मंत्राल , सिस्त्र बल दिल्म और ि ट प्रभाग (समूि ‘क’ और ‘ख’ ृि) भती जन म 2017, क उन बातक के जसवा अजिक्ांत करते एए,

जिन्िें ऐसे अजिक्मण से ृिले दक ा ग ा िै ा करने का ल ृ दक ा ग ा िै, रक्षा मंत्राल , सिस्त्र बल दिल्म और ि ट प्रभाग में

जनिेिक, उृ जनिेिक, सिा क जनिेिक, मु्‍ ि ट ग्रािर और ज् ेष्ठ ि ट ग्रािर के ृिक ृर भती की ृद्धजत का जवजन मन करने के

जलए जनम्नजलजखत जन म बनाते िैं, अ ाात्:-

1. संजक्षप्त नाम और प्रारंभ.- (1) इन जन मक का संजक्षप्त नाम रक्षा मंत्राल , सिस्त्र बल दिल्म और ि ट प्रभाग (समूि ‘क’ और ‘ख’

3. ृि-सं्‍ ा, उसका वगीकरण और वेतन मैट्रर‍स में स्ट्तर.- उक्त ृिक की सं्‍ ा, उनका वगीकरण और वेतन मैट्रर‍स में स्ट्तर वे िकगे,

ि इन जन मक से उृाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िाष्ट िैं।

4. भती की ृद्धजत, आ ु-सीमा, अिाताएं आदि.- उ‍ त ृिक ृर भती की ृद्धजत, आ ु-सीमा, अिाताएं और उनसे संबंजित अन् बातें वे

िकगी, ि उक्त अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िाष्ट िैं।

5. जनरिाता- वि व्यज‍ त,-

(क) जिसने ऐसे व्यज‍ त से जिसका ृजत ा जिसकी ृ‍ नी िीजवत िै, जववाि दक ा िै ा जववाि की संजविा की िै, ा

(ख) जिसने अृने ृजत ा अृनी ृ‍ नी के िीजवत रिते एए दकसी व्यज‍ त से जववाि दक ा िै, ा जववाि की संजविा की िै;

उ‍ त ृि ृर जन ुज‍ त का ृात्र निह ि गा :

ृरन्तु दि केन्री सरकार का ि समािान ि िाता िै दक ऐसा जववाि ऐसे व्यज‍ त और जववाि के अन् ृक्षकार क लागू

स्ट्वी जवजि के अिीन अनुज्ञे िै और ऐसा करने के जलए अन् आिार िैं, त वि दकसी व्यज‍ त क इस जन म के प्रवतान से छूट िे सकेगी।

6. जिज ल करने की िज‍ त.– ििां केन्री सरकार की ि रा िै दक ऐसा करना आवश् क ा समीचीन िै, विां वि उसके जलए ि

कारण िैं, उन्िें लेखबद्ध करके, त ा संघ ल क सेवा आ ग से ृरामिा करके, इन जन मक के दकसी भी उृबंि क दकसी वगा ा प्रवगा

के व्यज‍ त क की बावत, आिेि द्वारा जिज ल कर सकेगी।

7. व्यावषजत्त.– इन जन मक की क ई बात, ऐसे आरक्षणक, आ ु-सीमा में छूट और अन् ट्रर ा तक ृर प्रभाव निह डालेगी, जिनका केन्री

सरकार द्वारा इस संबंि में सम -सम ृर िारी दकए गए आिेिक के अनुसार अनुसूजचत िाजत क, अनुसूजचत िनिाजत क, भूतृूवा

सैजनकक, अन् जृछडे वगो, और अन् जविेष प्रवगा के व्यज‍ त क के जलए उृबंि करना अृेजक्षत िै।

ट्रटप्ृण 1: ििााँ ऐसे कजनष्ठ व्यजक्त क के संबंि में, जिन्िकने अृनी अिाक ा ृात्रता सेवा ृूरी कर ली िै, प्र न्नजत के जलए जवचार दक ा िा

रिा ि , विां उनसे ज् ेष्ठ व्यजक्त क के संबंि में भी जवचार दक ा िाएगा ृरंतु ि तब िब दक उसके द्वारा की गई ऐसी अिाक ा ृात्रता

सेवा, अृेजक्षत अिाक ा ृात्रता सेवा के आिे से अजिक से ा ि वषा से, इनमें से ि भी कम ि , कम न ि और उन्िकने अृने ऐसे

कजनष्ठ व्यजक्त क सजित, जिन्िकने ऐसी अिाक ा ृात्रता सेवा ृिले िी ृूरी कर ली िै, अगली उच्चतर श्रेणी में प्र न्नजत के जलए अृनी

ृट्ररवीक्षा की अवजि सिलताृूवाक ृूरी कर ली ि ।

(44900-142400 प .) में ृि िारण करने वाले व्यजक्त क की ृात्रता सेवा तीन वषा तक िारी रिेगी I

ट्रटप्ृण 2: ििां ऐसे कजनष्ठ व्यजक्त क के संबंि में, जिन्िकने अृनी अिाक ा ृात्रता सेवा ृूरी कर ली िै, प्र न्नजत के जलए जवचार दक ा

