िारा (2) के खंड (क) और खंड (ग) के साथ परठत उप-िारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए, गृि मंत्रालय,

सिस्त्र सीमा बल, परा-पिुजर्दकत्सा काडर योिक जनरीक्षक (पिुजर्दकत्सा) अरािपजत्रत, समूि 'ख' पि भती जनयम, 2012

और गृि मंत्रालय, सिस्त्र सीमा बल, समूि 'ख' योिक (अरािपजत्रत) परा- पिुजर्दकत्सा पि भती जनयम, 2011 को, उन

बातों के जसवाय अजिक्ांत करते हुए जिन्िें ऐसे अजिक्मण से पिले दकया गया िै या करने का लोप दकया गया िै, गृि

मंत्रालय के अिीन सिस्त्र सीमा बल में जनरीक्षक (पिुजर्दकत्सा) और उप-जनरीक्षक (पिुजर्दकत्सा) के पिों पर भती की

पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िै, अथाचत:-

संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सिस्त्र सीमा बल, योिक, समूि ‘ख’

(अरािपजत्रत) परा-पिुजर्दकत्सा पि भती जनयम, 2023 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

लागू िोना.- ये जनयम, इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (1) में जवजनर्िचष्ट पिों को लागू िोंगे।

पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- पिों की संख्या, उनका वगीकरण और इससे संलग्न वेतन मैररक्स में

स्ट्तर वे िोंगे िो इन जनयमों से उपाबद्ध पूवोि अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं।

भती की पद्धजत, आयु-सीमा, अिचता, आदि.- उि पिों पर भती की पद्धजत, आयु-सीमा, अिचताएं और उससे संबंजित

अन्य बातें वे िोंगी, िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं।

जनरिचता.- वि व्यजि,-

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजविा की

िै,

उि पिों पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतचन

से छूट िे सकेगी।

जर्दकत्सक रष्टया योग्यता.- इन जनयमों में अन्तर्वचष्ट दकसी बात के िोते हुए भी, केवल वे व्यजि िो जर्दकत्सा प्रवगच

‘िेप-1’ में िैं, इन जनयमों के उपबंिों के अिीन जनयुजि के जलए पात्र िोंगे।

स्ट्पष्टीकरण:- इस जनयम के प्रयोिन के जलए, 'िेप-1’ से जनम्नानुसार पररभाजित जर्दकत्सा प्रवगच अजभप्रेत िै:-

(i) कोड अक्षर िेप (एस.एर्.ए.पी.ई.), िो जनम्नजलजखत कृत्यों का प्रजतजनजित्व करते िैं, द्वारा उपिर्िचत दिए गए

कारकों के अिीन अजिकारी की उपयुक्त्ता जनिाचररत करने के पश्चात् जर्दकत्सा अजिकारी द्वारा दकया गया जर्दकत्सीय

वगीकरण:-

(ii) प्रत्येक कारक के अिीन, दकसी अजिकारी की कायाचत्मक क्षमता का द्योतक घटते कायाचत्मक िक्षता को,

उपिर्िचत करते हुए प्रत्येक कोड अक्षर के सामने 1 से 5 अंक द्वारा दकया िाएगा और अंकों को कोड अक्षर के बाि जलखा

िाएगा, जसवाय इसके ििााँ कोई अजिकारी सभी कारकों में ग्रेड-1 में िै, विााँ उसका प्रवगच एस1, एर्1, ए1, पी1, ई1

जलखने के बिाय, िेप-1 जलखकर द्योतक दकया िा सकेगा । इन अंको का सामान्य मुल्यांकन जनम्नानुसार िै:-

(क)

भारत में किीं भी सभी कतचव्यों के जलए योग्य।

(ख) सभी कतचव्यों के जलए योग्य दकन्तु क्या कतचव्यों के प्रकार और इस आिार पर दक क्या कतचव्य घोर िबाव या

कान या आाँख िोनों की सुनने या िेखने की तीव्र मााँग के िै, जनयोिनीयता के क्षेत्र से समबंजित सीमाएं लगाई

िा सकती िै।

(ग) “एस” घटक को छोडकर, नेमी या जनजष्क्य कतचव्यों के जलए योग्य दकन्तु अत्यजिक िीत क्षेत्र या पिाड़ी क्षेत्र

में अत्यजिक ऊाँर्ाई (2700 मीटर से ऊपर) और िीघच समनुिेिन के जलए जनयोिनीयता की सीमाएं िो

