सा.का.जन. 40.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए जवज्ञान

और प्रौद्योजगकी मंत्रालय, जवज्ञान और प्रौद्योजगकी जवभाग के अिीन भारतीय सवेक्षण जवभाग में स्ट्टाफ कार ड्राइवर (समूि-

‘ग’) के पिों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथागतः-

1. संजक्षप्त नाम और प्रारंभ: - (i) इन जनयमों का संजक्षप्त नाम भारतीय सवेक्षण जवभाग, स्ट्टाफ कार ड्राइवर (समूि-‘ग’)

पि भती जनयम, 2023 िै ।

(ii) ये रािपत्र में प्रकािन की तारीख को प्रवृत्त िोंगे।

2. आरंजभक गठन: इन जनयमों के प्रारंभ से पूवग जवज्ञान और प्रौद्योजगकी जवभाग के अिीन भारतीय सवेक्षण जवभाग में

जनयजमत आिार पर स्ट्टाफ कार ड्राइवर सािारण श्रेणी, श्रेणी-।। और श्रेणी-। के पििारी इन जनयमों के उपबंिों के अनुसार

अपनी अपनी श्रेजणयों में जनयुि दकए गए समझे िाएंगे ।

3. पि-संख्या, वगीकरण, वेतन मैररक्स में स्ट्तर: - उि पिों की संख्या, उनका वगीकरण, और वेतन मैररक्स में स्ट्तर वे िोंगे

िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िैं।

4. भती की पद्धजत, आयु-सीमा और अन्य अिगताएं आदि: - उि पिों पर भती की पद्धजत, आयु सीमा, अिगताएं और उनसे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

5. जनरिगता: - वि व्यजि -

(क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै या जववाि की संजविा की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै, या जववाि की संजविा की िै,

उि पिों पर जनयुजि का पात्र निीं िोगा:

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतगन

से छूट िे सकेगी।

6. जिजथल करने की िजि: - ििााँ केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि उसके

जलए िो कारण िैं, उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत, आिेि

द्वारा जिजथल कर सकेगी।

7. व्यावृजत्त: - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

56900) कमगचाररयों का पििारण करने वाले ऐसे पििाररयों में से िो स्ट्तमभ-7 में

यथाजवजित आवश्यक अिगताओं को पूरा करते िो।

सिस्त्र बल कार्मगकों के जलए प्रजतजनयुजि या पुनर्नगयोिन:

सिस्त्र बल के ऐसे कार्मगकों के संबंि में भी जवचार दकया िाएगा िो एक वषग की अवजि के भीतर

सेवाजनवृत्त िोने वाले िैं या ररिवग में स्ट्थानांतररत दकए िाने वाले िैं जिनके पास अपेजक्षत अनुभव

और जवजित अिगताएं िैं। ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि के जनबंिनों पर रखा

िाएगा जिस तारीख से उन्िे सिस्त्र बल से जनमुगि दकया िाना िै; तत्पश्चात उन्िे पुनर्नगयोिन पर

बने रिने दिया िा सकता िै।

रटप्पण: प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्रीय सरकार के उसी या दकसी अन्य संगठन

या जवभाग में इस जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की

अवजि िै, सािारणतया 3 वषग से अजिक निीं िोगी। प्रजतजनयुजि/आमेलन द्वारा जनयुजि के जलए

अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषग से अजिक निीं िोगी।

यदि जवभागीय प्रोन्नजत सजमजत िै, तो उसकी संरचना।

G.S.R. 40.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules regulating the method of recruitment to the Staff Car Driver (Group ‘C’)

posts in the Survey of India, Department of Science and Technology under Ministry of Science and Technology,

namely:-

1. Short title and commencement. – (1) These rules may be called the Survey of India Staff Car Driver

(Group ‘C’) posts Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Initial Constitution.-The incumbents to the post of Staff Car Drivers in Ordinary Grade, Grade II and

Grade I in Survey of India under Department of Science and Technology on regular basis before commencement

of these rules shall be deemed to have been appointed in accordance with the provisions of these rules in their

respective grades.

3. Number of posts, classification, level in pay matrix. – The number of the said posts, their classification and

the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

4. Method of recruitment, age-limit and other qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said

Schedule.

5. Disqualification – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for

appointment to the said post.

Provided that the Central Government may, if satisfied, that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and there are other grounds for so

doing, exempt any person from the operation of this rule.

6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-

servicemen and the other special categories of persons, in accordance with the orders issued by the Central

Government from time to time in this regard.

From amongst the regular Group ‘C’ employees in Level 1

(Rs.18000-56900) in the Survey of India who possess valid Driving

License for Motor Vehicles on the basis of Driving tests to assess the

competence to drive Motor cars failing which from officials holding

the post of regular Group C employees in Pay Level 1 (Rs.18000-

56900) in other Ministries or Departments of the Central

Government who fulfill the necessary qualifications as mentioned in

Column (7).

