संचालन जनिेिकों के कायागलयों में वररष्ठ तकनीकी सिायक (मुरण) भती जनयम, 2001 का उन बातों के जसवाय अजिक्ांत

करते हुए जिन्िें ऐसे अजिक्मण से पूवग दकया गया िै या दकए िाने का लोप दकया गया िै, गृि मंत्रालय के अंतगगत भारत के

मिारजिस्ट्रार का कायागलय तथा राज्यों एवं संघ राज्य क्षेत्रों में जस्ट्थत िनगणना संचालन जनिेिकों के कायागलयों में वररष्ठ

तकनीकी सिायक (मुरण) के पि पर भती की पद्धजत को जवजनयजमत करते हुए जनम्नजलजखत जनयम बनाते िैं, अथागत्:-

1.

संजक्षप्त नाम और प्रारंभ.—

इन जनयमों का नाम भारत के मिारजिस्ट्रार का कायागलय

संचालन जनिेिकों के कायागलयों में, वररष्ठ तकनीकी सिायक (मुरण), भती जनयम 2023 िोगा। (2) वे रािपत्र में

प्रकािन की तारीख को प्रवृत्त िोंगे।

2.

पिों की संख्या, वगीकरण और पे मैररक्स में लेवल.—पिों की संख्या, उनका वगीकरण, उससे िुड़े पे मैररक्स में

लेवल वि िोगा िो इन जनयमों के साथ संलग्न अनुसूची के कालम (2) से (4) में जवजनर्िगष्ट िै।

भती की पद्धजत, आयु सीमा, िैजक्षक अिगताएं आदि : भती की पद्धजत, आयु सीमा, िैजक्षक अिगताएं और पि से

संबंजित अन्य बातें वे िोंगी िो उजल्लजखत अनुसूची के कालम 5 से 13 में जवजनर्िगष्ट िैं।

4.

जनरिगताएं.— वि व्यजि,-

(क) जिसने ऐसे व्यजि से जिसका पजत या पत्नी िीजवत िै, जववाि दकया िै, या

(ख) जिसने अपने पजत या पत्नी के िीजवत िोते हुए दकसी अन्य व्यजि के साथ जववाि दकया िै,

उि पि पर जनयुजि का पात्र निीं िोगा:

परंतु यदि केंरीय सरकार का यि समािान िो िाता िै दक ऐसा जववाि ऐसे व्यजि और जववाि के अन्य पक्षकार को

लागू स्ट्वीय जवजि के अिीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आिार िैं, तो वि दकसी व्यजि को इस जनयम के प्रवतगन

से छूट िे सकेगी।

5.

जिजथल करने की िजि.—ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि

उसके जलए िो कारण िैं, उन्िें लेखबद्ध करके और संघ लोक सेवा आयोग के परामिग से इन जनयमों के दकसी उपबंि को

दकसी वगग या प्रवगग के व्यजियों के बारे में, आिेि द्वारा जिजथल कर सकेगी।

6.

व्यावृजत.—इन जनयमों की कोई भी बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं

डालेगी, जिनका केंरीय सरकार द्वारा इस संबंि में समय

रटप्पणी : ऐसे मामलों में ििां अिगक या पात्रता सेवा पूरी करने वाले कजनष्ठों की

पिोन्नजत की गई िो, या दकए िाने पर जवचार दकया िा रिा िो, मामलों में उनके

वररष्ठों पर भी जवचार दकया िाएगा, बिते उनकी अपेजक्षत अिगक या पात्रता सेवा

में ऐसी अिगक या पात्रता सेवा के आिे से अजिक या िो वषग, िो भी कम िो, और

उन्िोनें अपने उन कजनष्ठों जिन्िोनें ऐसी अिगक या पात्रता सेवा पूरी कर ली िै, के

साथ अगले उच्चतर ग्रेड में पिोन्नजत िेतु अपनी पररवीक्षा अवजि सिलतापूवगक पूरी

(ii) जिन्िोनें मूल संवगग या जवभाग में पे मैररक्स में लेवल – 5 (29200-92300 रु.)

में समतुलय वेतनमान में जनयजमत आिार पर छ: वषग की सेवा की िो; और

(ख) जनम्नजलजखत अिगताएं और अनुभव रखते िों:

(i) कॉलम (7) में सीिी भती के जलए यथाजनिागररत िैजक्षकअिगताएं; और

(ii) सरकारी कायागलय या सावगिजनक क्षेत्र के उपक्म या स्ट्वायत्त या वैिाजनक

संगठन या जवश्वजवद्यालय या दकसी मान्यता प्राप्त संस्ट्थान में प्प्रंटटंग, प्रूि रीप्डंग