सकती िै।

(घ) अस्ट्पताल में भती या बीमारी की छुट्टी के कारण कतचव्यों के जलए अस्ट्थायी रूप से अयोग्य ।

(ड.) कतचव्यों के जलए स्ट्थायी रूप से अयोग्य ।

7. अजिवर्िचता.- इन जनयमों के अिीन जनयुि दकए गए कार्मचक, उस मास के अंजतम दिन के अपराह्न से जिसमें साठ

विच की आयु प्राप्त करता िै, सेवाजनवृत िोगा:

परन्तु ऐसा व्यजि जिसकी िन्म की तारीख दकसी मास की पिली तारीख िै, तो उस माि के, जिसमें वि साठ विच

की आयु प्राप्त करता िै, पूवच मास के अंजतम तारीख के अपराह्न में सेवाजनवृत िोगा ।

8. अन्यिेिीय अपात्रता.- कोई व्यजि, िो भारत का नागररक निीं िै, जलजखत में केन्रीय सरकार की पूवच अनुमजत के

जसवाय, इन जनयमों के अिीन जनयुि निीं दकया िाएगााः

परन्तु इस जनयम में अंतर्वचष्ट कोई बात बल में नेपाल या भूटान की प्रिा की जनयुजि या जनयोिन को वर्िचत निीं

करेगी ।

9. जिजथल करने की िजि.- ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि

उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगच या प्रवगच के व्यजियों की बाबत,

आिेि द्वारा जिजथल कर सकेगी ।

10. सेवा का िाजयत्व.- इन जनयमों के अिीन उि पिों पर जनयुि कोई व्यजि भारत या जविेि में किीं भी सेवा करने का

िायी िोगा ।

11. व्यावृजत.- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंघ में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन्य जपछडें वगों, भूतपूवच सैजनकों और अन्य जविेि प्रवगच के व्यजियों के जलए उपबंि करना

अपेजक्षत िै ।

प्रोन्नजत या प्रजतजनयुजि/आमेलन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि/आमेलन दकया िाएगा ।

प्रोन्नजत द्वारा: वेतन मैररक्स के स्ट्तर-6 (रु. 35400-112400/-) में ऐसे उप-जनरीक्षक (पिुजर्दकत्सा) में से प्रोन्नजत, जिन्िोंने उस श्रेणी में

पााँर् विच से अन्यून जनयजमत सेवा की िै और जिन्िोंने समय-समय पर मिाजनिेिक, सिस्त्र सीमा बल द्वारा यथाजवजित प्रोन्नजत

पाठ्यक्म या पाठ्यक्मों को सफलतापूवचक पूरा दकया िो एवं जिनका जर्दकत्सा श्रेणी िेप-1 िो।

रटप्पण: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिचक या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवर्ार दकया िा

रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवर्ार दकया िाएगा परंतु यि तब िबदक उनके द्वारा की गई ऐसी अिचक या पात्रता

सेवा, अपेजक्षत अिचक या पात्रता सेवा के आिे से अजिक से या िो विच से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे

कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिचक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी

पररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो।

प्रजतजनयुजि द्वारा: केन्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र पुजलस संगठनों के ऐसे अजिकारी:

(क) (i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पि िारण दकए हुए िैं; और

(ii) ऐसे व्यजि िो वेतन मैररक्स के स्ट्तर-6 (रु. 35400-112400/-) में उप-जनरीक्षक (पिुजर्दकत्सा) की पंजि या समतुल्य रैंक िारण

दकए हुए िैं और जिन्िोंने मूल काडर या जवभाग में जवजिष्ट श्रेणी में पााँर् विच से अन्यून सेवा की िै या ऐसे व्यजि िो ऐसे पि पर

जनयुजि के जलए पात्र िै।

(ख) जिनके पास जनम्नजलजखत िैजक्षक अिचताएं और अनुभव िो;

(i) दकसी मान्यताप्राप्त बोडच या जवश्वजवद्यालय से मुख्य जविय के रूप में िीव जवज्ञान के साथ 12वीं (जवज्ञान) की परीक्षा उत्तीणच; और

(ii) दकसी मान्यताप्राप्त पिु जर्दकत्सालय में जवजभन्न प्रिाजतयों के पिुओं के उपर्ार में एक विच का अनुभव ।

रटप्पण 1: पोिक प्रवगच के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवर्ार दकए

िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवर्ार दकए िाने के पात्र निी िोंगे ।

