭯मैया एजुकेशन फाउंडेशन, िवजयवाड़ा, आंᮥ ᮧदेश को अजीजनगर, मोइनाबाद रोड, रंगारे᲻ी िजला, तेलंगाना मᱶ एक

ऑफ-कᱹपस सᱶटर शुᱨ करने की अनुमित दी।

5. और जबिक, कोनेᱨ ल᭯मैया एजुकेशन फाउंडेशन, आंᮥ ᮧदेश ने िदनांक 06.05.2022 को यूजीसी पोटᭅल पर ᮕेटर हैदराबाद के

मेडचल मलकाजिगरी िजले के बोरामपेट गांव मᱶ एक ऑफ-कᱹपस सᱶटर ᭭थािपत करने के िलए ऑनलाइन आवेदन अपलोड िकया। िव᯴विव᳒ालय

अनुदान आयोग से आवेदन की जांच करने और इस मंᮢालय को अपनी सलाह ᮧ᭭तुत करने का अनुरोध िकया गया।

6. और जबिक, यूजीसी ने एक ᭭थायी सिमित के मा᭟यम से आवेदन की जांच की, िजसने सवᭅस᭥मित से ᮕेटर हैदराबाद के मेडचल

मलकाजिगरी िजले के बोरामपेट गांव मᱶ एक ऑफ-कᱹपस कᱶᮤ शुᱨ करने से पहले कुछ शतᲄ के साथ कोनेᱨ ल᭯मैया एजुकेशन फाउंडेशन,

िवजयवाड़ा, आंᮥ ᮧदेश को आशय पᮢ (एलओआई) जारी करने की िसफािरश की।

7. और इसके बाद जबिक, कᱶᮤ सरकार ने यूजीसी की सलाह पर िदनांक 12.08.2022 को कोनेᱨ ल᭯मैया एजुकेशन फाउंडेशन,

िवजयवाड़ा, आंᮥ ᮧदेश को 3 साल की अविध के भीतर िन᭥ निलिखत शतᲄ को पूरा करने के िलए आशय पᮢ (एलओआई) जारी िकया:

कोनेᱨ ल᭯मैया एजुकेशन फाउंडेशन, िवजयवाड़ा, आंᮥ ᮧदेश अपिरवतᭅनीय सरकारी ᮧितभूितयᲂ के मा᭟यम से समवत

िव᭫ विव᳒ालय के नाम पर ᭭थायी ᱨप से 10 करोड़ ᱧपये की कॉपᭅस िनिध बनाए रखने के िलए िविधक वचनपᮢ देगा।

ii) समवत िव᭫ विव᳒ालय, जहां भी लागू हो, ᮕेटर हैदराबाद के मेडचल मलकाजिगरी िजले के बोरामपेट गांव मᱶ शुᱨ िकए

जाने वाले ᮧ᭭तािवत पाᲹᮓमᲂ/कायᭅᮓम के िलए संबंिधत सांिविधक पिरषद(दᲂ) का अनुमोदन ᮧा᳙ करेगा।

iii) 25 िशᭃकᲂ की संकाय सं᭎या के साथ िशᭃक छाᮢ अनुपात 1:20 से कम नहᱭ होना चािहए और िनयिमत ᭍लास ᱨम मोड

के तहत ᭠यूनतम ᮧ᭭तािवत 500 छाᮢ रोल पर होने चािहए िजनमᱶ से कम से कम 1/3 पीजी/शोध छाᮢ हᲂ और शोध

कायᭅᮓमᲂ के साथ कम से कम 3 पीजी िवभाग होने चािहए।

iv) अवसंरचना िव᯴विव᳒ालय अनुदान आयोग/संगत सांिविधक पिरषदᲂ ᳇ारा िनधाᭅिरत की गई होनी चािहए।

v) िनिमᭅत ᭃेᮢ ᮧित छाᮢ 30 वगᭅमीटर से कम नहᱭ होना चािहए िजसमᱶ शैᭃिणक, ᮧशासिनक, सामा᭠य सुिवधाएं और

मनोरंजन सुिवधाएं शािमल हᲂगी।

8. और जबिक, सं᭭थान ने िदनांक 06.09.2022 के पᮢ के मा᭟यम से एलओआई की शतᲄ के संबंध मᱶ अनुपालन िरपोटᭅ ᮧ᭭तुत की।

सं᭭थान की अनुपालन िरपोटᭅ का िव᯴विव᳒ालय अनुदान आयोग ᳇ारा स᭜यापन िकया गया। िव᭫ विव᳒ालय अनुदान आयोग ने िदनांक

