1. संजक्षप् त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप् त नाम केंरीय उवचरक क् वाजलटी जनयंत्रण और प्रजिक्षण

संस्ट्थान, जनिेिक (समूि ’क’ पि) भती जनयम, 2022 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख से प्रवृत् त िोंगे।

2. पिों की संख्या, वेतन-मैररक् स में वगीकरण और स्ट् तर - उक् त पिों की संख्या, उनका वगीकरण और वेतन-

मैररक् स में स्ट् तर वि िोगा िो इन जनयमों से उपाबंद्ध अनुसूर्ी के स्ट् तंभ (2) से (4) में जवजनर्िचष् ट िैं।

3. भती की पद्धजत, आयु सीमा, अिचताएं आदि- भती की पद्धजत, आयु सीमा, अिचताएं और इससे संबंजित अन्य

बातें उक् त अनुसूर्ी के स्ट् तंभ (5) से (13) में जवजनर्िचष् ट िैं ।

4. जनरिचता– कोई व्यजि,

(क) जिसने ऐसे व्यजि से जिसका पजत या पत्नी िीजवत िै से जववाि दकया िै या जववाि की संजविा की िै या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी अन् य व् यजि के साथ जववाि दकया िै या जववाि

की संजविा की िै:

उक् त पि पर जनयुजक् त िेतु वि उसका पात्र निी िोगा।

परंतु केंरीय सरकार यदि संतुष् ट िो िाए दक ऐसा जववाि उसका और जववाि के अन्य पक्षकार का लागू स्ट् वीय

जवजि के अिीन अनुज्ञेय िो, और यि दक ऐसा करने के जलए अन् य आिार िै, तो उस व्यजि को इस जनयम के प्रवतचन से छूट

िे सकेगी ।

5. जिजथल करने की िजि- ििां केंरीय सरकार की यि राय िै दक यि आवश् यक िै या समीर्ीन िै विां उसके

जलए िो कारण िै उन् िें लेखबद्ध करके संघ लोक सेवा आयोग से परामिच करके इन जनयमों के दकसी उपबंि को दकसी वगच या

प्रवगच के व्यजियों की बावत, आिेि द्वारा जिजथल कर सकेगी।

6. व्यावृजत - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव निीं

डालेगी जिनका केंरीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

अनुसूजर्त िनिाजतयों, अन् य जपछड़े वगों, भूतपूवच सैजनकों और अन् य जपछड़े प्रवगच के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

जडग्री अथवा दकसी मान्यताप्राप्त जवश्वजवद्यालय अथवा संस्ट्थान

से मृिा जवज्ञान या कृजि रसायन जवज्ञान में जविेिज्ञता के साथ

कृजि में स्नातकोत्तर जडग्री; और

(ii) उवचरक अथवा िैव उवचरक अथवा मृिा अथवा िल अथवा

कीटनािकों और अन्य कृजि आिानों के जवश्लेिण में पांर् विच

का अनुभव सजित गुणवत्ता जनयंत्रण के क्षेत्र में िस विच का

जनयजमत सेवा के साथ जवभागीय संयुि जनिेिक को भी बािरी

व्यजियों के साथ जवर्ार दकया िाएगा और यदि पि पर

जनयुजि के जलए उसका र्यन दकया िाता िै, तो उसे प्रोन् नजत

द्वारा भरा गया समझा िाएगा।

रटप्पण 2 : पोिक प्रवगच के ऐसे जवभागीय अजिकारी िो

प्रोन् नजत की सीिी पंजक् त में िै, प्रजतजनयुजि पर जनयुजि के

जलए जवर्ार दकए िाने के पात्र निीं िोंगे। इसी प्रकार

प्रजतजनयुि व्यजि प्रोन् नजत द्वारा जनयुजि के जलए जवर्ार दकए

िाने के पात्र निीं िोंगे।

रटप् पण 3: अन्य बाह्य संवगच पि पर इस जनयुजि से ठीक पिले

उसी अथवा केंरीय सरकार के दकसी अन्य संगठन अथवा

जवभाग में िाररत प्रजतजनयुजि की अवजि सजित (अल्पकाजलक

संजविा सजित) प्रजतजनयुजि की अवजि (अल्पकाजलक संजविा

सजित) सामान् यत: पांर् विच से अजिक निीं िोगी।

रटप् पण 4: प्रजतजनयुजि (अल्पकाजलक संजविा सजित) द्वारा

G.S.R. 28.—In exercise of the powers conferred by the provision to article 309 of the Constitution and in

supersession of the Central Fertilizer Quality Control and Training Institute, Faridabad, Director (Group ‘A’ Post)

Recruitment Rules, 2016, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the Group ‘A’ post of Director in the Central

Fertilizer Quality Control and Training Institute, Faridabad, under the Department of Agriculture and Farmers

Welfare, Ministry of Agriculture and Farmers Welfare, namely:-

1. Short title and commencement .-- (1) These rules may be called the Central Fertilizer Quality Control

and Training Institute, Director (Group ‘A’ post) Recruitment Rules, 2022.

(2) They shall come into force on date of their publication in the Official Gazette.

