सा.का.जन. 44.—राष्ट्रपजत, संजविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों के प्रयोग करते हुए और

सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी (आिुजलजपक ग्रेड-I) भती जनयम, 1974 को उन बातों के जसवाय

अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पिले दकया गया िैं या करने का लोप दकया गया िैं, गृि मंत्रालय के अिीन

सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी, िैिराबाि में आिुजलजपक (ग्रेड-I) के पि पर भती की पद्धजत का

जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथागत: -

संजक्षप्त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी,

आिुजलजपक (ग्रेड–I) समूि ‘ख’ भती जनयम, 2023 िै।

(2) ये रािपत्र में इनके प्रकािन की तारीख को प्रवृत िोंगे ।

2. पि की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर - पि संख्या, इसका वगीकरण और वेतन मैररक्स में स्ट्तर वि िोगा,

िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तमभ (2) से (4) में जवजनर्िगष्ट िैं।

3. भती की पद्धजत, आयु-सीमा, अिगताएं आदि - भती की पद्धजत, आयु-सीमा, अिगताएं और उससे संबंजित अन्य बातें वे

िोंगी, िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िगष्ट िैं।

4. जनरिगता -कोई व्यजि -

(क) जिसने ऐसे व्यजि, जिसका पजत या पत्नी िीजवत िै, से जववाि दकया िै या जववाि की संजविा की िै या

(ख) जिसने अपने पजत या पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगााः

परन्तु यदि केन्रीय सरकार का या समािान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िै तो वि दकसी व्यजि को इस जनयम के

प्रवतगन से छुट िे सकेगी।

5. जिजथल करने की िजि - ििां केन्रीय सरकार की राय िै दक ऐसा करना आवश्यक या समीचीन िै, विााँ वि उसके जलए

िो कारण िैं, उन्िें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिग करके इन जनयमों के दकसी उपबंि को दकसी वगग

या प्रवगग के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।

6. व् यावृजत्त – इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छुट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, भूतपूवग सैजनकों, अन्य जपछड़े वगो और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।

अिगक या पात्रता सेवा पिले िी पूरी कर

ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के

जलए

अपनी

पररवीक्षा

की

अवजि

सफलतापूवगक पूरी कर ली िो।

रटप्पण 2: पोषक प्रवगग के ऐसे जवभागीय

अजिकारी, िो पिोन्नजत की सीिी पंजि में

िैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार

दकए िाने के पात्र निीं िोंगे। इसी प्रकार

प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि

के जलए जवचार दकए िाने के पात्र निीं

िोंगे।

रटप्पण 3: प्रजतजनयुजि की अवजि, जिसके

अंतगगत केंरीय सरकार के उसी या दकसी

अन्य संगठन या जवभाग में इस जनयुजि से

ठीक पिले िाररत दकसी अन्य काडर बाह्य

पि पर प्रजतजनयुजि की अवजि िै

सािारणतया 3 वषग से अजिक निीं िोगी।

रटप्पण 4: प्रजतजनयुजि द्वारा जनयुजि के

जलए अजिकतम आयु-सीमा आवेिन प्राप्त

G.S.R. 44.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Sardar Vallabhbhai Patel National Police Academy (Stenographer Grade-I) Recruitment Rules,

1974 except as respects things done or omitted to be done before such supersession, the President hereby makes the

following rules regulating the method of recruitment to the post of Stenographer (Grade-I) in the Sardar Vallabhbhai

Patel National Police Academy, Hyderabad in the Ministry of Home Affairs, namely :-

1. Short title and commencement.- (l) These rules may be called the Ministry of Home Affairs, Sardar

Vallabhbhai Patel National Police Academy, Stenographer (Grade-I), Group ‘B’ post, Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. - The number of post, its classification and level

in the pay matrix attached thereto shall be specified in Columns (2) to (4) of the Schedule annexed to these rules.

3.

Method of recruitment, age-limit and qualifications etc.- The method of recruitment of the said post, age-

limit, qualifications and other matters relating to the said posts shall be as specified in Columns (5) to (13) of the

aforesaid Schedule.

4.

Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under

the personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

5.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, in consultation with Union Public Service Commission, by order, and for the reasons to be recorded in

writing, relax any of the provisions of these rules with respect to any class or category of persons.

6.

Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, the ex-

servicemen and other special categories of persons, in accordance with the orders issued by the Central Government

from time to time in this regard.