10.10.2022 के अपने पᮢ सं᭎या 10-3/2022 (सीपीपी-1/डीयू) के मा᭟यम से सूिचत िकया है िक समवत िव᭫ विव᳒ालय ने एलओआई की

शतᲄ को पूरा िकया है और िसफािरश की है िक मंᮢालय शैᭃिणक वषᭅ 2022-2023 से ᮕेटर हैदराबाद के मेडचल मलकाजिगरी िजले के

बोरामपेट गांव मᱶ एक ऑफ-कᱹपस सᱶटर शुᱨ करने के िलए समवत िव᭫ विव᳒ालय को अनुमित देने पर िवचार कर सकता है। यूजीसी की

िसफािरश को यूजीसी के अ᭟यᭃ ᳇ारा अनुमोिदत िकया गया था।

9. अब, इसिलए, यूजीसी अिधिनयम, 1956 की धारा 3 ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, कᱶᮤ सरकार, यूजीसी की सलाह

पर कोनेᱨ ल᭯मैया एजुकेशन फाउंडेशन, िवजयवाड़ा, आंᮥ ᮧदेश को शैᭃिणक वषᭅ 2022-2023 से ᮕेटर हैदराबाद के मेडचल मलकाजिगरी

िजले के बोरामपेट गांव मᱶ एक ऑफ-कᱹपस सᱶटर शुᱨ करने की अनुमित ᮧदान करता है।

10. सरकार ᳇ारा अिधसूचना की तारीख से पांच वषᭅ की अविध के बाद आयोग ᳇ारा उᲦ ऑफ-कᱹपस की समीᭃा की जाएगी। यह

अनुमित यूजीसी (समवत िव᭫ विव᳒ालय सं᭭थान) िविनयम, 2019 और कᱶᮤ सरकार, यूजीसी और अ᭠य सांिविधक पिरषदᲂ ᳇ारा समय-समय

पर जारी अ᭠य ᮧासंिगक मानकॉ/िनयमᲂ/िविनयमᲂ/िनदेशᲂ के अनुपालन के अ᭟यधीन है।.

2. Assistant Divisional Fire Officer, Sh. Kishor Dnyandeo Ghadigaonkar, Station Officer, Sh. Sagar Jagannath

Gaikwad, Fireman Sh. Ganesh Devram Chaudhari and Sh. Sanjay Laxman Nikam were working in Maharashtra Fire

Services during the year 2021.

3. On 07.08.2021 at 11.32 hrs a “Stop Other Service Message” (Gas Leakage) was received about the major LPG

leakage incident in Kasturba Hospital Compound, Mumbai. Immediately, Fire Brigade team with fire appliances rushed to

the spot. On arrival Assistant Divisional Fire Officer Sh. K.D. Ghadigaonkar took a round for sizing up the situation of LPG

leakage and noticed and learnt from Station Officer Sh. V.C. Vishwasrao and team members that a huge amount of LPG was

severely leaking from the damaged drain valve of L.P. Gas Tank, having capacity of 10 MT, behind the hospital. The fire

brigade team comprising of Station Officer Sh. V.C. Vishwasrao, D.M. Jadhav, Khopade and their members at the site had

prepared three hose lines i.e., two hose lines from the Courtyard hydrants and one small hose line from fire engine in the

form of spray and pressed into operation of reducing, controlling the leakage of LPG and restricting the LPG vapours-air

mixture below the explosive range and barring LPG Air mixture within the periphery of LPG Tank by adopting all the

necessary safety precautionary measures. Assistant Divisional Fire Officer immediately, ordered to prohibit the use of electric

and electronic items, matchsticks and other flammable items and carried out operation with minimum required fire brigade

personnel in the vicinity of the site. Assistant Divisional Fire Officer, immediately confirmed from Station Officer and

doctors regarding the evacuation and shifting of patients from the adjoining hospital building No. 148 to the place of safety.