अथवा टेदक्नकल मार्किंग अथवा डेस्ट्कटॉप पजललप्िंग में िो वषग का अनुभव।

रटप्पणी 1: िीडर श्रेणी के जवभागीय अजिकारी, िो सीिी पिोन्नजत की लाइन में िैं,

प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र निीं िोंगे। इसी प्रकार,

प्रजतजनयुजि पर जनयुि अजिकारी भी पिोन्नजत द्वारा जनयुजि के जलए जवचार दकए

िाने के पात्र निीं िोगे।

रटप्पणी 2: केन्रीय सरकार के समान या दकसी अन्य संगठन/जवभाग में इस

जनयुजि के ठीक पिले िाररत दकसी अन्य संवगग बाह्य पि में प्रजतजनयुजि की अवजि

(अल्पकाजलक अनुबंि सजित) सजित प्रजतजनयुजि की अवजि (अल्पकाजलक अनुबंि

सजित) सामान्यतः तीन वषग से अजिक निीं िोगी।

रटप्पणी 3: प्रजतजनयुजि (अल्पकाजलक अनुबंि सजित) के जलए जनयुजि िेतु

अजिकतम आयु सीमा आवेिन पत्र प्राजप्त की अंजतम तारीख को छप्पन वषग से अजिक

निीं िोगी।

G.S.R. 59.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Office of the Registrar General, India and ex-officio Census Commissioner for India and the

Offices of the Directors of Census Operations in States and the Union territories [Senior Technical Assistant

(Printing)] Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession,

the President hereby makes the following rules regulating the method of recruitment to the post of Senior Technical

Assistant (Printing) in the office of the Registrar General, India, and the office of the Director of Census Operations in

State and Union territory, under the Ministry of Home Affairs namely:-

1. Short title and commencement.— (1) These rules may be called the Office of the Registrar General, India, and the

office of the Director of Census Operations in the State and the Union territory Senior Technical Assistant (Printing)

Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of said post, its classification and level

in the pay Matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc. .—The method of recruitment, age limit,

qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said

Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person, having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by

order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to

be provided for the candidate belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes,

the Ex-servicemen and the other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.

Promotion:

Proof Reader in level -5 (Rs.29200-92300) in the pay matrix with six years regular

service in the grade rendered after appointment thereto and having successfully

completed three weeks training in the relevant field as specified by Office of the

Registrar General India.

Note : Where juniors who have completed their qualifying or eligibility service are

being considered for promotion, their seniors would also be considered provided

they are not short of the requisite qualifying or eligibility service by more than half

of such qualifying or eligibility service, or two years, whichever is less, and have

successfully completed their probation period for promotion to the next higher

grade along with their juniors who have already completed such qualifying or

eligibility service.

Deputation (including short term contract):

Officers under the Central Government or State Government or Union territory

Administration or University / Recognised Research Institution / Public Sector

Undertaking / Autonomous Organization / Statutory Organization:

(a)

(i) holding analogous posts on regular basis in the parent cadre

(b) Possessing the following qualifications and experience:

(i) Educational qualifications as specified for direct recruitment in Column

(7); and

(ii)

Two years experience in Printing, Proof Reading or Technical

Marking or Desk Top Publishing in a Government office or public

sector undertaking or an autonomous or statutory organization or

university or in any recognised institution.

Note 1: The Departmental officers in the feeder category who are in the direct line

of promotion shall not be eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible for consideration for appointment by

promotion.

Note 2: Period of deputation (including short term contract) and the period of

deputation (including short term contract) in another ex-cadre post held

immediately preceding this appointment in the same or some other organisation/

department of Central Government shall ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation (including short

term contract) shall be not exceeding fifty six years as on the closing date of receipt

of applications.

G.S.R. 60.—In exercise of powers conferred by provisio to article 309 of the Constitution, the President

hereby makes the following rules regulating the methods of recruitment to the post of Deputy Director (Quality

Assurance and Quality Control), Group ‘A’ post, in the Ministry of Home Affairs, Directorate of Forensic Science

Services, namely :-

1.

Short title and commencement.—(i) These rules may be called the Ministry of Home Affairs, Directorate

of Forensic Science Services, Deputy Director (Quality Assurance and Quality Control), Group ‘A’ post,

Recruitment Rules, 2023.)

ii) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of post, classification and level in the pay matrix.—The number of post, its classification and the

level in pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to

these rules.

3.

Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the

said Schedule.

4.

Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing exempt any person from the operation of this rule.

5.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category or persons.

6.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-

servicemen and other special categories of persons in accordance with the orders issued by the Central

Government.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it

may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concession required to

be provided for the Scheduled Caste, the Scheduled Tribes, the Ex-servicemen, the other Backward Classes and

supersession of the General Leprosy Training Research Institute, (Group D Posts) Recruitment Rules, 1978, in so far

it relates to the post of Animal Attendant, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment for the post

of Animal Attendant in the Ministry of Health and Family Welfare, Central Leprosy Teaching and Research Institute,

Chengalpattu, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

Central Leprosy Teaching and Research Institute, Chengalpattu, Animal Attendant (Group ‘C ‘Post) Recruitment

Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

G.S.R. 63.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the Regional Leprosy Training and Research Institute at Gauripur in Bankura District, West Bengal

(Group ‘C’ and Group 'D' Posts) Recruitment Rules, 1985, in so far it relates to the post of Driver, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment for the post of Staff Car Driver (Ordinary Grade) in the Ministry of Health and Family

Welfare, Regional Leprosy Training and Research Institute, Gouripur, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare,

Regional Leprosy Training and Research Institute, Gouripur, Staff Car Driver (Ordinary Grade) (Group ‘C‘ Post)

Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of said post, its classification and level in

the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and the

other special categories of persons in accordance with the orders issued by the Central Government from time to time

in this regard.
