सा.का.जन. 8.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए,
स्ट् वास्ट् ् य और पररवार कल् याण मंत्रालय, क्षेत्रीय कुष्ठ प्रजिक्षण एवं अनुसंिान संस्ट्थान, गौरीपुर, बांकुरा, पजिम बंगाल में
लेखाकार के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथागत्:-
1.
संजक्षप्त नाम और प्रारंभ-(1) इन जनयमों का संजक्षप्त नाम स्ट् वास्ट् ् य और पररवार कल् याण मंत्रालय, क्षेत्रीय कुष्ठ
प्रजिक्षण एवं अनुसंिान संस्ट्थान, गौरीपुर, लेखाकार, (समूि ‘ग’ पि), भती जनयम, 2023 िै ।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

पि की संख्या, वगीकरण और वेतन मैररक् स में स्ट् तर– उक् त पि की संख्या, उसका वगीकरण और उससे संलग्न
वेतन मैररक् स में स्ट् तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िै।

भती की पद्धजत, आयु-सीमा, अिगताएं आदि- उक् त पि पर भती की पद्धजत, आयु-सीमा, अिगताएं और उससे
संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं ।
4.
जनरिगता: वि व्यजि-
(क)
जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की
िै; या
(ख)
जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की
संजविा की िै;
उि पि पर जनयुजि का पात्र निीं िोगा:
परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य
पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िै, तो वि दकसी व्यजि को
इस जनयम के प्रवतगन से छूट िे सकेगी ।
5.
जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि
उसके जलए िो कारण िैं, उन् िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की
बाबत, आिेि द्वारा जिजथल कर सकेगी ।
6.
व्यावृजत्त: इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन् य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि
करना अपेजक्षत िै ।

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार
पर सिृि पि िारण दकए हुए िों; या
(ii) िो मूल काडर या जवभाग में वेतन मैररक्स के
स्ट्तर-4 (25500-81100 रुपये) या समतुल्य में
जनयजमत आिार पर रोकजड़या की श्रेणी में जनयुजि के
पिात पााँच वषग सेवा की िो; और
(ख) जिन्िोंने सजचवालय प्रजिक्षण और प्रबंि संस्ट्थान
से रोकड़ एवं लेखा प्रजिक्षण सफलतापूवगक पूरा दकया
िो।
ऐसे जवभागीय रोकजड़यां जिन्िोंने वेतन मैररक्स के
स्ट्तर-4 (25500-81100 रु.) में उस श्रेणी में पााँच वषग
की जनयजमत सेवा की िो तथा सजचवालय प्रजिक्षण
और प्रबंि संस्ट्थान से रोकड़ एवं लेखा प्रजिक्षण
सफलतापूवगक पूरा दकया िै बािर वालो के साथ
जवचार दकया िाएगा और उसके पि पर जनयुजि के
जलए चयन दकए िाने की ििा मे वि पि प्रोन्नजत द्वारा
भरा गया समझा िाएगा ।
(पोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत
की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए
जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार,
प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए
जवचार दकए िाने के पात्र निीं िोंगे।)

G.S.R. 8.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Accountant in the
Ministry of Health and Family Welfare, Regional Leprosy Training and Research Institute, Gouripur, Bankura, West
Bengal, namely: -
1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare,
Regional Leprosy Training and Research Institute, Gouripur, Accountant (Group ‘C‘ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in
pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.
