New Delhi, the 7th March, 2023
G.S.R. 23.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the post of Sub- Inspector
(Communication) in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad in the Ministry of Home
Affairs, namely:-
1.
Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Sardar
Vallabhbhai Patel National Police Academy, Sub-Inspector (Communication) Recruitment Rules, 2023.
(2)
They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification and level in the pay matrix. – The number of the post, its classification and
level in the pay matrix attached thereto shall be specified in Columns (2) to (4) of the Schedule annexed to
these rules.
3.
Method of recruitment, age- limit and qualifications, etc. - The method of recruitment, age- limit,
qualifications and other matters relating thereto shall be as specified in Columns (5) to (13) of the said
Schedule.
4.
Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are grounds for so
doing, exempt any person from the operation of this rule.
5.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with
respect to any class or category of persons.
6.
Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward
Classes and other special categories of persons, in accordance with the orders issued by the Central
Government from time to time in this regard.

और पयᭅटन मंᮢालय और नागर िवमानन (पयᭅटन िवभाग) भारत सरकार के पयᭅटक कायाᭅलय (समूह ‘IV’ पद)
भतᱮ िनयम, 1973 तथा पयᭅटन मंᮢालय बᱟकायᭅ कमᭅचारी वृ᭠द समूह ‘ग’ पद भतᱮ िनयम 2012 को उन बातᲂ
के िसवाए अिधᮓांत करते ᱟए िज᭠हᱶ ऐसे अिधᮓमण से पहले ᳰकया गया है या करने का लोप ᳰकया गया है,
पयᭅटन मंᮢालय के भारत पयᭅटन कायाᭅलय तथा मुयालय मᱶ बᱟ-कायᭅ कमᭅचारीवृ᭠द के पद पर भतᱮ कᳱ पित
का िविनयमन करने के िलए िन᳜िलिखत िनयम बनाती हᱹ, अथाᭅत: -
1. संिᭃ᳙ नाम और ᮧारंभ-—(1) इन िनयमᲂ का संिᭃ᳙ नाम पयᭅटन मंᮢालय मुयालय और भारत पयᭅटन
कायाᭅलय बᱟ-कायᭅ कमᭅचारीवृ᭠द (समूह ‘ग’ पद) भतᱮ िनयम, 2023 है।
(2) ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख को ᮧवृᱫ हᲂगे।
2. पदᲂ कᳱ संया, वगᱮकरण, वेतन बᱹड और वेतनमान मᱶ ᮕेड वेतन
—उᲦ पद कᳱ संया, उसका वगᱮकरण,
वेतन बᱹड तथा ᮕेड वेतन या वेतनमान वह होगा जो इन िनयमᲂ से उपाब अनुसूची के ᭭तंभ (2) से ᭭तंभ (4) मᱶ
िविन᳸दᭅ᳥ हᱹ।
3. भतᱮ कᳱ पित आयु-सीमा, अहᭅताएं आᳰद
—भतᱮ कᳱ पित, आयु-सीमा, अहᭅताएं और उससे संबंिधत
अ᭠य बातᱶ वे हᲂगी जो उᲦ अनुसूची के ᭭तंभ (5) से ᭭तंभ (13) मᱶ िविन᳸दᭅ᳥ हᱹ।
4. िनरहᭅता
—वह ᭪ यिᲦ ।
(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत है, िववाह ᳰकया है. या
(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते ᱟए ᳰकसी ᳞िᲦ से िववाह ᳰकया है,
उᲦ पद पर िनयुिᲦ का पाᮢ नहᱭ होगा:
पर᭠तु यᳰद के᭠ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह उस ᳞िᲦ के अ᭠य पᭃकार को
लागू ᭭वीकायᭅ िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠य आधार हᱹ तो वह ᳰकसी ᳞िᲦ को इस
िनयम के ᮧवतᭅन से छूट दे सकेगी।
5. िशिथल करने कᳱ शिᲦ-—जहां कᱶᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫यक या समीचीन है,
वहां वह उसके िलए जो कारण हᱹ, उ᭠हᱶ लेखब करके, इन िनयमᲂ के ᳰकसी उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के
᳞िᲦयᲂ कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी।
6. ᳞ावृिᱫ
—इन िनयमᲂ कᳱ कोई बात ऐसो आरᭃणᲂ, आयु-सीमा मᱶ छूट और अ᭠य ᳯरयायतᲂ पर ᮧभाव
नहᱭ डालेगी, िजनका कᱶᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गए आदेशᲂ के अनुसार
अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, भूतपूवᭅ सैिनकᲂ और अ᭠य िवशेष ᮧवगᭅ के ᳞िᲦयᲂ के िलए उपबंध
करना अपेिᭃत है।