2. Number of post, classification and Level in pay matrix - Number of said post, its classification, level

in pay matrix attached thereto; shall be as specified in columns (2) to (4) of Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc. - The method of recruitment, age-limit,

qualifications and other matters relating thereto, shall be specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with the person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person, shall be

eligible for appointment to the said post :

Provided that Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt

any person from operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission

relax any of provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special

categories of persons in accordance with orders issued by Central Government from time to time in this regard.

experience, namely:-

(i) Masters Degree in Chemistry with specialisation in

Inorganic or Organic or Analytical Chemistry from

a recognised University or institution or

Masters degree in Agriculture with specialisation in

Soil Science or Agricultural Chemistry from a

recognised University or institution; and

(ii) Ten years experience in the field of Quality Control

including five years experience in the analysis of

fertilizer or bio-fertilizers or soil or water or pesticides

and other agricultural inputs out of which at least two

years administrative experience.

Note 1: The departmental Joint Director in level 12 in the pay

matrix with five years’ regular service in the grade will also be

considered alongwith outsiders and if he is selected for

appointment to the post, the same shall be deemed to have been

filled by promotion.

Note 2 : The departmental officers in the feeder category who are

in the direct line of promotion shall not be eligible for

consideration

for

appointment

deputation.

Similarly

deputationist shall not be eligible for consideration for

appointment by promotion.

Note 3: The Period of deputation (including short term contract)

including period of deputation(Including short term contract) in

another ex-cadre post held immediately preceding this

(2) यि रािपत्र में उनके प्रकािन की तारीख को प्रवृत िोंगे।

2. पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर - उि पिों की संख्या, उनका वगीकरण और वेतन मैररक्स में स्ट्तर वि

स्ट् वीयच जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी भी व्यजि को इस जनयम के प्रवतचन

से छूट िे सकेगी।

5. जिजथल करने की िजि - ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां उनके जलए

G.S.R. 29:.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Directorate of Marketing and Inspection, (Class IV Non gazetted posts), Recruitment Rules 1969,

in so far as it relates to the post of Staff Car Driver, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules; regulating the method of recruitment to the posts of

Staff Car Driver, in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers

Welfare, the Directorate of Marketing and Inspection, namely:-

1.

Short title and commencement:-(1) These rules may be called the Ministry of Agriculture and Farmers

Welfare, Department of Agriculture and Farmers Welfare, Directorate of Marketing and Inspection, Staff Car

Drivers (Group ‘C’ Posts), Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.- The number of said posts, their classification and

level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications

and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4.

Disqualifications.-No person,-

(a)

Who has entered into or contracted a marriage with a person having a spouse living, or

(b)

Who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for doing so, exempt

any such person from the operation of this rule.

5.

Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6.

Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Serviceman and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

G.S.R. 30.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Central Government Health Scheme (Nursing Sister) Recruitment Rules, 1994, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Senior Nursing Officer, in the Central Government Health Scheme

Organisation, Ministry of Health and Family Welfare, namely:-

1.

Short title and commencement.-(1) These rules may be called the Ministry of Health and Family

Welfare, Central Government Health Scheme Organisation, Senior Nursing Officer (Allopathic), Group ‘B’ Post,

Recruitment Rules, 2023.

They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in pay matrix.- The number of the said post, its

classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule

annexed to these rules.

3.

Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

4.

Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so

to do, it may, by order and for reasons to be recorded in writing andin consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concession

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central Government

from time to time in this regard.

परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि, ऐसे व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िै, तो वि दकसी व्यजि को

इस जनयम के प्रवतचन से छूट िे सकेगी ।

5.

जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां वि

उसके जलए िो कारण िैं उन् िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगच या प्रवगच के व्यजियों की

बाबत, आिेि द्वारा जिजथल कर सकेगी ।

6.

व्यावृजत्त: इन जनयमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों,

श्रेणी) के पि पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथाचत्:-

1. संजक्षप्त नाम और प्रारंभ: (1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, डॉ. राम

मनोिर लोजिया अस्ट्पताल, नई दिल्ली, स्ट्टाफ कार ड्राइवर (जविेि श्रेणी) समूि ‘ख’ पि, भती जनयम, 2023

िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

2. पि की संख्या, वगीकरण और वेतन मैररक् स में स्ट् तर– उि पि की संख्या, उसका वगीकरण और वेतन मैररक् स

में स्ट् तर वे िोंगे िो इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट िैं ।

3. भती की पद्धजत, आयु सीमा, अिचताएं, आदि– उि पि पर भती की पद्धजत, आयु सीमा, अिचताएं और उससे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट िैं ।

4. जनरिचता : वि व्यजि-

(क)

जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै

या जववाि की संजविा की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया

िै या जववाि की संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा :

परंतु केन्रीय सरकार का यि समािान िो िाता िै दक ऐसे जववाि उस व्यजि और जववाि के अन्य

पक्षकार को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को

इस जनयम के प्रवतचन से छूट िे सकेगी।

5. जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीर्ीन िै, विां

वि उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिच करके, इन जनयमों के

दकसी उपबंि को दकसी वगच या प्रवगच के व्यजियों की बाबत्, आिेि द्वारा जिजथल कर सकेगी ।

6. व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं

डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार

अनुसूजर्त िाजतयों, अनुसूजर्त िनिाजतयों, अन्य जपछड़े वगों, भूतपूवच सैजनकों और अन्य जविेि प्रवगच के

व्यजियों के जलए उपबंि करना अपेजक्षत िै ।