िा रिा ि , विां उनके ज् ेष्ठ व्यजक्त क के संबंि में भी जवचार दक ा िाएगा ृरंतु ि तब िब दक उसके द्वारा की गई ऐसी अिाक ा

ृात्रता सेवा, अृेजक्षत अिाक ा ृात्रता

सेवा के आिे से अजिक से ा ि वषा से, इनमें से ि भी कम ि , कम न ि और उन्िकने अृने ऐसे कजनष्ठ व्यजक्त क सजित, जिन्िकने ऐसी

अिाक ा ृात्रता सेवा ृिले िी ृूरी कर ली िै, अगली उच्चतर श्रेणी में प्र न्नजत के जलए अृनी ृट्ररवीक्षा की अवजि सिलताृूवाक ृूरी

कर ली ि ।

प्रजतजन ुजक्त (जिसके अंतगात अल्ृकाजलक संजविा भी िै):

(क) (i) ि मूल काडर ा जवभाग में जन जमत आिार ृर सिषि ृि िारण दकए एए िै; ा

(ii) जिन्िकने मूल काडर ा जवभाग में वेतन मैट्रर‍स में स्ट्तर-9 (53100-167800 प .) ा समतुल्

में जन जमत आिार ृर जन ुजक्त के ृश्चात उस श्रेणी में ि वषा की सेवा की ि ; ा

(iii) जिन्िकने मूल काडर ा जवभाग में वेतन मैट्रर‍स में स्ट्तर-8 (47600-151100 प .) ा समतुल्

में जन जमत आिार ृर जन ुजक्त के ृश्चात उस श्रेणी में चार वषा की सेवा की ि ; ा

(iv) जिन्िकने मूल काडर ा जवभाग में वेतन मैट्रर‍स में स्ट्तर-7 (44900-142400 प .) ा समतुल्

में जन जमत आिार ृर जन ुजक्त के ृश्चात उस श्रेणी में ृााँच वषा की सेवा की ि ; और

(ख) ि जनम्नजलजखत िैजक्षक अिाता और अनुभव रखता ि , अ ाात :-

(i) दिल्म जनिेिन ा चलजचत्र िट ग्रािी ा चलजचत्रकी में बैचलर जडग्री;

New Delhi, the 3rd May, 2023

S.R.O. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Ministry of Defence, Armed Forces Film and Photo Division (Group ‘A’ and ‘B’ Posts)

Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the posts of Director, Deputy Director,

Assistant Director, Chief Photographer and Senior Photographer in the Armed Forces Film and Photo Division,

Ministry of Defence, namely :-

Short title and commencement .– (1) These rules may be called the Ministry of Defence, Armed Forces Film

and Photo Division (Group ‘A’ and ‘B’ Posts) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in the pay matrix.– The number of the said posts, their

classification and level in the pay matrix attached thereto shall Number of posts, classification and level in the be as

specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications etc .– The method of recruitment, age- limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .– No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving .– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, other backward classes and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

deputation basis will be considered along with outsiders. If the departmental candidate is selected for appointment to

the post, it shall be treated as having been filled by promotion.

Note 2: The period of deputation (including short term contract) including the period of deputation (including short

term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other

organisation or department of the Central Government shall ordinarily not exceed four years. The maximum age-

limit for appointment by deputation (including short term contract) shall not exceed 56 years as on the closing date of

receipt of applications.

S.R.O. 69.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Armed Forces Headquarters and Inter Service Organisations, Departmental Canteens (Group `C’

posts) Recruitment Rules, 2000, in so far as it relates to the posts of General Manager, Deputy General Manager,

Manager Grade- II and Accountant, except as respects things done or omitted to be done before such supersesssion,

the President hereby makes the following rules regulating the method of recruitment for the Group ‘B’ posts in the

Departmental Canteens in the Integrated Headquarters of Ministry of Defence (Army, Navy, Air), Defence Staff

Headquarters and Inter Service Organisations, under the Ministry of Defence, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Defence, Integrated Headquarters

of Ministry of Defence (Army, Navy, Air), Defence Staff Headquarters and Inter Service Organisations,

Departmental Canteens (Group ‘B’ posts) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Applicable.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and Level in the Pay Matrix.- The number of the said posts, their classification

and Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule

annexed to these rules.

4. Method of recruitment, age-limit, qualifications etc.- The method of recruitment to the said posts, age-limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

5. Disqualification.- No person,-

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission relax

any of the provisions of these rules with respect to any class or category of persons.

7. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen, the Other Backward Classes and

other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

completed their probation period for promotion to the next higher grade along with their juniors who have already

Deputation :

Officers under the Central Government-

(a) holding analogous posts on regular basis in the parent cadre/department; and

(b) possessing the following educational qualifications and experience :-

(i) Bachelors Degree in Commerce or Business Studies or Economics or Public Administration from a

recognised University or Institute.

(ii) Three years experience in Administration and Management of Departmental Canteen.

Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration

for appointment by promotion.

Note 4: The period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organization or department of the Central Government, shall

ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not exceed fifty six

years as on the last date of receipt of applications.

Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

Note 4: The Period of deputation including the period of deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other organization or department of the Central Government shall

rules.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,

their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by

more than half of such qualifying or eligibility service or two years, whichever is less and have successfully

completed their probation period for promotion to the next higher grade along with their juniors who have already

completed such qualifying or eligibility service.