पूवᲃᱫर पᳯरषद सिचवालय, िशलांग, समूह ‘क’ पद भतᱮ िनयम, 2005 को, जहां तक उनका संबंध सलाहकार (ᳲसंचाई,
बाढ़ िनयंᮢण और जल ᮧबंधन), पूवᲃᱫर पᳯरषद सिचवालय, िशलांग के पद से है, उन बातᲂ के िसवाय अिधᮓांत करते ᱟए,
िज᭠हᱶ ऐसे अिधᮓमण से पूवᭅ ᳰकया गया है या करने का लोप ᳰकया गया है, उᱫर पूवᱮ ᭃेᮢ िवकास मंᮢालय के तहत पूवᲃᱫर
पᳯरषद सिचवालय, िशलांग मᱶ उप सलाहकार (ᳲसंचाई, बाढ़ िनयंᮢण और जल ᮧबंधन) के पद पर भतᱮ कᳱ पित का
िविनयमन करने के िलए िन᳜िलिखत िनयम बनाते हᱹ, अथाᭅत् :-
1. संिᭃ᳙ नाम और ᮧार᭥भ : (1) इन िनयमᲂ का संिᭃ᳙ नाम पूवᲃᱫर पᳯरषद सिचवालय, िशलांग, उप सलाहकार
(ᳲसंचाई, बाढ़ िनयंᮢण और जल ᮧबंधन), समूह ‘क’ पद भतᱮ िनयम, 2022 है।
(2) ये राजपᮢ मᱶ उनके ᮧकाशन कᳱ ितिथ को ᮧवृᱫ हᲂगे।
2. पद संया, वगᱮकरण और वेतन मैᳯᮝस मᱶ ᭭तर : उᲦ पद कᳱ संया, उसका वगᱮकरण और उसका वेतन मैᳯᮝस मᱶ
᭭तर वह होगा जो इन िनयमᲂ से उपाब अनुसूची के ᭭त᭥भ (2) से ᭭त᭥भ (4) मᱶ िविन᳸दᭅ᳥ है।
3. भतᱮ कᳱ पित, आयु सीमा, अहᭅताएं आᳰद : उᲦ पद पर भतᱮ कᳱ पित, आयु सीमा, अहᭅताएं और उससे संबंिधत
अ᭠य बातᱶ वे हᲂगी जो उᲦ अनुसूची के ᭭त᭥भ (5) से ᭭त᭥भ (13) मᱶ िविन᳸दᭅ᳥ हᱹ।
4. िनरहᭅता : वह ᳞िᲦ -
(क) िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकᳱ प᳀ी जीिवत है, िववाह ᳰकया है, या िववाह कᳱ संिवदा कᳱ है, या
(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते ᱟए ᳰकसी ᳞िᲦ से िववाह ᳰकया है, या िववाह कᳱ संिवदा कᳱ है,
उᲦ पद पर िनयुिᲦ का पाᮢ नहᱭ होगा :
पर᭠तु यᳰद के᭠ᮤीय सरकार का यह समाधान हो जाता है ᳰक ऐसा िववाह उस ᳞िᲦ और िववाह के अ᭠य पᭃकार को लागू
᭭वीय िविध के अधीन अनु᭄ेय है और ऐसा करने के िलए अ᭠य आधार हᱹ तो वह ᳰकसी ᳞िᲦ को इस िनयम के ᮧवतᭅन से छूट
दे सकेगी।

5. िशिथल करने कᳱ शिᲦ : जहां के᭠ᮤीय सरकार कᳱ यह राय है ᳰक ऐसा करना आव᭫यक या समीचीन है, वहां वह उसके
िलए जो कारण हᱹ, उ᭠हᱶ लेखब करके तथा संघ लोक सेवा आयोग से परामशᭅ करके इन िनयमᲂ के ᳰकसी उपबंध को ᳰकसी
वगᭅ या ᮧवगᭅ के ᳞िᲦयᲂ कᳱ बाबत, आदेश ᳇ारा िशिथल कर सकेगी।
6. ᳞ावृिᱫ : इन िनयमᲂ कᳱ कोई बात, ऐसे आरᭃण, आयु सीमा मᱶ छूट और अ᭠य ᳯरयायतᲂ पर ᮧभाव नहᱭ डालेगी,
िजनका के᭠ᮤीय सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गये आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ,
अनुसूिचत जनजाितयᲂ, भूतपूवᭅ सैिनकᲂ और अ᭠य िवशेष ᮧवगᭅ के ᳞िᲦयᲂ के िलए उपबंध करना अपेिᭃत है।

सरकार के उसी या ᳰकसी अ᭠य संगठन या िवभाग मᱶ इस िनयुिᲦ से ठीक पहले धाᳯरत

G.S.R. 25.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the North Eastern Council Secretariat, Shillong, Group ‘A’ Posts Recruitment Rules, 2005, in so far as
they relate to the post of Advisor (Irrigation, Flood Control and Water Management), North Eastern Council
Secretariat, Shillong, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of Deputy Adviser (Irrigation,
Flood Control and Water Management) in North Eastern Council Secretariat, Shillong under the Ministry of
Development of North Eastern Region, namely :-
1. Short title and commencement.-(1) These rules may be called the North Eastern Council Secretariat, Shillong,
Deputy
Adviser

(2) They shall come into force on the date of publication in the Official Gazette.
2. Number of post, classification and Level in Pay Matrix-The number of the post, its classification and Level
in Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc.-The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
4. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for
appointment to the said post:

Provided that Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.-Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required
to be provided for the Schedules Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons
in accordance with the orders issued by the Central Government from time to time in this regard.