Deputation or re-employment for Armed Forces Personnel:

The Armed Forces Personnel due to retire or who are to be

transferred to reserve within a period of one year and having the

requisite experience and qualifications prescribed shall also be

considered. Such persons would be given deputation terms upto the

date on which they are due for release from the Armed Forces;

thereafter they may be continued on re-employment.

Note: The period of deputation including period of deputation in

another ex-cadre post held immediately preceding this appointment

in the same or some other organization or Department of the Central

परन्तु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को लागू

स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलये अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के प्रवतगन से छूट िे

सकेगी ।

6. जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि उसके जलये

िो कारण िैं, उन्िें लेखबद्ध करके इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल

कर सकेगी |

7. व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी, जिनका

केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकये गये आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों,

अन्य जपछडे वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलये उपबंि करना अपेजक्षत िै ।

(ख) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक जडग्री जिसमें वाजणज्य या अथगिास्त्र या सांजख्यकी अथवा

ऐसी अिगक या पात्रता सेवा, अपेजक्षत अिगक या पात्रता सेवा के आिे से अजिक से या िो वषग से, इनमें से िो भी कम िो, कम न

िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिगक या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर

श्रेणी में प्रोन्नजत के जलये अपनी पररवीक्षा की अवजि सफलतापूवगक पूरी कर ली िो।

प्रजतजनयुजि:

केन्रीय सरकार के ऐसे अजिकारी :-

(क)(i) िो मूल काडर या जवभाग में जनयजमत आिार पर सिृि पििारण दकए हुए िैं; या

(ii) जिन्िोंने वेतन मैररक्स (19900-63200 रु.) के स्ट्तर-2 में आठ वषग जनयजमत सेवा की िै; और

(ख) जिनके पास स्ट्तंभ(7) के अिीन सीिे भती दकए िाने वाले व्यजियों के जलए जवजित अिगताएाँ और अनुभव िै।

रटप्पण 1 :- पोषक प्रवगग के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िै, प्रजतजनयुजि पर जनयुजि के जलए

जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र

निीं िोंगे ।

रटप्पण 2 :- प्रजतजनयुजि की अवजि, जिसके अंतगगत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस

जनयुजि से ठीक पिले िाररत दकसी अन्य काडर बािय पि पर प्रजतजनयुजि की अवजि िै सािारणतया 3 वषग से अजिक निीं

िोगी ।

रटप्पण 3 :- प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को 56 वषग से

अजिक निीं िोगी ।

G.S.R. 41.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Atlas and Thematic Mapping Organisation (Group “C” and Group “D” posts)

Recruitment Rules, 2004, in so far as they relate to the posts of Store Assistant and Store Keeper, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Store Assistant and Store Keeper in the National Atlas and Thematic Mapping

Organisation, Department of Science and Technology, Ministry of Science and Technology, namely:-

1. Short title and commencement. — (1) These rules may be called the Ministry of Science and Technology, National

Atlas and Thematic Mapping Organisation, Store Assistant and Store Keeper (Group ‘C’ Posts) Recruitment Rules,

2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. — These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

3. Number of post, classification and level in pay matrix. — The number of the said posts, their classifications and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

7. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.

A. Essential qualifications:

or State Governments, autonomous or statutory organisation, public sector undertakings or University or banks or in

a private sector organisation listed on the stock exchanges of India; or

(b) Bachelor’s Degree with Commerce or Economics or Statistics or Business Studies or Public Administration as a

subject from a recognised University or institute.

B. Desirable qualifications:

(i) a typing speed of thirty-five words per minute in English or thirty words per minute in Hindi on Computer

{thirty - five words per minute and thirty words per minute correspond to 10500 Key Depressions per hour or 9000

Key Depressions per hour on an average of five key depressions for each word (Time allowed ten minutes)}.

Promotion:

Store Keeper having level-2 in the pay matrix

(Rs.19900 - 63200) with at least eight years service

in grade rendered after appointment thereto on

regular basis.

Note: Where juniors who have completed their

qualifying

eligibility

service

are

being

considered for promotion, their seniors would also

be considered provided they are not short of the

requisite qualifying or eligibility service, by more

than half of such qualifying or eligibility service, or

two years, whichever is less and have successfully

completed their probation period for promotion to

the next higher grade along with their juniors, who

have already completed such qualifying or

eligibility service.

Deputation:

Officers of the Central Government,-

(a) (i) holding analogous post on regular basis in

parent cadre or department; or

(ii) with eight years regular service in the level-2 in

(b) possessing the qualifications and experience

Note 1: The departmental officers in the feeder

shall not be eligible for consideration for

appointment

deputationists shall not be eligible for consideration