को उन बातों के जसवाय अजिक्ांत करते हुए, जिन्िें ऐसे अजिक्मण से पिले दकया गया िैं या करने का लोप दकया गया िैं,

गृि मंत्रालय के अिीन सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी, िैिराबाि में भाषा अनुिेिक के पि पर भती की

पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथागत:-

लघु िीषगक और प्रारंभ-(1) इन जनयमों का संजक्षप्त नाम सरिार वल्लभभाई पटेल राष्ट्रीय पुजलस अकािमी (भाषा

अनुिेिक) भती जनयम, 2023 िै।

(2) ये रािपत्र में इनके प्रकािन की तारीख को प्रवृत्त िोंगे।

and in supersession of the SardarVallabhbhai Patel National Police Academy (Language Instructors) (Non-

Gazetted, Non-Ministerial) Recruitment Rules, 1987, except as respects things done or omitted to be done

before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Language Instructors in the Sardar Vallabhbhai Patel National Police Academy,

Hyderabad in the Ministry of Home Affairs, namely :-

1. Short title and commencement.- (l) These rules may be called the Sardar Vallabhbhai Patel National

Police Academy (Language instructors) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix - The number of post, its classification and

pay level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule

annexed to these rules.

3.

Method of recruitment, age-limit and qualifications etc.-The method of recruitment to the said

post, age-limit, qualifications and other matters related to the said post shall be as specified in Columns (5)

to (13) of the said Schedule.

4.

Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or ;

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage, and that there are other grounds

persons.

6.

Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen,

the Other Backward classes and the other special categories of persons, in accordance with the orders

issued by the Central Government from time to time in this regard.

G.S.R. 47.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the General Leprosy Training Research Institute, (Group D Posts) Recruitment Rules, 1978, in so far

it relates to the post of Laboratory Attendant, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment for the post

of Laboratory Attendant in the Ministry of Health and Family Welfare, Central Leprosy Teaching and Research

Institute, Chengalpattu, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,

Central Leprosy Teaching and Research Institute, Chengalpattu, Laboratory Attendant (Group ‘C‘ Post) Recruitment

Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of said post, its classification and level in

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

प्राजिकारी के जववेकानुसार जिजथल की िा सकती िै।

रटप्पण 2 : यदि चयन में दकसी चरण में सक्षम प्रजिकारी का मत

िै दक अनुसूजचत िाजत अथवा अनुसूजचत िनिाजत के जलए

आरजक्षत ररजियों को भरने के जलए इस समुिाय के ऐसे

supersession of the Ministry of Health and Family Welfare, Regional Leprosy Training and Research Institute, Raipur

(Watchman) Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff

(Watchman) in the Ministry of Health and Family Welfare, Regional Leprosy Training and Research Institute, Raipur,

namely:-

1. Short title and commencement.-(1) These rules may be called the Ministry of Health and Family Welfare,

Regional Leprosy Training and Research Institute, Raipur, Multi-Tasking Staff (Watchman), Group ‘C‘ Post,

Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class

or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

कल्याण मंत्रालय, केन्रीय कुष्ठ जिक्षण और अनुसंिान संस्ट्थान, चेंगलपट्टु में मोची श्रेणी ll के पि पर भती की पद्धजत का

जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते िैं, अथागत्:-

संजक्षप्त नाम और प्रारंभ :(1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय कुष्ठ

प्रजिक्षण और अनुसंिान संस्ट्थान, चेंगलपट्टु, मोची श्रेणी ll (समूि ‘ग’ पि) भती जनयम, 2023 िै।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे।

पि की संख्या, वगीकरण और वेतन मैररक् स में स्ट् तर– उि पि की संख्या, उसका वगीकरण और इससे संलग् न वेतन

मैररक् स में स्ट् तर वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िगष्ट िै।

भती की पद्धजत, आयु सीमा, अिगताएं, आदि– उि पि पर भती की पद्धजत, आयु सीमा, अिगताएं और उससे

संबंजित अन्य बातें वे िोंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िगष्ट िैं।

जनरिगता : वि व्यजि-

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया िै अथवा जववाि की संजविा

की िै; या

(ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै अथवा जववाि की

संजविा की िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केन्रीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार

को लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं तो वि दकसी व्यजि को इस जनयम के

प्रवतगन से छूट िे सकेगी।

5.

जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं उन्िें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत्,

आिेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,

जिनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़े वगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंि करना

अपेजक्षत िै।
