जनिेिक (जसजवल इंिीजनयरी) और उप-जनिेिक (जसजवल इंिीजनयरी) भती जनयम, 2016 को ििााँ तक उनका संबंि कजनष्ठ
इंिीजनयर (जसजवल), सिायक अजभयंता (जसजवल) सिायक जनिेिक (जसजवल इंिीजनयरी) और उप-जनिेिक (जसजवल
इंिीजनयरी) के पि से िै, उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पूवग दकया गया िै या करने का
लोप दकया गया िै, मत्सस्ट्यपालन, पिुपालन और डेयरी मंत्रालय, मत्सस्ट्यपालन जवभाग के अिीन केन्रीय माजत्सस्ट्यकी तटवती

1. संजक्षप्त नाम और प्रारंभ : (1) इन जनयमों का संजक्षप्त नाम केन्रीय माजत्सस्ट्यकी तटवती इंिीजनयरी संस्ट्थान बंगलुरू
कजनष्ठ इंिीजनयर (जसजवल) (समूि ‘ख’) भती जनयम 2023 िै ।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

पि-संख्या, वगीकरण और वेतन मैररक्स में स्ट्तरः उि पि की संख्या, उसका वगीकरण और इससे संलग्न वेतन
मैररक्स में स्ट्तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं ।

भती की पद्धजत, आयु-सीमा और अन्य अिगता आदि - भती की पद्धजत, आयु-सीमा, अिगता और उससे संबंजित अन्य
बातें वे िोंगी िो उक् त अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं ।
4.
जनरिगताएं– वि व्यजि –
(i)
जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै,जववाि दकया िै ,या जववाि की संजविा की िै; या
(ii) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजविा
की िै
उि पि पर जनयुजि का पात्र निीं िोगा:
परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार
को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के
प्रवतगन से छूट िे सकेगी।
5.
जिजथल करने की िजि – ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि
उसके जलए िो कारण िैं उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिग करके इन जनयमों के दकसी उपबंि
को दकसी वगग या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत– इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना
अपेजक्षत िै।

रटप्पणः अिगताएं अन्यथा सुअर्िगत
अभ्यर्थगयों की ििा में उन कारणों के
जलए िो लेखबद्ध दकए िाएाँ कमगचारी
चयन आयोग या सक्षम प्राजिकारी के
जववेकानुसार जिजथल की िा सकती
िै।
अन्य पररजस्ट्थजतयों के अिीन एक वषग या
इससे अजिक अवजि के जलए बािर रिने
के कारण हुई ररजियां केंरीय सरकार के
ऐसे अजिकाररयों में से प्रजतजनयुजि के
आिार पर भरी िा सकेंगीः
1. िो मूल काडर या जवभाग में
जनयजमत आिार पर सिृि पि िारण
दकए हुए िै; और
2. जिनके पास स्ट्तमभ (7) के अिीन सीिे
भती दकए िाने वाले व्यजियों के जलए
जवजित िैजक्षक अिगताएं और अनुभव िों।
प्रोन्नजत या प्रजतजनयुजि या
आमेलन द्वारा भती की ििा में
वें श्रेजणयों जिनसे प्रोन्नजत या
प्रजतजनयुजि या आमेलन दकया
िाएगा।
यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना।
भती करने में दकन पररजस्ट्थजतयों
में संघ लोक सेवा आयोग से

G.S.R. 35.—In exercise of the powers conferred by the proviso to article 309 of the constitution and in
supersession of the Central Institute of Coastal Engineering for Fishery, Bangalore Junior Engineer, Assistant
Engineer (Civil), Assistant Director (Civil Engineering) and Deputy Director (Civil Engineering) Recruitment Rules,
2016, in so far as they relates to the post of Junior Engineer (Civil), except as respects things done or omitted to be
done before such supersession, the President hereby makes the following rules regulating the method of recruitment to
the post of Junior Engineer (Civil), in Central Institute of Coastal Engineering for Fishery, Bangalore under the
Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, namely: -
1. Short title and commencement.- (1) These rules may be called the Central Institute of Coastal Engineering for
Fishery, Junior Engineer (Civil ), (Group ‘B` Post), Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.- The number of said post, its classification and the
level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit and other qualification, etc. - The method of recruitment, age-limit,
qualification and other matters relating thereto shall be as specified in Columns (5) to (13) of the said Schedule.

4. Disqualifications. - No Person, -
(i) who has entered into or contracted a marriage with a person having a spouse living; or
(ii) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any
person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of person.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, Schedules Tribes, Other Backward Classes, Ex-Serviceman and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
