का.जन.आ. 61.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, और

रक्षा मंत्रालय (बािार आसूर्ना सांजख्यकी और प्रगजत अजिकारी) भती जनयम, 2014 को, उन बातों के जसवाय अजिक्ांत

करते हुए, जिन्िें ऐसे अजिक्मण से पिले दकया गया िो, या करने का लोप दकया गया िै, रक्षा मंत्रालय, रक्षा मंत्रालय के

एकीकृत मुख्यालय (सेना) में बािार आसूर्ना सांजख्यकी और प्रगजत अजिकारी के पि पर भती की पद्धजत का जवजनयमन

करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाचत् :

संजक्षप्त नाम और प्रारंभ : (1) इन जनयमों का संजक्षप्त नाम रक्षा मंत्रालय के एकीकृत मुख्यालय (सेना), सेना क्य

संगठन, बािार आसूर्ना सांजख्यकी और प्रगजत अजिकारी (समूि ‘क’ पि) भती जनयम, 2023 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

पि-संख्या, वगीकरण और वेतन मैट्ररक्स में स्ट्तर : उि पि की संख्या, उनका वगीकरण और उनका वेतन मैट्ररक्स

में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं।

भती की पद्धजत, आयु सीमा, अिचताएं आदि–उि पि पर भती की पद्धजत, आयु सीमा, अिचताएं और उससे संबंजित

अन्य बातें वे िोंगी िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

4.

जनरिचता – वि व्यजि–

(क)

जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िैं, जववाि दकया िै; या जववाि की संजविा की

िै या

(ख)

जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की

संजविा की िै

उि पि पर जनयुजि का पात्र निीं िोगा :

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतचन से छूट िे सकेगी।

5.

जिजथल करने की िजि–ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि

उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से परामिच करके इन जनयमों के दकसी उपबंि को

दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजत्त–इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जपछड़ें वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

केन्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन के अिीन ऐसे अजिकारी :

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िै; या

(ii) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स के स्ट्तर-9 (53100-167800/- रू) या समतुल्य में उस पि में

जनयजमत आिार पर जनयुजि के पश्चात उस श्रेणी में िो वषच की सेवा की िो ; या

(iii) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स के स्ट्तर-8 (47600-151100/- रू) या समतुल्य में उस पि में

जनयजमत आिार पर जनयुजि के पश्चात उस श्रेणी में र्ार वषच की सेवा की िो; या

(iv) जिन्िोंने मूल काडर या जवभाग में वेतन मैट्ररक्स के स्ट्तर-7 (44900-142400/- रू) या समतुल्य में उस पि में

जनयजमत आिार पर जनयुजि के पश्चात पााँर् वषच की सेवा की िै; और

(ख) िो जनम्नजलजखत अिचताएं और अनुभव रखते िो:

(i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से सांजख्यकीय या प्रर्ालन अनुसंिान या गजणत या वाजणज्य या

आर्थचक या कृजष आर्थचक में मास्ट्टर जडग्री; और

(ii) सरकार के अिीन संगठन में बािार आसूर्ना या सांजख्यकीय के क्षेत्र में िो वषच का अनुभव |

वांछनीय:

सरकार के अिीन संगठन में भंडार की खरीि में एक वषच का अनुभव |

ट्रटप्पण 1:- प्रजतजनयुजि की अवजि, जिसके अंतगचत केंरीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस

जनयुजि से ठीक पिले िाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतनुयुजि की अवजि िै सािारणतया 3 वषच से अजिक

निीं िोगी |

ट्रटप्पण 2:- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषच से

अजिक निीं िोगी |

NOTIFICATION

New Delhi, the 28th February, 2023

S.R.O. 61.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Defence (Market Intelligence Statistical and Progress Officer) Recruitment Rules,

2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Market Intelligence Statistical and Progress

Officer in the Integrated Headquarters of Ministry of Defence (Army), Ministry of Defence, namely:-

1.

Short title and commencement.–(1) These rules may be called the Integrated Headquarters of Ministry of

Defence (Army), Army Purchase Organisation, Market Intelligence Statistical and Progress Officer (Group ‘A’

Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and Level in pay matrix.–The number of the said post, its classification

and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

3.

Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4.

Disqualification.– No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of this rule.

5.

Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

(iv) with five years service in the grade rendered after appointment thereto on regular basis in posts in Level-

7 in the pay matrix (Rs. 44900-142400/-) or equivalent in the parent cadre or department; and

(b) possessing following qualifications and experience:

(i) Masters degree in Statistics or Operations Research or Mathematics or Commerce or Economics

or Agricultural Economics from a recognised University or Institute; and

(ii) two years experience in the field of Market Intelligence or Statistics in an organisation under

the Government.

Desirable : One year experience in procurement of stores in an organisation under the Government.

Note 1: The period of deputation including the period of deputation in another ex-cadre post held

immediately preceding this appointment in the same or some other organisation or department of the

Central Government shall ordinarily not exceed three years.

Note 2: The maximum age-limit for appointment by deputation shall not exceed 56 years as on the last date

of receipt of applications.