रटप्पण 2: प्रजतजनयुजि की अवजि, जिसके अंतगचत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक

पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै सािारणतया तीन विच से अजिक निीं िोगी ।

रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन विच से अजिक निीं

िोगी ।

(ग) जर्दकत्सा श्रेणी िेप-1 िो ।

भूतपूवच सैजनकों के जलए पुनर्नचयोिन: ऐसे भूतपूवच सैजनक, जिनकी जर्दकत्सा श्रेणी िेप-1 िै और सिस्त्र बलों में समान या समतुल्य रैंक

प्राप्त दकया िै ।

रटप्पण: सिस्त्र बलों के ऐसे कार्मचकों के समबंि में भी जवर्ार दकया िाएगा िो एक विच की अवजि के भीतर सेवाजनवृत्त िोने वाले िैं या

ररिवच में स्ट्थानांतररत दकए िाने वाले िैं और जिनके पास अपेजक्षत अनुभव और जवजित अिचताएं िैं । ऐसे व्यजियों को उस तारीख तक

प्रजतजनयुजि के जनबंिनों पर रखा िाएगा जिस तारीख से उन्िें सिस्त्र बलों से जनमुचि दकया िाना िै, तत्पश्चात उन्िें पुनर्नचयोिन पर

बने रिने दिया िा सकता िै।

यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरर्ना ।

भती करने में दकन पररजस्ट्थजतयों में संघ लोक

सेवा आयोग से परामिच दकया िाएगा ।

G.S.R. 26.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-

section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Ministry of

Home Affairs, Sashastra Seema Bal, Combatised Inspector (Veterinary) Non-Gazetted Group ‘B’ Para-Veterinary

Cadre Recruitment Rules, 2012 and the Ministry of Home Affairs, Sashastra Seema Bal, Group ‘B’ Combatised (Non-

Gazetted) Para-Veterinary Post Recruitment Rules, 2011, except as respects things done or omitted to be done before

such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to

the posts of Inspector (Veterinary) and Sub- Inspector (Veterinary) in the Sashastra Seema Bal, under the Ministry of

Home Affairs, namely:-

Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema

Bal, Combatised, Group ‘B’ (Non-Gazetted) Para-Veterinary Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application.- These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in the pay matrix.- The number of posts, their classification and the

level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the aforesaid Schedule.

Method of recruitment, age-limit, qualification, etc.- The method of recruitment, age-limit, qualifications and

other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Medical Fitness.- Notwithstanding anything contained in these rules, only those persons who are in the medical

category of SHAPE-1, shall be eligible for appointment under the provisions of these rules.

Explanation.- For the purpose of this rule, “SHAPE-1” means medical Category defined as under, namely:-

(i)

medical classification done by Medical Officer after assessing fitness of the officer under given factors

(ii) functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code

letter, indicating declining functional efficiency and the numerals will be written next to the code letter,

except where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-1

instead of writing S1H1A1P1E1 and general evaluation of these numerals is as under:-

(a) fit for all duties anywhere in India;

(b) fit for all duties but may have limitations as to type of duties and area of employability depending on

whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes;

high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments;

(d) temporarily unfit for duties on account of hospitalisation or sick leave;

(e) permanently unfit for duties.

Superannuation.- A person appointed under these rules shall retire from service on the afternoon of the last

day of the month in which he attains the age of sixty years:

Provided that a person whose date of birth is the first day of a month shall retire from service on the afternoon of

the last day of the preceding month on attaining the age of sixty years.

Ineligibility of Aliens:- No person who is not a citizen of India shall, except with the prior permission of the

Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall bar the appointment or employment of a subject of Nepal or

Bhutan in the Force.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules in respect to any class or

category of persons.

10.

Liability of service.- Any person appointed to the said posts under these rules shall be liable to serve anywhere

in India or abroad and perform the work and duties assigned to him while

Savings.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Schedule Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other

G.S.R.-27.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the North Eastern Council Secretariat, Shillong (Group ‘C’ Post), Recruitment Rules, 2004, in so far

as they relate to the post of Technician, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the posts of Technician in the

North Eastern Council Secretariat, Shillong, namely:-

Short title and commencement- (1) These rules may be called the North Eastern Council

Secretariat, Shillong, Technician, (Group ‘C’ Post) Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.- The number of the post, its

classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to

(4) of the Schedule annexed to these rules.

Method of recruitment, age- limit, qualifications, etc.- The method of recruitment to the said

post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5)

to (13) of the aforesaid Schedule.

Disqualification. - No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.