Assistant Divisional Fire Officer along with the team executed complete safe evacuation of 500-600 persons, patients,

hospital staff, including surrounding residents all around the incident site with the help of Police to avoid loss of lives due to

catastrophic effect of LPG leakage. All the sources of ignition from nearby vicinity were closed with the help of police, and

the movement of vehicles was stopped with the help of traffic police. Simultaneously quick communication and coordination

was made with the HPCL technical expert team for urgent aid of Emergency Response Vehicle and empty LPG Tankers for

the decanting & degassing of remaining 5 MT of LP Gas from the leaking LPG Tank by requesting Disaster and Fire Control

Room to create green corridor with the help of traffic police for urgent additional aid. Under the guidance of Assistant

Divisional Fire Officer, the sealing agent from the HAZMAT vehicle was applied to reduce the flow of LPG, but due to

excessive pressure and huge flow of LPG, it was not possible to seal entire place due to severe frost burn injuries to his team.

However, by taking additional care and proper use of safety rubber gloves the sealing agent was applied, thereby reducing

and controlling the flow of LPG leakage. The operation of five hose lines of water spray was continued to reduce intensity of

flow of LPG leakage and to minimize and restrict the formation of LPG cloud within the limit of explosive range around the

LPG Tank, thereby keeping it away from any source of ignition. After arriving of mobile tankers at around 1900 hrs, process

of decanting of gas was completed in the presence of technical expert team of HPCL and empty LPG tank was filled with the

water as per SOP of HPCL and finally the entire premises was declared safe. Decantation & Degassing of LPG Bullet was

Completed on 8/8/21 at 13.24 hrs with the help of HPCL Technical Expert Team. It took tireless effort of almost 25 hours for

the successful safe operation to avoid catastrophic impact by continuously working in the explosive range of LPG vapors and

air mixture by team of Mumbai Fire Brigade.

Gaikwad, Fireman Sh. Ganesh Devram Chaudhari and Sh. Sanjay Laxman Nikam thus displayed conspicuous gallantry,

exemplary courage, professional expertise, leadership and devotion to duty of a very high order.

5. These awards are made for gallantry under Rule 3 (i) of the Rules governing the award of Fire Service Medal for

Gallantry and consequently carries with it special allowance admissible under rule 5 (a) w.e.f. 07.08.2021.

2. Fire Station Officer, Sh. Som Dutt Sonkar, Leading Fireman, Sh. Swatantra Kumar, Sh. Uttam Kumar and

Sh. Uday Raj Singh were working in Uttar Pradesh Fire Service during the year 2019.

3. On 08.05.19 at 13.20 hrs, a call was received about the fire incident at S.S.D. Plaza Ekta Nagar, Bareilly, Uttar

Pradesh. Fire Station Officer Sh. Som Dutt Sonkar along with his team reached the spot and found that the fire is on the first

floor of the Plaza, and it was spreading all over the floors. After making assessment of the situation, he strategically

deployed fire engines and started firefighting operation. Sh. Sonkar constituted a rescue team, consisting of Leading Firemen

Swatantra Kumar, Uttam Kumar and Uday Raj Singh under his leadership. The rescue team climbed up the second floor

through the smoke filled stair case and found many persons were trapped there. The entire floor was filled with smoke. The

team rescued 20 persons from the second floor. Without caring for the safety of their own life, the rescue team continued

their search and rescue operation. They climbed up the third and fourth floor through densely filled smoke and found three

persons in semi-conscious state on the fourth floor. The fire team rescued three persons from there. During this fire and

rescue operation, Fire Station Officer, Sh. Som Dutt Sonkar, Leading Fireman, Sh. Swatantra Kumar, Sh. Uttam Kumar and

Sh. Uday Raj safely rescued 23 persons.

4. Fire Station Officer, Sh. Som Dutt Sonkar, Leading Fireman, Sh. Swatantra Kumar, Sh. Uttam Kumar and

Sh. Uday Raj Singh thus displayed conspicuous gallantry, exemplary courage, professional expertise, leadership and devotion

to duty of a very high order.

Gallantry and consequently carries with its special allowance admissible under rule 5 (a) w.e.f. 08.05.2019.

2. HG No- 278 Lance Corporal Sh. Lalhruaitluanga, and HG No. 633 GM Sh. Lalthalura were posted at District Jail

Champhai during incident on 31.01.2022.

3. On 31.01.2022, 11.45 PM, two new convicts in connection with Case Gr No. 39/40/2021 U/s 380/380/244, IPC

were imprisoned in District Jail, Champhai. They were kept at a separate cell due to Covid SoPs.

4. L/Cp Lalhruaitluanga was the Guard Commander and GM Lalthalura was on 3rd shift duty at tower No. 2 at

District Jail, Champhai on the night of 31.01.2022.

5. The both new convicts managed to break out of their cell around midnight and were cutting the outer fencing

when a Guardsman Sh. Lalthalura on duty spotted them. They were armed with sharp metal tools which they used to break

their cell. They were cutting the outer fencing made of tin sheets (which are commonly used as tin roof) with their tools. The

guard immediately informed the Lance Corporal Sh. Lalhruaitluanga and they put their lives in danger and managed to

capture the two convicts after a brief fight without firing a single shot.

6. Sh. Lalhruaitluanga and Sh. Lalthalura Khiangte performed their duties and responsibilities with conspicuous

gallantry, exemplary courage, professional expertise and devotion of duty of a very high order.

No. 10-5/2022-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants

Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as an Institution deemed

to be University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

vide its Notification No.9-42/2006-U3(A) dated 20.02.2009, on the advice of UGC, had declared ‘Koneru Lakshmaiah

Education Foundation’, Vijayawada, Andhra Pradesh as an ‘Institution Deemed to be University’, for a provisional period of

five years, subject to certain conditions.

3. And whereas, the Central Government, vide Notification Nos. 9-42/2006-U3(A)Vol.2 dated 11.07.2017 &

06.05.2019, on the advice of the UGC, extended/regularized the status of Deemed to be University of ‘Koneru Lakshmaiah

Education Foundation’ Vijayawada, Andhra Pradesh for a period from 20.02.2014 to 19.02.2019 & 20.2.2019 to 19.02.2024

respectively with certain conditions.

4. And further whereas, the Central Government, vide Notification No.10-3/2017 U.3(A) dated 19.01.2018, on the

advice of the UGC, permitted Koneru Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh to start an Off-

Campus Centre at Aziznagar, Moinabad Road, Rangareddy district, Telangana.

5. And whereas, Koneru Lakshmaiah Education Foundation, Andhra Pradesh uploaded online application

on 06.05.2022 on UGC Portal for setting up an off-campus Centre at Bowrampet Village, Medchal Malkajgiri District,

Greater Hyderabad. UGC was requested to examine the application and furnish its advice to this Ministry.

6. And whereas, UGC examined the application through a Standing Committee that unanimously recommended for

issuance of Letter of Intent (LoI) to Koneru Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh with certain

conditions before starting of an off-campus centre at Bowrampet Village, Medchal Malkajgiri District, Greater Hyderabad.

7. And further whereas, the Central Government, on the advice of UGC, issued Letter of Intent (LoI) on 12.08.2022

to Koneru Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh for fulfilment of the following conditions within

a period of 3 years:

Koneru Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh shall give legal undertaking for

maintaining Corpus fund of Rs. 10 Crore permanently in the name of the Deemed to be University by way of

irrevocable Government Securities.

ii.

The Deemed to be University shall obtain approval of respective Statutory Council(s), wherever applicable,

for the Courses/Programme proposed to be started at Bowrampet Village, Medchal Malkajgiri District,

Greater Hyderabad.

iii.

The teacher student ratio should not be less than 1:20 with a faculty strength of not less than 25 teachers and a

minimum of 500 proposed students on the rolls under the regular class room mode, of which not less than one

third being PG/research students; and at least 3 PG departments with research programmes.

iv.

The infrastructure should be as prescribed by the UGC/relevant Statutory Council(s).

The built up area should not be less than 30 sq. mts. per student which shall include academic, administrative,

common and recreational facilities.

8. And whereas, the Institution, vide letter dated 06.09.2022, submitted compliance report in respect of conditions of

LoI. The compliance report of the Institution was verified by UGC. UGC, vide its letter No.10-3/2022 (CPP-I/DU) dated

10.10.2022, conveyed that the Deemed to be University has fulfilled the conditions of LoI and recommended that the

Ministry may consider granting permission to the Deemed to be University to start an Off-Campus Centre at Bowrampet

Village, Medchal Malkajgiri District, Greater Hyderabad from the academic year 2022-2023. The recommendation of UGC

was approved by Chairman, UGC.

9. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,

on the advice of the UGC, do hereby permits Koneru Lakshmaiah Education Foundation, Vijayawada, Andhra Pradesh to

start an off-campus centre at Bowrampet Village, Medchal Malkajgiri District, Greater Hyderabad from the academic year

2022-2023.

10. The said off-campus shall be reviewed by the Commission after a period of five years from the date of

Notification by the Government. This permission is subject to the compliance of the UGC (Institutions Deemed to be

Universities) Regulations, 2019 and other relevant Norms / Rules / Regulations / Directions / Notifications issued by the

Central Government, UGC and other Statutory Councils, from time to time.
